1 Directorate of Transport ANDAMAN AND NICOBAR ADMINISTRATION PROACTIVE DISCLOSURES UNDER SECTION 4 OF RTI ACT 2005 Introduction The Motor Transport Department was set up in the year 1956 for providing public Transport initially for the people of South Andaman Island which was gradually extended to other inhabited Islands of the Union Territory. Presently the Public Transport System operates from 14 stations in 12 Islands. Department has a fleet consisting of 264 Buses for operation of Public Transport Service mainly in rural areas of A & N Islands. In the Union Territory of Andaman and Nicobar Islands Transport mobility is performed by two means i.e Shipping and Road Transport. Shipping services caters to the mainland Island and inter Island mobility whereas road transport takes care of Intra Island and Inter Island connectivity between the North, Middle and South Andaman Islands. Functions The Directorate of Transport under the Andaman and Nicobar administration undertakes the following functions divided in three Departments. S. No. Department Functions 1. State Transport Service 2. Motor Vehicle Department Providing economic public road transport service in all islands wherever motorable roads exist. Implementation of the provisions of Motor Vehicle Act and Rules framed there under. 3. State Transport Authority Control and regulate the transport vehicles in the UT State Transport Service The Motor transport Department was set up for providing public Transport initially with the help of two make shift Lorries for the people of South Andaman.

2 This Department also undertakes the repair and maintenance of the light vehicles attached to Raj Niwas and secretariat. State Transport service provides satisfactory public road transport service carrying the commuters including student, patients and other commuters to their destinations in all the 12 islands. Motor Vehicle Department To implement the provisions of Motor Vehicle Act, 1988 and the rules framed there under, a separate Motor Vehicle Department has been established by the Administration under the Directorate of Transport and started functioning from 1 st October, All the activities related to registration of Motor vehicle, Issue of Learners Licenses & Driving Licenses, conduction fitness of Motor Vehicles, Collection of Road Tax etc. are carried out in the M.V. Section under the Directorate of Transport at Port Blair as well as in other Islands from Diglipur in the North to Campbell Bay in the South. RTOs and MVIs are posted in all the major stations such as Rangat, Ferrargunj, Mayabunder, Diglipur and Hut Bay & Car Nicobar. For other smaller stations the work is carried out by camping at frequent intervals for the benefit of local residents. State Transport Authority The work of State Transport Authority has also been transferred and being carried out w.e.f 1 st April, 2008 from the Directorate of Transport which deals with control and regulation of Transport Vehicles in the Andaman & Nicobar Islands. ii) The powers and duties of its officers and employees:- ASSISTANT ENGINEER 1. Planning and procurement of materials and accounting of stores received for the Department. 2. Taking up prompt action for disposal of unserviceable vehicles, stores and scraps etc. of the Department. 3. Supervision, control and maintenance of attendance of working staff under his control including watch and ward personnels. 4. Furnishing of reports / information as necessary. 5. Ensuring timely preventive maintenance and repair of vehicles.

3 6. Maintaining & supervising all records connected to Workshop, Store & Operation wing. 7. Maintain discipline in the workshop, store, Bus station and in the area of posting. 8. Advance planning for maintaining or minimum balance for the spares. 9. Proving tools and plants for the workshop and its employees. 10. Inspection of vehicles for its assessment of repairs. 11. Taking timely action for the welfare of employees. 12. Any other work assigned to him by the Director of Transport. ASSISTANT DIRECTOR (TRANSPORT) 1. Over all control on the works pertaining to operation of bus service operated by State Transport Services, A & N Islands. 2. Study and assessment of existing Bus schedules, its pattern, performance etc. 3. Study of Traffic for future Transport demands. 4. Responsibility for efficient operation of Bus Service. 5. To address commuters grievance and its redressal. 6. To ensure discipline amongst the employees. 7. To ensure prompt availability of materials required for operation of buses. 8. To take all remedial measures for improvement of revenue, fuel KPML etc. 9. Formulate strategies to improve service to citizens. 10. Responsible for duty allocation of operational staffs i.e. Bus Drivers, Bus Conductors, Supervisory Staff and any other staff attached to Traffic Section. 11. Any other work entrusted by the Department. Transport Officer 1. Management/Supervision of duties assigned to the station Master and checking Inspectors attached to Bus Terminus.

4 2. Optimum utilization of work of checking Inspectors, Drivers, conductors etc. attached to Bus Terminus. 3. Arrangement with Mechanical Section for repairs and maintenance of buses to ensure uninterrupted service. 4. Investigation and submission of reports against the Bus Drivers/ Conductors for deliberate cancellation of trips. 5. Attending accidents and release of vehicles detained or seized by Police and submission of reports. 6. Conduct surprise checks on the buses arriving at Bus Terminus with CCCI s attached to the Bus Terminus. 7. Attend public complaint about operation of STS in the Bus Terminus and action be taken for redressal of genuine complaints. 8. Maintenance of strict discipline of the staff attached to the Bus Terminus and daily monitoring of their attendance. 9. Submission of reports and suggestions on measure to be taken for the benefit of the department. 10. Any other duties that may be entrusted by the Executive Engineer/Assistant Director (Transport)/Director of Transport from time to time. Junior Engineer/Chargeman 1. Responsible for preventive maintenance of vehicles. 2. Attending timely repair of vehicles. 3. Maintenance of all records related with workshop and stores manually as well as through computers. 4. Maintenance of minimum stock level of stores by advance planning. 5. Initiating procurement, maintenance and disposal of tools, plants and Machineries. 6. Ensure discipline through proper supervision. 7. Proper planning for keeping the vehicles in excellent running condition. 8. Timely disposal of unserviceable stores. 9. Timely weeding out of records as per norms. 10. Responsible for bus schedule maintenance. 11. Inspection of vehicles and preparation of estimates for departmental as well other vehicles. 12. Supervision of operational side (Traffic) whenever necessary. 13. Maintain cordial relation between operational and workshop side. 14. Any other work entrusted by the superiors.

5 Assistant Chargeman 1. To perform all skilled as well as unskilled nature of works related to the workshop. 2. To assist the Chargeman in carrying out the responsibilities of a workshop under the Motor Transport Department. 3. To carry out all body repair works in the Motor Vehicles of the Transport Department. 4. Assistant Chargeman shall extract works from the Body Builder, Plater and Carpenter. 5. Assistant Chargeman shall maintain records pertaining to repair, maintenance, spare parts, tools etc. wherever necessary. 6. Assistant Chargeman shall be responsible for the smooth running the workshop in the absence of JE/Chargeman. 7. Assistant Chargeman shall be responsible for the disposal of unused spare parts/vehciles. 8. Attending timely repair of vehicles. 9. Assistant Chargeman shall undertake all other works as entrusted by his superiors. Station Master-cum-Traffic Inspector 1. To supervise the functioning of Bus Terminus/ STS Units. 2. To conduct surprise checking in buses, ensure punctuality in schedule trips, check pilferage of revenue/hsd. They shall check and take remedial action for any type of irregularities in the schedule bus Services. 3. Station Master-cum-Traffic Inspector shall maintain checking diary properly and submit the performance report in the prescribed format by the first week of subsequent months. 4. Station Master-cum-Traffic Inspector shall prepare and submit the performance report of the station regularly. 5. Station Master-cum-Traffic Inspector shall supervise the duties of all subordinate staff and ensure proper discipline and optimum utilization.

6 6. Station Master-cum-Traffic Inspector shall discrepancy supervise the functioning of cash collection counters /ticket booking counters. 7. Station Master-cum-Traffic Inspector shall perform all Office works manually or electronically whenever asked to do so by the Officer in charge. 8. Station Master-cum-Traffic Inspector shall be responsible for maintaining all records pertaining to the work they are entrusted with. 9. Station Master-cum-Traffic Inspector shall be liable to perform duty in all the shifts operated by the department. 10. Station Master-cum-Traffic Inspector shall regularly conduct survey of the existing as well as proposed routes and submit reports on traffic demand, overloading, congestion, overlapping etc and suggest corrective measures. 11. Station Master-cum-Traffic Inspector shall undertake any other work as entrusted by the superiors. Chief Inspector 1. To conduct surprise checking in buses, ensure punctuality in schedule trips, check pilferage of revenue/hsd. They shall also check and take remedial action for any type of irregularities in the schedule bus services. 2. Chief Inspector shall maintain checking diary properly and submit performance report in the prescribed format by the first week of subsequent months. 3. To assist the Traffic Inspector/Station Master of the station in carrying out the responsibilities of a unit or section under the Directorate of Transport. 4. Chief Inspector shall supervise the duties of Bus Drivers, Bus Conductors and CCCIs. 5. Chief Inspector when attached to cash collection counters/ ticket booking counters shall collect tickets, trip sheets, and other relevant traffic materials from the ticket store and maintain records pertaining to these. 6. Chief inspectors shall submit the sale proceeds to the cashier on the same day or the next working day positively. 7. Chief Inspectors shall perform all office works including stocking and issuing the bus tickets either manually or electronically whenever asked to do so by the officer In charge.

Chief Inspector shall perform the duty of In charge of cash collection counter, enquiry counter, ticket booking counter, ticket store, out station units of STS, POL store/dispensing pump as and when entrusted. 9. Chief Inspector shall be responsible for maintaining all records pertaining to the work they are entrusted with. 10. Chief Inspector shall be liable to perform duty in all the shifts operated by the Department. 11. Chief Inspector shall regularly conduct survey of the existing as well as proposed routes and submit reports on traffic demand. Clerk-Cum-Checking Inspector 1. To conduct surprise checking in buses, ensure punctuality in schedule trips, check pilferage of revenue/hsd. C.C.C.I shall maintain checking diary properly and submit performance report in the prescribed format by the first week of subsequent months. 3. To assist the Chief Inspector /Station Master-cum- Traffic Inspector of the station in carrying out the responsibilities of a unit or section under the Directorate of Transport. 4. Chief Inspector shall supervise the duties of Bus Drivers, Bus Conductors and CCCIs. 5. C.C.C.I shall perform all skilled as well as unskilled nature of works related to the traffic management. 6. C.C.C.I when attached to cash collection counters/ ticket booking counters shall collect tickets, trip sheets, and other relevant traffic materials from the ticket store and maintain records pertaining to these. 7. He shall submit the sale proceeds to the cashier on the same day or the next working day positively. 8. He shall perform all office works including stocking and issuing the bus tickets either manually or electronically whenever asked to do so by the officer Incharge. 9. 8 Head Mechanic 1. Head Mechanic shall be responsible for the repair and maintenance works in the light as well as Heavy Motor Vehciles under the Motor Transport Department and A& N Admninstration. 2. To perform all skilled as well as unskilled nature of works related to the workshop. 3. To assist the Chargeman/Junior Enigneer in carrying out the responsibilities of a workshop under the Motor Transport Department. 4. To carry out all body repair works in the Motor Vehicles of the Transport Department. 5. Head Mechanic shall allocate works amongst the subordinate staff and responsible for any schedule trips cancellation of Buses on account of repair. 6. He shall maintain records pertaining to repair, maintenance, spare parts, tools etc. wherever necessary. 7. He shall be responsible for the smooth running the workshop or STS Unit. 8. He shall undertake all other works as entrusted by his superiors. Store keeper 1. Ensure optimum stock level of all stores and review the stock level of stores regularly and place timely requisition for procurement of stores. Collection of stores, proper stacking of materials and maintenance of records like GRS, Bin Cards, and Bill registers & all other related records. 2. Ensure collection and issue of stores to be the indenting units so that public transport service is not disrupted. 3. Dispatch of stores to all STS Units in Andaman and Nicobar Islands. 4. Making arrangement for dispatch, collection, loading, unloading, transportation and stacking of stores received from mainland as well as from outlying. 5. To draw from the central store and maintain stock of stores under his custody for a sub store and issue to the work shop as per the requirement and on the instruction of the section in charge. 6. To maintain attendance and other relevant records of the staff in the store as well as any establishment under the Directorate of Transport.

9 7. To maintain records pertaining to stores and work shop and collect data required for maintaining these from the respective sections. 8. To perform all skilled as well as unskilled nature of works related with maintenance of stores and its records. Store Keeper shall extract works from the unskilled workers. 9. Store Keeper shall perform all other works as entrusted by the superiors. 10. Store Keeper performs all types of office works manually as well as electronically through computers related with the functioning of Transport Department. RECORD KEEPER 1. Maintain of all inventory of record in year wise manner. 2. Up keep of all records in proper manner. 3. Keep close watch on all records with proper maintenance and issue register. 4. Records shall be kept which can easily traceable. 5. He shall be make available records as & when required. 6. He shall be responsible to save all the records from red and white ants and any other insects. Carpenter, Body Builder, Plater 1. To carry out all types of plating, body building works, carpentry, welding and any other works related to body repair and maintenance works in the Light as well as heavy Motor vehicles under the Motor Transport Department in A & N Administration. 2. To assist the Assistant Chargeman in carrying out the responsibilities of a workshop under the Motor Transport Department. 3. To perform all skilled as well as unskilled nature of works related to the workshop. 4. To carry out all body repair works in the Motor Vehicles of the Transport Department. 5. They shall be responsible for maintenance and upkeep of tools and plants used in Body renovation Section. 6. They shall extract works from the unskilled workers. 7. They shall maintain records pertaining to repair, maintenance, spare parts, tools etc. wherever necessary.

10 8. They shall undertake all other works as entrusted by his superiors. 9. They shall be responsible for the smooth running of the workshop in the absence of JE/Chargeman/Assistant Chargeman. 10. To carry out all types of plating, body building works, carpentry, welding and any other works related to body repair and maintenance works in the Light as well as heavy Motor vehicles under the Motor Transport Department in A & N Administration. 11. To assist the Assistant Chargeman in carrying out the responsibilities of a workshop under the Motor Transport Department. Artisan Grade II The Motor Transport Department has a Tyre Re-treading Unit at Ferrargunj. The Artisan Grade II are to be responsible for carrying out the work of Tyre Re-treading in the Unit with the help of the supporting staff. Tyre Repairer 1. To Carry out all types of tyre repairing works related to repair and maintenance wroks in the Light as well as Heavy Motor Vehicles under Motor Transport Department and A & N Administration. 2. To assist the Chargeman/ Head Mechanic in carrying out the responsibilities of a workshop under Motor Transport Department. 3. To perform all skilled as well as unskilled nature of works related to tyre repairing in the workshop. 4. Tyre repairer shall be responsible for maintenance and upkeep of Air Compressors and other equipments required for repair of tyres. 5. Tyre repairer shall extract works from the unskilled workers. 6. Tyre repairer shall maintain Tyre history cards and records pertaining to repair, maintenance, spare parts etc wherever necessary. 7. Tyre Repairer shall undertake all other works as entrusted by his superiors. 8. Tyre Repairer shall be responsible for the smooth running of the workshop in the absence of JE/Chargeman/ Assistant Chargeman.

11 Assistant Tyre Repairer 1. To carry out all types of Tyre repairing works related to repair and maintenance works in the Light as well as Heavy Motor Vehicles under the Motor Transport Department in A & N Administration. 2. To assist the Tyre Repairer in carrying out the responsibilities of a work shop under the Motor Transport Department. 3. To perform all skilled as well as unskilled nature of works related to Tyre repairing in the workshop. 4. Assistant Tyre Repairer shall be responsible for the smooth running of the Tyre Repairing works in the absence of Tyre Repairer. 5. Assistant Tyre Repairer shall undertake all other works as entrusted by his superiors. Painter 1. To carry out all types of painting works with paint brush as well as spray gun in the light as well as heavy Motor Vehicles under the Motor Transport Department and A & N Administration. 2. To assist the Assistant Chargeman in carrying out the responsibilities of a workshop under the Motor Transport Department. 3. To perform all skilled as well as unskilled nature of works related to the workshop. 4. To carry out minor body repair works in the Motor Vehicles of the Transport Department. 5. Painter shall be responsible for maintenance and upkeep of tools and plants used in Body Renovation section. 6. Painter shall extract works from the unskilled workers. 7. Painter shall maintain records pertaining to repair, maintenance, spare parts, tools etc. wherever necessary. 8. Painter shall undertake all other works as entrusted by his Superior. 9. Painter shall perform all preparatory works related with painting of Motor Vehicles attached with the Government.

12 Electrician Gr B 1. Carry out all types of auto electrical repair and maintenance works in the light as well as Heavy Motor Vehciles under the Motor Transport Department and A & N Administration. 2. To assist the Chargeman/Electrcian and in carrying out the responsibilities of a workshop under the Motor Transport Department. 3. To perform all skilled as well as unskilled nature of works. 4. To carry out all works related with charging, repair, fitting, removal and maintenance of Battery in the motor vehicles of the MT Department. 5. He shall be responsible for maintenance and upkeep of tools and plants used in Electrical Repair Section. 6. He shall extract works from the unskilled workers. 7. He shall maintain records pertaining to repair, maintenance, spare parts, tools etc. wherever necessary. 8. He shall undertake all other works as entrusted by his superiors. Asst Store Keeper 1. To draw from the store and maintain a stock of stores under his custody and issue to the staff as per the requirement. 2. To maintain attendance of the staff in the workshops as well as any establishment under the Directorate of Transport. 3. To maintain records pertaining to stores and workshop and collect data required for maintaining these from the respective sections daily and enter the same in the respective register on daily basis. 4. To prepare indents for stores, collect these and maintain the stock ledger and other relevant records. 5. To perform all skilled as well as unskilled nature of works related with maintenance of stores and its records. 6. Assistant Store Keeper shall extract works from the unskilled workers. 7. Assistant Store Keeper shall perform all other works as entrusted by the superiors. 8. Assistant Store Keeper shall perform all types of office works manually as well as electronically through computers related with the functioning of Transport Department.

13 Mechanic 1. To carry out repair and maintenance works in the light as well as Heavy Motor Vehicles under the Motor Transport Department and A& N Administration. 2. To perform all skilled as well as unskilled nature of works related to the workshop. 3. To assist the Head Mechanic in carrying out the responsibilities of a workshop under the Motor Transport Department. 4. To carry out all preventive schedule maintenance in the Motor Vehicles of the Transport Department. 5. Mechanic shall responsible for timely repair and maintenance of buses in a workshop or STS Unit. 6. He shall maintain records pertaining to repair, maintenance, spare parts, tools etc. wherever necessary. 7. He shall be responsible for the smooth running the workshop or STS Unit. 8. Assistant Chargeman shall undertake all other works as entrusted by his superiors. Staff Car Driver 1. He should possess valid driving license in hand. 2. He should wear proper uniform daily. 3. He must be able to read English/Hindi, Numerals and figures. 4. He should drive the vehicle in safe way as per traffic rules. 5. He should be punctual in attendance. 6. He should maintain true & correct accounts of the journeys of vehicle in the log book of the vehicle properly and maintain accounts for the fuel drawn for vehicle on weekly basis. 7. He should get the log book verified and signed by the designated authority on monthly basis. 8. He should keep the vehicle neat and clean by water washing, wiping and polishing. 9. He should check the oil, lubricant, water & brake everyday before the vehicle being taken for driving. 10. He must have practical knowledge of petrol & Diesel Engine Working and able to locate faults and rectify minor running defects. 11. He must be able to change wheels and correctly inflate the Tyre. 12. He should maintain tool kit in the vehicle.

14 13. He should keep the spare wheel/parts in the vehicle in safe custody and in good condition. 14. On the vehicle being sent for repairs etc., he would be required to maintain close coordination with workshop to get the vehicle repaired in time and keep himself abreast of the progress of repair / replacement of damaged parts etc. 15. The damaged / replaced parts of vehicle after repair shall be made available to vehicle In-charge of the office. 16. He should maintain a date wise record entry in respect of the repairs, cost of spare parts replaced at the time of carrying out the repair. 17. He is responsible for timely reporting of break downs/ accidents to the authorities. 18. He is responsible to collect the bills for repairing charges / cost of spare parts of the vehicle and submit in the office for arranging timely payment. Bus Driver 1. Check HSD tank balance as per Drivers duty slip and check entry of fuel drawn. 2. Ensure wind screen, window and driving Mirror. 3. Ensure correct tyre pressure and inflate if necessary and check treads for pieces of flint, stone and glass lodged in the tread and remove it found. 4. Start engine and listen for unusual sound/uneven running of engine. 5. Check operation of break pedal. 6. Examine for oil and water leakage and ensure the required level. 7. Check hard brake. 8. Should identify defects and carryout minor repair works on the bus. 9. Should prepare drivers duty slip and maintain log books and POL stock whenever required. II. To be checked after vehicle has returned from day s duty:- 1. Examine road springs for loose U bolts and broken leafs. 2. Enter mileage, fuel consumed. 3. Check loose bolts on propeller shafts. 4. Leave the vehicle clean and already to move off. III. Any other work assigned by the controlling and supervising Officer/ Assistant Director (Transport).

15 Commercial Accountant 1. Preparation of Performa Accounts of this Directorate and upkeep and maintenance of all records pertains to Performa accounts. 2. Maintenance of Revenue receipt records of this Directorate/all units. 3. To attend the Audit notes of inspection reports and Performa accounts. 4. Calculation of Income Tax in respect of all employees of this Directorate and all correspondence relating to this subject. 5. All correspondence relating to Adjustment of Department Advance. 6. Supervision of Accounts Branch. 7. Preparation of budget estimates. 8. Any other work as assigned by D.O.T/Sr. AO (T)/AD(A)/ME/AD(T). Techograph Reader 1. Maintenance of log books. 2. Maintenance of HSD oil accounts. 3. Maintenance of all records related to odometer, schedule trips and HSD oil in buses manually as well as through computers. 4. Assist the In-charge Departmental consumer pump and if required also function as In-charge Departmental Consumer Pump. 5. Assist the C & SO/SM/TI in the functioning of Bus Terminus/STS Unit. 6. Recording of data related with odometer and HSD oil in buses. 7. Any other work entrusted by the superiors. The duties of Secretariat Staff:- 1. To enter all receipts marked to him/her in Day Book and to provide file numbers in the Section Diary for each receipt shown therein within 3 days of the receipt of such receipts. 2. To examine cases in the light of instructions, if any given or line of action indicated by his/her higher Officer, 3. To put up cases after examination to the higher officer on the dates required and where no date is specified within 3 days of the receipt of the cases 4. To maintain a list of files with and watch their movements, if the file is held up at any level for an unduly long period. 5. To comply with the instructions of the higher Officer s. 6. To place all receipts on the Branch Head s table as and when received.

16 7. To bring the notice of the Branch Head any papers/cases which are not received back from the officers to whom those papers cases were sent earlier at dak stage for perusal and return. 8. To maintain File Movement Register: 9. To maintain proper maintenance of records kept in the Section: 10. To deal with routine receipt and files; 11. To keep the Branch in proper order; to maintain a register of publications received in the branch from time to time and distribute them (including reference books) to the staff/officers as and when required; 12. To attend to such other items of work as may be entrusted by the Branch Officer or Higher Officers. iii) The procedure followed in the decision making process, including channels of supervision and accountability: The single file system is followed for obtaining the orders and approvals of the Lt. Governor by the Secretariat. The files are submitted by the Secretaries though the Chief Secretary. (IV) The norms set for the discharge of its functions; The norms set for the discharge of its functions are as vested under the Fundamental Rules and Service Rules of the Central Government Employees. (v) The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: The Department follows the rules, regulations, instructions, and manuals, as issued by the Central Government from time to time. Files MV Section ME Vii) The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof: Annual plan/fyp proposals are formulated on the advice of District Planning Committee which consists of members of PRIs.
