3 UOUTLOOK - Baghdad: SAF and IDF attacks against residential areas, increased VBIED attacks likely. - North: New MNF-I operation spread across Diyala and Tameem. - West: Possible rise in tensions and AOG activities following transition of responsibility to ISF. - South: Continued political tension and intra-shi a violence. All CPs in the IZ are open. International Zone NSTR BIAP Summary Key Developments: U.S. civilian officials have been barred from road travel in Iraq outside Baghdad's heavily fortified Green Zone because of possible attacks after a deadly shooting incident on 17 Sep involving American security firm Blackwater. Embassy officials that due to the temporary suspension of Blackwaters licence, all US civilian and diplomatic movements are restricted to the 'International' Zone which also gives them time to review their own mission security procedures and practice. On the other hand, more talks are expected on the different laws currently in place at the moment governing the operations of security contracts and contractors. The Iraqi national security adviser Mowaffaq al-rubaie told a news conference that the ongoing review of security firms in Iraq would examine their rules of engagement and also an earlier regulation that gave such firms immunity from Iraqi law. Major incidents: Mosul: 19 Sep Clashes erupted between ISF forces & AOG in the city leaving 1 ISF killed, 3 injured & 14 AOG killed, 3 injured. 18 Sep IED detonated against IP patrol in the western sector leaving 4 IP injured. 18 Sep SVBIED targeting ISF convoy in the city leaving 2 ISF injured. Baqubah: 18 Sep PBIED detonated between a congestion of civilians in shopping area in Muqdadiyah leaving 4 IC injured & shops damaged. 18 Sep IED detonated in a market against civilians in Jalwala leaving 4 IC killed, 13 injured & 3 shops damaged 18 Sep IED detonated targeting ISF patrol in the eastern sector of the city leaving 5 ISF injured. 18 Sep IED detonated against MNF-I patrol in Diyala leaving 3 MNF-I killed & 3 injured. 18 Sep Gunmen attacked & opened fire against civilians in a village in Kanan leaving 3 IC injured. 3 of 10
4 Assassinations: 18 Sep SVBIED targeting the motorcade of the 2nd Division commander Muta a al-khazraji IVO Abi Tammam Switchboard west of Mosul. He was unharmed, but two of his bodyguards were injured in the attack. 18 Sep DBS attack on Sadrist leader Raheem Mizi l who was killed in front of his house, central of Diwaniya. 18 Sep Gunmen opened fire on Imam Musa al-kadhum and Sistani representative Imad Abdu Kareem after Maghrib prayers west of Basrah. Both were unharmed and one of his bodyguards was killed.
