In case of emergency, if the normal access way is blocked, it shall be possible to leave the engine house and the cabin by a second (emergency) exit. This (emergency) exit shall be located as far away as possible from the normal exit. It shall be possible for the crane operator, and if necessary other personnel, to gain access to and leave the crane and its control station in an easy and safe manner. If it is not possible to leave the crane by the normal route in all positions of the crane, an easy means of escape shall be provided. Parts of the crane which require regular inspection and/or maintenance, such as: mechanical elements, sheaves, brakes, electrical components, hoisting ropes or chains and limiting devices, shall be accessible in an easy and safe manner. Here account shall also be taken of any defects occurring during normal operation. Cabins, access ways and their fixings shall be calculated in accordance with NEN 2018, the permissible stresses being given in NEN 2019 and if necessary NEN Cabins and control stations The cabin shall be equipped and situated in such a way that, from his normal operating position and in his normal posture, the operator, in all weather conditions occurring during operation, and being protected against the effects of the weather, has sufficient visibility to be able to operate the crane safely. This means, among other things, that from his operating position the operator shall be able to see at least the load, the travel paths, and the top of the jib if fitted. If necessary, for this purpose not only the walls, but also the roof and the floor of the cabin shall be fitted with windows. If a good view to the side or to the rear is necessary, and this cannot be effected directly, provisions shall be made for this by fitting mirrors on the crane or by making other appropriate provisions. The roof of the cabin shall be constructed or protected in such a way that no rainwater is drained off down the windows, the walls or the door. The floor of the cabin shall be horizontal, level, continuous and nonslip The dimensions of the cabin shall be sufficient to allow the operator to operate the control devices easily and safely, while also allowing the crane operator good freedom of movement. There shall be no sharp protruding objects in the cabin. The control elements shall be sited in such a way as to prevent operator fatigue as far as possible. The control elements should preferably be fitted separately at both sides of the control station. Control pedals, if fitted, shall have a nonslip surface. By "good freedom of movement" is meant: an internal free width of at least 1 m; an internal length at foot level of preferably at least 1,8 m, but under no circumstances less than 1,3 m for a seat height of at least 0,4 m; an internal free height of at least 2 m. 3.1 General The safety of the crane operator shall be assured. He shall be able to operate the crane in safety. If, depending on the type of operation, the crane operator needs to be 1) NBN E to 008 (the Belgian standards) refer to "hoisting appliances''. 6 Page 4 The volume of the cabin shall be in relation to the number of persons who have to be present in it at the same time. The roof of the cabin shall be capable of stopping a steel sphere with a mass of 7 kg, falling from a height of 2 m. A cabin roof which has to be stepped on for inspection or in emergencies shall at every point be able to withstand a load of 1000 N, distributed over an area of 0,3 m x 0,3 m. The vertical walls shall be calculated to withstand a point concentrated load of 500 N applied at any point over an area of 500 mm 2. The cabin of a crane which can easily be hit by the raised load or by hoisting equipment, e.g. cabins which do not swing round together with the load, shall be constructed in such a way that the operator is adequately 1 ) protected against accidents While operating the control devices, it shall not be possible for the crane operator to come into contact with other moving parts, or with parts to which an electrical voltage is applied, nor shall it be possible for hydraulic fluid which might be released into the cabin in the case of a hose or pipe fracture to drop on him The crane operator shall not be exposed to vibrations of a level higher than that which corresponds to the fatigue limit 2) The cabin shall be equipped with a proper operator's seat which is adjustable both forwards and backwards, as well as in height. In cases where the operator may be subject to shocks, the cabin shall be equipped with an adequate shockabsorbing and sprung operator's seat, on which the springing is adjustable according to the weight of the operator. The seat shall have a welldesigned seat and back; the back shall be adjustable. Foot supports and armrests shall be fitted if this would not cause a restriction to the safe operation of the crane, and if good access to the operator's seat would be assured. It shall be possible to lock the seat in the position to which it has been adjusted. The seat and the back shall be upholstered with a layer of sturdy, vibrationabsorbing, springy material with a strong, wearresistant and ventilated covering having a nonslip surface. There shall be sufficient free space for the operator to sit down easily on the seat No undamped vibration of the cabin shall occur. With respectto this, any shockabsorbing devices shall be adjustable if necessary. Fixings by means of screws, nuts and/or bolts shall be secured against working loose (even if they are under controlled pretensioning) If a cabin is fitted with windows, these shall be made from glass which is scratchresistant and toughened or laminated, or from an equivalent material: socalled safety glass. The windows and their fixings shall be calculated on the basis of a point concentrated load of 500 N applied at any point over an area of 500 mm 2. After the load is removed, neitherthe windows northeirfixings shall show any permanent deformation. Windows in the roof shall be as strong as the roof itself. Otherwise, a grille of appropriate strength shall be fitted on top of the roof window. A window which can be walked upon shall be able to withstand a load of 3000 N distributed over an area of 0,3 m by 0,3 m, or a uniform load of 1500 N/m 2. The least favourable of these two situations shall be taken into account. The windowpane shall be resting on its support. If the window does not meet the above specifications, a grille or equivalent device with equivalent characteristics shall be fitted on top of the window At least the windows of cranes which are set up in the open air, which are intended to give a view of the load, the travel paths and the top of the jib, if the crane has a jib, shall be equipped with a mechanically driven installation which assures good visibility in all climatic conditions. These windows shall not become steamed up or iced up It shall be possible to clean both sides of the windows without danger, if possible from the inside. If the floor of the cabin is situated more than 3 m above ground level, horizontal protective bars shall be positioned on the inside of low windows in vertical or inclined walls of the cabin at heights of 0,25 m, 0,5 m and 1 m above floor level. Instead of the aforementioned horizontal bars, vertical protective bars situated 0,2 m apart, or similar provisions, may be fitted. These bars should be regarded as railings. When the crane is in use, no contact shall occur between the bar and the window due to bending of the bar. The bars may be omitted if it can be shown that the structure in question provides equivalent safety The cabin shall provide efficient and adequate facilities for ventilation, lighting, and if necessary heating and/or cooling (see also clause 10). It shall be possible to provide a light intensity between 100 lux and 150 lux by means of a nondazzling light source.irrespective of the outside temperature, it shall be possible to provide a temperature inside the cabin between 18 C and 25 C. Special consideration shall be paid to draughtproof sealing of doors, frames, hatches, and the leadthroughs of control rods, cables or pipes The cabin shall be equipped in such a way thatthe crane operator is protected against noxious vapours and gases, bothersome light and heat rays. In the cabins of cranes set up in the open air, and also in those of cranes set up indoors if necessary, adjustable sun visors or other facilities for protection from sunlight shall be provided, so that the operator is able to follow the load The equivalent noise level in the cabin with the doors and windows closed, measured at ear height, shall not exceed 80 db(a) for noise generated by the crane itself The cabin shall be fitted with a door. This door shall be a sliding door or a hinged door which opens outwards. The door shall be automatically locked, both in its fully open position and in its fully closed position. Doors shall be lockable from the outside, and it shall be possible to open them from either side at all times. Doorways shall be at least 0,5 m wide and at least 1,90 m in height. If the cabin is located more than 3 m above ground level, the door of the cabin shall give access to a platform or gangway. If it is not possible to include an access door in the cabin for constructional reasons, access may be provided via a hatchway in the floor or in the ceiling, provided that, if access is provided by means of a floor hatch: the remaining floor surface which can be walked upon is at least 0,8 m x 0,5 m (with the hatch open); this hatch opens inwards only; an emergency exit is provided via an emergency hatchway located either in the roof or in the side wall of the cabin. This hatchway shall give access to an escape ladder. 1) By "adequate" we may understand : the frame of the cab concerned must be able to absorb a quantum of energy in a horizontal direction without the DLV (deflectionlimiting volume see ISO 3164) being violated, taking into account the most frequently occurring operational conditions. 2) See NENISO 2631.

The shortest side of a hatchway shall be at least 0,5 m. The hatches shall be provided with a locking device for locking them in the open position. A roof hatch shall open outwards only A lockable storage area shall be mounted in the cabin in which documents relating to the safety of the crane (see NEN 2024) can be kept Movable cabins, the position of which in relation to the crane structure can be changed by the operator, shall be fitted with safety devices such as for instance travel limiters, brakes, buffer devices and wheel breakage supports If the crane has a permanent control station, this shall: provide sufficient visibility (see also 3.2.1); provide sufficient space (see also 3.2.2); provide protection against falling objects, and against swinging of the load (see also 3.2.2); give protection against becoming jammed, and against moving parts or parts to which an electrical voltage is applied, and against hydraulic oil which is accidentally released (see also 3.2.3); provide an acceptable noise level (see also ). 3.3 Access ways General Places (see 3.1) situated more than 0,6 m above a surface which can be walked upon and control stations shall be accessible by means of passenger lifts, steps, or ladders, which includes foot supports, treads, railings, landings, gangways etc. This Standard understands by: a staircase: a set of steps positioned at an angle to horizontal of less than or equal to 65 ; a ladder: a set of steps positioned at an angle to horizontal greater than or equal to 75 and smaller than or equal to 90. Sets of steps which under normal circumstances form an angle to horizontal greater than 65 and smaller than 75 are prohibited. The height above the ground of the first step shall not exceed 0,5 m. Staircases shall have treads; ladders shall have rungs. The distances between the treads or rungs shall be equal. The minimum free space for the foot which shall be provided above and behind a tread (foot support) or rung, measured from the front side of this rung, is shown by the dotted lines in figure 1. The free space shall be present across the whole of the width of the treads or rungs. Treads and foot supports, rungs, laddertreads and walkways shall have a nonslip surface, rounded edges, and if possible be selfcleaning. Treads, rungs and laddertreads shall not be displaced parallel to one another Treads and foot supports The vertical distance between a tread or foot support and an obstacle situated above it shall not be less than 2 m. Landings shall be provided: the first after a maximum height (vertical distance) of 12,5 m, and then after heights not exceeding 10 m each. Both sides of a staircase shall be fitted with smooth, continuous railings. The free space at the side of the bannister shall be at least 75 mm. The vertical distance from the middle of the tread to the railing shall be at least 0,8 m and at the most 1 m. Figure 2: Rise and going of stairs The horizontal distance between one railing and the other shall be at least 0,6 m, in accordance with the widths of the appertaining landings and gangways. Railings on staircases shall be fitted with middle cross pieces halfway up. Treads shall be at least 0,6 m wide, and foot supports shall be at least 0,3 m wide. Treads of staircases and foot supports shall be at least 0,12 m deep. The maximum rise for a staircase is 0,2 m, see fig. 2. The following formula should preferably be used for staircases: 2 x rise + 1 x going = 0,63 m.

Я! 4 i 0,3 ladder s* 03!^_0,3 Figure 3: Free space for a rung in a horizontal plane without a ladder cage Ladders and ladder treads The vertical distance between a rung of a ladder or ladder tread and an obstacle located above it shall not be less than 2 m. The horizontal distance between the centre line of a ladder and an obstacle shall be at least 0,3 m, measured equally on the rungs and on both sides, see fig. 3. The horizontal distance from the rungs to an obstacle on the rung access side shall be at least 0,7 m, also for hatchways. Where there is no ladder cage, this dimension may be reduced in special cases to 0,6 m. The free length of a rung of a ladder or a ladder tread shall not be less than 0,3 m. The maximum rise for ladders is 0,3 m. The thickness of the rungs measured in the horizontal direction shall be between 16 and 25 mm. A ladder consisting of a full side of welded rungs (ladder treads) shall be constructed in such a way that the foot is prevented from slipping sideways. At least one of the stiles of a ladder which gives access to a gangway or landing shall protrude at least 1 m above the floor ofthat gangway or landing, unless railings have been provided at appropriate places which ensure that it is possible to step on to and off the ladder safely. A ladder which gives access to a level more than 5 m above the ground/ground floor shall be provided with a ladder cage starting at a height of not more than 2,5 m, calculated from the starting point. The hoops of this ladder cage shall have a diameter of 0,7 m 0,8 m, see fig. 4. Hatchways or other obstacles shall not limit the free space within the ladder cage. The horizontal distance from the rungs to the back of the ladder cage shall be between 0,7 m and 0,8 m. The hoops shall be fitted a maximum of 0,9 m apart, and shall be linked together by at least three longitudinal bars which are uniformly spaced around the circumference (see fig. 4). These longitudinal bars shall be mounted on the insides of the hoops, and shall not have any protrusions. It is not necessary to fit a ladder cage if the ladder is built inside a structure which serves as a back support, and if there is a free passage between the ladder and the structure of not more than 0,8 m. Equivalent protection is considered to be provided by ladder cages in which the vertical distance between the hori Figure 4: Free space for a rung in a horizontal plane with a ladder cage zontal bars is always less than 0,75 m in the area where this protection is required, and in which the diameter of the circle described between the ladders and the bars is less than 0,75 m. If the vertical distance is equal to or greater than 0,75 m, continuous wire netting may be used. Ladder cages shall not be partially interrupted in the longitudinal direction, except at points of access to landings. 9 Page 7 Ladders shall be constructed with landings: the first shall be after a maximum height of 12,5 m, and the subsequent landings shall occur every 10 m at the most. Ladders and landings shall be positioned in such a way that the way of ascent is staggered after each landing is passed. Deviations from the requirements set out in the preceding paragraphs are permitted in the case of ladder cages and landings of which the angle of inclination varies, e.g. in crane jibs or other moving parts. In this case, situations where the angle of inclination exceeds 90 shall be avoided, and smooth railings shall be provided; the vertical [or: perpendicular] distance between these railings and the rungs shall be at least 0,3 m, and the horizontal distance between the railings themselves shall be be tween 0,5 m and 0,6 m Gangways, walkways and landings All walkways shall be approximately horizontal and continuous. The vertical distance from the floor of a gangway or landing and an obstacle located above it which is fixed, or which is moving in relation to the gangway or landing, shall be at least 2 m. In the case of a fixed obstacle less than 1 m in length, this distance may be reduced to 1,4 m. In this case, the obstacle shall be made clearly visible in accordance with NEN ). Distances between 1,65 m and 2 m shall be avoided as far as possible. If it is not possible to keep to the distances quoted above, one of the following measures shall be implemented: a. A fixed protective structure shall be fitted, which forces persons to remain outside the danger area; b. A barrier shall be installed which prevents access to the gangway or landing when the crane is in operation. In the case of places where persons can be located between moving and fixed parts of a crane, if not covered by the above paragraphs, a free space shall be provided shaped like a parallelepiped with a base of at least 0,5 m x 0,5 m and 2 m in height Gangways and landings shall have a free width of at least 0,6 m Gangways and landings situated more than 1 m above ground level shall be fitted with railings or equivalent safety features on their open sides. Interruptions in railings or similar shall be fitted with selfclosing barriers, except for accesses to staircases, ladders, foot supports or ladder treads which are permanently installed in relation to the walkway. If a gangway is constructed along a plate girder, no railing needs to be mounted along the side of the girder, provided that the condition is met that h + e > 1m, where h > 0,5 m, see fig Railings shall be continuous, and shall consist of: a smooth top rail at a height of 1 m, in relation to the walkway; an intermediate rail at half height; a skirtingboard up to a height of at least 0,1 m above the walkway. Railings made from rope, steel wire rope or chain etc. are not permitted. The free space at the side of the top rail of a railing shall be at least 75 mm. Figure The floor and/or the skirtingboard shall be constructed in such a way as to prevent any accumulation of water, oil or other products. The measurements of holes in the floor, of any perforations or of spaces in grills shall be chosen so, that a sphere with a diameter of 30 mm cannot pass through. Deviations from this provision are permitted for the leadthroughs of hoisting ropes or hoisting chains, or other mechanical elements, through the walkways of engine rooms or the maintenance platforms of sheave blocks. These openings shall have edges around them up to at least 0,1 m above the walkway. Landings, gangways or walkways which can be interrupted shall be adequately secured by means of e.g. selfclosing barriers, hatchways or railings Handrails Handrails shall meet the following requirements: they shall be mounted at least 0,9 m and a maximum of 1,1 m above the appertaining foot support, tread or rung. The maximum permissible height of the first handrail above the ground or other surface from which a set of steps begins is 1,6 m; the horizontal distance between a handrail and the appertaining foot support, tread or rung shall not exceed 0,2 m; handrails shall be at least 0,15 m long; their thickness shall be not less than 16 mm and not more than 25 mm; the free space at the back and at the sides of handrails shall be at least 75 mm; handrails shall be bent round at both sides, or shall be fitted with an extension or swelling at the ends, to prevent the hands from sliding off them; handrails shall be smooth, and shall have a rounded shape free from sharp edges. They shall provide a good grip for the hands, and shall be securely mounted Places requiring to be visited occasionally Places requiring to be visited occasionally are places which do not need to be entered in order to reach the control station or for regular inspection or maintenance (see 3.1). For places which only need to be entered or visited occasionally, exceptions can be made to the general requirements applying to normal access ways (see and 3.3.2) as set out below: A permanently constructed access way is not required if suitable ladders (rope ladders or similar are not permitted), mobile elevating work platforms, movable suspended platforms or similar are always present and available for use.
