Date: Subject: Revision of Standards for 42V Automotive Electrical Systems To: Economic Commission for Europe Please recall that the United States Council for Automotive Research (USCAR) sent you an inquiry in December, 2000 (attachment A) and a subsequent reminder in January, 2001 requesting your support in identifying and addressing any revisions that may be required to existing standards affected by a transition to 42V electrical systems. Information received to date is insufficient for establishing whether any activity is in progress that addresses this concern. The revision of standards is only one of many challenges that auto makers and suppliers face in transitioning from 14V to 42V electrical systems. For clarification purposes, we have included a high-level summary of these 42V fundamental challenges (attachment B). We would like to re-emphasize the urgency of our request by informing you that the automobile industry is planning to produce vehicles with 42V electrical systems on a global basis in the very near future (within the next 2-3 years). It is also recognized that the revision of standards is a labor and time intensive activity that can take several years for final approval. In an effort to accelerate your efforts in this regard, we are providing a list of existing standards (attachments C and D) that we believe may be affected by a transition to 42V electrical systems. This list is a "filter of all existing standards required to insure the functionality and safety of passenger cars and light-duty trucks on a global basis using key search words such as "volt" and "electric". Since you are recognized as a Governing Body for some of these standards, we need your support to further identify and address the revisions that may be required for the existing standards that you govern. We are requesting your feedback regarding the attached list of standards and your projected target date(s) for revision approval. Your response prior to May 16, 2001 would be appreciated. 2 - 2 ATTACHMENT A Date: April 6, 2001 Subject: Revision of Standards for 42V Automotive Electrical Systems To: Economic Commission for Europe The United States Council for Automotive Research (USCAR) recently approved the establishment of an independent USCAR 42 Volt Working Group chartered to address issues relating to a conversion from 14V to 42V (nominal) automotive electrical systems. The mission of the joint development effort among member companies General Motors, DaimlerChrysler, and Ford is to address, or accelerate current efforts to address, appropriate 42V fundamental challenges and conversion priorities through co-funded studies, and to agree on common interface and performance standards. The USCAR 42V Working Group's goal is not to be competitive with other groups that are already doing work in addressing the 42V conversion challenges, but to work from the OEM-side to make common decisions that would allow existing work to accelerate. One of the 42V conversion priorities being addressed involves expediting revisions to existing and proposed standards that: Are commonly followed by OEMs and suppliers, Insure functionality and safety of passenger cars and light-duty trucks, Are affected by a transition from 14V to 42V electrical systems, and Are not already undertaken by other consortia or workgroups. Since you are recognized as a Governing Body of standards that insure functionality and safety of motor vehicles, we are requesting your support in identifying and addressing any revisions that may be required to standards affected by a transition to 42V electrical systems. We are requesting your feedback regarding this issue. Specifically, please provide a list of standards that may potentially be impacted and your projected target date(s) for revision approval.
