RECOMMENDATION: To pass first reading of Ordinance No. 627 as presented. BACKGROUND AND POLICY DISCUSSION: Woodinville Municipal Code Section (WMC) establishes parking restrictions on specified public streets in the City. Recently, businesses, citizens, and staff have raised safety and other concerns about vehicles parking on sections of 124th Avenue NE, NE 173rd Street, and NE 127th Place as shown on the attached map. The most prevalent complaint concerns the ability to see oncoming traffic when pulling out of the driveways. Vehicles parked along the road block the sight distance of exiting vehicles to an unacceptable level (20 to 30 feet verses the 155 feet minimum required). Efforts to have these vehicles park elsewhere under the existing law have proven to be unsuccessful (24-hour rule under RCW ). After our field review, consideration of traffic volumes, accident history, roadway configuration and purpose, and adjacent land uses, we recommend that on-street parking be prohibited along sections of 124th Avenue NE, NE 173rd Street, and 127th Place NE on both sides of the streets (please refer to Attachment 1 for affected areas). The City surveyed twenty adjoining property owners located adjacent to these roadways. Three responses were received, two supporting the "No Parking" areas and one opposed. Based upon the conditions in the field, the purpose of the roadway, and traffic and safety issues, staff recommends that on-street vehicle parking be prohibited as presented. ALTERNATIVES: 1. Pass First Reading of Ordinance No.627, as presented or amended. 2. Take no action and provide further direction to staff. RECOMMENDED ACTION: I MOVE TO PASS FIRST READING OF ORDINANCE NO. 627 PROHIBITING ON-STREET PARKING ON BOTH SIDES OF SECTIONS OF 124rH AVENUE NE, NE 173RD STREET, AND 127TH PLACE NE AS PRESENTED. WHEREAS, the City of Woodinville, shortly after incorporation in 1994, adopted City of Woodinville Ordinance No. 88, establishing parking restrictions on certain streets within the corporate limits of the city; and WHEREAS, since 1994 the City Council of Woodinville has adopted Ordinances No. 93, 95, 162, 297, 460, and 583, adding to the number of streets that have parking restrictions on them and making other revisions; and WHEREAS, the City has received numerous complaints and concerns relating to the safety of allowing vehicles to park along the sides of these streets described herein; and WHEREAS, the Public Works Director and the Chief of Police, upon inspection of the two roads, and after reviewing the operating speeds of traffic, roadway geometry, traffic volumes, and adjoining property uses, recommend that parking not be allowed on both sides of sections of 124th Avenue NE, NE 173rd Street, and 127th Place NE; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section of the Woodinville Municipal Code ("WMC") is hereby amended to read as set forth below (new text is shown by underline; deletions of text are shown by strikethrough); all other provisions of these sections shall remain unchanged and in full force: The Traffic Engineer shall have full authority to adopt administrative orders enacting parking restrictions on City streets which are in the best interests of the City and the public health, safety and welfare. Any and all such parking restrictions are hereby adopted by this reference and made a part hereof as if set forth fully herein. No such administrative orders shall become effective until posted as provided by Chapter 2.31 WMC, Amendment of Administrative Rules. On-street parking shall be prohibited at the following locations: (1) NE 194th Street. Between the hours of 7:00 a.m. and 3:00 p.m., Monday through Friday, except holidays; on the north and south sides: from 131st Avenue NE to 164 feet east of 131stAvenue NE; (2) NE 195th Street; (a) On the north side: from 1,240 feet west of 136th Avenue NE to 136th Avenue NE; (b) On the south side: from 641 feet west of 136th Avenue NE to 136th Avenue NE;

Section 3. Effective Date/Summary Publication. The adoption of this Ordinance, which is a power specifically delegated to the City legislative body, is not subject to referendum. This Ordinance or a summary thereof consisting of the Ordinance Title shall be published in the official newspaper of the City, and shall take effect and be in full force five (5) days after publication.
