2 40 th Grooms Garage Mid-Wales Stages 27 th May 2018 F O R E W O R D Croeso, Welcome, to the Grooms Garage Mid-Wales Stages 2018, based at The Hafren, Llanidloes Road, Newtown, Powys, SY16 4HU. Following a break in 2017 (and an enforced break in early March 2018!), the Grooms Garage Mid-Wales Stages 2018 will be a no nonsense, back-to-basics event, using some of the best-known stages in our country. The Grooms Garage Mid-Wales Stages (which includes historic classes) is a round of the:- The Pirelli MSA Welsh Stage Rally Championship The Restruct Ltd & the Welsh Mixed Surface Championship The Brian Dennis Motorsport Welsh Historic Rally Championship The West Wales Rally Spares HRCR Stage Masters Challenge. ANWCC Forest Rally Championship. ANWCC Ladies Rally Championship. ANWCC All Rounders Championship. The FMP Rally Challenge STAGE FORMAT for The event will start from The Hafren, Newtown. Crews will then tackle stages in Hafren Forest and the Forest Experience Rally School before heading back to Newtown for a 45 min Service, followed by a second run through the Hafren Forest stages. They then return to the Finish Control at The Hafren, Newtown, followed by Award Presentations. A total of 43 stage miles is on offer for a competitive entry fee of 560, all inclusive. Also, in an effort to reduce competitor costs, there will be no Management Service. Grooms Garage, are our new, enthusiastic main sponsors and we thank Keith, Tracy and their family for their support. We expect the entry list to fill up quickly, so please get your entry in early to avoid disappointment! Once again, we will be using on-line entry system which is linked from the event website. 4 1 INTRODUCTION SUPPLEMENTARY REGULATIONS NEWTOWN & DISTRICT AUTOMOBILE CLUB LTD ( the Club') will promote a National B status Multi-Venue Forest Special Stage Rally on Sunday 27 th May 2018 called The Grooms Garage Mid-Wales Stages. 1.1 This rally will be held under the General Regulations of the Royal Automobile Club Motor Sports Association Ltd ( MSA ) (incorporating the provisions of the International Sporting Code of the FIA), these Supplementary Regulations and any written instructions the Club may issue for the Event. The 2018 MSA Year Book can be found at The event is a National B competition with Authorised Foreign Participation (NCAFP) Modifications, amendments and/or changes to these Supplementary Regulations will only be announced by numbered and dated Bulletins. Competitors contesting Championships on this event are reminded that they should familiarise themselves with the relevant Championship Regulations. 1.2 Overall SS distance and total distance SS distance: miles (gravel) Total distance miles 2 AUTHORISATION MSA Permit Numbers: DoE Authorization Number: T.B.A. Permits & Authorizations will be displayed on the official Notice Board throughout the event. 3 ELIGIBILITY 3.1 The Grooms Garage Mid-Wales Stages is open to all holders of an MSA National B or higher Competition Licence who are registered competitors in any of the invited championships or members of clubs in membership with:- (I) (II) (III) (IV) The Welsh Association of Motor Clubs The Association of North Western Car Clubs The Association of West Midland Car Clubs The East Midlands Association of Motor Clubs 3.2 The Grooms Garage Mid-Wales Stages has been inscribed on the 2018 International Sporting Calendar. Competitors from any of the EU countries, holding National Competition Licences issued by their ASN, may enter. 3.3 Intending competitors are reminded that when an entry is made in the name of a firm or sponsor, that firm or sponsor must hold an MSA Entrant's Licence and that licence must be produced at documentation and a copy supplied with the entry form or no credit will be given on the Entry List. MSA competition licences will be inspected at signing on. Where the entrant is a legal entity, or in any case, not part of the crew, the first driver named on the entry form shall be held responsible for all liabilities and obligations of the entrant throughout the whole competition. 3.4 This event is a round of the following Championships:- The PIRELLI MSA WELSH STAGE RALLY CHAMPIONSHIP 2018 (Championship Permit No:- 2018/011) The Restruct Ltd & the WELSH MIXED SURFACE CHAMPIONSHIP 2018 (Championship Permit No:- 14/2018) The Brian Dennis Motorsport WELSH HISTORIC RALLY CHAMPIONSHIP 2018 (Championship Permit No:- 13/2018) The HRCR RALLY MASTERS HISTORIC STAGE RALLY CHALLENGE 2018 (Championship Permit No:- T.B.C.) There will be a one-way system around the Service Area and a speed limit of 15 MPH, which must be adhered to. Competitors must follow all direction signs. Entrants other than the first or second driver must hold an appropriate Entrant s Licence issued by their ASN. 4.3 Acceptance of Entry Form The entry application will only be accepted when duly completed and accompanied by the bank transfer or cleared cheque of the total amount of the Entry Fee. Entries received with complete entry fee will be acknowledged by the Organisers and will be accepted in order of receipt of full payment. 4.4 Number of entries accepted and classes The maximum number of entries for the event will be 110. If more than 110 entries are received the acceptance of entries will be at the sole discretion of the organiser. A reserve list of a maximum of 15 cars will be created. Entries will be allocated on a first come, first served basis. The minimum number of entries for the event will be 80. If this number is not reached, the organisers reserve the right to cancel the event, or reduce the competitive mileage. If fewer than 5 cars are entered in any one class the organisers reserve the right to amalgamate the classes as necessary. 7 4.5 Any vehicle with forced induction shall have its actual engine capacity multiplied by 1.7 to achieve a notional capacity and that capacity shall determine its class. For rotary engines the original capacity will be multiplied by 1.7 to determine its class and if it has forced induction, that figure will be multiplied by 1.7 again to determine its class Entry Fees and Package The entry fee for the event will be Entry packages Vehicle Plates Competing Car 2 Service 1 Administration Road Books 1 Route Maps 1 Service Book 1 Service park area 7m x 5m approx. or equivalent area SERVICE AREA:- Competitors are required to state on their entry form the make, model and registration number of the vehicle they will be bringing to the service area. 4.8 Payment Details The entry fee must be paid by bank transfer or cheque. All bank charges must be paid by the sender. NO ENTRY WILL BE ACCEPTED UNTIL ANY OUTSTANDING FEES ARE PAID. Cheques should be may payable to Newtown & District Automobile Club Ltd and sent to the Entries Secretary. Please include your Drivers Name or Entry Receipt Number as a reference. 4.9 Refunds Withdrawal prior to 17 th May Full refund of the entry fee paid less 30 administration charge Withdrawal received between 17 th May and prior to Scrutineering: If there is a current reserve list full refund of the entry fee paid less 30 administration charge If there is no reserve list, a full refund of the entry fee less 30 administration charge will be at the Organisers sole discretion to cover cases of cars not having completed prior events damage free or other cases of force majeure. All withdrawals must be notified to the Organiser in writing. The organisers reserve the right to cancel the event, offer reduced mileage, or amalgamate classes as necessary. Regulations 2018 Page 5

To reserve entries which are not offered a start Once the Seeded Entry List has been published, no communication will be entered into regarding it The order of starting will be at the organisers discretion but, to assist seeding, competitors are asked to show their best 5 recent results on their entry form. The organisers will seed competitors in order of past performance The organisers reserve the right to select, or refuse, entries for the event and to amend the number of accepted entries on the event. 5 IDENTIFICATION 5.1 Numbered rally plates, supplied by the organisers, must be used to identify competitors. These plates, supplied by CSG Signwriters of Welshpool must be fixed to the front and rear of the car R In addition 23cm high competition numbers (on sale at Newtown Fire Station) must be displayed on both sides of the car, on the doors J.4.1- J Competitors must also provide a space at least 45cm long by 15cm high, above these numbers for sponsors decals (supplied). 5.4 Hi Vis Numbers will be supplied by the organisers and must be placed in the rear side windows on both sides of the car. ALL THE ABOVE MUST BE FIXED IN THE CORRECT POSITION BEFORE THE CAR IS PRESENTED FOR SCRUTINEERING. Provisional results will be announced within two hours of the finish of the event. These will become final after 30 minutes subject to the resolution of protests, which must be made in accordance with the provisions of C and Appeals in accordance with C Competitors shall ensure that they, and their cars, are available for inspection, should a protest be submitted in accordance with C 5.2. If the protested vehicle is not available for inspection, the competitor may be penalised under C A set of final results will normally be sent by to each competitor at the address entered on the entry form; it is therefore their responsibility to ensure such address is both legible and correct. Hard copy results will only be sent out if requested in writing and a full set of results will be available on and the event website 8 ROUTE & ROADBOOK 8.1 The route will be contained on Ordnance Survey Map 1:50,000 no The event will contain special stages on Cyfoeth Naturiol Cymru / Natural Resources Wales and private roads as follows:- 8.3 Vehicles will start at one-minute intervals. Number of stages 5 Stage Mileage Road Mileage Six-figure map references and a tulip type road book will define the route. Full details of the route and special stages will be issued to competitors when they sign on. These documents will contain all the information necessary to enable competitors to comply with R.2.3 R Competitors will receive a full colour rally car map book consisting of 1:50,000 road route and 1:25,000 stage maps, in their rally pack. 8.6 Competitors are advised that ALL stages will be operating the Yellow Flag system. The location of the Yellow Flags will be shown in the Roadbook. REMINDER of these REGULATIONS Please read carefully:- Regulations 2018 Page 10

13 R On any special stage where extreme circumstances make it necessary to authorise the movement of non-competing or rescue vehicles before the stage is cleared of competing cars, a system of Yellow Flags must be in place. These should be located at mid-stage rescue points, all locations where a rescue/emergency vehicle may reenter the stage following a shortcut and at each designated Radio Point. (29.5). They can only be displayed on the specific instruction of the Clerk of the Course or Stage Commander. Yellow Flags must only be used when there is the possibility of non-competing vehicles and rescue vehicles moving on stage AHEAD of competing cars. Yellow Flags must be prominently displayed (held out steady not waved) by a designated marshal who MUST wear a marshal s tabard. Yellow Flags shall measure a minimum of 60cm x 70cm. (i) (ii) (iii) Competitors who have been shown a Yellow Flag will be given a notional time for the stage Yellow Flags will be displayed to competitors only on the instruction of the Clerk of the Course or the Stage Commander. The time of the deployment of the Yellow Flags will be recorded and notified to the Clerk of the Course. No flag other than a Yellow Flag may be deployed at any point along the route of the special stage. R On passing a Yellow Flag displayed by a marshal wearing a marshal s tabard, the driver MUST immediately and significantly reduce speed as well as being prepared to stop at any time; at no time must they overtake any safety vehicle they encounter on the special stage route. The driver must then follow the instructions of any marshals and/or stage safety personnel and maintain this reduced speed until leaving the special stage. Failure to comply with this rule will incur a penalty at the discretion of the Clerk of the Course. 8.7 Competitors are reminded of the correct use of OK/SOS boards. R.25.4 R A link to download a PDF copy of the Road book and Event Schedule will be contained in the Final Instructions. These will be ed to those crews supplying a valid address on their entry form. To assist competitors and sponsors with event planning, a provisional Event Schedule is set out on page 25. No Road Books or other paperwork will be posted out before the event. 8.9 This event does allow the use of Route Notes, which are available from Patterson Agencies. Competitors who purchased Route Notes/DVD for the March running of the event, can purchase notes/dvd for this event with a 50% reduction of the price. R 5.2 R Cars entering The Grooms Garage Mid-Wales Stages must comply with R 46 R inclusive. 9.3 All cars will have to pass a sound test before proceeding to scrutineering and again during the event: R 4.1 R These tests will allow for a MAXIMUM of 100 DB(A) at 4500 rpm USING THE 0.5 METRE TEST. Failure to comply will result in Penalties under Article 19.2(1). 9.4 All cars must be presented at scrutineering in the same condition as they intend to compete and will be examined for compliance with the 2018 MSA Tyre, Technical and Safety Regulations as well as for class eligibility. 15 9.5 All competing cars must be taxed and insured for the public highway R and a valid MOT Test Certificate must be produced at scrutineering for any car required by law to have one R Failure to produce such document will result in a start being refused. 9.6 Scrutineering will take place at Newtown Fire Station, Llanidloes Road, Newtown, Powys. SY16 1HF Map reference 136/ ¾. Individual times for scrutineering will be notified in the final instructions. Failure to comply with the published scrutineering timetable may result in the competitors experiencing prolonged delays. 9.7 Competitors must have signed-on and completed all documentation within 45 minutes after their scrutineering, and notwithstanding penalties under R 32.2 Chart 32.2 Penalties (dd) if they do so, may be deemed a non-starter and their start number may be allocated to a reserve. 9.8 Competitors wishing to use an in-car camera during the event must declare this on the entry form so that a letter of authorisation can be issued by the Clerk of the Course before signing on. Competitors must collect their authority from the Chief Scrutineer on arrival at scrutineering R Competitors must sign a declaration, in that authority, that such camera is for personal use only and must not be used for any commercial purposes nor published on the internet. 9.9 At the discretion of the Eligibility Scrutineers and the Clerk of the Course, certain vehicles will be selected for Post Event Scrutiny at MC3(in). Failure to present the vehicle at the nominated place and at the appointed time may be penalised under R 32.2 Chart 32.2 Penalties (aa) All cars shall have fire extinguishing systems as R and K 3 K 3.5. and must carry a small spill kit. R All used spill kits must be disposed of by the crew concerned in accordance with the appropriate regulations. Breach of this regulation will result in EXCLUSION Art Safety Helmets will be examined and must conform with current regulations K 10.1 K 10.4 and must be worn on special stages R Drivers and co-drivers shall use seat belts conforming with K point and wear flame-resistant overalls K 9.1 K 9.3 on all special stage rallies R Drivers and co-drivers must also wear FHR devices conforming with K 10.4 on stage rallies R Competitors are reminded that the definition of pump fuel as defined in Nomenclature & Definitions (B) has been revised in the 2018 Blue Book (Page 60). It should also be noted that MSA Fuel testing may take place during the year The Road Book, Time cards, Service Pack and Colour Map books will be issued on completion of documentation. No Road Books or other paperwork will be posted out before the event There will be a DRIVERS BRIEFING at The Hafren at 8:00 on Sunday 27 th May for all crews. This is compulsory and an attendance form must be signed to indicate your attendance. Penalty for nonattendance is at Art 15.3 (f) exclusion. 10 DAMAGE DECLARATION 10.1 Competitors will be required to complete and sign a report that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or, alternatively, giving details of any such incident where damage or injury has occurred R Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R 32.2 Chart 32.2 Penalties (p) and may be reported to the MSA for further disciplinary action. 17 10.2 Competitors who do not report at the finish of the event are required to forward the Report to the Secretary of the Meeting, Wayne Jones, at the address given in these Regulations within 72 hours of the finish of the event R Competitors who fail to comply will be fined 100. If they have been involved in an accident, details MUST be given to the Organisers the same day (see Article 10.1) 11 DRIVING STANDARDS OBSERVERS / JUDGES OF FACT 11.1 Judges of Fact, appointed by the organisers, will be on duty throughout the rally to observe and report on any competitor considered to be in contravention of R R The names of these officials will be published in an Official Bulletin which will be posted on the Official Notice Board In addition the following officials will be empowered to judge the following aspects:- Failure to comply with R /2/3 Failure to comply with R 25.6 False start on a stage R Unauthorised servicing R Excessive noise Misuse of SOS/OK board, R Failure to comply with R 25.1 Unauthorised smoking Violation of out of bounds area Crash helmet, FHR, seat belt and overall regulations - All Officials and Judges of Fact named for that purpose - All Officials and Stage Marshals - All Stage Start Marshals - All Officials and Judges of Fact named for that purpose - Sound Test Officials and Judges of Fact named for that purpose } All Officials and Stage Marshals 11.3 Excessive noise will include instantaneous occurrence of noise such as that produced by backfiring caused by anti-lag systems. The penalty for excessive noise may go as far as exclusion: R Any offence notified to the Organisers of a competitor or his service crew personnel which involves speeding, reckless driving or failing to observe road signs will automatically be considered as a possible contravention of C (any proceeding or act prejudicial to the interest of the Motor Sports Council or of motor sport generally). The competitor concerned will be liable to be penalised in accordance with R 32.2 Chart 32.2 Penalties (k) and / or R 32.2 Chart 32.2 Penalties (l), R 24.10, R 38.3 and R and may be called before the National Court Any cases reported to the organisers or the MSA by the Police for speeding, reckless driving or failing to observe road signs will automatically be considered as a possible contravention of C (any proceeding or act prejudicial to the interest of the Motor Sports Council or of motor sport generally) and the competitor will be liable to be called before the National Court. It will not be necessary to prove that a traffic offence was committed as the involvement of the Police may, itself, give rise to contravention of C The official in charge of any control or check may mark or withhold a competitor s road book or Time Card if the vehicle concerned has suffered damage to its exhaust system. R CONTROLS AND TIMING 12.1 Timing of the event will be according to the Target Timing Regulations R 31.1 R , using digital clocks operated by officials under the control of an MSA Approved Timekeeper. All clocks will be set to BBC / British Telecom time R Controls will open 15 minutes prior to the Due Time of the Course Opening Car and close 15 minutes after the Due Time of the last competitor still running R 30.1, having taken into account any delays The rally will consist of Special Stages and Road Sections Lateness in excess of Target Time on Road Sections and Stage Maximum Time on Special Stages is cumulative. The maximum penalty free lateness will be 20 minutes R R Once a Regulations 2018 Page 15

18 competitor s cumulative lateness calculated from the previous Main Control exceeds the maximum penalty free lateness, the competitor will be deemed to have RETIRED To be classified as a finisher, competitors must report, with their car, at all controls within their permitted maximum lateness (Art 12.4) It is the competitor s responsibility to ensure that times are correctly recorded and that Time Cards are handed in when and where instructed. Should any recorded time not be legible or not appear authentic, the organisers may use any means at their disposal to establish a time Special Stage Timing will be to the previous tenth of a second R Each Special Stage will have a Bogey Time R and a Stage Maximum R which will be indicated on the Time Cards Competitors will receive penalties on Special Stages as follows:- Under Bogey - Bogey Time Over Bogey under Stage Maximum - Actual Time Taken Over Stage Maximum - Stage Maximum Time Time in excess of Stage Maximum Time on a Special Stage will count towards the Competitor s Cumulative Lateness (Art 12.4) Competitors must be ready to start a Special Stage when required to do so by the Start Marshal R R See Art (Special Stage Start Control) Road Timing will be to the previous whole minute Each Road Section will be allotted a Target Time based on an average to comply with R Competitors can calculate their Due Time of arrival at any Timing Control by adding this Target Time to their recorded time of departure from the preceding Timing Control. On Road Sections following a Special Stage, extra time may be included in the Road Section Target Time to allow for any delay at the Special Stage Finish At all Timing Controls on Road Sections, competitors who are early, may wait for their Due Time outside the Control Area. The time recorded at these controls shall be the time on the official clock when the crew submits the Time Card to the official, provided that the car and both crew members are within the Control Area. Once a competitor s car enters the Control Area, the crew must submit their Time Card to the official within one minute: (i.e. a competitor s car may enter the Control Area up to 59 seconds before their Due Time, without incurring a penalty for early arrival) See R Timing Controls. All controls other than Passage Controls (PCs) will be Timing Controls. The following titles shall describe the various types of Timing Control:- MAIN CONTROL (MC) A Main Control will be situated at the Start and Finish of the Rally, immediately before and after any Rest Halt and at any other specified point. At a Main Control after a Rest Halt, competitors will restart at one minute intervals in number order or in the order of their arrival at the Main Control preceding the Rest Halt or in the order of their arrival at some other preceding control or in the order of General Classification at a specified point if interim results are available. Each Competitor shall be given a due starting time from any Main Control (OUT), and any difference between this time and the competitor s actual starting time will be counted towards cumulative lateness and a Time Penalty will be applied. 20 REGROUPING CONTROLS The Road Book shall specify the control, if any, where competitors not deemed to have retired by reason of having accumulated more than the maximum permitted lateness at that control, will start the next section with zero lateness. SPECIAL STAGE ARRIVAL CONTROL (SSA) At the Special Stage Arrival the marshal will enter the competitor s time of arrival and the provisional starting time for the special stage, which must be a minimum of 3 minutes after the arrival time to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Fermé. Any time in excess of this 3 minutes will be penalised in accordance with R 32.2 Chart 32.2 Penalties (d). SPECIAL STAGE START CONTROL (SSS) At the Special Stage Start the marshal will enter the actual start time, which will normally correspond with the provisional start time in hours, minutes and seconds. Once a competitor has clocked in at an SSA, the Start Marshal will assume that they are ready to start the stage and will issue a Start Time as soon as the Start Line is clear, whether the competitor is ready or not. R As each section is timed separately, the time taken from SSA to SSS is Dead Time and delays are automatically allowed for. The START will be signalled by traffic lights which will go from RED (15 seconds to go) through AMBER (5,4,3,2,1 seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start procedure will revert to the manual system described in R R SPECIAL STAGE FINISH CONTROL (SSF) SERVICE CONTROL (SV) PASSAGE CONTROLS (PC) Competitors will receive their Special Stage Finish Time in hours, minutes, seconds and tenths of a second at the Special Stage Stop Line. This time in hours and minutes will be the start time for the next section. Any competitor who fails to stop at the Stop Line must return on foot; reversing the car is prohibited and subject to the Penalty of EXCLUSION R and R 32.2 Chart 32.2 Penalties (p). Times will be entered on competitors Time Cards at the Stop Line. In the event of equipment failure, times will be established by means of back-up clocks. The Service Area will have SV (In) and SV (Out) Controls. At the SV (In) Control each competitor will be given a due time out from the following SV (Out) Control. Any difference between this time and his/her actual starting time will be counted towards cumulative lateness. The SV (Out) Control will be the Rejoin Point for any competitors who may have missed any previous Controls or Special Stages R & R At any point indicated in the Road Book, the Organisers may establish a PC in order to collect Time Cards from competitors, to provide proof of passage or for other purposes. A competitor failing to provide the necessary documents at any PC will be deemed not to have reported there and will be deemed to have retired R 32.2 Chart 32.2 Penalties (a). Any times recorded at a PC will be used only to ensure that competitors have followed the requirements of the Road Book, and not to calculate Cumulative Lateness. 13 RECONNAISANCE & SUBJECTIVE ROUTE NOTES 13.1 Unauthorised pre-event Reconnaissance, practising or testing over the Special Stages on this event is forbidden R & R Any competitor or their agent observed on private land without the relevant permission within the area covered by the maps specified in these Supplementary Regulations after their publication will be Regulations 2018 Page 18

22 REFUSED A START or EXCLUDED FROM THE EVENT as appropriate. The only exception to this regulation will be for those who live on or whose employment causes them to travel along part of the route of this event Subjective Route Notes. Competitors may purchase from Patterson Agencies a choice of subjective route notes, but only the Route Notes prepared for the 2018 event may be used R In all circumstances, the organisers will accept no liability or responsibility for the use of the Subjective Route Notes. 14 SERVICING 14.1 Each Service Vehicle must be registered with the organisers including its registration number, before an official plate is issued for it. The use of a plate on a vehicle not registered with the organisers is an offence for which a penalty up to EXCLUSION may be applied There will be only one Service Area, which is located at The Hafren, Llanidloes Road, Newtown, Powys. SY16 4HU. Work may be carried out here by the Service Personnel on the competing car. This is only accessible to Competitors and Service Vehicles bearing Official Plates. In the interests of safety the use of unauthorised quad bikes, trials bikes and scooters is prohibited on any land associated with this event. Breach may be penalised under R 32.2 Chart 32.2 Penalties (aa) No other areas may be used by Service Vehicles and all other areas will be Out of Bounds to Service Personnel & Vehicles No Emergency/Management servicing will be permitted in any part of the event Competitors may work, unassisted, on their own cars using equipment carried in the car in No Service Areas except:- Within 100 metres of any Control Between the Special Stage Arrival and the Special Stage Start and In any Parc Fermé The only work permitted in these areas is to carry out the following, unassisted:- Cleaning lamp glasses, windscreens, windows, identification markings and vehicle registration numbers. R Competitors are responsible for ensuring their Service Personnel understand, and comply with, the same regulations as competitors regarding noise, driving standards and that their Service Vehicle displays clearly fixed to the outside of the front, so it is visible at all times, an Official Plate showing the competitor s Rally Number Any competitor receiving assistance contrary to this Article 14 will be penalised in accordance with R 32.2 Chart 32.2 Penalties (n) subject to the following modifications: Having a Service Vehicle in Out of Bounds Area will incur a penalty of 10 minutes for first offence and EXCLUSION for a second offence 14.9 Receiving assistance from a Service Vehicle in an Out of Bounds Area will mean EXCLUSION on the first offence Where servicing is not permitted, the use or receipt by the competing crew of any manufactured materials (solid or liquid), spare parts, tools or equipment other than those carried on the competing car, is also prohibited. R An oil and fuel resistant groundsheet must be placed under any vehicle whilst it is being worked on in the Service Area and all debris must be removed from site by the Service Crew. Failure to comply may be penalised under R 32.2 Chart 32.2 Penalties (aa) The locations of various petrol stations on the route will be marked in the road book. Regulations 2018 Page 20

24 Competitors are responsible for ensuring that their service crews understand and comply with the relevant Health and Safety Regulations and are deemed to be responsible for the actions and behaviour of their service crews. 15 PENALTIES 15.1 Competitors will start with zero time penalties. Classification for the Order of Merit will be by reference to total marks lost, the winner being the competitor with the least total time penalty. In the event of a tie, the winner will be the competitor who accomplished the best time on the first Special Stage. If this is not sufficient to decide the tie, the times of the second, third fourth etc Special Stages will be taken into consideration R Penalties will be applied as set out in R 32.2 Chart 32.2 except as modified below:- (a) (b) Description Not reporting or reporting OTL at a Main Control Not completing or missing a stage Not complying with a requirement of the Road Book or of these regulations for which no other penalty is specified Alternative Time Penalty Retired 15 Minutes plus Stage Maximum per stage 5 Minutes (c) Taking an incorrect route on a Special Stage Exclusion (m) Excessive noise, damaged or ineffective silencing Exclusion - Causing a decibel meter reading of greater than 100dB at 0.5 metres will be deemed to be excessive noise. This will be measured with a test specification detailed in the MSA Technical Manual. At the discretion of a Judge of Fact or in other cases, the organisers, a car causing excessive noise may be refused permission to proceed at any time The following offences will carry a penalty of EXCLUSION:- (a) Servicing contrary to Article 14 of these Supplementary Regulations. (b) Driving in reverse direction on a Special Stage or reversing to a stop line (c) Smoking on a Special stage (d) Failure to wear properly fastened seat belts, FHR device and crash helmets on a Special Stage (e) Causing an obstruction on any access road to a Special Stage. 25 16.2 Additional awards may be given at the discretion of the organisers To qualify for the Club Members awards competitors must be a current club member and have been so for at least the previous 12 months All Award winners must be present at the Awards Ceremony. Non-appearance will result in the forfeiture of the Award Presentation of the awards will take place at The Hafren, Newtown as soon as possible after the results for each event are declared final. 17 INSURANCE 17.1 The driver is required to supply the name and address of his insurers on the entry form. Competitors must have insurance in place which provides Third Party Liability cover which complies with the Road Traffic Act. This can be an extension to the existing motor policy for the car or purchased via the event organisers If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor The Organisers have applied to Jelf Motorsport for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event The basic rate for the event before any loadings will be We have been advised by Jelf Motorsport that there may be in increase in the rate before the event. Competitors will be notified of any increase in the Final Instructions. All applicants wishing to use the scheme must be able to comply with all points of the Jelf Motorsport s Declaration: - 1. I do not have the Third Party Road Section extension on my current Motor Insurance. 2. I am aged 20 or over. 3. I have had no more than 1 fault claim in the last three years 4. I have no more than a maximum of 6 conviction points or a licence ban on my UK driving licence 5. I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over I have no physical or mental disabilities 7. My vehicle is MOT d, Taxed and Insured for the road 8. I have no other material facts to disclose 9. Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25.
