While you drive with your permit must have qualified instructor accompany you, either a licensed driving instructor or an instructor who is a minimum of 20 years old that has held their driver s license for at least four years without any suspensions during that time. Vision Exam Getting your vision checked before you obtain your learner s permit or driver s license is essential to ensure that you are physically capable of driving. The exam is very straight forward and will only require that you have a minimum vision of 20/40. Otherwise, if you fail your vision exam, you will be required to get corrective lenses. It will state on your license that you must wear corrective lenses to drive. 8 Step 1: Learner s Permit In order to begin your journey of attaining your license as a teen, you must first obtain your driver s permit. Your written test result will be valid for two years after you take it, which means that you will have two years to obtain your driver s license before your written test results expire. If you take longer than two years, you have to retake and pass the written test. Once you complete the above steps, you will receive your learner s permit and will be able to begin practicing towards obtaining your driver s license. However, since you are still a minor your learner s permit will have some restrictions until you obtain your driver s license. Be sure to read below what these restrictions will be to prevent any issues while you practice driving. Learner s Permit Restrictions During the time you hold your learner s permit you will not be allowed to carry any passengers in your vehicle, unless they are a licensed driving instructor who is providing you with instructions, and anyone who accompanies you while they are in the vehicle, or an instructor who is a minimum of 20 years old and has held their license for four years without any suspensions during that time. Your parent/guardian is also allowed to accompany you during the time you are in a vehicle with an instructor. Step 2: Driver s Education The second step you must take after you obtain your learner s permit in order to obtain your driver s license is obtain your driver s education certificate, which ensures to the DMV office that you have been prepared on basic driving knowledge and skills to be able to take the written test, as well as begin practicing driving behind the wheel. Step 3: Driver License Now that the time has come for you to obtain your driver license, you simply need to make sure you fulfill the necessary criteria before you take your road test. These requirements mainly address the permit and practice time behind the wheel you must have had before applying. These requirements include the following: Obtained a learner s permit. Completed 40 hours of behind the wheel driving practice. Have held your learner s permit for a minimum of 180 days. New Resident If you are teen who has recently moved to Connecticut, then you will need to obtain your driver s license within 30 days of becoming a new resident. License Restrictions If you are under 18 years old, your license will have certain restrictions. If you have never had a license, you will be required to complete an eight hour Safe Driving Practices course before you can apply for your driver s license or take the road test. This can be taken either through a commercial driving school or high school driving program. If you previously had a driver s license that expired 2 or more years ago, you will not be required to complete an eight hour Safe Driving Practices course. Afterwards, applying for your license for first-time drivers is a very simple process through the state of Connecticut by first following the steps on how to apply. The procedure to do this will only require that you prepare all required documents beforehand. You must remember that a Connecticut driver s license expires every six years, unless you are 65 years or older and request for an ID card that expires every two years instead. However, you are able to renew your driver s license up to 120 days, roughly four months, before your driver s license s expiration date. However, you must make sure that you mail in the form and fee before your expiration date, or you will be subjected to an additional $25 fee for any late renewals. It is best to send your form and fee in first class through the mail at least 10 days before the expiration date. If you send it through overnight delivery, you will be required to also include a self-addressed pre-paid envelope. In any case, you will be able to effortlessly replace it with a new duplicate license. All it requires of you is to do a few things. It is best to send your form and fee in first class through the mail at least 10 days before the expiration date. If you send it through overnight delivery, you will be required to also include a self-addressed pre-paid envelope. Pay the fee with a valid credit card. Fax your form to the following number: OR your form to the following address: DMV.CIU@ct.gov Pay your fee by contacting the Centralized Processing Unit at Tip The DMV and AAA offices accept payments in cash, money orders, personal checks and bank checks payable to the DMV. As well as, MasterCard, Visa, Discover, and most debit cards with a MasterCard or Visa logo. 25

26 Reinstating Your License In order to qualify to reinstate your license, you will have to have completed all of the required time for your restraining order. The DMV department will only reinstate your driver s license if you complete all of the necessary requirements to remove any restraining orders from it. There are many reasons you might have a suspended driver s license which, therefore, means there are multiple ways to reinstate your driver s license, it all depends on the situation. If you need any information or clarification regarding your suspended license or under what condition it falls under, you will have to contact the DMV either by mail, phone, or . If you have any questions, you can contact the DMV s automated system at which is available seven days a week, 24 hours a day. Or you can also contact the DMV by at dmv.suspension@ct.gov. Once you receive your suspension notice, you will have to take the following steps to begin the process to reinstating your driver s license: Fill out all necessary documents and pay all fees stated in the suspension notice a minimum of two weeks before your stated eligibility date. - Each suspended item must be paid in the amount of $ If you pay or money order it should be payable to the DMV. Provide your name, address, and date of birth with all the necessary documents. Mail the documents and fee payments to the following address: Connecticut Department of Motor Vehicles Driver Services Division 60 State Street Wethersfield, CT Once you do the above steps, DMV will normally process your transaction within 10 business days from the day they receive your correspondence. You will only be allowed to legally operate your vehicle once you receive a restoration notice from the DMV office stating your restoration has been processed and you are granted a valid driver s license again. 26

27 TEMPORARY LICENSES One ray of light in your situation though is the fact that Connecticut may allow you to obtain a temporary work or education license for you to use during the time your driver license is suspended. This is not absolutely guaranteed though, and depends on your suspension case individually. However, whether or not you get approved for your temporary license depends on certain factors. You will have to meet the following standards in order to possibly be approved for a temporary work/education license: NOT have any current suspensions due to failure to appear/pay a citation. NOT have three or more moving violations in your driving history. NOT have any prior alcohol related offenses. NOT have any current suspensions due to Operating While License is under Suspension. NOT have any current suspensions due to Reckless Driving. NOT have any violations due to Vehicular Manslaughter or Vehicular Assault. NOT operate a commercial or public service motor vehicle. If you would like to request for a temporary work/education license, please follow the steps below carefully: If you are requesting a work permit, provide proof of current employment, such as your Tax ID card or an income tax return. OR If you are requesting an education permit, provide proof of your education, such as: - Certified copy of your class schedule. - It must include information such as the days, hours and physical locations of your classes. Fill out and sign the Application for Special Permit to Operate a Motor Vehicle To And From Work Form (A62 Form) here Pay a fee of $100, either with check or money order payable to the DMV. 27

28 Mail the application with your signature at the bottom to the following address: Connecticut Department of Motor Vehicles Driver Services Division 60 State Street Wethersfield, CT After you take the above steps, the DMV office will process your request within 10 business days. If you are an out of state driver, you will also be required to provide a certified copy of your driving record from your jurisdiction. If you are considering obtaining your first Connecticut ID card, then you need to know the proper procedures and steps to take, and that is where we come in! You won t be required to pay the standard fee if you re either an applicant of a homeless shelter who is able to provide proof of your status and residency by having an authorized shelter or transitional housing in Connecticut sign your B230 form. 32 Tip The federal government will begin instating procedures that will require that you provide additional verification of your identity in areas such as airports and federal buildings if you are in certain situations that require you to have a verified ID card or driver s license. It is therefore advised that you obtain a verified ID card or driver s license to ensure that you are not required to provide additional identity verification in these situations. 32

33 Vehicle Safety Tips Before getting behind the wheel, it s important that the vehicle is prepared for any trip. This means checking the safety features and making any needed changes to your vehicle to guarantee a safe drive. EMERGENCY KIT One of the essentials to safe driving is having a basic emergency kit available in your vehicle at all times. This kit should include items such as water, extra batteries, rope, First Aid kit, matches and a whistle. During the winter months, it is also important to carry items such as blankets, non-perishable foods, extra gloves and socks, and a shovel. WINTER DRIVING One of the most dangerous times to drive is during the winter, especially if you live in an area that snows or is prone to ice. Consider these tips below to drive safely during the winter. Don t Rush! Roads are often covered in snow and ice after it snows. Instead of driving fast and risking an accident as you hurry to get to your destination, try leaving a few minutes earlier than usual. This will allow you to drive slower and avoid other dangerous drivers without being late for your appointment. Don t Panic If You Skid or Slip In the event that your vehicle does skid or slip while driving, make sure you do not panic and slam down on your brakes. Instead, apply slow and even pressure on your brakes until you stop. This will prevent you from spinning further out of control. Check Your Vehicle Before you leave your house make sure your vehicle s controls, brakes, tank, tires, antifreeze, and exhaust are all in working order. It is also important that you remove any ice and snow from your car before you begin driving; this prevents the snow from blocking your view while you drive, or worse, flying off and hitting someone while in motion! 33

34 DRINKING AND DRIVING Every year thousands are killed as a result of drinking and driving. These events can be prevented; it only requires that you plan ahead of time by taking certain steps. Before you begin drinking, arrange for someone else to be the designated driver. If they also become intoxicated, it is important that you take a taxi. Never allow someone drunk to drive, instead take away their keys and call for alternative transportation. If you see someone who you suspect is drunk and showing signs of intoxication while driving such as making wide turns, weaving, swerving, braking erratically or turning abruptly call and contact authorities immediately. Also make sure to avoid them on the road to ensure your own safety. This could mean you pulling over until they are at a safe distance from your car. USING YOUR PHONE Driving while using your cell phone is one of the most dangerous things you can do. During those few seconds that your attention is diverted to your phone, a major accident could occur. Make sure you don t text, use the internet on your phone, or receive calls while you drive to prevent accidents as best as possible. THINGS TO AVOID Driving isn t always a relaxing experience. There are certain actions that can be both an annoyance and dangerous to you while driving on the road. These things are often avoidable if you make sure to take the necessary steps towards preventing them, as well as stopping them after you discover them to be occurring. Car Accidents One way to avoid car accidents is to ensure that your vehicle is safe to drive and will not cause you any problems. To do this, regularly check that your brakes are functioning properly, your tires are inflated and not worn out, and that the steering and suspensions are checked by a mechanic. Wasting Gas If you drive often, start looking for ways to save on those expensive trips to the pump. Saving on gas is something that is possible if you take a few steps towards ensuring you save some money in the long run. Some of the ways that you can start saving gas are turning off the air conditioning, not leaving your engine running or speeding above 60 mph. These things are preventable 34

35 and not necessary for you to drive, therefore you can quickly reduce the amount of gas you waste. Another way to save on gas is to make sure that your vehicle is functioning properly. You can do this by checking that your tires are properly inflated, your engine is well-tuned, and that your octane level is the correct amount to your vehicle s needs. Aggressive Driving Aggressive driving and drivers are both things that should be avoided to prevent onroad aggression or accidents. Aggressive driving is categorized as exhibiting behaviors such as aggressive tailgating, verbal or physical harassment towards another driver, or preventing another driver from merging or passing. If you are an aggressive driver, you are putting others at risk every time you do any of the above behaviors. When you encounter a frustrating situation on the road, instead of becoming aggressive, take a moment, breathe, and continue moving. 35
