3 RALI CILWENDEG RALLY th / 28 th OCTOBER 2018 CROESO / WELCOME This year s Rali Cilwendeg Rally, is sponsored by Forge Aberaeron, which we are grateful for their continued support. The event will run approximately 120 miles of classic West Wales Roads both metalled and un-metalled, with a tight time schedule which will provide a competitive and enjoyable challenge for all classes of competitors. The event has always been oversubscribed in the past, so in order to avoid any disappointment, we advise prospective competitors to submit their entry early. This year again we are pleased to be a round of the WAMC and ANWCC Road Rally Championship. ANNOUNCEMENT Teifi Valley Motor Club Limited will be organising a National B Permit Road Rally on Saturday 27 th October and Sunday 28 th October JURISDICTION This meeting will be governed by the General Regulations of the MSA, (incorporating the provisions of the International Sporting Code of the F.I.A.), these Supplementary Regulations and any written instructions that the organising club may issue for the event.

AUTHORISATION MSA Event number 28099OC27/28 MSA Permit Number Welsh Road Rally Championship 78/2018 ANWCC Road Rally Championship 50/ ELIGIBILITY The Event is open to:- All fully elected members of the organising club or members of clubs affiliated to the Welsh Association of Motor Clubs. All competitors must produce a valid MSA Competition Licence and Club Membership Card as appropriate for inspection at Signing On. Competitors who have obtained but are unable to produce their competition licence will be required to pay a non-refundable fine of 70 to the M.S.A. as per M.S.A. year book clause H Competitor s who are not already in possession of a valid competition licence, may apply for a Non Race National B licence at Signing On (as per RAC yearbook clause H ) provided they present a fully completed application form, WITH A PASSPORT SIZED PHOTO, together with the Fee of ROUTE The start of the event will be at Newcastle Emlyn Livestock Market Car Park and times of scrutineering and noise test will be in the final instructions. Any competitor not signed on by 21.00hrs may be excluded and his place offered to a reserve entry. Finish The Results will be posted and awards presented at the finish venue being the Newcastle Emlyn Rugby Club, Dol Wiber, Newcastle Emlyn. Competitors will be identified by two rally plates supplied by the organisers, and these must be fixed to the near side window and the rear of the vehicle as per R These must be removed upon completion of the event or upon retirement R6.1 it is the competitor s responsibility to ensure plates are legible throughout the event. Competitors should ensure that they carry enough fuel to travel approximately 70 miles. Entrants will be supplied with a Rally Pack after the production of a satisfactorily completed Process Card, which will provide all the information necessary to enable competitors to comply with R2.3.2, R , R

5 6. CLASSES Before, during and after the competition, official notices may be displayed and every competitor shall be deemed to have read all such notices, and if applicable they shall have the force of these regulations. Ordnance Survey Map 145 (1:50,000) will be required. The latest available edition is recommended. The route for the whole event will be clearly defined by map references; and/or written instructions and/or other information to allow competitors to comply with R (R2.3.2 and R ). Any Notice displayed at the Start or on route bearing the signatures of the Secretary of the event or of the Clerk of the Course shall have the same authority as these Supplementary Regulations. All the organisers times and mileages shall be deemed to be correct, having been established according to R All organisers road signs are mandatory e.g. NO, CARE, QUIET, Etc. Due to spectator problems, ANY competitor found to be divulging route information to non-competitors will be EXCLUDED. The event will consist of 3 classes as follows: CLASS 1 Masters Any crew members having finished 1 st Overall in a restricted (National B) or higher status rally within the last 5 years and any previous winners of the Rali Cilwendeg Rally. CLASS 2 Experts Either member of the crew having finished in the top 10 of a National B Restricted or higher status event or the top 5 of a clubmans rally. CLASS 3 Semi Experts / Novices All crews not eligible for the other two classes. Note:- a) Competitors eligible for two or more classes must enter the higher class. b) Competitors who have not won an overall or class award since 1 st November 2012 may, if they so wish, enter the next class down to which they would otherwise be eligible. c) Crews may be re-classified at the discretion of the organisers. d) Entries accepted without any seeding information will run at the rear of the class entered. e) No discussions will be entered into regarding seeding from competitors or any other individuals. THIS WILL RESULT IN EXCLUSION OF THE CREW. YOU HAVE BEEN WARNED. f) Any entry form with a TBA marked in any box will be placed at the bottom of the entries.

6 7. ENTRIES g) Only one of the driver, navigator or car can be changed without forfeit of position on order of the entries. No entries will be accepted by hand without exception. The entry list opens on publication of these Regulations. It officially closes on 21 st October The Entry Fee is 120 (This includes 2 breakfast tickets). If vacancies are available entries will be accepted up to hrs on the 27 TH October To be considered for seeding entries must be received before 17 th October All entries must be made on the official entry form and accompanied by the appropriate fee. THE ENTRY FEE MUST BE PAID BEFORE THE ENTRY IS DEEMED RECEIVED. The maximum entry for the meeting is 90 plus 15 reserves, the minimum is 40. The maximum number of entries per Class is 60 with the minimum of 5. Should any of the minimum figures not to be reached, the organisers reserve the right to cancel the meeting or amalgamate classes as necessary. Entries will be accepted on a First come First served basis. However the organisers will reserve 50 places for allocation at their discretion D All entries must be made either via the Official Event Website s on-line Entry system at or sent by post, on the official entry form. All entries must be accompanied by the correct fee. Payment may be made if entering on-line by Bank Transfer directly to our bank account or by PayPal. An on-line PayPal payment will attract a 3% surcharge. You will receive an online acknowledgement of your entry. (THIS IS NOT THE ACCEPTANCE. ACCEPTANCE WILL BE PUBLISHED ON THE CLUBS WEB SITE ( Any entry containing a false or incorrect statement shall be null and void, and the entrant deemed to be guilty of a breach of the General Competition Rules of the MSA. The entry fee may be forfeited in accordance with D19. The organisers may conduct random checks to establish the validity of all or some of the information contained on the entry form. Cancelled entries must be made in writing no verbal cancellations will be accepted. They will be taken in order of receipt by reference to the postmark. Refunds may be made at the organisers discretion, but in any event, a 15 administration fee will be retained. ANY ENTRIES CANCELLED AFTER THE 17 TH OCTOBER WILL INCUR A 50 FEE. Please note all competitor information will be held on a data base electronically for the purpose of administration and publicity.

7 It is a condition of entry that competitors must provide at least one marshal. Their details must be given on the entry form and they must also sign on. Failure to provide a marshal or their failure to man their control for the duration of the event will result in the exclusion of that crew and no refund of entry fee. Please be aware NO MARSHAL NO START will be enforced and marshal must stay at point for duration of the control. All persons present at the control must sign on as a marshal. AWARDS A full list of D.S.O. s and Judges of Fact and the facts to be judged will be display at the start. The organisers reserve the right to alter, amend or add to the Award List. The Overall winner is not eligible for class awards. All perpetual trophies are the property of the Teifi Valley Motor Club Limited and must be returned after 11 months, or 1 month before the next Rali Cilwendeg Rally whichever is sooner.

9 10. RESULTS Assessment of performance will be decided firstly by the number of fails, then by the number of time penalties. Ties will be decided in favour of the furthest clean and then the smallest engine capacity. The organisers reserve the right to cancel sections from the results if they deem it fairer to do so, Force Majeure etc, notwithstanding. Time Controls at which, in the organisers opinion, inaccurate times may have been given to competitors shall be considered as either Passage Controls or Route Checks. Provisional results will be published as soon as possible after the event in accordance with D Competitors will be supplied with one Result Query Form. Any further query will be treated as a Protest. Protests must be made in accordance with C5.1.2 of the MSA General Regulations and accompanied by the fee of 54. Final results will be posted on the Web Sites of Teifi Valley Motor Club ( and Rally Roots ( within 48 hours. 11. G.C.R. MODIFICATIONS All other General Regulations of the MSA apply as written except for the following, which are modified: R Certain sections of the route will be timed to an accuracy of less than one minute. R2.3.3 Secret Checks may be established without prior notice, e.g. at Give Ways etc, to ensure compliance with the route. R Any notice displayed at the Start or en route bearing the signature of the Secretary of the Event or of the Clerk of the Course shall have the same authority as these SR s. It is the competitors responsibility to note any information displayed at the start. R Give Ways and Via s will be used to define the route. R To be classified as a finisher, a competitor must report to and receive a signature at the following:- a) All Main Controls b) Damage Controls c) All Noise Checks d) More than 2/3rds of controls listed on the route card. Within their maximum permitted lateness and in the car in which they entered the event.

10 R Maximum lateness for Classes 1 & 2 & 3 will be 30 minutes and 59 seconds. R Competitors may be required to reduce lateness at certain locations en route. R All competitors will be required to STOP at all junctions approached on roads controlled by Give Way signs and at places specified on the route information. Judges of Fact DSO s will man a number of these locations. 12. PENALTIES Performance will be assessed on the Fail System as R13 and modified as follows:- a) Not reporting at or providing proof of visiting a Main Control or reporting after maximum permitted lateness. EXCLUSION b) Not reporting at or providing proof of visiting a Time Control, Passage Control, Via, Manned Secret Check or Route Check. 1 fail per offence c) Failure to Stop at a Halt Sign, Give Way sign or at a junction specified in the route card. R EXCLUSION d) Wrong approach to or Depart from a Time or Passage Control, Secret Check, Via, Give Ways Manned Secret Check or Route Check. 1 fail per offence e) Passing through a control twice or more (unless the Route Information instructs you to do so). 1 fail per offence f) Entering an area designated Out of Bounds. EXCLUSION g) Failure to obtain a signature for a code board at the next manned Time or Passage Control. 1 fail per offence h) Failure to accurately and clearly provide / record any information requested / displayed at a control. 1 fail per offence i) Unauthorised alteration of a Time Card EXCLUSION j) Using the same piece of road twice. (Unless instructed in the Route Information). 1 fail per offence k) Failure to comply with an instruction on the route information. 1 fail per offence

11 l) Not complying with a reasonable instructions by an official, provide warning is given that a penalty will be applied. 1 fail per offence m) Breaking any rule or regulation for which no penalty has been specified. 1 fail per offence n) Failure to comply with QUIET ZONE requirements. EXCLUSION o) Submitting a query which is mendacious or not accordance with the facts. EXCLUSION p) Reporting at a Time Control after your maximum lateness has expired. 1 fail per Minute q) Failure to accurately, fully and clearly record any information displayed at an unmanned control or route check, or failing to obtain a validating signature at the next manned control will be. 5 minutes per offence r) R Any control is considered to extend for 50m around the actual point at which Officials are making their records, unless clearly visible signs are displayed to define a different area. We are increasingly concerned at the driving behaviour of some competitors at manned controls. Arriving at a control at high speed with locked brakes can put the marshal at great risk. If the competing car also has headlight main beam and spot lights illuminated, this increases the risk as it impairs the vision of the marshal. We therefore require this to be highlighted at the drivers briefing before the start of each event, as well as reminding drivers that Driving Standards Observers will be present at some controls to ensure that drivers perform the following actions: 1. Dip lights and extinguish spots at the 50m board. 2. Reduce speed so that you can stop at the marshal s location without locking wheels. 3. Leave the marshal s location only when the marshal is clear of the car. Please observe these instructions as they are intended to ensure the safety of marshals. SCRUTINEERING Scrutineering will be in compliance with the Road Traffic Act. General Regulations Section J and R Cars will also be required to undergo a noise test. If over 86dBa is registered at 2/3 max rpm at 2 metres distance on the noise meter, they will not be permitted to start (J , R , R ). Noise checks may also be performed on route at the discretion of the organisers. Crews failing either noise test or scrutineering will not be permitted to start and will not be refunded their entry fee. All competitors must bring their car to scrutineering and noise. Non-competitors cannot bring the car to scrutineering under any circumstances. Penalty EXCLUSION. Close attention will be paid to the following at scrutineering:- Body Damage CATYLITIC CONVERTERS HAVE TO BE INSTALLED ON ALL CARS MANUFATURED AFTER 1/1/2000 Tyres must be legal at all times and comply with R The cutting of tyres is not permitted. Only E marked tyres are permitted. SPECIAL NOTES ON TYRES Breach of R will result in exclusion

13 Tyres in tyre list 1c are not permitted, unless by registration date of competing vehicle except for the exemption below:- In accordance with L6, permission is granted for competitors to use Yokohama AO21 tyres manufactured before 1st November 2014, which is shown on the sidewall as Tyres manufactured after this date or with an ineligible manufacturing date are prohibited. The link below explains the manufacturing dates shown on Yokohama Tyres, Please make sure that ALL MARKINGS are on the OUTSIDE WALL of all the tyres. Failure to comply will mean that all wheels will need to be removed and inspected. No loose items within the vehicle. Throttle linkage must be in good order and to specification. A maximum of two spare wheels must be securely located. A red reflective Warning Triangle must be carried. A first aid kit must be carried. Road fund licence. It is the drivers / owners responsibility to ensure the vehicle VEL is valid for the event. MOT Certificate must be produced. Vehicle Registration Document must be produced. If a vehicle is hired or borrowed a letter of consent from the owner must be supplied. Bodywork and paint-work must be in good serviceable order. Air filters must be fitted. No radio transmitting devices are permitted except that in the interests of safety. Mobile Phones may be carried but must remain switched OFF during the event. All vehicles must carry a small spill kit complying with J (R46.1.5) 14. CONTROLS There will be 8 types of controls, defined as follows:- SS - Standard Section Start Time Control SF - Standard Section Finish Time Control

14 TC - Time Control MC - Main Control PC - Passage Control Via - Via Control RC - Route Check SC - Secret Check At each Main and Time Control the marshal will enter the time shown on the control clock and sign in the appropriate place on the time card. At Passage Controls the marshal will only sign the PC and DSO card(s) in the appropriate place. Some controls or checks may not be manned, these may be represented by a Code Board. Competitors must note the letter and / or numbers displayed on these boards in the correct format and record them in the relevant place on their timecard before proceeding. The Marshal at the next Time or Passage Control must endorse the code. A Control Board will indicate all controls 50 yards ahead on the correct direction of approach. They must be visited in the order specified in the route information. Any controls visited out of order will be deemed not to have been visited. Sections of the route may include NOT AS MAP triangles that will have a Control area of 3 metres. They will be identified in the route information and preceded by a control board on the correct direction of approach. Should any entry on a time card not be legible or not appear authentic, it may be deemed not to have been made. In the case of all controls reference will be made to marshals check sheets or by other means. It is not the duty of any marshal to interpret Regulations or other written instructions to a competitor or to explain the meaning and / or effect thereof. It is the responsibility of competitors to read and understand these regulations and all written instructions. Controls will open 30 minutes before due time of the first car, and close 30 minutes and 59 seconds after the last car is due R

15 A competitor who causes ANY form of harassment to a marshal or any other official who remains in a control area after an instruction to depart, will be reported to the Stewards of the Meeting. The organisers reserve the right to EXCLUDE any such competitor. An Altered, amended or countersigned Time Card will be accepted if it is countersigned by the marshal at the time of alteration. It is the competitors responsibility to ensure that his time card is correctly marked COMPETITORS WILL BE EXCLUDED FOR DEFACING OR ALTERING A TIME CARD, PASSAGE CARD, ROUTE OR ROUTE CHECK CARD. 15. TIMING The event will use the scheduled timing method. Timing will be to BBC Telecom Time. All crews are advised to carry an accurate digital watch with them on the event. There will be two types of section:- STANDARD SECTION This is a section where a time penalty will be applied for being early or late. R (¾ Rule) is not to be used on standard sections on this event. NEUTRAL SECTION These are deemed QUIET sections and are used to take the rally through PR sensitive or densely populated areas. PLEASE RESPECT THEM. They are timed at a low average speed and competitors must complete the section in as high a gear as possible and without use of auxiliary lights (except as permitted by law when driving in fog). Competitors MUST NOT make up time in these sections, and no penalty will be incurred for lateness other than for exceeding maximum lateness. Any lateness incurred in these sections will be cumulative towards Maximum Lateness. Competitors may be instructed to reduce lateness en route. A competitor who wishes may miss a control or controls. He will be penalised in accordance with R13 for every control missed. If he rejoins the route at a control at the end of a competitive section he will be permitted to restart without further penalty at any time between his original scheduled time and his Maximum permitted lateness. This maximum permitted lateness time still being in relation to his original scheduled time. If the rejoining control is at the end of a neutral section, he will only

16 be permitted to restart without further penalty at his official corrected time at the last control at which he reported within maximum lateness. Competitors late at one control may be the equivalent amount late at succeeding controls without further penalty provided maximum lateness is not exceeded. Where a control at the end of a section timed to the second also forms the start of a section timed to the minute, the departure will be taken as the time of arrival but to the preceding whole minute (i.e, the seconds will be ignored). This will be in accordance with H INSURANCE The Organisers have applied to Jelf Motorsport for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be All applicants wishing to use the scheme must be able to comply with all points of the Jelf Motorsport s Declaration: - - I do not have the Third Party Road Section extension on my current Motor Insurance. - I am aged 20 or over. - I have had no more than 1 fault claim in the last three years - I have no more than a maximum of 6 conviction points or a licence ban on my UK driving licence - I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over I have no physical or mental disabilities - My vehicle is MOT d, Taxed and Insured for the road - I have no other material facts to disclose - Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25. If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Motorsport) which should

17 be forwarded either to the organisers or direct to Jelf Motorsport prior to the event to allow sufficient time for a letter of acceptance to be issued. DAMAGE DECLARATION Competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to private property or injury to persons or animals, or alternatively give details of such an incident. Any information given will incur no penalty, but failure to provide a completed form at the finish or within 48 hours for non finishers, or falsifying a declaration will result in exclusion from the results. Where an accident has occurred the organisers must be notified on the day of the event. Competitors who retire shall be required to submit the form within 72 hours to the Entries Secretary giving the location and reason for retirement R Competitors will be expected to contribute towards the costs or claims incurred in respect of damage caused to property. It is a condition of signing the entry form and the MSA signing-on Forms at the start that competitors accepted the clause. 18. PACE NOTES The use of pace notes or map markings is forbidden. Navigation on the event must only be carried out by the use of OS map 145. Any other form of navigation will be classed as pace notes. A pace note will be defined as per R and any marking(s) on the map not provided by the organisers. Any competitor found in possession of such map markings / pace notes will be excluded. There will be an initial map check at signing on and thereafter random checks throughout the course of the event.

18 At the organisers discretion any competitor observed on the route prior to the event may not be permitted to start. 19. DRIVING STANDARDS OBSERVERS DSO s may be appointed by the organisers in accordance with G and R8.2 R Failure to stop when requested by a DSO will incur the penalty of EXCLUSION. Details of DSO s will be displayed at Documentation. Also DSO s will sign the competitors DSO Card in the appropriate place. 20. SERVICE Service will not be permitted an any time during the duration of the event, except by the crew working on their own car. This also applies at any halt. The penalty for infringement will be EXCLUSION. However, competitors may work unaided, and may borrow tools from the proprietor of a halt, or borrow from fellow event competitors only not from spectators and the general public. 21. When using your information we aim to be fair and transparent, and to follow our obligations under UK data protection laws. Your information is used for administering club membership, activities and competitions. You can give us your information using paper forms or online forms. The information you give us may include your contact details (name, address, telephone number, address), personal information and identifiers (date of birth, membership number, competition licence number), and other information (vehicle details). When you give us information about another person, such as a child, parent, guardian, or emergency contact you should let that person know that you have given us the information. [If using CCTV, add reference to image data collection and link to a separate CCTV policy.]

19 If you are under 18 years old, we will also ask for information from your parent or guardian. Using your information We use your information when you first apply to become a member of [Motor Club] and then to administer and renew your club membership, and provide you with member benefits. We also use your information when you enter club events. For competitions, we will publish some of your information in the programme and the results, which will be in the public domain. You information is used in these ways to fulfil our contract with you. We may ask you for emergency contact and next of kin details which we will only use in an emergency, and which is use for a legitimate interest. You should let the contact and next of kin know that you have given this information to us.
