2 INTRODUCTION Welcome to the 2013 Magherafelt & District Motor Club Glenview Trophies Targa Rally. We are back with all new tests to add to the enjoyment and competition. This event is will be run under the new Targa regulations, the road navigation being of simple Tulip diagrams with fairly relaxed timing between points. The main competitive elements are the special tests Our interpretation of these being a cross between a short Selective and an Autotest. The Special Tests are all on Forestry or Private property, a mixture of Concrete, Tarmac, Gravel, and a little grass and mud! The tests will vary in length from about 0.25 to 1.3 miles. We have planned approximately fourteen tests which may be run a number of times, with some changes of route for each run. Cars will start at one minute intervals. Cars must stop astride the finish line as is the practice in autotests. The car will then be expected to move forward to the marshal for him or her to fill in your time-card, clearing the finish for the next competitor. The clock will be stopped when the front wheels traverse the finish line and a penalty will be added if you fail to come to a complete stop before the rear wheels touch said line! There will be NO recce or walking of the tests! No competitor is allowed onto the test unless in their vehicle and being timed. The start line is deemed to be a prohibited area which no competitor can pass on foot. The penalty for ignoring this will be exclusion. Crews will complete all tests blind using only the information provided by ourselves. No chase type vehicles will be permitted at the test sites. If any chase vehicle is observed entering or leaving a test while it is live, the competing vehicle associated with the chase vehicle will be excluded from the event. THIS MUST BE ADHERED TO! No reversing will be required, (unless you make a mess of it). Bogey times for all tests are set at a 30mph average and measures will be taken to ensure this is not beaten. These measures may include: chicanes, slaloms, stop boxes, stop and collect and the occasional 360! The test information will be in various forms such as; drawn diagrams, aerial photographs, tulips, and perhaps some other information. Pylons will have identification letters attached to them which will also be in your test diagram. Therefore you will have all the information you require to traverse the tests as a crew. 4 SUPPLEMENTARY REGULATIONS Promoters Magherafelt & District Motor Club Ltd will promote a Clubman s Permit Targa Rally on Saturday 7th December Governing rules Magherafelt & District Motor Club will organise the Glenview Trophies Clubman permit Targa Rally on Saturday 7th December 2013, starting from Rafters Bar & Restaurant Swatragh. The meeting will be held under the General Regulations of the Motor Sport Association Ltd (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations and any written instructions that Magherafelt & District Motor Club Ltd may issue for the event. 2. M.S.A. Event Permit No Eligible entrants This event is open to all fully elected members of: Magherafelt & District Motor Club. Member clubs of the Association of Northern Ireland Car Clubs(ANICC) Member clubs affiliated to Motor Sport Ireland. All competitors must be a member of the Magherafelt & DMC to enable them to compete. Non club members MUST join on the day for a fee of 10 per person. Membership cards will be inspected/available at signing on. A MSA/MI competition licence is not required but a valid Driving licence is essential 4. Event locations Start & Finish: Prize giving: Rafter s Restaurant & Bar, Swatragh Rafter s Restaurant & Bar, Swatragh 5. The programme for the meeting will be: Scrutineering venue: Rafter s Bar & Restaurant, Swatragh Car Park Signing on: Rafter s Bar & Restaurant, Swatragh Special stages: The event will consist of 14 special tests Timing In the Special tests, Target timing will be used on this event. Cars will start in numerical order at one minute intervals. The event will contain navigation sections on the public road timed to an accuracy of one minute. Timing on special tests will be by handheld LCD stopwatches to the nearest second. Route: The route will comprise sealed and unsealed surface roads all of which are easily passable in a standard road car. Navigation will be of a simple nature, using road book with tulip diagrams. All competitors will receive the same route and navigation information on the day. Fuel: Fuel will be available during the event, (petrol stations on route) however competitors are advised to carry enough fuel for the duration of the event. Approximately the total mileage of the event will be 74 miles. Competition numbers: The organisers will supply Competition numbers.

5 6. Competing vehicles Competing cars must comply with the MSA Technical Regulations for Targa Road Rallies. In addition to Section J all cars competing in Road Rallies must comply with R18. The organisers would like to particularly draw your attention to the following points. Every competing car must be driven to the event on road legal tyres! and same tyres used in the event Must be currently registered, taxed, insured, and where appropriate, in possession of a valid MOT certificate. All of above Documents must be available for production/inspection at the event. All cars must comply with the noise regulation R4.1 Every car must have been in series production and on general catalogued sale available from stock through normal retail dealer outlets in the u.k. Cars are not permitted to carry advertising 4WD Vehicles are not permitted The carrying and/or use of in-car camera is strictly forbidden R7.2.9 All cars must carry a small spill kit R Awards will be presented as follows: - Overall: 1st Overall ~ Two trophies Class There will be the following classes: MA - Masters with engine capacity 1400cc or less MB - Masters with engine capacity over 1400cc EA - Experts with engine capacity 1400cc or less EB - Experts with engine capacity over 1400cc N - Novices Masters: Driver has won their class on any Rally or Gymkhana with Special Tests in the last 5 years. Experts: Driver has previously competed on 5 or more Rallies or Gymkhanas with Special Tests. Novices: Driver has previously competed on less than 5 Rallies or Gymkhanas with Special Tests. Endurance and Historic Road Rallies count towards this. Class wins as a Novice on this event and future Targa Rallies do not count towards becoming a Master. Competitors can only enter one class. The Organisers reserve the right to alter classes if they think that is appropriate. 8. Maximum/Minimum entries The maximum entry for the meeting is 60. The minimum is 15. Should any of the minimum figures not be reached the organisers have the right to cancel the meeting or amalgamate classes as required. A40 Entries will be allocated in a 1 st come 1 st served basis.

6 9. Entries & fees Entry list opens: On publication of these regulations Standard entry fee: Sterling Club membership: Sterling per person. Cards MUST be shown! Entries Close: Thursday 5 December All entries must be made on the official entry form and accompanied by the appropriate fee. 10. ENTRIES ONLY WILL BE ACCEPTED For an entry to be accepted it must be made on the official entry form and: Be fully completed in CAPITALS, and include all relevant fees; The date of receipt is the actual day the Comp Secretary receives the fully completed form with payment, and not date of posting by the competitor. All cheques should be made payable to Magherafelt & District Motor Club Ltd and crossed A/c Payable. Please DO NOT send cash in the post. Cheques can be post-dated respectively according to the closing date. Entries not accompanied by the correct fee will NOT be accepted. Receipt of entries will be acknowledged on the webpage as entries are received, this creates the Seeded Entry List. After the closing date the issue of the final instructions together with maps, a seeded entry list and a reserve list (if applicable) will be on the webpage. 11. Additional names may be posted on the notice board at scrutiny documentation. Judges of fact may determine if a competitor has disobeyed the instructions regarding the event, service area, controls, etc. 13. Refund policy Entries withdrawn in writing or by , to Competition secretary: Up to Thursday 5th December Refund less admin fee. After Thursday 5th December At Organisers discretion. Refunds will be made payable to Cheque Account holder if no preference indicated.

7 14. Results Provisional results will be published as soon as possible after the event. Protests must be made in accordance with MSA ref C Modified MSA regulations All other SSR s of the MSA apply as written except for the following which are modified: - 1. In the event of a tie, ties will be resolved by reference to the fastest time of the first test, and so on until a result can be declared. 2. Controls will open 15 minutes before the due time of the first car and will close 15 minutes after the due time of the last car. The closing time may be altered should an official delay occur. 16. Penalties The start will be when the vehicle is released from the start control by the start marshal and finish when the front wheels cross the stop line and not when the car stops. The organisers will establish checks for the purpose of observing maintenance of a set speed/time schedule/route. Special Tests: Special tests will be run in accordance with R10.6 Achieving a time on a special test which is less than the bogey time = Bogey Time Achieving a time on a special test, over the bogey and under the test maximum = Actual Time Achieving a time over the test maximum = Maximum Time Jump start = 60 sec. Striking a cone / marker = 5 sec for each Failing to stop astride a finish line = 5 sec Failing to stop actually in a stop box = 30 sec Making no attempt to stop astride finish line = Maximum time Making no attempt to stop in any stop box 1 st offence = Exclusion Making no attempt to stop in any stop box 2 nd offence = Maximum time Not completing test as per diagram = Maximum time Stop & Collect. On certain tests, competitors must stop and collect an item from an official. This same item must be presented to the finish official. The stop & collect point will be marked on test diagrams. The item will be provided by the organisers. Any competitors failing to present the item at the end of the test = Test Maximum + 30secs 17. Competitors are reminded of the following: The wearing of racing style overalls, crash helmets, the use of intercoms and the carrying of spare fuel cans is prohibited, the penalty being exclusion for competitors found in possession or using any of the listed items. The onus is on the competitors to ensure that the time card is clearly and correctly marked by all officials. To be classified as a finisher, a competitor must have attempted at least three quarters of the observed sections and arrive at the final control within their maximum lateness. The damaged Declaration must be completed at the finish and if not a finisher, must be forwarded to the secretary of the meeting within 72 hours of the finish of the event. 18. Insurance Magherafelt & District Motor Club Ltd has applied to Richard Edgar Insurance for a Blanket Cover Note for Insurance with under writers Chaucer Insurance. This will provide Competitors who need to use the scheme with Third Party Cover necessary to meet Road

8 Traffic Act(RTA)Insurance Scheme on the road sections of the Event. The basic rate for the event (before any loadings) is at least 26.00, which is NOT included in the entry fee. This can be an extension to the existing motor policy for the car or purchased via the event organisers. If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor. If a competitor wishes purchase cover via the organisers then they can do so prior to the event providing they comply with the following. Age 19 years or over Has held a full licence for a minimum of 6 months Has no more than 6 points of their licence Has had no more than 1 fault claim in the last 3 years Any driver who falls outside these parameters may be offered cover at the standard price (or a higher price) depending on circumstances. If you are one of these drivers YOU MUST contact Ross of Todd s Insurance Omagh All material facts must be disclosed. Material facts are those likely to influence the Acceptance or assessment of you risk. Failure to disclose Material facts may lead to the Insurer Declaring the resultant cover to be null and void. If you are in any doubt about the facts that may be considered to be material these should be disclosed for you own protection. If you are able to comply with all the above points, simply sign the Signing On Form For Insurance at documentation scrutiny No letter of Acceptance will be issued. If unable to comply with any of the above points, Insurance must be applied for BEFORE the event. Forms can be obtained form either: Todd s Insurance Broker s, Omagh - Ross T: (RTA Insurance Scheme Proposal Form) Please allow 10 days for the Letter of Acceptance to be issued prior to the event. NO LETTER NO START 19. Reference numbers All reference numbers relate to the 2013 MSA Competitors Year Book.
