2 Responsibility protects Reducing Speed Excellent! With its innovative principles of operation, RTB's Dialogue-Display has created a sensation among experts. For this and for its modern design, the Dialogue-Display was presented with the following: RENAULT traffic design award Best exhibition object at the Autostrada in Kielce, Poland. World-wide about 1,4 million persons die in street traffic every year. Therefore, the World Health Organization (WHO) lists street traffic as the ninth most common cause of death world wide. Forecasts point out that the number of traffic fatalities will rise to over two million annually. Most accidents are caused by speeding. A statement by the Berlin Senate Administration shows how important continuity is in the prevention of this cause of accidents: In an accident involving a pedestrian, the clear reduction of speed can be the deciding factor between life and death. This is confirmed by statistics from the Swiss Advisory Unit for Prevention of Accidents (bfu) as well: The probability of whether or not a pedestrian will be killed in an accident with a car is dependent on the speed of the car at 50 km/h it is 40% at 40 km/h its is 30% at 30 km/h it is only 18%. In contrast to legal penalties, which have, for the most part, long lost their deterring effectiveness, this positive motivation functions much better. If the speed limit is observed, the driver receives a THANKS in green LED letters. If the speed limit is exceeded, the words SLOW DOWN appear in red letters. 4 Proven Effectiveness Permanent Effects Recommended Locations for Application Several studies show that the Dialogue-Display reduces high speeds permanently and thus makes an essential contribution to the improvement of traffic safety. Longitudinal Study in Berlin since 2004 The longitudinal study conducted by the Berlin Senate at a pedestrian crosswalk confirms constant lower speeds following the installation of the Dialogue-Display in 2004: Pre-test: Vd = 38,1 km/h Data Berlin Senate Values 2004: Vd = 28,9 km/h Data Dialogue-Display Values 2007: Vd = 28,7 km/h Data Dialogue-Display Values 2009: Vd = 29,5 km/h Data Dialogue-Display On the basis of the results of the longitudinal study in Berlin and other investigations, the Accident Research Unit of the Insurers (UDV) in the Association of German Insurers (GDV) recommend in their research report Praise and Reproach Effects of the Dialogue-Display using the device to achieve the following objectives: Making pedestrian crosswalks safe Providing safety near day care centers for children Making routes to school safe Making bus stops safe Reducing speeding violations Reducing local accident risk Reducing noise pollution Increasing attention at points of conflict (e. g. between street and rail traffic or between vehicles and pedestrians). The comparison of dynamic and static speed indicators conducted by the Accident Research Unit shows that the Dialogue-Display provides for a higher reduction of average speeds. RTB Dialogue-Display
5 S A F E T Y E F F E C T I V E N E S S T E C H N O L O G Y & A P P L I C A T I O N V A R I A N T S E X T E N S I O N S Chemnitz Higher Observance of Pedestrian Right-of-Way The numbers of car drivers who stopped at a crosswalk once it had been equipped with a Dialogue-Display increased by 130.6%. Simultaneously, the number of drivers who disregarded the right-of-way of pedestrians sank by 69.5%. Pedestrians were less frequently hustled out of the street. Horn-Bad Meinberg More Attention for Bicyclists Following the installation of a Dialogue-Display at a intersection of a street with a bicycle path, the number of speeders could be reduced by more than 80%. The V85 sank from 48 to 38 km/h. Attention was greatly increased, so that there were fewer conflict situations between car drivers and bicyclists. Lemsell Safety on Through-roads in Small Towns Through an initiative of the Ministry of the Interior in Saxony-Anhalt, Dialogue-Displays were installed at the entrance and exit and four further measuring points were set up along the short through-road in the town. Thus it was proven, that the effectiveness of the Dialogue-Display lasted until the exit from the town. For the first time, trucks and cars were observed in separate groups. The measurement results clearly show that the Dialogue-Display also works with professional drivers. The number of truck drivers driving faster than 55 km/h was lowered by up to 67.7%. Gütersloh Making a Railroad Crossing Safe Following the installation of the Dialogue-Display at a railroad crossing with no technical safety equipment, the number of drivers with a speed under 30 km/h increased by 70.4%. In addition, the individual safety gained by looking both ways at the crossing increased by 65.2%. Bad Bentheim Making Rural Bus Stops Safe As part of a pilot project in improving traffic safety at bus stops, the County Bad Bentheim decided to use the Dialogue-Display.big a large variant of the Dialogue-Display. Under the leadership of the Technical University Munich, the risks for school children at this dangerous rural bus stop were to be reduced. The clearest effects came between 6.00 am and 8.00 am. The statistical values diminished by 5 to 9 km/h. The results remained constant - the display has not been taken for granted with the passage of time

7 S A F E T Y E F F E C T I V E N E S S T E C H N O L O G Y & A P P L I C A T I O N V A R I A N T S E X T E N S I O N S Simple Maintenance Generally, the need for maintenance for the Dialogue-Display is very small. It depends mainly on the type of voltage of the power supply. If the power supply is solely by rechargeable battery, this must be replaced and recharged at regular intervals. If the power supply is via solar energy, the solar panel must be cleaned at least once a year. Due to the high fluctuation in hours of sunlight per day at different times of year, the sole power supply via a solar panel cannot be guaranteed. Therefore, RTB recommends using an additional rechargeable, replaceable battery to ensure the operation of the device throughout the year
8 Technology & Application Ground Sleeve/Mobile Base Mounting on Existing Mast The devices can also be installed at locations where none of the available masts can be used. For both possibilities, one must make sure that the structure clearance to the street is not blocked. Mobile Base With a size of 110 x 100 cm, 16 cement tiles 50 x 50 cm are put in place, in order to provide the necessary stability. Ground Sleeve and Mobile Mast For the installation on an existing mast only one small drilled hole (ø 1 cm) is necessary for the wiring. If the wiring is external, the mast remains undamaged. Sockets which might be available, for example for Christmas decorations, can be used. The use of solar panels is also possible when mounting on a mast. Both a 35 w and a 55 w solar module are available. Before the Dialogue-Display is mounted on the mast of a street light we highly recommend consulting the company responsible for the lights. The ground sleeve in which the mast for the device is inserted must be embedded in a foundation. This makes the installation possible at locations with varying conditions. The ground sleeve can be capped once the mast has been removed. RTB Dialogue-Display
9 S A F E T Y E F F E C T I V E N E S S T E C H N O L O G Y & A P P L I C A T I O N V A R I A N T S E X T E N S I O N S Information about Installation Ideally, the installation height of the Dialogue- Display should be 250 cm. It can be mounted on masts ranging in diameter from 76 to 150 mm using the universal mast bracket. It can then be aligned horizontally without problems. The device can be operated with either 12 V or 230 V. Usually, the installation is on the right side of the street. One must make sure that the structure clearance to the street is not blocked. Dialogue- Displays should not be mounted on the same mast with official traffic signs. If a solar power supply is used, one must make sure that the solar panel is aligned to receive direct sunlight
10 Variants Unlimited Motif Design Each variant of the device (Dialogue-Display, Dialogue-Display+, Dialogue-Display.big) can be outfitted with an individual motif. This opens the way to a wide variety of applications with different objectives. Here existing motifs can be selected from an extensive archive. These motifs can be modified in accordance with the special wishes of the customer. RTB will be happy to give the device a completely new face based on ideas of the customer. In the form of praise ( THANKS) or reproach ( SLOW DOWN) the traffic participant receives direct feedback about driving behavior and can react accordingly. This direct, emotional approach provides for a clear increase in attention. This is reinforced by the social control exercised by other traffic participants. 12 Variants Dialogue-Display+ This extension of the Dialogue-Display offers the display of the speed limit. Here the display of the speed limit along with the praise and reproach is possible. An example: If the speed limit is being observed 50 km/h and THANKS appear, if the speed limit is being exceeded, the display will be 50 km/h and SLOW DOWN. Whether the device warns drivers about animals crossing frequently travelled roads or calls the attention of speeding car drivers and motorcyclists to dangerous road segments: in any event the Dialogue-Display.big increases attention and reduces speed on country roads, where according to statistics, most accidents happen. The effectiveness of the device has been confirmed by a scientific study in Bad Bentheim where it was used to make bus stops in rural areas safe. 14 Extensions GSM: Automatic Data Transfer The traffic data collected by the devices can be transmitted via GPRS to a server in the internet. The prerequisite for this is the integration of a GSM module and the provision of a SIM card by a mobile telephone company. Server in the Internet The transfer rhythm of the data to the server can be configured at will. Location Identification via GPS A GPS module connected to the GSM interface is available. The location coordinates of the device are stored along with the collected traffic data in each data set. The current position of the device can thus be determined precisely. Device with GSM Module Computer with Internet Access This makes it possible to take special measures in case of theft. If a device is removed without authorisation, the GPS module automatically sends an alarm message along with the current position. RTB Dialogue-Display

The data can be analysed simply, quickly and comfortably and then be processed in the form of a presentation. For this a wide variety of analysis possibilities are available: Calculation of speed (Vav, V85, V15 and Vmax) Vehicle classification (Complexity depending on the configuration of the device) Conversion into car units Analysis of the average daily traffic (ADT). The data can be imported either automatically via the GSM module or manually within the program. Diverse export variants are available to use the data in other programs
16 Extensions Precise Traffic Data Collection Classification System TOPO The ever increasing amount of traffic and the growing strain on the road network, particularly in urban areas, bring new challenges for communities. This is complimented by environmental factors such as particulate matter and increasing noise pollution in streets with heavy traffic. To alleviate these problems, an optimal control of traffic volume on the basis of exact data is necessary. Using the lateral radar of the TOPO product series, traffic flow can be analysed exactly and the vehicles can be classified. This classification system can also be integrated in the Dialogue- Display. The lateral radar TOPO can be used for length and speed measurement. The differentiation is based on the classification characteristics of vehicle length and distance between axles in the 4+1 vehicle classes: Bicycle Motorcycle Passenger vehicles Similar to trucks. It is possible to store data for at least 500,000 vehicles. Optionally, this data can be transferred for further processing via GSM or Bluetooth interfaces. RTB Dialogue-Display
17 S A F E T Y E F F E C T I V E N E S S T E C H N O L O G Y & A P P L I C A T I O N V A R I A N T S E X T E N S I O N S Classification System TOPO+ The RTB devices in the TOPO series can measure the length and speed of a vehicle as well as its acoustical features. Based on the reliable recognition of the axles and the determination of motor position the classification according to 8+1 classes and differentiations which go beyond, the differences between trucks and busses or motorcycles and compact cars are determined with almost no mistakes. Based on the geometric vehicle characteristics the detectors carry out the classification according to the following classes: Bicycle Motorcycle Compact car (e. g.
