5 Central Utility Plants and Micro-grids Berkeley Lab scientists are helping to develop a new approach to power generation in which a cluster of small, on-site generators serve office buildings, industrial parks, and homes. Called a micro-grid, the system could help shoulder the nation's growing thirst for electricity without overburdening aging transmission lines or building the 1,000 new power plants required to meet this demand. The micro-grid offers a means of isolating a group of loads from the national electrical grid thus reducing demand on the gird and also protecting the group of loads from blackouts and providing a much more reliable electrical service. 5 0f 28
6 Central Utility Plants and Micro-grids Fort Detrick has two Central Utility Plants and microgrids. One serves a research mission and the other serves a communications mission. Both are made up of a series of generators, chillers, and boilers serving a group of facilities with a common mission. Both allow the isolation of the electrical service to the facilities from the national electrical grid and can operate in island mode for extended periods of time thus providing a highly reliable electrical and utility service. 6 0f 28

10 Standards for Plant The very strict standards for service meet the communication mission loads which it serves. The reliability of the electric is % (five nines) and the chilled water and steam are very reliable also. 10 0f 28
11 Power Plant/Central Utility Plant The power plant is a central utility plant with a semismart micro-grid. The plant feeds a communication mission at Fort Detrick. The Power Plant has generators that can run in parallel with the commercial grid or can run isolated from the commercial grid to protect the communication loads from the commercial grid. The plant also has chillers and boilers. The operation of the semi-smart micro-grid is manual as far as connecting and disconnecting from the commercial grid. The plant is operated with n+1 generators on line at all times so that one can drop off and the remaining generators can carry the load without degradation of service to the communication mission 11 0f 28
12 Operation & Maintenance (O&M) The cost of the O&M is distributed among a group of facilities, thus reducing the individual facility annual O&M costs Since the plant is manned 24/7, it is better maintained and service is more reliable The cost of maintenance is lower since the equipment is located in one location and thus more efficient to maintain 12 0f 28

16 Standards for CUP The Central Utility Plant (CUP) is a privately developed utility plant providing conditioned electric power, chilled water and steam. The CUP is truly a Smart Microgrid. The very strict standards for service were determined as a result of the mission loads which it serves. The reliability of the conditioned electric is % (five nines) and the chilled water and steam are 99.99% (four nines). 16 0f 28
17 Operation & Maintenance (O&M) The cost of the O&M is shared among a group of customers, thus reducing their individual annual maintenance costs The costs are in the utility account instead of the maintenance account and thus are a must fund The cost of O&M is lower since the equipment is located in one location and thus easier to maintain Since the plant is manned 24/7, better maintained Equipment in this new plant is operating at LEED standards 17 0f 28
18 Energy Equipment connected to a Supervisory Control and Data Acquisition System (SCADA) and thus can be operated more efficiently The SCADA also provides the data to make energy conservation decisions 18 0f 28
19 Reliability The primary equipment is a series of Motor Generator Sets to provide conditioned power as well as continuous power to the critical loads Equipment is connected to a Supervisory Control and Data Acquisition System (SCADA) and thus can be operated with a high degree of reliability The SCADA provides the data to make decisions on load shedding or reductions to protect loads and to control costs 19 0f 28
20 Conclusion Central Utility Plant (CUP) is not the right solution for all situations CUPs are the correct solution for a group of similar loads with a critical mission CUP has lower maintenance cost CUP provides more reliable service 20 0f 28
