Application/Intent Form, Registration Form, Checklist, SLD, Commissioning Certi cate, Consumer Agreement Background The GoI has launched an ambitious rooftop target of 40GW by 2022 to promote renewable energy for addressing India's energy security challenges. The target is part of India's commitment before United Nations Framework Convention on Climate Change (UNFCCC). As consequence of this initiative, MNRE has laid down tentative renewable energy target for each state. Delhi is well positioned to lead India's rooftop solar revolution and has consequently established solar generation targets of 1GW (1000 MW) by 2020 (4.2% of energy consumed) and 2.0 GW (2000 MW) by 2025 (6.6% of energy consumed).. The Government of NCT of Delhi (GNCTD) recognizes this intent, and has laid down the foundation for effective compliance and rapid capacity addition of renewable energy in its territory. Among the various renewable energy options available, ground mounted renewable energy systems are unfeasible in Delhi's densely populated areas. This is due to scare availability of contiguous land parcels. However, due to high degree of development and urbanization in Delhi area, solar rooftop PV is considered to be most appropriate and viable. By this way, solar rooftop holds a promising future with the potential of lowering the state's expenditure on energy, strengthening its energy security, and reducing its reliance on unsustainable fossil fuels. The Department of Power, GNCTD, has nominated Indraprastha Power Generation Co. Ltd (). as a nodal agency for tendering and installation of solar power systems across the city for the various departments of GNCTD/autonomous bodies. Introduction BRPL rooftop program is a utility anchored rooftop program in residential sector being hosted by a power distribution company in India. Through this program, BRPL plans to create a platform to catalogue and aggregate all interested rooftop consumers in its distribution jurisdiction, starting with single point delivery consumers in Dwarka and the solar rooftop vendors / integrators who are empanelled by, GoNCTD / SECI/MNRE. The program is proposed to be run in line with DERC Net Metering Regulations 2014 and guided by Delhi Solar Policy 2016 aiming to maximize utilization solar rooftop potential in Delhi. The program is to be launched under the alias of BRPL Solar City Initiative. The aim of the program is to accelerate rooftop development within utility jurisdiction by aggregating consumers and bringing in the necessary participation from solar rooftop developers through creation of a platform. The program also aims at educating consumer of bene t of solar energy while ensuring strict quality compliance of the systems being set up. To start with in the intial phase BRPL is targeting Community Group Housing Society consumers to bring the bene t of rooftop to societies in Dwarka, in-line with the DERC Net Metering Regulation The program is to be launched under the alias of BRPL Solar City Initiative (of which rst event s named as SOLARIZE DWARKA). This process is to supplement Govt. of Delhi efforts of accelerating rooftop development in Delhi area.

3 Technical Speci cation BRPL in partnership with USAID has came up with Technical Speci cation to be followed by System Integrator's / vendors while installing the system in BRPL Licensee area. Salient Highlights of the Technical Speci cation are as follows; Section Solar Photovoltaic Modules Description - Subsidy on Indian made modules. - PV modules must qualify latest IEC PV module quali cation test and BIS standards - Module wattage of 300 Wp and above to be used. - PV modules must be tested in IEC certi ed test centers - Tolerance of +5W with no negative tolerance allowed. Minimum 3 nos of Low voltage drop bypass diodes shall be provided Warranties Array Structure - The manufacturer shall provide material warrantee - Performance warrantee with predicted electrical degradation not exceeding 20% for 25 years, not more than 10 years in rst ten years. - Hot dipped galvanizing MS to be used - Design to withstand wind zone for Delhi, design wind speed shall not be less than 170km/hr. - Mounting structure steel minimum thickness of galvanization shall be atleast least 610 gm /sq. m (i.e. 85 microns) or higher for MMS structures as per IS 4759: Structural material shall be corrosion resistant - Fasteners to be made of stainless steel - Safety design for sheds. - Load capacity of assessed from existing roof conditions. 10 SOLAR PHOTO-VOLTAIC (PV) ROOFTOP FREQUENTLY ASKED QUESTIONS (FAQ'S) 1. What is a Solar Rooftop System? In a solar rooftop system, the solar panels are installed in the roof of any residential, commercial, institutional and industrial buildings. This can be of two types (i) Solar Rooftop System with storage facility using battery, and (ii) Grid Connected Solar Rooftop System. 2. What is a Grid Connected Solar Rooftop System? In grid connected rooftop or small SPV system, the DC power generated from SPV panel is converted to AC power using power conditioning unit and is fed to the grid either of 33 kv/11 kv three phase lines or of 440/220 Volt three/single phase line depending on the capacity of the system installed at institution/commercial establishment or residential complex and the regulatory framework speci ed for respective States. These systems generate power during the day time which is utilized fully by powering captive loads and feed excess power to the grid as long as grid is available. In case, where solar power is not suf cient due to cloud cover etc., the captive loads are served by drawing power from the grid. 3. Where such plants can be installed? Such rooftop systems can be installed at the roofs of residential and commercial complex, housing societies, community centers, government organizations, private institutions etc. 4. How can I install the grid connected solar rooftop plant (types of business models)? Solar PV rooftop can be installed through two prevalent business models: RESCO and CAPEX. - RESCO: No upfront investment required for installation of solar plant in RESCO model. In this model the rooftop system is owned by a third party or a project developer. The project developer can sell the solar energy directly to the roof owner or any other captive consumer or the distribution company, under a Power Purchase Agreement. The PPA, contractually binds the developer and the consumer on a mutually agreed per-kwh tariff for a xed time period. - CAPEX: Consumers invests all the necessary capital for the project. In this model, the rooftop owner, who can be a commercial, industrial or a residential consumer, hires a system integrator/epc company to install the rooftop SPV system by putting in all the necessary investment. The system is owned by the roof owner, who is responsible for O&M of the plant for the lifetime of the project. The roof owner, generally enters into an annual maintenance contract with the system integrator, under which the system owner can make service requests to system integrator/epc company regarding system performance and maintenance. 5. What is Net-Metering? Net metering is a billing mechanism provided by the utility, that offsets utility billed units with those generated through Renewable Energy system like Solar rooftop projects. Grid acts as storage.excess Solar Generation to be exported to grid relatively. 6. How much energy does a 1 kw solar plant generate? Under the environmental conditions prevalent in Delhi and NCR areas, a 1 kw system generates 120 units of electricity per month. 7. What kind of system will be in Group Housing Society (GHS)? A solar rooftop project in CGHS consumer category serves a unique and an interesting case. With several common rooftops available in a society, there is a great potential for harnessing solar energy through rooftop PV systems. The energy generated from these systems is used to offset the common loads of the society (common lighting, lift, pumps, etc.). In the society ultimately gets bene ted in terms of reduced monthly electricity maintenance cost. Net Metered Solar PV installation shall be provided against, the Single Point Delivery (SPD) common meter of Cooperative Group Housing Society (CGHS).

11 8. What is BRPL Solar City Initiative? BRPL Solar City Initiative is one of a kind solar rooftop program being promoted BRPL.. The aim of the program is to accelerate rooftop development within utility jurisdiction by aggregating consumers and bringing in the necessary participation from solar rooftop developers. The program also aims at educating consumer of bene t of solar energy while ensuring strict quality compliance of the systems being set up. 9. Who will own the system in GHS? The RWA of the respective society shall be the owner of the solar rooftop project. 10. What will be cost of system? The cost of the system shall be determined by negotiations between developers and consumers directly. However, listed vendors costs shall serve as a benchmark for negotiations. Financial assistance provided, will be in terms of 30 % capital subsidy provided by the MNRE along with Rs. 2 Generation based Incentive allotted to a limited number of early projects by Govt of Delhi This nancial assistance is proposed to be withdrawn for >5 residential installation. What will be potential size of the system? The size of the system shall be limited by shadow free roof space available at premises along with common connected load of the society. 14. How much rooftop area is required for grid connected rooftop project? As a standard, 1 kw rooftop PV project requires approx.12 sq.m. 15. What happens in case of grid failure? As these are net metered projects/grid tied projects, with the failure of grid power, the rooftop system too shall stop operating. However, with the help of batteries/storage systems, these systems can remain operation during grid failure. 16. What is the role of BRPL? BRPL shall act as a facilitator in aggregating the consumers and matching the demand with the project developer supply. In the process, BRPL shall ensure strict technical compliance of the revised technical speci cation from all the project developers. BRPL shall also ensure, plant monitoring of all potential upcoming projects set up in its operating area. 17. How do I know which vendor to select? BRPL has provided with revised technical speci cation to all vendors. BRPL shall make available the list of complying vendors to all consumers to choose from. Consumers are free to negotiate rates mutually with the vendors. 18. How much savings/bene t can I envisage? A 1 kw system generally corresponds to average monthly savings of INR 750 for a period of 25 years on electricity bills and Generation Based Incentive (GBI) of INR 250 for a limited period of 3 yrs. on rst cum rst serve basis.

20 (On Rs.100/- non judicial stamp paper, duly attested by Notary public) Net Metering Model Connection Agreement For Renewable Energy This Agreement is made and entered into at New Delhi on date between the Registered consumer name CA no & applied solar capacity ( in KW) residing at as rst party and BSES Rajdhani Power Ltd. (herein after called as Discom) and having its registered of ce at BSES Bhawan, Nehru place, New Delhi, as second party of the agreement. 1. Eligibility 1.1 Eligible consumer is required to be aware, in advance, of the standards and conditions his system has to meet for being integrated into grid/distribution system. 1.2 Eligible consumer agrees that connection of Photovoltaic system to Discom s distribution system shall be bound by requirements of state Distribution Code and/or Discom s conditions of service and Delhi Electricity Regulatory Commission (Net Metering for Renewable Energy) Regulations, The grid shall continue to perform with speci ed reliability, security and quality as per the Central Electricity Authority (Grid Standard) Regulations 2010 as amended from time to time. 2. Technical and Interconnection Requirements 2.1 Eligible consumer agrees that he has installed or will install, prior to connection of Photovoltaic system to Discom s distribution system, an isolation device (both automatic and inbuilt within inverter and external manual relays) and agrees for the Discom to have access to and operation of this, if required, for repair and maintenance of the distribution system. 2.2 Eligible consumer agrees that in case of a power outage on Discom s system, photovoltaic system will shut down, unless special transfer and isolating capabilities have been installed on photovoltaic system. 2.3 Technical speci cation of net meter and renewable energy meter should be in compliance to Discom. 2.4 All the equipment connected to distribution system must be complaint with relevant International (IEEE/IEC) or Indian standards (BIS) and installations of electrical equipment must comply with Indian Electricity Rules, 1956 and Central Electricity Authority (Technical Standards for Connectivity of the Distributed Generation Resources) Regulations, Eligible consumer agrees that Discom will specify the interface/inter-connection point and metering point. 2.6 Eligible consumer agrees to adhere to following power quality measures as per International or Indian standards and/or other such measures provided by Commission / Discom. A. Harmonic current: Harmonic current injections from a generating station shall not exceed the limits speci ed in IEEE 519. B. Synchronization: Photovoltaic system must be equipped with a grid frequency synchronization device. Every time the generating station is synchronized to the electricity system, it shall not cause voltage uctuation greater than +/- 5% at point of connection. C. Voltage: The voltage-operating window should minimise nuisance tripping and should be under operating range of 80% to 110% of the nominal connected voltage. Beyond a clearing time of 2 seconds, the Photovoltaic system must isolate itself from the grid. D. Flicker: Operation of Photovoltaic system shouldn t cause voltage icker in excess of the limits stated in the relevant sections of IEC standards or other equivalent Indian standards, if any. E. Frequency: When the Distribution system frequency deviates outside the speci ed conditions (50.5 Hz on upper side and 47.5 Hz on lower side), the Photovoltaic system must isolate itself from the grid beyond a clearing time of 0.2 seconds.

DC Injection: Photovoltaic system should not inject DC power more than 0.5% of full rated output at the interconnection point or 1% of rated inverter output current into distribution system under any operating conditions. G. Power Factor: While the output of the inverter is greater than 50%, a lagging power factor of greater than 0.9 should operate. H. Islanding and Disconnection: The Photovoltaic system in the event of voltage or frequency variations must island/disconnect itself within the stipulated Period as per applicable IEC standards / Central Electricity Authority (Technical Standards for Connectivity of the Distributed Generation Resources) Regulations, I. Reconnection: The photovoltaic (PV) system shall be equipped with a voltage and frequency sensing and time-delay function to prevent the PV system from energising a de-energised circuit and to prevent the PV system from reconnecting with electricity system unless voltage and frequency is within the prescribed limits and are stable for at least sixty seconds. J. Overload and Overheat: The inverter should have the facility to automatically switch off in case of overload or overheating and should restart when normal conditions are restored. K. Paralleling device: Paralleling device of Photovoltaic system shall be capable of withstanding 220% of the nominal voltage at the interconnection point. 2.7 As per Central Electricity Authority (Technical Standards for Connectivity of the Distributed Generation Resources) Regulations, 2013, measurement of Harmonic current injection, Direct Current injection and icker shall be done with calibrated meters before the Commissioning of the project and once in a year in presence of the parties concerned. 2.8 Eligible consumer agrees to furnish all the data such as voltage, frequency, and breaker, isolator position in his system, as and when required by the Discom. He shall also provide facilities for online transfer of the real time operational data. 3. Safety 3.1 Eligible consumer shall comply with the Central Electricity Authority (Measures Relating to Safety and Electricity Supply) Regulations Eligible consumer agrees that the design, installation, maintenance and operation of the photovoltaic system are performed in a manner conducive to the safety of the photovoltaic system as well as the Discom's distribution system. 3.3 Due to Discom's obligation to maintain a safe and reliable distribution system, eligible consumer agrees that if it is determined by Discom that eligible consumer's photovoltaic system either causes damage to and/or produces adverse effects affecting other distribution systems' consumers or Discom's assets, eligible consumer will have to disconnect photovoltaic system immediately from the distribution system upon direction from the Discom and correct the problem at his own expense prior to a reconnection. 4. Clearances and Approvals The eligible consumer agrees to attain all the necessary approvals and clearances (environmental and grid connected related) before connecting the photovoltaic system to the distribution system. 5. Access and Disconnection 5.1 Discom shall have access to metering equipment and disconnecting means of photovoltaic system, both automatic and manual, at all times. 5.2 In emergency or outage situation, where there is no access to a disconnecting means, both automatic and manual, such as a switch or breaker, Discom may disconnect service to the premise.

22 6. Liabilities 6.1 Eligible consumer and Discom will indemnify each other for damages or adverse effects from either party's negligence or intentional misconduct in the connection and operation of photovoltaic system or Discom's distribution system. 6.2 Discom and eligible consumer will not be liable to each other for any loss of pro ts or revenues, business interruption losses, loss of contract or loss of goodwill, or for indirect, consequential, incidental or special damages, including, but not limited to, punitive or exemplary damages, whether any of the said liability, loss or damages arise in contract, or otherwise. 6.3 Discom shall not be liable for delivery or realization by eligible consumer for any scal or other incentive provided by the central government. 7. Commercial Settlement 7.1 All the commercial settlement under this agreement shall follow the Net metering regulations of Delhi Electricity Regulatory Commission (Net Metering for Renewable Energy) Regulations, Conditions For System Connectivity 8.1 The parties shall abide by the Central Electricity Regulatory Commission Regulations in respect of procedure of grant of Connectivity. The consumer shall submit the following documents to discom for the grant of connectivity: Synchronization Circuit Details Safety Report Protection Circuit Details Test Certi cates of System Schematic diagram of Renewable Energy system 9. Connection Costs 9.1 The eligible consumer shall bear all costs related to setting up of photo-voltaic system including metering and interconnection costs as per estimate by BRPL. The eligible consumer agrees to pay the actual cost of modi cations and upgrades to the distribution facilities required to connect photo-voltaic system in case it is required. 9.2 Cost for interconnection equipment including the isolators, meters etc. are also to be borne by the eligible consumer.

Termination 10.1 The eligible consumer can terminate agreement at any time by providing Discom with 90 days prior notice Discom has the right to terminate Agreement on 30 days prior written notice, If eligible consumer breaches a term of this Agreement and does not remedy the breach within 30 days of receiving written notice from Discom of the breach Eligible consumer agrees that upon termination of this Agreement, he must disconnect the photovoltaic system from Discom's distribution system in a timely manner and to Discom's satisfaction.
