2 In 2014, AAMVA created the Ignition Interlock Working Group to develop best practices supported by evidencebased research (Published August 2015) In 2017, the AAMVA Law Enforcement Standing Committee recommended updating the 2015 document with an emphasis on developing recommendations to solve reciprocity challenges faced by jurisdictions.
3 The 2018 Working Group (formed in October 2017) included 12 jurisdiction members, 5 technical advisors, and 2 AAMVA staff. 4 AAMVA published the updated Ignition Interlock Program Best Practices in September 2018! In March 2018, the Insurance Institute for Highway Safety announced new research demonstrating that all-offender ignition interlock laws reduced drunk driving crash fatalities in those states by 16 percent.
5 CONTENT HIGHLIGHTS All Chapters have been significantly updated with newest available information and best practice recommendations from the working group subject matter experts Reciprocity (short and long term) solutions are offered A new T Restriction Code, has been approved but awaiting launch by AAMVA IT Newer Research and Reference Citations have been added Model Legislation Updated Updated Membership Survey (Summary of Results)

8 The Best Practices document includes a total of 27 specific recommendations. Best Practice Recommendation Examples: 3.5 Jurisdictions should require service center locations no more than 100-miles from any location 3.6 Mail-in calibrations should not be allowed 4.4 Jurisdictions should require the manufacturer to have the BAIID tested by a third party lab accredited to ISO standards Additional recommendations concerning cameras.
9 The Best Practices document includes a total of 27 specific recommendations. Best Practice Recommendation Examples: 5.1 Jurisdictions adopt the T restriction code on the issued driver s license 7.1 Jurisdictions should appoint points of contact(s) regarding receiving reciprocity issue communications from other Jurisdictions 7.2 AAMVA to work with its members to create a new ACD withdrawal code (A42) 7.3 AAMVA to work with its members to create a new reporting status code (RES) AAMVA has created an easy to use installation, removal and vehicle transfer form.
10 ADJUNCT PROJECT LAW ENFORCEMENT TRAINING VIDEO Purpose: To provide training to law enforcement on how to interact with an ignition interlock equipped vehicle, and its driver, at roadside. NHTSA funded the video production project which was completed in December ROLL VIDEO
