Washington, DC Re: Texas Eastern Transmission, LP, RP Implementation of True-up Settlement Dear Ms. Bose: In accordance with Section 1.3 of the Stipulation and Agreement filed by Texas Eastern Transmission, LP ( Texas Eastern ) on March 3, 2017, and approved by the Federal Energy Regulatory Commission (the Commission ) on September 20, 2017, in Docket No. RP ( True-Up Settlement ), 1 Texas Eastern hereby submits for filing the allocation of the deferred account balance as of March 31, This deferred account balance accrued under the Joint Stipulation and Agreement, approved by the Commission in Docket Nos. RP , et al., on March 18, 1992 ( 1992 Settlement ). 2 STATEMENT OF NATURE, REASONS AND BASIS The True-Up Settlement addresses the true-up of eligible costs incurred, and interest accrued, through March 31, 2017, but not recovered under the 1992 Settlement. Texas Eastern maintains such incurred, but unrecovered, costs with accrued interest in a deferred account. Pursuant to Section 1.3 of the True-Up Settlement, Texas Eastern agreed to submit this filing to reflect the amount of each shipper s allocated portion of the balance of such deferred account. 3 TRUE-UP CALCULATION Using the methodology specified in the True-Up Settlement and approved by the Commission, Texas Eastern has repeated the allocation of the deferred account balance as of March 31, 2017, in Exhibit F and G attached hereto. The deferred account balance of 1 Application of Texas Eastern Transmission, LP, (submitted Mar. 3, 2017); Texas Eastern Transmission LP, 160 FERC 61,092 (2017). 2 The Settlement was filed on December 17, 1991, and approved without modification by the Commission on March 18, Texas Eastern Transmission Corp., 58 FERC 61,295 (1992). 3 Although Section 1.3 provided for a compliance filing by July 1, 2017, the inclusion of that date did not anticipate the extended period during which the Commission would lack a quorum. Given that the Commission has now approved the True-Up Settlement, Texas Eastern submits this filing in compliance with Section 1.3 thereof.

Bose, Secretary Federal Energy Regulatory Commission September 28, 2017 Page 2 $8,502,040 4 is allocated based on eligible customers maximum daily transportation quantities as of March 31, 2017, adjusted for contract seasonality and beginning dates. The workpapers contained in Exhibit H contain the computation of each customer s allocated portion of the deferred account balance as of March 31, The amount reflected on Exhibit H is the total amount allocated to each customer and may not reflect the amount that Texas Eastern is permitted to collect from such customer (see Section 1.4 of the True-Up Settlement addressing negotiated and discounted rate arrangements). Pursuant to Section 1.6(B) of the True-Up Settlement, no later than 10 days after the Commission s order approving this filing, each customer shall provide written notice to Texas Eastern of such customer s election to pay its invoiced amount in either a single payment or in equal monthly payments (including carrying charges) for a period of up to 36 months as specified by customer in its notice. In the event that a customer does not provide timely notice, such customer will be deemed to have elected the single-payment option.
