1 March 1, 2019 To Whom It May Concern: Subject: SEPTA is seeking Expressions Of Interest for the manufacture of new forty-foot, hybrid and/or electric, low-floor buses to operate within the Southeastern Pennsylvania Service Area. SEPTA will conduct an industry review to gain market insight with the goal of finalizing specifications for these vehicles. In assembling the procurement documents for this project, SEPTA is seeking input from experienced prime contractor candidates. SEPTA does not intend to hold discussions at this time with component suppliers, but they are welcome to attend SEPTA meetings with the prime contractors. If prime contractors have technical information covering previous or current bus contracts; SEPTA requests that they submit relevant performance and technical data with this Expression of Interest. This effort should allow SEPTA to create a solicitation document which is realistic, economical and maximizes competition. When the review is complete, it is SEPTA's intent to solicit and then award a multi-year contract for the production and delivery of up to 110 buses. Sample technical specification summary scopes (Exhibits A & B) are enclosed for your information. Also enclosed is the anticipated procurement schedule (Exhibit C). By participating in this EOI, the Proposer is unconditionally agreeing to the following: (i) SEPTA will be authorized to use any information submitted, referenced, or presented during this EOI, including, but not limited to, within the final vehicle specification; (ii) SEPTA shall be authorized to reproduce, distribute, display, and create derivative works from any information received during this EOI; and (iii) SEPTA shall not be obligated to engage or otherwise compensate Proposer in any manner or for any reason for SEPTA s use of any information and/or material submitted by during this EOI, or information contained therein, or any other right granted hereunder. 3 Exhibit A: Forty-Foot Diesel Electric Hybrid Low Floor Bus General Framework Specification Design Objectives This requirement is for a heavy duty, 40 ft. diesel electric hybrid low floor transit bus which, may be used for both suburban express service and general service on urban arterial streets. It shall have a minimum design life of 12 years or 500,000 miles and is intended for the widest possible spectrum of passengers, including children, adults, the elderly, and persons with disabilities. The operating range of the coach when run on the transit coach duty cycle shall be at least 300 miles. This requirement covers a climate controlled system for a transit type low floor diesel electric hybrid bus equipped for use by transit passengers comfort. The low floor diesel electric hybrid bus proposed shall maximize the reduction of diesel fuel consumption and consequent emissions to the extent possible while meeting the performance requirements needed to operate within the SEPTA environment. The design, material selection, implementation of same, and maintenance support equipment, shall produce a vehicle system that maximizes revenue service availability at the lowest possible cost of ownership. General Requirements This specification covers climate-controlled, low floor diesel buses equipped for use by transit passengers. The bus shall comply with all applicable requirements of the CFR Title 49, State of Pennsylvania and FMVSS, BMCS, NHTSA, ADA and EPA regulations in effect at the time that vehicles are manufactured pursuant to this Contract. The bus shall have two (2) doorways; one on the right front, and one located in the rear section forward of the rear wheelhouse. The body shall be built with suitable and easily accessible compartments provided for all modules, and sound deadening insulation wherever needed with all operating devices so mounted as to reduce and keep all noise and vibration to an absolute minimum. Vehicle construction shall limit vibration, resonance and other conducted forces from vehicle structures, permanent, integrated or affixed, to said structures where those structures may cause or conduct sensible noise to operators and passengers as defined by specification. The bus shall be designed to provide a minimum service life of twelve (12) years excluding those items normally considered to be "wear and tear" items but including all frames and/or structural support members. All glazing used on this vehicle shall utilize dry seals that allow for quick replacement of glazing. Structure The vehicle structural frame shall be designed to operate with no maintenance throughout minimum 12-years under the Design Operating Profile. The vehicle shall be constructed using only Stainless steel materials and fasteners to minimize deterioration. The structure shall not require corrosion-preventive coatings or after-treatments either during construction or through the service life of the vehicle. The bus shall have a clean, smooth, simple design, primarily derived from bus performance requirements and passenger service criteria. The exterior and body features, including grilles and louvers, shall be shaped to facilitate cleaning by automatic bus washers without snagging washer brushes.

4 General Dimensions Length: (Basic body with Bumpers) 42 feet 6 inches (max) Width: (Overall, excluding fenders, mirrors, clearance and side directional lights) 102 inches (max) Height : Maximum overall (including all equipment at normal ride height) 133 inches Seating Capacity 40 minimum Standees 20 minimum Service Life and Maintenance The bus shall be designed to operate in transit service for at least 12 years or 500,000 miles In SEPTA service. It shall be capable of operating at least 41,666 miles per year including the twelfth year. Operating Environment The bus shall achieve normal operation in ambient temperature ranges of 10º F to 115º F, at relative humidity between 5 percent and 100 percent, and at altitudes up to 3,000 feet above sea level. Elderly and Disabled Passengers The contractor shall comply with all applicable Federal requirements defined in the Americans with Disabilities Act, 49 CFR Part 38, and all state and local regulations regarding mobilityimpaired persons. Local regulations are defined as those below the state level. Hybrid System / Power Plant Description The propulsion unit shall drive the rear axle. The bus shall be driven by a heavy-duty axle at the rear with a load rating sufficient for the bus loaded to GVWR. Transfer of gear noise to the bus interior shall be minimized. The bus shall be propelled in a manner that maximizes safety, comfort and economy of operation. The propulsion system shall apply diesel electric hybrid propulsion topologies designed to optimize fuel consumption and emissions per unit load/distance. The Contractor shall provide SEPTA with a propulsion system that supports multiple and customer selectable propulsion management schemes. The propulsion control schemes/modes shall facilitate the application of buses to general operating profiles for both suburban express service and general service on urban arterial streets. The Proposer(s) shall submit empirical and/or calculated data (matrix) that informs Septa of various battery schemes vs. fuel management which maximizes battery life, fuel economy and minimizes emissions while optimizing performance. Exhaust Emissions The engine shall meet all applicable emission standards. The engine emissions system shall be a sled mounted- stand alone, laterally removable from the rear of the vehicle. All couplings, exhaust, fuel and electrical shall be constructed and arranged to completely facilitate modularity. The emissions module shall be arranged to facilitate rapid removal and replacement of constituent components.

5 Heating Ventilating and Air Conditioning The Heating, Ventilation and Air Conditioning (HVAC) climate control system shall be capable of maintaining the interior of the bus at the temperature and humidity levels suitable for climate conditions found in the continental United States. The HVAC shall be roof-mounted. The heating, ventilating, and cooling systems shall maintain an average passenger and operator area temperature of 68 degrees F for air conditioning and 70 degrees F for heating at relative humidity s of between 30 % and 50 %. System shall have a Reheat Mode. Signage Electrical, Electronic and Data Communication Systems An Automatic Stop Announcement System (ASAS) shall be furnished meeting all ADA requirements that will provide audio and visual stop announcements utilizing GPS for location identification. Updates to the ASAS shall be capable through an existing wayside wireless (WiFi) interface. Destination signs shall be furnished on the front, on the right side near the front door, and on the rear of the vehicle. An onboard video surveillance system shall monitor and record data acquired from multiple camera sources to be arranged to maximize the coverage of internal activities on the bus. The system shall be capable to transfer data to existing wayside location through a WiFi based wireless network. Design of the electrical, electronic and data communication systems shall be modular so that each major component, apparatus panel, or wiring bundle is easily separable with standard hand tools or by means of connectors. Power plant wiring shall be modular. Replacement of the engine shall not require pulling wires through any bulkhead or removing any terminals from the wires. The system shall supply a nominal 24V of direct current (DC). Batteries, except those used for auxiliary power, shall be easily accessible for inspection and service from the outside of the vehicle only. All data communication networks shall be either in accordance with a nationally recognized interface standard such as those published by SAE, IEEE, or ISO. Core Systems Emulation The contractor shall provide system emulation for certain core vehicle systems. The purpose of emulation is the reduction out of service time due to improved diagnostic capacity. Emulation as implemented shall provide portable PC based equipment capable of device under test substitution that can validate the functionality of vehicle interfaces, cabling and harnesses and provide documentation of test result.

The propulsion system shall feature regenerative braking to maximize battery charge life and minimize foundation brake wear. The Proposer(s) shall submit empirical and/or calculated data (matrix) that informs Septa of various battery schemes which maximizes battery life while optimizing performance. Batteries, Leasing and Battery Charging The propulsion system batteries shall be designed to last no less than six (6) years while operating on the CBD portion of the Transit Bus Duty Cycle. The batteries shall be non-toxic. Prime contractors will offer battery leasing options. The bus propulsion system batteries shall be charged as required by wayside charging equipment. Depending on vehicle operating range this equipment may be installed to provide charging en-route during regular revenue service and/or at the vehicle maintenance and storage facility.
