5 From IMO web site International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM) However, the Ballast Water Management Convention, adopted in 2004, aims to prevent the spread of harmful aquatic organisms from one region to another, by establishing standards and procedures for the management and control of ships' ballast water and sediments. Water-and-Sediments-(BWM).aspx

6 Under the Convention, all ships in international traffic are required to manage their ballast water and sediments to a certain standard, according to a shipspecific ballast water management plan. All ships will also have to carry a ballast water record book and an international ballast water management certificate. The ballast water management standards will be phased in over a period of time. As an intermediate solution, ships should exchange ballast water midocean. However, eventually most ships will need to install an on-board ballast water treatment system.

21 Exceptions and Exemptions

22 Submitted by DENMARK and INTERFERRY to IMO Procedures to designate an SRA In brief, the actions involved in an SRA assessment and exemption process would include, but not necessarily be limited to, the following: 1. Two or more states agree to investigate the possible use of SRA in a water body shared by the states. 2. The states propose and agree the target species list for the ports and locations in question. The relevant parameters used for assessment must also be agreed in advance. 3. The SRA assessment is carried out. 4. The states consult neighbouring states that may be affected. 5. Vessels trading in the SRA may apply for exemption under the terms of A-4. Vessels can apply in any of the SRA states for exemption. 6. The exemption granted (or rejected) is communicated to the other SRA states and to the Organization. 7. Each vessel is issued the exemption to be recorded in the ballast water record book.

24 Natural Distribution Barrel jellyfish washed up at Greatstone beach on Romney Marsh last November. They are most commonly found off the south-west coast mostly in Cornwall. Westerly winds blow the creatures along the Channel meaning they end up in Kent.

25 Scientists say that once a harmful aquatic organism has entered a region it is extremely difficult if not impossible to remove from the region. So once it has arrived it is more than likely to stay.

26 Risk assessment From an Engineers point of view a risk assessment is used to reduce risk to an acceptable level.

27 With this in mind after the convention enter into force within 5 years all vessels transiting regions of the world will have a working system on board and the transit around the world of harmful aquatic organisms will have stopped. The risk of short sea / coastal shipping moving a new organism around its trading area has now been reduced to a minimum. Then add into the equation wind and currents moving existing organism around the area under natural spread. The chance small coastal /short sea vessels adding to the spread is extremely unlikely.

29 Final thoughts With type approval goal posts still potentially changing both with IMO and the US Coastguard is any system on the market today going to be suitable for your vessel in a future (will spares and technical support still be available in 10 / 20 years?) With all the emission regulations that are coming into force and the drive in the industry to reduce fuel consumption and thus emissions is there any overall environmental benefit in fitting ballast water treatment plant to small coastal short sea vessels?
