2 DIP420 Dynamic Inclined Plane Oil Recovery System This specification is for the JBF DIP400/420 Oil & Debris Recovery Systems, which utilizes JBF's patented retractable Dynamic Inclined Plane, DIP400 skimming module. Reference Patent No. 5,384,043, January 24, The multi-purpose system can also incorporate debris collection, bilge collection & recovery, fire fighting and cargo hauling systems. A general overview of the Oil & Debris Recovery System is shown below. The JBF 420 Oil & Debris Recovery Systems employ a Dynamic Inclined Plane (DIP) oil recovery module that can be retracted above water during the vessel s travel to and from the oil spill site. The JBF 420 can be outfitted with single diesel inboard/outboard engine or twin outboard engines to provide a fully self-propelled skimmer. The JBF 420 systems are also available in a non-propelled version, which can be towed or pushed by available vessels of opportunity. The JBF 420 Oil & Debris Recovery Systems are supplied with transport trailers for fast deployment. The JBF 420 are equipped with gasoline or diesel driven hydraulic power supplies, to drive the JBF DIP400 skimmer, oil transfer pump, debris collection belt, and fire pump. The JBF 420 are equipped with a forward V-sweep containment boom rigging system, which enables the sweep width of the skimmer to be increased to 8 feet (2.4 m.) 2

3 THE OIL RECOVERY METHOD The oil recovery method incorporated into the JBF skimming systems is described above. The skimming system collects oil and solids under water using the DIP (Dynamic Inclined Plane) method. The oil and solids are taken down a moving inclined plane that is formed by an endless belt that moves in the same direction and speed as the skimmer or current. There is no relative velocity between the oil and solids on the belt, the moving belt itself, and the adjacent water. At the bottom of the belt, buoyant forces (specific gravity differences) cause the oil and solids to surface in the collection well displacing water out the bottom. The bottom of the skimmer is open and has free contact with the sea, river, or body of water. A deep pocket of oil forms at the top of the collection well. The virtually water-free oil is then pumped from the top of the collection well to storage tanks using a transfer pump. The DIP method has been tested extensively and has shown itself to be one of the most efficient and durable belt type skimmer systems available. The US Environmental Protection Agency, Environment Canada, the US Navy and the US Coast Guard performed the numerous controlled tests. 3

4 The JBF 420 includes a center control console, removable railings, a positive displacement, screw oil transfer pump (or centrifugal pump), deck mounting for the power supply and pump, four permanent lifting eyes, and two lifting king posts with a davit for raising the DIP400 skimming module out of the water. 4

5 All proposed JBF 420 Oil & Debris Recovery Systems are new, standard JBF production units. All units are built with the highest quality material and workmanship. The Oil & Debris Recovery System presented in this specification will meet or exceed all requirements of the customer's bid request. The JBF 420 Systems meet all applicable US Coast Guard regulations. 6 Hull: The JBF 420 System's hull is welded, marine grade (5054 & 6062 Alloy) aluminum plate. Plate thickness used is 1/4" (0.64cm) and 3/16" (0.48cm). Internal baffles and bulkheads shall be 1/4 (0.64cm) & 3/16" (0.48cm) plate. The hull utilizes 3" (7.6cm) & 4" (10.2cm) external C-channel stiffeners. The hull incorporates an oil storage tank in a center void, with buoyancy voids fore and aft. The oil storage tank includes longitudinal tank baffles. 6

7 Deck: Typical deck layouts for the JBF 420 are shown below. A 3/4 enclosed console enclosure is included on the JBF 420. The deck has provisions for mounting the hydraulic power supply, oil transfer screw pump, outboard fuel tanks, debris conveyor (optional), fire pump and monitors (optional), loading ramp (optional) and the DIP400 skimmer in it's stowed position. Piping for filling and venting the storage tank are provided. Fill connections are 2-inch (50mm) male cam-lock. The deck has four cleats for towing, mooring and anchoring. All traffic areas of deck have non-skid surfaces. Removable deck railing is provided around work area of deck. Oil storage tank and voids include watertight hatches, to allow access for cleaning and inspection. 7

8 Propulsion: MERCRUSER 150 HP Marine Diesel Inboard/Outboard Engine gives this vessel the ability to response to spills at speeds up to 22 knots. 8

9 Propulsion Continued: Twin outboard engines are available for propulsion on the JBF 420 with the Honda 50HP, 90HP, 115HP, & 130HP gasoline 4-stroke engines. Outboards will be equipped with aluminum work props, with three blades. The propellers (on the Honda 50 hp engines only) will have special Handler shields (as shown above) on them for extra performance and speed. The outboards have electric start and remote control connections for throttle and gearbox. Engines have built-in alternators. Outboards include options for 6 to 18 gallon (23 to 68 liter) fuel tanks. Also included with each outboard engine are, tachometers, marine batteries, battery cables, and power trim and tilt. 9

10 Wheelhouse & Controls (matched to Propulsion): The 3/4 enclosures is open backed, and includes safety glass windows on front and sides. The enclosure is designed to adequately protect the operator in adverse weather conditions. The front window of the wheelhouse is equipped with a manual windshield wiper. A marine magnetic compass is mounted on the console. Steering controls are hydraulic steering. Throttle and gearbox controls for outboards matched to the outboards selected. Control cables and lines are mounted through wire ways under the deck to the engines. 10

11 Hydraulic Power Supply: Hydraulic Power Supply is available in both Gasoline and Diesel versions. The pressure compensated system utilizes the Vickers PVB5 hydraulic pump, with an output of 10 gpm (38 lpm) at 1500 psi (103 bar). The power supply has a 4-gallon (15.2 liter) hydraulic fluid reservoir and 1.5 gallon (5.7 liter) fuel tank. The gasoline power supply uses the Honda Air-Cooled 13HP (9.7 kw) Engine, Model GX340. The diesel power supply uses a Yanmar Air-Cooled 10HP (7.5 kw) Engine, Model L100, with electric start. The hydraulic system includes a cooling system, spin-on return filter, relief valve, pressure control valve, fluid level gauge, and speed control. The power pack uses a 2- way spool valve for connection of hydraulic lines to the DIP400 belt drive motor, the oil transfer pump, debris collection belt and the fire pump. The power pack is mounted into a wheeled, roll cage frame with lifting bail. During operation, the power supply is secured to the deck. 11

12 Electrical: Electrical system is a 12VDC, two wires, and negative ground system. Electrical power is taken from the inboard or outboard's alternator. All electrical wiring is insulated and enclosed in flexible conduit. All wiring is safely routed and mounted to prevent sagging, interference with equipment or personnel, and to not present a safety hazard. The lighting package consists of two flood lamps on console, two and two on the king posts, running lights and upgraded batteries. 12

13 Oil & Small Debris Collection System: The heart of the Oil Recovery System is the JBF DIP400 skimming module. The one foot wide DIP400 module is capable of recovering 225 bbl/hour (36 m 3 /hour) of virtually water free oil. The DIP400 incorporates a simple, removable debris trap within the collection well to filter and collect any debris that enters the skimmer. The sweep width of the skimmer is increased to 8 feet (2.4m) by use of an easily deployable V-sweep system, which uses containment sweep for deflection and aluminum outriggers with flotation. The V-sweep DIP400 system can be easily retracted for high-speed transit. There are two pump options available for oil transfer. First, is the Moyno model SP367 positive displacement screw pump, rated at 36 gpm (8 m 3 /hour) and the second, is the Desmi DOP 160 screw pump. Specifications are found in Appendix A. Transfer hoses are used to remove the oil from the skimmers collection well and transfer the recovered oil to the 1320 gallon (5 m 3 ) or 2300 gallon (8.7 m 3 ) on-board storage tank. The transfer pump can also be used to off-load the recovered oil from the storage tank to shuttle barges, land based tanks or other portable storage tanks. During operation, the Moyno pump is secured to the deck and is connected to the DIP400 skimmer by suction hoses. The submersible Desmi DOP 160 screw pump is placed directly into the collection well of the DIP400. The discharge hose from either pump is attached to the storage tank fitting of the JBF 420. The storage tank incorporates an inverted-bell type tank vent. (See Appendix A for JBF product specifications and literature.) 13

14 Boom Connectors: Boom connectors are provided at the entrance to the DIP400 skimmer to allow attachment of typical oil containment boom directly to the skimmer. This system enables use of (customer supplied) m sections of oil containment boom to enable increasing the collection encounter efficiency to widths of meters. This operation can be done either in a stationary or advancing operating mode of the system. All boom connectors used on the DIP400 skimmer module and the boom are universal C Type Quick Latch connectors with safety pin keeper and lanyard. The connectors are fully compatible with ASTM type boom connectors. 15 Trailer: A transport trailer is available for the JBF 420 Oil & Debris Recovery Systems. The trailer allows fast deployment and retrieval from a boat ramp or shoreline. The 28-foot, (8.5 m) galvanized steel trailer includes tandem axles, leaf springs, tongue jack, hydraulic surge brake system, 2" (50mm) ball hitch, and watertight lighting. Tire size is F78-14C. Load rating for the trailers are 5200 lbs (2364 kg) (JBF 420). 15

16 Debris Recovery: An optional Debris Recovery Belt System is also available for the recovery of small and large debris. The debris recovery system utilizes a continuous inclined belt for collection of floating debris. The debris system uses the same V-Sweeps from the DIP 400 skimmer to increase the system s collection efficiency. The V-Sweeps will have a width of 8.5 feet (2.6m). The debris belt will transfer the debris to either debris bags or portable debris containers on the deck of the JBF 420. A single 0.45-m3 collapsible debris container is supplied with the system. Additional containers are available as an option. When collapsed, these containers are easily stowed in the storage tank. The debris system is mounted over the bow, replacing the DIP Oil Recovery Module. The debris is directed to the lifting belt by use of deflection sweep arms. The deployment and retrieval of the debris system can be done by hand or can use the same lifting davit used with the DIP module. The Debris Belt can be fully removed from the JBF 420 boat and be stowed on deck of the JBF 420 or on land. 16

17 Fire Fighting System (Optional): Fire Fighting System options include: deck mounted fire pump, permanent piping under the main deck, and one or two fire monitors. The fire monitor(s) will be mounted to the deck at the bow of the JBF 420 and utilize the CET rpm Kohler gas engine driven fire pump to draw sea water from over the side. The fire pump will be rated at 150 gpm ( psi. 17

19 Anchor: The JBF420 will be equipped with an anchor, anchor chain of 4.7 m of anchor chain and 46 m of anchor line according to the classification of ABS. Storage Batteries: Two marine grade 12 Volt DC batteries will be supplied to operate the boats electrical equipment. The batteries will be wired to include a switch, which will allow either battery or both to operate the boat s electrical circuits. The batteries will be installed inside the marine weatherproof console of the boat. Batteries and all wiring will conform to the standard rules of marine electrical circuits. Regulation Lighting: The boat will have required regulation running lights, and will be waterproof, marine grade. One red/port and one green/starboard light will be mounted at the front of each side of the pilothouse. One 360-degree All-Around white light will be mounted on the mast located on top of the pilothouse. The 360 degree All-Around white light will have an independent switch from the red/green lights, to enable it s function as an at anchor light, as per US Coast Guard and ABS regulations. Switches will be installed on the console in the wheelhouse. Safety Equipment: Two 9-liter refillable fire extinguishers will be included and mounted on each side of the wheelhouse. Two life rings (one at the wheelhouse, one at the bow), one set of emergency flares and distress flags, two life jackets will be provided according to US Coast Guard safety requirements. 19

20 Spare Parts: There are two levels of spare parts kits that are available for the JBF DIP400/420 Response Systems. The Group 1 level kit is a minimum recommended kit for normal operation of the system for 2 years. The Group 1 kit provides spare parts that will insure a minimum of down time during operation of the equipment in an emergency response. A Group 2 level spares kit includes expanded spare parts for remote customers or users who require an extended spares inventory. In addition, custom spare parts kits can be designed to meet user exact requirements. Spares kits have been designed to include mission critical parts due to damage and routine maintenance parts such as filters. 22 Training: A training session will be provided for the JBF DIP400/420 systems at the customer s site. JBF will provide a complete (1 day) training class at each of the customer s locations. Classes will consist of both classroom and hands on, field training. Training classes will cover complete operations, deployment, and maintenance of the Oil & Debris Recovery System and equipment. In addition, training will include proper oil skimming procedures and techniques for the specific area of typical use by the Purchaser. 22

23 Manuals: Each Oil & Debris Recovery System will include two Owner s operation manuals. Manuals will cover operations, routine maintenance, and recommended spare parts. (Translated manuals are also available.) Delivery: Single units can be ready for shipment in weeks ARO, however confirmation will be required at time of individual quotation. All units will be delivered, fully rigged with all specified equipment, ex-works, Seymour, CT, USA. Each unit will be completely assembled, serviced, adjusted and all herein specified equipment shall be installed and all specified equipment and accessories included. Delivered units will be fully functional and immediately ready for continuous operation. In cases of overseas shipments, the system may require some assembly at destination, which will be provided by JBF staff. At time of delivery JBF will provide a copy of the warranty, service policy, invoice, certificate of origin/title, service and owner's manuals. JBF Environmental Technology Profile: 23

24 JBF Environmental is a division of Slickbar Products Corporation, a private U.S. company with headquarters in Seymour, Connecticut, U.S.A. JBF has manufactured oil skimmers and oil spill response vessels for over 30 years. JBF s other products include low cost portable skimmers weighing only 62 kg, "Over-the-side" vessel of opportunity skimming systems for use with existing workboats, tugboats and barges, near shore/harbor, shallow water skimming vessels (7m-15m) and high capacity, offshore skimming vessels (25m-70m). All JBF vessels are designed for multipurpose use including fire fighting, debris collection, boom towing, personnel transport, command platforms and rescue duty. JBF currently has over 250 oil skimmers and vessels in operation around the world. Customers include the U.S. Navy, the U.S. Coast Guard, Shell Oil, Petroleos de Venezuela, PetroEcuador, Caribbean Petroleum, Gulf Oil, Caltex, Irving Oil, Unocal and major oil spill response organizations and cooperatives. JBF does not use low efficiency or low capacity devices such as suction heads, weirs, or oleophilic devices, which require the oil to "stick" to the device for oil recovery. We employ a simple, yet high performance technology known as the DYNAMIC INCLINED PLANE (DIP), invented and developed by JBF over 30 years ago. This recovery system has a proven collection rate of 99% oil without using additional oil/water separation. Because of our unique technology, oil is less able to escape under the skimmer in fast currents or at higher advancing speeds as with other surface skimmers. JBF has comprehensive test data and actual spill experience to validate extremely high throughput efficiencies at 1-5 knots, in both calm and wave conditions. JBF skimmers do not require thick layers of oil in contained pools, in order to be efficient. The JBF skimmers operate equally well in thin slicks and thick oil, and in light refined products or high viscosity oils.
