1 GSO ECCS Procedure for the Implementation of Conformity Certificates for Motorcycles 1. Introduction: In accordance with the decision of the Council of the GCC Standardization Organization (GSO) held in Kingdom of Saudi Arabia on 08 th May 2013 to have a common GSO conformity certificate based on the relevant Gulf Technical Regulations for new motorcycles (motorcycles, mopeds, motor tricycles, quadric cycle). The GSO conformity certificates for motorcycles will be implemented, verified and approved by GSO s Head quarters starting from 1 st July GSO Conformity Certificate for Motorcycles All motorcycles should have approved GSO Conformity Certificates before exporting to GSO member countries (United Arab Emirates, Kingdom of Bahrain, Kingdom of Saudi Arabia, Sultanate of Oman, Qatar State, Kuwait State and Republic of Yemen). 3. Procedure: 3.1 The following procedure will be adopted to enforce the new system. The new system is applicable to motor cycles designed for road use of categories L1, L2, L3, L4, L5, L6 and L This system does not apply to types designed for the following: - Vehicles with maximum designed speed not exceeding 6 km/h. - Vehicles intended for use by the physically handicapped. - Cycles with pedal assistance which are equipped with an auxiliary electric motor having a maximum continuous rated power of 0,25 kw. - Electric Motor Cycles. 3.3 Registration: The conformity certificates and test reports should be prepared by the manufacturer and submitted online in the GSO website ( Prior to submitting your documents you will have to sign up on the GSO website.

2 3.4 Application Submission: The submission of the certificates and test reports should be done by logging into the ECCS link ( and entering your name and password. For new request full test report of the motorcycle (motorcycles, mopeds, motor tricycles and quadric cycle) must be submitted/upload on ECCS. The test report shall be prepared by the manufacturer on their company s letterhead paper using the test report format provided by GSO. It shall be signed and stamped by the responsible person from the test laboratory. If deemed necessary, a visit to the manufacturing plant may be requested in order to evaluate the quality control system and the testing facility available. GSO reserves the right to ask samples or detailed test data if needed. The samples will be tested in accordance with relevant GSO technical regulations / ECE Regulations/ International standards / country of origin standards accepted by GSO. Request for GSO Conformity Certificate Authentication (RGCCA): A request for an authentication must be printed on the manufacturer s original letterhead using the format supplied by GSO s, RGCCA format by the Motor Cycle manufacture. All models/types must be indicated and signed by the authorized person, he/she must write his/her full name, and job title/designation and date signed in English then stamped with the company seal. Proof of Payment (Evaluation Fee) The fee for the evaluation shall be paid in advance by either direct transfer or Visa/Mastercard. and the proof of payment should be attached with the conformity certificates. 3 3.5 Evaluation Process: Once the Batch/CCRs are created, all details and attachments will be evaluated. A notification will be sent concerning the application status (Approve/Rejected/Onhold) after evaluation. Approved Conformity Certificates: Once the notification for the application (batch) is received the approved documents should be printed in colour, signed by the person whose name is on the certificate, stamp the company s seal, scan in colour and upload into the ECCS. Rejected Conformity Certificates: The rejected certificates should be resubmitted. In case of re-submitting the applications it should be revised based on the notification sent. It will be treated as a new application, so a new RGCCA and new Proof of Payment should be submitted starting again from item 3.4. On-Hold: It is necessary to comply with the additional requirements indicated on the notification, in order to finalize the evaluation process, if not then status remains On-Hold. 4. Validity of the GSO Conformity Certificate(s): GSO conformity certificate is valid for one year from the date of Approval. This period shall terminate by the end of the last month of the calendar year of production. 5. List of GSO Technical Regulations and other Standards See attachment (GSO TECHNICAL REGULATIONS AND STANDARDS FOR MOTOR CYCLES, MOPEDS, MOTOR TRICYCLES AND QUADRI CYCLES) 6. DEFINITONS: 6.1 Motor Cycle: Two-wheel vehicles without a sidecar (category L3e) or with a sidecar (category L4e), fitted with an engine having a cylinder capacity of more than 50 cm3 of the internal combustion type and/or having a maximum design speed of more than 45 km/h, 6.2 Motor tricycles: Vehicles with three symmetrically arranged wheels (category L5e) fitted with an engine having a cylinder capacity of more than 50 cm3 of the internal combustion type and/or a maximum design speed of more than 45 km/h.

4 6.3 Moped: Two-wheel vehicles (category L1e) or three-wheel vehicles (category L2e) with a maximum design speed of not more than 45 km/h and characterized by: (a) in the case of the two-wheel type, an engine whose: - cylinder capacity does not exceed 50 cm3 in the case of the internal combustion type, or - maximum continuous rated power is no more than 4 kw in the case of an electric motor; (b) in the case of the three-wheel type, an engine whose: - cylinder capacity does not exceed 50 cm3 if of the spark (positive) ignition type, or - maximum net power output does not exceed 4 kw in the case of other internal combustion engines, or - maximum continuous rated power does not exceed 4 kw in the case of an electric motor; 6.4 Quadricycles: Motor vehicles with four wheels having the following characteristics: (a) Light quadricycles: The un laden mass is not more than 350 kg (category L6e), not including the mass of the batteries in case of electric vehicles, whose maximum design speed is not more than 45 km/h, and - whose engine cylinder capacity does not exceed 50 cm3 for spark (positive) ignition engines, or - whose maximum net power output does not exceed 4 kw in the case of other internal combustion engines, or - whose maximum continuous rated power does not exceed 4 kw in the case of an electric motor. (b) Quadricycles (heavy): Quadricycles other than those referred in (a), whose un laden mass is not more than 400 kg (category L7e) not including the mass of batteries in the case of electric vehicles, and whose maximum net engine power does not exceed 15kW. 7. EXCEMPTIONS The following vehicles are exempted from the certification: 7.1 Vehicles with a maximum design speed not exceeding 6 km/h; 7.2 Vehicles intended for use by the physically handicapped; 7.3 Electric Motor Cycles.
