Our purpose through this guide is to make sure you get through the process with the least amount of stress possible. Teen Drivers If you are a teenager on the brink of entering adulthood, chances are that you are interested in obtaining your driver s license. 7 Did you know that vehicle crashes are the leading cause of death among people between 15 years old and 21 years old? Speeding and inexperience can lead to fatal accidents. To avoid that, Idaho implemented the Graduated Driver License (GDL) program to improve teen driving laws with the aim of reducing traffic crashes and fatalities involving young drivers. Therefore, if you are younger than 17 years of age, you need to comply with the GDL requirements before you can freely drive. As a teen driver and as a new driver, it is important that you carefully read each step and fully understand how everything operates. This will avoid any complications and prepare you to take on your responsibilities on the road. Let us begin. Pay the fee If you are already 17 years old or older, you can also get an instruction permit (Class D), even if you did not complete the GDL. You must pass the written knowledge test and follow the rest of the steps above. Class D/Driving Training Instruction Permit Anyone younger than 17 years of age, who wants to drive in Idaho, must first hold an instruction permit. With this permit, you are able to practice your driving skills before applying for a license. It is your first step to obtain your independent driving privileges and you must hold it for six months before continuing with the process. 8 Driving Training Once you have received your SIP, you will begin a driving educations class that consists of the following: 30 hours of classroom instruction Must be accompanied by a licensed driver who is at least 21 years old and sits beside you Must make sure that all occupants are wearing seat belts or child restraints Six hours of behind-the-wheel instruction Must carry the Supervised Instruction Permit (SIP) all the time while driving Six hours of in-car observation Must respect all alcohol and other intoxicating substances laws To enroll in a driving training course, you must be at least 14 and a half years. The trainer will retain your driving permit while you complete the training. During the course, you are only allowed to drive with an instructor and during the class. Once you finish, you get your permit back and it will become a Supervised Instruction Permit (SIP). Find driving education providers and additional information at the Driver Education website. Supervised Instruction Permit (SIP) When you finish your driving training and the instructor gives you the SIP, you must complete a minimum six-month supervised driving period which must include 50 hours (at least 10 must be at night) of supervised driving. During this period you: If you are a new resident and are able to prove that you completed an equivalent driving program to that of Idaho, you do not have to complete the SIP period. Underage License After you finish your SIP period, you are now ready to apply for an underage license. The process will be easy if you follow these steps: Be at least 15 years of age Visit a DMV office Comply with the documentation requirements Present ONE proof of completing your driver education training Your parent or legal guardian must accompany you to sign your application. 9 Restrictions Pass the written knowledge and road skills tests Pay the fee Class D License If you are younger than 16 years old, you can only drive alone during daylight hours. A licensed driver who is at least 21 years old in order to drive during the night must accompany you. If you are younger than 17 years old, you may only carry one passenger under the age of 17 unless it is an immediate family member. This applies during the first six months of obtaining the license. If you are between 15 years old and 17 years old, the DMV will give you a vertical license with a green border to indicate you are under 18 years old. This license will expire five days after your 18th birthday. Once it expires, you can renew it and obtain a vertical license with a red border that reads under 21 and that expires five days after your 21 birthday. When you turn 21 years of age, you must only have to renew your license and you will obtain a Class D regular license. All Drivers Remember that the roads are not always safe. Therefore, it is in your best interest to prepare for whatever may be on your way before you begin driving. When you become a driver, you not only take on the responsibility for your safety, but also for the safety of your passengers, the vehicles around you and pedestrians. Consequently, in order to best prepare yourself for that huge responsibility, you should first hold an instruction permit to practice and enhance your driving skills. If you are already 18 years of age and did not go through the GDL process, you may hold an instruction permit before applying for the full license, in case you want to practice to enhance your driving skills. All applicants must take and pass a vision, written, and driving skills tests, before applying for a full license. Vision Test The vision tests consist of an eye screening of your vision acuity to determine if they meet the standards for safe driving. The minimum standard is 20/40 in at least one eye. If you need glasses or contact lenses to meet the standard to safely drive, your license will have a lens restriction and you must wear them all the time when you drive. If your vision (even after corrected) does not meet the minimum standards, you are not qualified to hold a license. Written Test You must also take and pass a knowledge written test on which you must prove your understanding of the traffic signs and signals, the laws related to driving, and the safe driving practices. The test consists of 40 multiplechoice questions and you must correctly answer 34 of the questions to pass. The questions of the test are taken from the Idaho Driver s Manual, which is also available in audio. 10 Driving Test Once you pass the other three tests, you need to take and pass a driving exam before getting your driver license. All drivers are required to take it, regardless of their age. This test will evaluate you driving skills and your ability to control a vehicle by asking you to perform some driving tasks and maneuvers. The vehicle you use to take the test must be in a good mechanical condition, registered and safe to operate. In addition, you must provide one proof of insurance. The test takes approximately 30 minutes. If you pass, you will be able to apply for a license. The examiner will give you a sealed envelope that you must take to the DMV to continue your process. Getting a full license for the first time and once you completed the GDL is a very simple process, if you follow these steps: If you are younger than 18 years of age, your parent or legal guardian must accompany you to sign your application Pass the vision, knowledge and road skills tests Pay the fee New Idaho Residents If you already hold an out of state license and just moved to Idaho, you have to obtain an ID license. It is very important to make sure that you obtain a valid driver s license if you want to drive within the state. Applying is very easy if you follow some simple steps. 13 Updating Your License Information Now, your life may be coming to a turning point, which can mean events as big as changing your name to a more subtle change such as moving neighborhoods. Either way, this information is essential to your identification, which includes your driver license. So, how can you update your driver license should you ever need to? Well, to better understand the process, follow the steps that best fit your situation. Changing Your Name Changing your name is not only the result of a big change in your life, but it will also greatly affect your documents and general information in regards to your identity. If you have officially changed your name then, you will surely be required to change your name on all of your identification documents and cards, including your driver license. 14 Documents Visit a DMV office. Provide acceptable documentation to prove your name change such as: Certified marriage certificate Certified divorce decree Certified court order Certified adoption papers Certified amended birth certificate Surrender your current driver s license. Pay the duplicate fee When you request a name change, your license will be replaced with a corrected one. The expiration date will remain the same. If you are eligible, you may renew instead of replacing your license. Changing Your Address In the case that you may have recently moved to a new address, it is essential that you notify the DMV for them to update the address on your driver license. 16 Replacing Your License Replacing your license does not have to be a strenuous process. You can effortlessly replace it with a new duplicate license. All it requires of you is to do a few things. To replace your driver license, you must: Comply with the identification requirements Pay the fee. 17 Out-of-State Replacement If you are temporarily out of state and your driver license is lost or stolen, you may request a duplicate by mail. 18 Reinstating your License The suspension or revocation of your driver license is the consequence of traffic violations or numerous offenses in your record. If your license is suspended, denied or revoked, your driving privileges are removed and you are not authorized to drive; it is illegal. To be able to drive again, you are required to reinstate your license if you are entitled to. So, try to not stress yourself out about the little stuff because that is why we are here. Instead, just take your time going through the process and information necessary to begin reinstating your Idaho license. Now, what is the difference between suspended and revoked? A suspension is a temporary removal of your driving privileges while revocation is the termination of it. If your license is suspended, you must wait for the suspension period to expire and then request a reinstatement. If it is revoked, you will have to apply for a new license. To get your driving privileges back, you must complete a reinstatement process, which will vary depending on the type of suspension. 19 Restricted Driving Permit Depending on your type of suspension, you may be eligible to get a restricted driving permit that will allow you to drive to and from work, school and medical treatments, among others. To apply, you must: Have a clean driving record in the other 49 states. If you need it to work, you will have to complete a work verification form. The criminal penalties are: First Conviction: Up to six months in jail, a fine of up to $1,000 and suspension of at least 90 days and up to 180 days (one year, if you are younger than 21 years old) Second Conviction within 10 years: Mandatory jail sentence from ten days to one year (30 days if you are younger than 21 years old), a fine of up to $2,000 and suspension of one year (two years if you are younger than 21 years old) Ignition interlock after one year of suspension. If you need it for medical reasons, you must submit a letter from your doctor describing your treatment needs. Depending on your suspension, requirements you must either present a valid Certificate of Liability Insurance Card or have your insurance company provide you with an SR22 certificate. Pay all the reinstatement fees and the restricted driving permit fee Fees Three or more convictions within ten years: Jail sentence from thirty days to ten years (ten days to six months if you are younger than 21 years old), and a fine of up to $5,000 (up to $2,000 if younger than 21 years old). Additionally, this conviction requires a suspension from one to five years (if younger than 21, one year or up to age 21, whichever is greater) and an ignition interlock after one year of suspension. This conviction is a felony. Driving While Under the Influence (DUI) In Idaho, if you are stopped or arrested for driving under the influence and your blood alcohol content (BAC) is over the legal limit, or if you refuse to take the test, you could be arrested and your license may be suspended or revoked. The legal limit is: Reinstatement Restricted Driving Permit $15-$285 $60.02 percent or higher if you are younger than 21 years of age.08 percent or higher regardless of your age Tip If you do not know the status of your license, you may check your status free. 21 Vehicle Safety Tips Before you get behind the wheel, it is important to make sure that your vehicle is safe and prepared for any trip. This means checking the safety features and making any needed changes to your vehicle to guarantee a safe drive. Be sure to regularly check that your brakes are functioning properly and your tires are inflated and not worn out. Have the steering and suspensions checked by a mechanic. Emergency Kit One of the essentials to safe driving is having a basic emergency kit available in your vehicle at all times. This kit should include items such as water, extra batteries, rope, First Aid items, matches and a whistle. 22 Winter Driving One of the most dangerous times to drive is during the winter, especially if you live in an area that is prone to ice and snowfall. Consider the tips below to drive safely during the winter. Don t Rush! Roads are often covered in snow and ice after snowfall. Instead of driving fast and risking an accident as you hurry to get to your destination, try leaving a few minutes earlier than usual. This will allow you to drive slower and avoid other dangerous drivers without being late for your appointment. Don t Panic if You Skid or Slip In the event that your vehicle does skid or slip while you are driving, make sure you do not panic and slam down on your brakes. Instead, apply slow and even pressure on your brakes until you stop. This will prevent you from spinning further out of control. Check Your Vehicle Before you leave your house, make sure your vehicle s controls, brakes, tank, tires, antifreeze and exhaust are all in working order. It is also important that you remove any ice and snow from your car before you begin driving. 23 Things to Avoid Drinking and Driving Every year, thousands are killed as a result of drinking and driving. These unfortunate events can be prevented if drivers plan ahead of time and take certain steps. Before you begin drinking, arrange for someone else to be the designated driver. If they also become intoxicated, it is important that you take a taxi. Never allow someone drunk to drive. Instead, take away their keys and call for alternative transportation. If you see someone who you suspect is drunk and showing signs of intoxication while driving such as making wide turns, weaving, swerving, breaking erratically or turning abruptly call and contact authorities immediately. Make sure to avoid them on the road to ensure your own safety. This could mean you pulling over until they are at a safe distance from your car. Using Your Phone Driving while using your cell phone is one of the most dangerous actions you can perform. During those few seconds that your attention is diverted to your phone, a major accident could occur. Make sure to avoid texting, using the internet on your phone or receiving calls while you drive. Aggressive Driving Aggressive driving and drivers should both be avoided to prevent on-road aggression or accidents. Aggressive driving is categorized as exhibiting behaviors such as tailgating, verbally or physically harassing another driver or preventing another driver from merging or passing. If you are an aggressive driver, you are putting others at risk every time you engage in any of the above behaviors. Some of the ways that you can start saving gas are by turning off the air conditioning, not leaving your engine running and avoiding speeding. These things are preventable and not necessary for you to drive. Therefore, you can quickly reduce the amount of gas you waste. Another way to save on gas is to make sure that your vehicle is functioning properly. You can do this by checking that your tires are properly inflated and your engine is properly tuned.
