3 C R O A T I A NATIONAL REPORT 2010 CURRENT STATE OF THE NETWORK As on 1 January 2011, the total length of the motorway network in the Republic of Croatia amounted to 1,240.7 km. Motorways situated in the Republic of Croatia are operated by 4 companies: Hrvatske autoceste d.o.o. (operates all toll motorways, i.e. A1, A3, A4, A5, A10, A11, A12 and A13, except for the ones under concession), and three concession companies, i.e. BINA-ISTRA d.d. Pula (it operates the so called Istrian Y - A8 and A9), Autocesta Rijeka - Zagreb d.d. (A6, A7, part of A1, and the Krk Bridge), and Autocesta Zagreb - Macelj d.o.o. (A2). 10 The motorway network is still under construction in Croatia and so both the closed and open toll collection TOLL RATES systems are now in use. On all motorways, toll can be paid in cash (HRK and EUR), by credit and debit cards, by INA card, by SMART cards, and using the electronic toll collection (ETC) system. ETC is not available on AZM network (60 km). HRVATSKE AUTOCESTE d.o.o. (HAC) In 2010, HAC did not change the toll price, i.e. it kept the prices that are in use since 1 July 2004 for vehicle categories I, II and III, and since 1 March 2002 for the vehicle category IV Road users that pay toll in advance using the ETC system devices or SMART cards benefit from the 10 % discount through- out the year. By purchasing the seasonal ETC and SMART subscription, the users benefit from the 23.5 % discount in the period from 1 November of the current year to the 31 March of the following year, while the basic subscription with the 10 % percent discount is applied in the remaining periods of the year. The year round 20 % discount was introduced in September 2009 in the scope of permanent order arrangements for categories III and IV. Additional discounts were also introduced: these can be obtained throughout the year depending on the EURO emission categories: EURO 4 (3 %) and EURO 5 (5 %). This company did not raise the toll price in 2009 and it offers a whole array of discounts throughout the year. Bina-Istra subscribers can check, via Internet and SMS messages, their balance on the account and the subscription expiry information, and can also obtain the listing of passes through toll stations. In addition, they can BINA ISTRA d.d. replenish their accounts, and fill in and print invoices for payment via bank transfer. At Bina-Istra toll collection points, toll can be paid by all credit and debit cards, and also by INA card. The Bina-Istra ETC system was implemented in June The users who already have the ETC device can reregister devices already bought at HAC and ARZ with the BINA-ISTRA toll collection system, and become in this way Bina-Istra subscribers (this is valid for frequent users entitled to percent discount, depending on section used) or to register their credit cards for ETC device (applicable to nonfrequent users). 10 CROATIAN ASSOCIATION OF TOLL MOTORWAYS CONCESSIONAIRES NATIONAL REPORT 2010

11 AUTOCESTA RIJEKA-ZAGREB d.d. (ARZ) On 10 September 2010, ARZ changed toll rates at Rupa TS for all vehicle categories. Toll can be paid by cash, and via credit and debit cards, SMART card, INA card and ETC. A 10 percent discount is granted throughout the year if toll is paid through subscription via SMART card. A seasonal discount of 23.5 percent is granted for seasonal Smart and seasonal ETC during the winter season, from 1 November to 31 March. A 10 percent discount is granted throughout the year if toll is paid through subscription to ETC device. At the discount sale that lasted from 13 December 2010 to 31 January 2011, the commercial ETC devices were sold for the category I vehicles at HRK 1 + VAT = HRK 1.23, subject to minimum toll prepayment of HRK 100 and user registration. The Donja Zdenčina toll station was opened to traffic on 21 November ETC packages can be purchased at FINA (67 offices), PETROL (30 billing stations), TIFON (15 filling stations), and EUROPETROL (19 filling stations). This project, facilitating purchase of ETC devices for category I users, has been undertaken to make the product more available to end users, and especially to tourists. In 2009, the year round 20 % discount was introduced in the scope of permanent order arrangements for categories III and IV. Additional discounts were also introduced: these can be obtained throughout the year depending on the EURO emission categories: EURO 4 (3 %) and EURO 5 (5 %). AUTOCESTA ZAGREB-MACELJ d.o.o. (AZM) AZM did not increase its toll rates in A 15 percent discount is granted to categories I and II for toll payment by subscription to SMART card. SMART card subscribers with vehicles belonging to categories III and IV enjoy the year round discount of 10 percent (for purchases in excess of HRK ). Other than with SMART card, toll can also be paid via debit and credit cards, and also via INA card. In 2010, the total toll revenues decreased by 0.90 percent when TOLL REVENUES compared to previous year. This is due to the global economic crisis and reduced commercial vehicle traffic. 13 TRAFFIC SAFETY The total of 2,691 traffic accidents, with 46 fatalities and 407 accidents with injuries, was registered in The total number of all traffic accidents registered in 2010 was reduced by 2.32 %, and the number of fatalities fell by %, when compared to the previous year. 15 MEDIUM AND LONG TERM FORECASTS AND TENDENCIES According to the Public Roads Act, the construction and maintenance of motorways is planned: In the long term, Through The Public Road Development Strategy as adopted by the Croatian Parliament, In the medium term, through fouryear Public Road Construction and Maintenance Programmes passed by the Government of the Republic of Croatia based on the proposal of the Ministry of Sea, Transport and Infrastructure, Annually, through Construction and Maintenance Plans defined by individual companies. According to the Strategy of Transport Development in the Republic of Croatia, as adopted by Croatian Parliament in 1999, Croatia is to have 1,365 km of motorways by 2013, to be later increased by another 154 km, which amounts to the total of 1,519 km. The Government of the Republic of Croatia adopted three four-year Public Road Construction and Maintenance Programs, for the periods from 2001 to 2004, from 2005 to 2008, and from 2009 to According to the Strategy of Sustainable Development of the Republic of Croatia (Official Gazette No. 30/09), as adopted by Croatian Parliament in March 2009, a high level of motorway network development has so far been achieved in the Republic of Croatia. In the current four-year period ( ), all activities relating to construction and maintenance of motorways are limited by presenttime financing possibilities which are, due to global financial crisis and recession, less favourable when compared to previous fouryear periods. Following previous two four-year periods marked by speedy and intensive motorway construction in the Republic of Croatia, the priorities have been given in the current period, due to limited funding possibilities, to the completion of sections started in previous periods, and to maintenance and preservation of the existing motorway network, including quality improvements and construction of new roadside service facilities. 16 SIGNIFICANT ACTIVITIES STARTED OR COMPLETED IN 2010 AND PLANS FOR 2011 HRVATSKE AUTOCESTE d.o.o. (HAC) Activities related to traffic safety a) improvement of traffic statistics and analysis of traffic accidents in order to define dangerous spots, and propose improvements through appropriate measures and traffic engineering solutions, b) improvement of technical regulation of traffic, with an emphasis on determination of allowable speeds for motor vehicles, in keeping with actual traffic elements and road conditions on individual parts of the road, c) preparation of procedures for incidental situation ( driving in the wrong direction, animals in the road, etc.), d) several projects (traffic organisation plans) relating to emergency situations in which individual motorway sections must be closed to traffic (wind, fire, accident, bridges, tunnels, etc.), and plans relating to possibilities of access to road system by emergency services. Activities related to improvement of services rendered to motorway users a) provision of better real-time information about traffic situation and road condition on the oncoming road sections, and this through use of information displays, b) definition of technical and organisational measures for operation of traffic in emergency situations on existing motorways, and exploring possibilities for legal implementation of such measures. Activities related to toll collection Toll collection objectives for 2011 are related to the optimization of operating costs in future periods and, with that objective in mind, HAC is currently in the process of implementing the pilot project for the fully automated toll collection at the Komin TS on the Zagreb - Goričan Motorway A4. During testing in 2011, it will be shown whether the system is compliant with toll collection requirements set in the Republic of Croatia. In fact, the use of equipment for fully automated toll collection requires definition and development of a special hardware and software package, completely adjusted to HAC needs, based primarily on Croatian regulations relating to foreign-currency toll payment by non-residents, and exemption from toll payment based on regulations on traffic safety and use of motorways by vehicles owned by persons with physical disability. According to this pilot project, the automatic toll lane would ensure toll collection without toll attendant, using all payment methods via credit and smart cards, and ETC device, while cash payments would be limited to Croatian currency kuna and European currency euro. Upon successful implementation of this pilot project, HAC plans to open every new toll motorway section in such a way that toll stations with lower traffic density will be equipped with fully automated toll collection system, which will contribute to long term optimization of operating costs. AUTOCESTA RIJEKA - ZAGREB d.d. (ARZ) Long-term plans: Construction of the Novigrad - Lišnica link road; Construction of the third lane at the Zagreb - Karlovac Motorway; Construction of the Križišće - Žuta Lokva Motorway. 17 Long-term plans: Widening of the Istrian Y route to the full motorway profile (Phase 2A) is currently under way and the stopping lane is systematically being realized on all new sections. However, the stopping lane on the side with lay-bys will be built in Phase 2B, as specified in the written agreement signed between the Government of the Republic of Croatia and Bina- Istra. The second viaduct over the Limska Draga, as well as the Mirna bridge, will be built in Phase 2B. This phase also includes the second pavement at the Rogovići - Učka Tunnel - Matulji Section, 45 km in length, and construction of the second tube of the Učka Tunnel. BINA ISTRA d.d. In 2010, the company s activities were directed towards: widening of the Istrian Y route to the full motorway profile in the length of 100 km, on the section from Umag to Pula, and from Kanfanar to Rogovići, including the Pula - Pomer link rod, and the Umag - National Road D200. the completion of construction work was initially scheduled for Spring However it was subsequently agreed with the Concessionary and local authorities that the construction work should be accelerated and that the road sections should be opened one after another, as soon as each one is completed. Thus the Kanfanar - Pula Section, 28 km in length, was opened to traffic already in June 2010, i.e. 19 months ahead of schedule. novelties have also been introduced in the sphere of toll collection. This namely concerns introduction of the electronic toll collection (ETC) device, compatible with HAC and ARZ devices, which reduces the toll costs by up to 50 percent, and enables speedier passage through toll gates. In 2010, the company has set the following objectives: The Umag - Kanfanar Section will be opened to traffic, in full motorway section, by the summer of The Kanfanar - Rogovići Section is scheduled for completion in October The users will then be able to travel from Umag to Pula and from Kanfanar to Pazin using the full profile motorway 100 km in length. Once the new sections are opened to traffic in full motorway profile, the closed toll collection system will be introduced on the entire Istrian Y. In early 2011, the company is to implement the Occupational Health and Safety Management System, based on ISO AUTOCESTA ZAGREB-MACELJ d.o.o. (AZM) As the concession area has been set for the entire concession period, there is no room for extension of the network. The only planned development is the widening of the Krapina - Đurmanec sub-section, 3.8 km in length, to the full motorway profile. As to competition with railway traffic, AZM expects that the road traffic will steadily be increasing as the rail infrastructure in the zone around the concession area has been greatly neglected, and is currently negligible. The following activities were at the centre of interest in 2010: routine and periodic maintenance The following objectives have been set for 2011: routine and periodic maintenance, preparations for implementation of ETC, environmental protection and action plans for noise protection.
