2 Welcome to BP-Husky Refining It is essential, that during your visit to our facility that you pay close attention to our rules, which are outlined in this booklet. A good Health, Safety, Security and Environmental (HSSE) Program does not happen by accident - it is planned. Our BP-Husky Refining employees have achieved some of the best safety and environmental accomplishments in the industry and it is the responsibility of every visitor on site to assist us in maintaining that standard. BP-Husky Refining is committed to our corporate goal of no damage to the environment. We will continue to drive down the environmental impact of our operations by preventing pollution, reducing waste, omissions and discharges, and using energy efficiently. 4 BP-Husky Refining HSSE Rules for Visitors 1 Visitors are restricted to the areas where they are scheduled to visit and will be escorted at all times. All other buildings and operating areas are off limits. All visitors will be issued a badge which is to be worn in clear view while in the refinery. 2 Personal Protective Equipment (PPE) is not required inside buildings, enclosed vehicles or when walking to/from an enclosed vehicle to a building that is within fifty feet. Unless a specific task requires it, PPE is not required inside the green zone. The attached map shows the areas within the green zone where PPE is not required. 3 Proper PPE: Hard hats, safety glasses with side shields, flame resistant coveralls (FRC, Nomex), hearing protection, safety toed shoes, and an H2S monitor are required outside of the green zone. If you are not able to meet these PPE requirements special written permission must be obtained. Gloves shall be worn when performing work or there is a potential for hand injury.

5 sse 4 Personnel with beards or long sideburns are not permitted to leave the green zone unless individuals meet one of the exemptions per the refinery s Facial Hair Policy (SAF 109). 5 No cameras, including cell phone cameras, are allowed in the plant without written permission from a BP-Husky Refining representative. 6 No one under the influence of alcohol or drugs can enter our facility. The use of prescription drugs which may affect your ability to perform safely is also prohibited. 7 Horseplay, theft, trespassing, assault, possession of firearms or other weapons will result in expulsion from the refinery. 8 Smoking Smoking is not permitted, except in designated areas. Lighters and matches shall not be carried outside the green zone. 9 Cell phones and two-way pagers are prohibited in process areas. They must remain in your vehicle. This equipment may be used in a non hazardous location or in the green zone. There is no cell phone use while driving anywhere on refinery property.

6 10 All speed limit, warning, instructional, and traffic regulation signs posted on BP-Husky Refining premises must be obeyed. All vehicles must meet local and state inspection laws. Drivers operating any vehicle must have a valid driver's license. Vehicles must yield the right-of-way to pedestrians at all times. Drivers must never leave a vehicle unattended with the motor running. 11 Seat belts are to be worn by all occupants in a moving vehicle at all times. 12 Vehicles are to stay on the main roadways or designated parking areas. Roads around the process block are closed to vehicles. If you need to drive into the process block, you must have a vehicle entry permit. 13 Use of any equipment that may produce spark or flame, such as any electrical or battery operated equipment outside the green zone will require a permit and special authorization. 14 At BP-Husky Refining, there are numerous signs warning you of potential dangers. Process safety signs are posted throughout areas within the process block. These signs give you an overview of the hazards of the unit you are about to enter.

7 sse 15 As a pedestrian, remember there is a large flow of traffic the refinery. Before proceeding into the path of a vehicle or mobile equipment, always make eye contact with the operator and receive his or her acknowledgement before crossing. 16 Bicycle operators must obey all rules of the road that apply to motorized vehicles, such as use of hand signals and stopping at stop signs. Ride near the right hand side of any roadway or designated bike paths with the flow of traffic. 17 Be aware barricades are placed around units that are starting up or shutting down. This creates exclusion zones where only authorized individuals may enter. NEVER cross an exclusion zone barricade. 18 All personal injuries occurring on refinery property must be reported immediately to your BP-Husky Refining escort. 19 If you see a fire or spill or any type of emergency, report it to your BP-Husky Refining escort immediately or dial Security at extension 6911 on a refinery phone or on an outside phone.

8 20 In the event of an emergency, an alarm will sound. If the alarm is heard, cease work and listen for instructions over the public address system or follow instructions of a BP-Husky Refining representative. If instructed to evacuate, report to your assembly area immediately. Please refer to the back of your visitor card for the alarm test schedule. 21 If you witness an unsafe act or an unsafe condition, all refinery personnel, including visitors, have the responsibility and authority to stop a job. 22 No employee, contractor, vendor or customer shall be subjected to harassment on the basis of race, color, creed, religion, national origin, handicap, veteran status, age or sex. Additionally a work environment that respects the dignity of the individual will be maintained. Employee conduct, whether intentional or unintentional, that results in employee harassment shall not be condoned and may result in disciplinary action.

9 Working safely and reporting incidents and near misses is the key to achieving the goal of an incident and injury free BP-Husky Refining. We believe in ZERO By all of us working together, United in Safety as One Team, we will achieve our goal of Zero incidents everyday.

11 BP-Husky Refining HSSE Rules Quiz Mark each of the following statements TRUE or FALSE. After completion of the test, please refer to the HSSE rules or the safety video for the correct answers. I have viewed the BP-Husky Refining HSSE Visitors Video and I understand its contents. I have received a copy of the BP-Husky Refining Visitors HSSE booklet issued to me by a BP-Husky Refining representative which reinforces the Health, Safety, Security, and Environmental Orientation I have just received. I also understand that if my visit or scope of work exceeds the level of training I have just received, it is my responsibility to immediately notify a BP-Husky Refining representative for additional training. I have reviewed the quiz, corrected any wrong answers, and now understand the correct answer to each question for my level of required training.
