2 Executive Summary The main possible new environment and safety measures will have a very severe impact on consumer prices ranging from +5% for the high end range of motorcycles, up to +28% for the low and mid end of the range. The estimated price impact must be understood in addition to the normal price evolution, necessary to reflect adjustments of Raw material and component costs, Manpower cost, Monetary exchange rate etc The highest estimated impact on consumer prices (above 9%) will concern the majority of the cc classes, i.e. more than 80% of the registrations

3 Evaluation method Three MCs have been selected for each of the 6 traditional cc classes The selected models are among the most sold MCs inside each of the cc classes The model selection tries to reflect in each cc class, low, mid and high price MCs; extreme cases have not been taken into account Braking systems hypothesis: dual CBS for 125cc class, ABS for other classes When available, current ABS consumer price have been integrated

5 Conclusions A blanket application of all the envisaged measures is out of the boundaries of demand /price elasticity and would generate a market collapse The sector, weakened by the economic crisis, cannot absorb even partially, additional costs through margin reduction All additional costs will be transferred to the consumers This study gives a concrete picture of the concerns reflected in the public consultation on the economic consequences of the envisaged measures

6 Conclusions Industry needs therefore Flexibility in addressing the deployment on advanced braking systems through the ACEM voluntary commitment on Advanced Braking Systems, Realism in implementing MC Euro 4 and Euro 5 through the industry proposals corresponds to what manufacturers can do collectively Appropriate timeframe.
