1 FORMULA RENAULT SERIES-TECHNICAL REGULATIONS Everything which is not explicitly authorized: In these regulations And in the technical bulletins relating to the FR 2.0 Evolution 4 published over the course of the 2007 series match IS FORBIDDEN. All of these documents will be issued to each competitor registered to take part in the 2007 Formula Renault series. The numbering of the articles corresponds to that normally used in appendix "J" of the International Sporting Code for Formula 3. ARTICLE 1 - DEFINITIONS Formula Renault car Automobile designed only for speed events on a circuit or a closed route. Only FR2.0 Evolution 4 or previous model FR2.0 fitted with the update kit will be allowed Bodywork All entirely-sprung parts of the car in contact with the external air system, except for the structure that forms the safety harness and those parts incontestably associated with the mechanical functioning of the engine, the transmission and the running gear. Radiators are considered as part of the bodywork. 1.3 Wheel Wheel: flange and rim. Complete wheel: flange, rim and tyre. Vertical wheel axis: the vertical wheel axis is the axis perpendicular to the ground, seen from the side, passing through the wheel s rotation axis, included in the central line of the 1

2 tread Event An event consists of the official practice sessions, qualifying, and the race(s) Weight The weight of the car at any moment of an event, without fuel or driver Racing weight The weight of the car in running order, with the driver and his/her equipment on board, with the remaining fuel in the tank Main structure Entirely-sprung part of the vehicle structure to which suspension loads are transmitted, and extending longitudinally from the furthest-forward suspension attachment point on the chassis to the furthest-back suspension attachment point on the chassis Suspension The means by which the chassis/bodywork assembly is suspended from the wheels, i.e. the wheel axes must not be directly connected to the chassis/bodywork assembly. There must therefore be independent movement of the suspension upright/spindles in relation to the main structure Active suspension Any system enabling the control of any part of the suspension or the trim height whilst the vehicle is moving Cockpit The volume which accommodates the driver Survival cell 2

3 The structure containing the fuel tank and cockpit Telemetry Data transmission between a moving car and any station separate from this car Cockpit protection Non-structural elements situated in the cockpit whose only purpose is to increase driver comfort and safety. Any equipment of this type must be non-flammable, able to be removed quickly without tools, and homologated by the FIA. ARTICLE 2 - REGULATIONS Role FORMULA RACING DEVELOPMENT LIMITED The technical regulations applying to FR2.0 Evolution 4 / updated FR2.0 cars are issued by FORMULA RACING DEVELOPMENT LIMITED Publication date for amendments Each year, FORMULA RACING DEVELOPMENT LIMITED, will publish any changes to these regulations. Changes made for safety reasons can come into effect without prior notice Permanent compliance with the regulations The automobiles must comply with these regulations in their entirety throughout the running of the event Measurements All size measurements (geometric) must be taken when the car is stationary on a flat, horizontal and hard surface. All height measurements must be taken when the car is in its normal racing condition, with the driver sat in the driving position. 3

4 ARTICLE 3 BODYWORK AND DIMENSIONS Central wheel axis The axis of the axle for overhang measurements is defined as follows: The straight line joining the intersection of the rotation axis of each of the wheels to the central line of the tyre tread. This straight line shall be defined practically: by projecting vertically onto the ground, the most forward and rear points of the complete wheel at the level of the central line of the treat,and determining on the ground the middle point between these two projections. Having completed this operation for the right wheel and the left wheel, the straight line connecting the two middle points is the ground projection of the axle axis for the wheels in question Height measurements All height measurements will be taken when the car is in normal race condition, with the driver seated normally Overall height With the exception of the safety harness, no part of the car must have a height exceeding 95cm from the ground, with driver on board and seated normally, and the car in its normal race trim. No part of the harness with a height exceeding 95 cm from the ground must have a shape enabling it to exert a significant aerodynamic influence over the car s performance Height of the front bodywork No part of the bodywork located in front of the furthest-rear edge of the complete front wheels, and more than 30 cm from the longitudinal axis of the car, must be any less than 50mm from the reference plane, or have a height exceeding that of the front wheel rims. All these measurements will be measured with a tolerance of +/- 10mm Ground-facing bodywork Between the furthest-rear edge of the complete front wheels and the furthest-forward edge 4

5 of the complete rear wheels, all suspended parts of the car visible from below must be located on one of the following two parallel planes: the reference plane or the step plane. Reference plane: surface between the furthest-rear edge of the complete front wheels and the furthest-forward edge of the complete rear wheels with a maximum width of 500 mm symmetrical to the longitudinal axis of the car. Step plane: all suspended parts of the car visible from below and not in the reference plane,must be positioned 50 mm above the reference plane. No part of the car must be positioned more than 50 cm to the rear of the rear wheel axis, or more than 100 cm to the front of the front wheel axis. All these measurements will be measured with a tolerance of +/- 10mm Overhang No part of the car must be positioned more than 50 cm to the rear of the rear wheel axis, or more than 100 cm to the front of the front wheel axis Aerodynamic influence Mandatory use of the genuine FR2.0 Evolution 4 / FR2.0 update kit wing profiles. Any added element that has an aerodynamic influence is forbidden Wheelbase and track The front and rear wheelbase and track must remain compliant with genuine FR2.0 Evolution 4 / FR2.0 update kit Aerodynamic devices Front wings: Mandatory use of the genuine FR2.0 Evolution 4 / FR2.0 update kit front wings. Rear wings: Mandatory use of the genuine FR2.0 Evolution 4 / FR2.0 update kit rear wings. Maximum height: 900 mm from the ground. 5

6 ARTICLE 4 - WEIGHT Minimum weight The minimum weight of the cars, driver and his/her full equipment, must be no less than 565 kg (five hundred and sixty five kilograms). This weight represents a FR2.0 car having just taken part in a qualifying session or a race Ballast Ballast can be used as long as it is fixed in such a way that tools are required to remove it. It must be possible to apply seals to the ballast, should this be deemed necessary by the FORMULA RACING DEVELOPMENT LIMITED scrutineers. If the car is fitted with ballast in order to meet weight requirements, it is MANDATORY for this ballast to be declared by the competitor to the scrutineers in charge of the Series Additions during the race and qualifying Without specific authorization by the Scrutineer, the addition, during qualifying practice and the race, of any liquid or other material whatsoever, is forbidden until the end of the parc ferméperiod Weight checks Weight checks can be performed at any time during an event, with the driver on board and the remaining liquid in the tanks (on the understanding that it is forbidden to add any oil,other liquids or extinguishing fluid before weighing). ARTICLE 5 - ENGINE Any engine not sealed by the Scrutineers, or for which one or more seals are missing or of an unknown origin, shall be considered technically noncompliant. 5.1 Engine RENAULT SPORT type F4R FR2000. Capacity: 1998 cc 6

7 5.1.1 Engine management systems Use of the genuine FR2000 engine management system is mandatory. The ECU engine management units fitted to the cars for all entries may be collected starting from the first event of the season for a draw, whereby all units collected are then distributed randomly by the organizer. LIMITED Scrutineers before the 1 st free practice session of the event. From the second event onwards, only the top 15 drivers from the provisional drivers point standing are requested to have the ECU drawing. The draw will be held before the 1 st free practice session of the event. The vehicles will then keep the unit they have been assigned from the draw for the entire event. Any non-compliance with this rule will be considered a technical noncompliance. The competitors will be responsible for the unit fitted to their vehicle throughout the event, and must return them in correct working order; otherwise the vehicle s original unit will be given to the owner of the damaged unit. The units will be returned to their owners after the final race of the event by the organizer LIMITED Scrutineers. The organizer reserve the right to perform a draw for additional vehicles Purchase and Maintenance of the RENAULT SPORT F4R FRS engine New engines must be supplied by the official single engine-builder through the organizer. These engines are sealed when delivered, and must be inspected by the technical representative/scrutineers delegated by the organizer before being used in the 2007 Formula Renault series. You must also show proof (invoice) of your purchase to the organizer before getting the motor inspected. Engine rebuilds may be performed by the official single engine-builder through the organizer, or by an appointed technician by the organizer in China. If the engine is rebuilt by the official single engine-builder, you must show proof of service, and get the engine 7

8 inspected by the technical representative/scrutineers delegated by the organizer before being used in the 2007 Formula Renault series. A nominal charge will be applied for all inspection and service work by the organizer on site Exhaust system Mandatory use of the genuine FR2.0 exhaust system. The catalytic converter must be in correct working order. Heat insulation material is recommended and may be used Telemetry, data acquisition and radio The following are forbidden during qualifying practise and race sessions: all telemetry systems and their electrical equipment, driver-to-pit and pit-to-driver radio systems. Data acquisitions: Only the AIM data acquisition system is authorized Dashboard Mandatory use of the genuine FR2.0 dashboard. ARTICLE 6 FUEL PIPES AND TANKS Fuel tank Mandatory use of the genuine FR2.0 fuel tank. Reminder of FIA regulations: Rubber bladders must bear a code showing the name of the manufacturer, the specifications under which the tank was made and the date of manufacture. Sporting & Technical Regulations Asian Formula Renault Challenge Page 26 No rubber bladder must be used more than five years after the manufacture date, unless it has been re-certified by the manufacturer for a maximum extension period of two years. 8

9 6.2 - Fittings and pipes Mandatory use of the genuine FR2.0 fittings and pipes No pipe containing fuel may cross the cockpit All pipes must be fitted so that any leak cannot lead to the accumulation of fluid in the cockpit No part of the car containing fuel may be located more than 55 cm from the longitudinal axis of the car Refuelling Refuelling is forbidden during qualifying practises and races Refuelling is forbidden on the starting grid Storing fuel onboard the car at a temperature 10 C lower than ambient temperature is forbidden Use of a specific device, onboard the car or not, to lower temperature to below the ambient temperature is forbidden. ARTICLE 7 - LUBRICATION SYSTEM Position of the engine oil tank Mandatory use of the genuine FR2.0 engine oil tank located in the clutch casing Catch tank The lubrication system features a fresh air vent, which must lead to the catch tank (minimum capacity: 2 litres) Oil refilling No additional oil may be added during the races. 9

10 7.4 - Lubricant pipes Mandatory use of the genuine FR2.0 Evolution 4 / FR2.0 update kit pipes Ignition ARTICLE 8 - IGNITION Mandatory use of the genuine FR2.0 Evolution 4 / FR2.0 update kit ignition Engine ignition Engine ignition can be performed either on the starting grid or in the pitlane using an external battery connected to a plug on the vehicle provided specially for this purpose. It is essential that the plug be located behind the rear axle on the vehicle Battery Mandatory use of the genuine FR2.0 battery. Location: original. Attachment: original. Mandatory insulation of the positive terminal. ARTICLE 9 - TRANSMISSION Gearbox type Mandatory use of the genuine FR2.0 gearbox. The gear ratios must be those specific to FR2.0. Interchanging of gear ratios from different sets is absolutely forbidden Reverse gear All cars must have a properly-functioning reverse gear that can be selected at any moment during the event by the driver when (s)he is seated in the normal driving position with the engine running Repairs to the gearbox 10

11 Repairs to the gearbox must be performed in accordance with the FR2.0 standard requirements. ARTICLE 10 - SUSPENSION AND STEERING SYSTEMS Chrome-plating of suspension elements Chrome-plating of steel suspension elements is forbidden Suspension arm Mandatory use of the genuine FR2.0 suspension elements Formula Renault steering Mandatory use of the genuine FR2.0 steering elements. The steering wheel may be replaced. ARTICLE 11 - BRAKES Mandatory use of the genuine FR2.0 braking elements. Compulsory use of the Ferodo FRP 219 C pads supplied by the organizer Air intakes The fitting of front and rear brake cooling elements is forbidden (sleeves, shrouds, wheel extractors, etc.). ARTICLE 12 WHEELS AND TYRES Dimensions Mandatory use of the genuine FR2.0 wheels. Dimensions: Width of the front wheels: 8 inches Width of the rear wheels: 10 inches Diameter: 13 inches. 11

12 The addition of any aerodynamic elements or air extractors is forbidden Tires Limitation on the use of slick tyres supplied by Formula Racing Development Limited For qualifying and race for each event of 1 or 2 races, the following maximum tyre quantities will be allowed for use: - 4 new or used front slick tyres - 4 new or used rear slick tyres Tire marking The scrutineer or his authorized representative will mark each tyre on its outer face, or if so required by the competitor on both faces with the race number and a mark identifying the event in question prior to the official qualifying session Rain Tires The quantity of rain tires is free Limits on the use of RAIN TYRES When the "WET TRACK" board has been shown, the drivers will have a free choice concerning their tyres, while complying with the prescriptions in this article, it being understood that the qualifying session or the race will be considered to have taken place under damp or wet conditions and that no halt or interruption of the session or race will be made by the race director Tire control There will be some sort of Tire Control during each race event. Putting any type of traction enhancing substance on the tire is forbidden Pressure relief valves 12

13 Pressure release valves on wheels are forbidden. ARTICLE 13 SAFETY EQUIPMENT Fire extinguisher Mandatory use of the genuine FR2.0 fire extinguisher The following information must be clearly shown on each extinguisher: capacity, type of extinguishant, weight or volume of the extinguishant, date the container was last checked, which must not be more than two years after the date of filling, or the date of the last check. Any extinguisher on which the above information cannot be read will be refused Each fire extinguisher must be suitably protected and must be situated in the survival cell. In any case, its attachments must be able to resist a deceleration of 25 "g". All extinguishing systems must be fire resistant The driver, when seated normally, with the safety belt fastened and the steering wheel in place, must be able to engage all the extinguishers manually. Moreover, an external activation system must be combined with a circuitbreaker. This must be marked with the letter "E" in red inside a white circle with a red border, the diameter of which must be at least 6 cm Extinguisher nozzles must be suitable for the extinguishant and must be installed in such a way that they are not pointed directly at the driver Master switch Mandatory use of the genuine FR2.0 master switch. The driver, when seated normally, with the safety belt fastened and the steering wheel in 13

14 place, must be able to activate the anti-explosion master switch to shut off all electrical circuits and stop the engine. This switch must also be able to be engaged from outside the car, via a clearly-marked external handle, which can be operated remotely by emergency personnel with a hook. This handle must be situated close to the base of the main safety structure on the right side,and be marked with a red lightning symbol in a blue triangle with a white border Rear view mirrors Mandatory use of the genuine FR2.0 rear view mirrors. All cars must be fitted with two rear view mirrors giving the driver rear visibility on both sides of the car Safety belts Mandatory use of the genuine FR2.0 safety belts. The original attachment points to the bodyshell must be used. It is mandatory to wear two shoulder straps, an abdominal strap and two straps between the legs. The driver is responsible for the condition of the belts. After an accident, it is mandatory for the belts to be replaced with genuine FR2.0 belts Racing equipments Drivers taking part in practices or the races must always wear FIA homologated overall,underwear, balaclava, gloves, shoes, crash helmet & HANS system as specified in the FIA International Sporting Code Rear red light Mandatory use of the genuine FR2.0 rear red light. ARTICLE 14 ROLL STRUCTURE Height of the roll structure This must be high enough for a straight line taken from the top of the first structure to that of 14

15 the second to pass over the driver s helmet, with the driver sitting in a normal position in the car with helmet attached and safety belts fastened. The top of the structure must also exceed the driver s helmet by at least 5 cm, with the driver sitting in a normal position behind the steering wheel. ARTICLE 15 FUEL Fuel Fuel must be commercially-available petrol taken from a distribution point specified by the event organizers, and complying with the 2005 F.I.A. Formula 3 regulations. Sampling procedure - Checks may be made between the fuel taken from the competitor s car and the sample taken from the distribution point. - Hence, the fuel distributed at one event cannot be used for another event in the Series. The competitors must therefore empty the fuel tank of their car before the start of official practice for each event. Any mix with another fuel or additive is forbidden. - The competitor must take all necessary precautions for it to be always possible to take a minimum three-litre sample from the vehicle s fuel tank, this being the necessary volume for the analysis after practise or the races. - Sampling will be performed as follows: Three one-litre samples will be taken in three new metal containers. Sample No. 1: container for the analysis laboratory Sample No. 2: container for the competitor Sample No. 3: container for second expert opinion, kept by the organizers. The containers will be identified and sealed by the FORMULA RACING DEVELOPMENT LIMITED Scrutineers in the presence of the competitor or his/her representative. The origin, transportation or storage of samples #1 and #3 will not be contested. 15
