3 Introducing the Electrical Safety Authority ESA derives its authority from Section 113 of the Electricity Act and is responsible for Ontario s Electrical Safety Code (Reg164/99). 12 The Ontario Electrical Safety Code......defines compliance requirements, and is amended as needed and enforced. The Chief Engineer, Technical Advisors, as well as specialty positions, are there to provide interpretation, Bulletins, and to ensure compliance to the Code. For Your Safety

15 64-060(12) Disconnecting means for combiners A disconnecting means for the combiner box is required for the PV output circuit and shall be: rated to interrupt the load; be integral with the combiner box; or installed within 2 m of the PV combiner. If the combiner box is equipped with fuses, a disconnecting means is required to be interlocked with the door. Rule 64-6(12) is not applicable to re-combiners. 15
16 64-202(4) Maximum PV circuits voltage on dwelling units For installations in or on dwelling units, the maximum PV circuits voltage 600 Vdc, if: all energized parts over 150 V to ground are accessible only to qualified persons; the PV circuits are not connected as a bipolar system; and the conductors for PV circuits over 30 volts within the building are contained in metallic raceways, metal enclosures, or cables with a metal armour or metal sheath. 16
17 64-202(5) Requirements for PV circuits up to 1000 V Bulletin 64-3-* For PV circuits higher than 750 V but not exceeding 1000 Vdc, the following Section 36 rules are not applicable: Overcurrent protection Interlocking of fuse compartments Disconnecting means 17
18 Bulletin Voltage rating of a photovoltaic source circuit New Direction New amendment to Rule (5) to increase exemption limit from 1000 V to 1500 V CE Code Part I Committee approved for next Code cycle ESA will recognize this change effective immediately Existing direction in Item 4 of the bulletin remains unchanged except for increasing limit from 1000 V dc to 1500 V dc
19 Colour coding or marking for PV PV source and output circuits are required to be coloured or coded, or both as follows: (a) for a 2-wire circuit (i) red for positive and black for negative; or (ii) black conductors manufactured with permanent surface printing indicating the polarity on the conductor 19
20 PV module bonding requirements Exposed, non-current-carrying metal parts of photovoltaic modules shall be bonded to ground. Module bonding connections shall be as specified in the module installation manual. 20
21 64-210(3) Wiring methods, conductors support - New PV conductors are required to be protected against mechanical damage and supported by straps or other devices located (a) within 300 mm of every box or connector; and (b) at intervals of not more than 1 m throughout the run. Bulletin
22 Rule PV system rapid shutdown Need for rapid shutdown Fire service representatives are concerned about the inherent shock hazard that most PV power systems present to first responders. Which PV systems must comply to shutdown requirements? Rapid-shutdown requirements apply to PV systems on buildings. It applies to PV system : PV source and output conductors, Inverter input and output (with utility-interactive inverters, primarily inverter input) Batteries, charge controller input and output 22
23 Rule PV system rapid shutdown Rule does not provide how to design the rapid shutdown process. The Rule specifies the objective and the end result of the rapid shutdown process that includes: circuits required to be de-energized; acceptable voltage; and time to archive that voltage. 23
24 Rule PV system rapid shutdown Which circuits must the shutdown system control? Requirements for shutdown apply to PV circuits that are: more than 3m from a PV; more than 1.5 m in length inside a building 24
25 Rule PV system rapid shutdown Where should the rapid shutdown initiator be located? The Rule does not specify the location. Keeping in mind that the initiator is to be used by emergency responders, the most suitable location should be typically at or near the service equipment. 25
26 PV system rapid shutdown New Example 1 Rapid shutdown systems Remember! The rule does not mandate module-level control 26
27 Rule PV system rapid shutdown During the shutdown, what is the limitation on voltage and time frame to reach that voltage? Within 10 s of rapid shutdown initiation, the voltage shall be limited to 30 V, 240 VA. Note: This requirement also applies to inverters. Some inverters may not reach 30 V within 10 s when they are disconnected. PHOTOVOLTAIC SYSTEM EQUIPPED WITH RAPID SHUTDOWN A marking shall be capital letters with a with a minimum height of 9.5 mm, in white on a red background 27
28 PV connectors mateability issues Safety hazards Interconnecting connectors from different manufacturers voids their certification. Testing Lab results connectors from different manufacturers shows significant difference in the temperature rise between various manufacturers. 28
29 PV connectors mateability issues ESA s Direction Installer to ensure connectors are certified as a mated pair PV installations with connectors that are not used as a mated pair are not permitted as it is considered unapproved product, Rule If specified equipment has PV connectors from different manufacturers, a change in system design to address mateability and certification issues is needed. 29
30 Bulletin Wiring methods for solar PV systems Corrective action if connectors are not approved as mated pairs: Replace a connector with a type and model that forms a mated pair; or Use a certified adapter with the proper connectors for mating, for example: 30
31 Bulletin Wiring methods for solar photovoltaic systems PV dc arc fault protection Question Is dc arc fault protection required for PV source or output circuits on ground mounted systems (not on a building) operating at 80 V or greater? Answer No, notwithstanding Rule requirements, dc arc fault protection is NOT required for PV source or output circuits of ground mounted systems. PV dc arc fault protection is only required for PV source and output circuits operating at 80 V or greater and installed on buildings. 31
32 Bulletin Wiring methods for solar photovoltaic systems PV dc arc fault protection Rationale The original intent of arc fault protection requirements is to prevent building fires when PV systems are installed on buildings. When PV systems are ground-mounted or installed on trackers, there is a fire risk limited to PV installation only. NEC 2017 excludes large PV Systems from Arc Fault protection requirements, similar to the Ontario Direction above. 32
33 (5) Wiring methods, protection of PV conductors against rodents Where the dc arc-fault protection is not located at the module, PV source circuit conductors and cables on or above a building, shall be provided with mechanical protection, in the form of an enclosed raceway or other acceptable material to protect against damage from rodents. 33

35 Rule (5) * Rodent protection for photovoltaic systems Question For the purpose of Rule (5), do optimizers providing the equivalent dc arc fault protection permit the omission of protection from rodent requirements? Answer Yes provided that: 1. The optimizers are controlled by an inverter that is approved with dc arc-fault protection that is capable of detecting arc-fault at the module; and 2. The optimizer is installed at the module* and interrupts the power at the module. 35
36 Rule (5) * Mechanical Protection for Damage from Rodents, Provisions for Deviation Request Protection is required for all roof top PV installations (Comm & Res.) Complete guarding on commercial buildings is difficult Commercial systems are continuously monitored for faults and output Reduced risk of fire for non-combustible building 36
37 Rule (5) * Mechanical Protection for Damage from Rodents, Provisions for Deviation Request ESA will accept a deviation request from the requirements of Rule (5) when the deviation request confirms: 1. The building does not contain a dwelling unit directly below roof line. 2. The building is of non-combustible construction. 3. Conditions of maintenance, supervision, and monitoring ensure that if damage is detected, it will be corrected immediately. 4. The building owner signs the deviation request. 37

40 PV Rapid shutdown (3) Photovoltaic system rapid shutdown device shall limit photovoltaic source or output circuits located more than 1m from the photovoltaic array to not more than 30 V and 240 V A within s of rapid shutdown initiation A device used to initiate the photovoltaic rapid shutdown shall be readily accessible and located A label indicating the photovoltaic system is equipped with photovoltaic rapid shutdown shall be installed at the supply authority meter location and at the consumer s service equipment location. 40

44 Rule 2-022, Energy storage systems (ESS) An ESS can be: Electrochemical (batteries, typical for residential PV) Chemical (hydrogen fuel) Mechanical (flywheel or compressed air) Thermal An ESS can store large amounts of energy. Fire or Shock hazard System to be evaluated and tested for safe operation When an ESS is composed of individual assembled devices connected onsite must meet OESC as a wiring installation

47 Consistency issues Connection Authorization when Operating in parallel with the utility Question: When parallel generation such as a Net metering or load displacement is connected in parallel with the utility, is a connection authorization required? 47

51 Building Code & EV Ready Clause (1)(c) of Division A of the Regulation is amended by adding the following definition: Electric vehicle supply equipment means electric vehicle supply equipment as defined in Rule of the Electrical Safety Code adopted under Ontario Regulation 164/99 (Electrical Safety Code) made under the Electricity Act, (8) Clause (1)(c) of Division A of the Regulation is amended by adding the following definition: House means a detached house, semi-detached house or row house containing not more than two dwelling units. 51
52 Building Code & EV Ready Section Electric Vehicle Charging Systems (1) Except as provided in Sentence (3), where vehicle parking spaces are located in a building, other than an apartment building, not less than 20% of the parking spaces shall be provided with electric vehicle supply equipment installed in accordance with Section 86 of the Electrical Safety Code adopted under Ontario Regulation 164/99 (Electrical Safety Code) made under the Electricity Act, (2) The remaining parking spaces located in a building described in Sentence (1) shall be designed to permit the future installation of electric vehicle supply equipment that conforms to Section 86 of the OESC. 52
53 Building Code & EV Ready Section Electric Vehicle Charging Systems (1) Except as provided in Sentence (3), where vehicle parking spaces are located in a building, other than an apartment building, not less than 20% of the parking spaces shall be provided with electric vehicle supply equipment installed in accordance with Section 86 of the Electrical Safety Code adopted under Ontario Regulation 164/99 (Electrical Safety Code) made under the Electricity Act, (2) The remaining parking spaces located in a building described in Sentence (1) shall be designed to permit the future installation of electric vehicle supply equipment that conforms to Section 86 of the Electrical Safety Code.. 53
54 Building Code & EV Ready Electric Vehicle Charging Systems (3) Except as provided in Sentence (6), where a house is served by a garage, carport or driveway, the following shall be installed to permit the future installation of electric vehicle supply equipment that conforms to Section 86 of the Electrical Safety Code: (a) a minimum 200 amp panelboard, (b) a conduit that is not less than 27 mm trade size and is equipped with a means to allow cables to be pulled into the conduit, and (c) a square 4-11/16 in. trade size electrical outlet box. 54
