Brief description of the project activity: The Sayalar project activity comprises the operation of a 34.2 MW onshore wind farm in the Agean Region Manisa Akhisar Province in Turkey. The generated electricity is delivered to the national grid. The project consists of 38 turbines with an installed capacity of 900 kw each. The project helps reduce GHG emissions generated from the national grid, which is significantly based on fossil fuel electricity generation. The project installation is finished according to the description in the PDD and completely operational. The geographical coordinates of Sayalar Wind Farm are East and North. A.4. description of the project The project involves electricity generation from 38 units of type E44 with an installed capacity of 900kW reaching to 34.2 MW total installed capacity. The installed turbines are direct drive turbines manufactured by GmbH. The first crediting period is from 06/06/2008 to 31/12/2014. A.8. Implementation of the project activity B.1. Implementation status of the project activity The commissioning date of the project activity was 06/06/2008. The project activity consists of only one site with no phased implementation. There were no special events or any emergency reported for the project during the monitoring period between 01/04/ /02/2013. Furthermore, there were no temporary deviations applied and corrections to project information or parameters during this monitoring period. Changes since last verification: Changes in employment During the 5th monitoring period, the following changes have been occurred in organisational structure of Sayalar Wind Farm: Joined the team Mehmet İçelgüç Resigned from his/her duties Şerafettin Kuşlar B.2. Revision of the monitoring plan No revisions to the registered monitoring plan are required. B.3. Request for deviation applied to this monitoring period There are no requests for deviation applied to this monitoring period. B.4. Notification or request of approval of changes No notification or request of approval of changes has been made.
6 page 6 / 16 SECTION C. Description of the monitoring system C.1 Data processing and archiving: Data handling was carried out according to the description in the PDD. Both TEİAŞ and project responsible perform data readings on the first day of the month. TEIAŞ will read the values at 00:00 on the first day of each month and a meter reading protocol will be also submitted to TEİAŞ for reciprocal affirmance. The results of the readings were saved electronically and made available by TEİAŞ via a website. Invoicing is based according to the data published on the website. The project participants also archived a hardcopy of meter reading protocols, scanned them and stored them. The collected data will be kept by Project Participants during the crediting period and stored at least two years after the issuance of VER credits. C.2 Special event log: There were no special events during the fifth monitoring period. 7 page 7 / 16 C.4 Trainings: Management of training procedures is decentralized. In general the training topics could be summarized as followed: i) First Aid Training: This training covers generally the basic knowledge and skills to be applied to sick and injured people. The training is given by Kızılay (Turkish Red Crescent) in accordance with European Red Cross and Red Crescent Guidelines on First Aid. ii) High Voltage Training: The project participants have assigned a third party consultant (electrical engineer) on High Voltage related topics for the trainings. The frequency and the timing of these trainings are defined by Mr. Burak Derinpınar (Electrical Engineer) based on the availability of the staff. The scope of the training mostly covers protection / evaluation and assessment of indicators received during a fault scenario and / Project Scheme Readings for Wind Energy Power Plants connected to a interconnected systems at 154/24 kv Substations. This training is only given to operator technicians working on High Voltage Substations. iii) Safety Trainings: Trainings on occupational, which is provided by Mr. Faruk Ecevit (Health and Safety Officer). iv) Trainings: SQA Department of GmbH Dispatch is the only responsible body that is able to give technical trainings on equipment. SQA Department has adopted a regional approach and has planned their training services based on the regions. These trainings are only oriented for s. C.5 Internal audits and control measures The internal control procedures maintain the reliability and accuracy in the data transfer and calculations. The plant personal records the data on regular basis from both meters and compares the values for consistency. The responsible engineer performs regular checks of this procedure at the first day of the month and controls the monthly data of main and second meters. If any difference occurs between the two meters, TEİAŞ has to be informed for the necessary maintenance and calibration. Reliability and accuracy of monthly values is reached by comparative readings both from the project participant and TEİAŞ, where high accuracy is guaranteed and needed by the requirements of billing purposes. C.6 Troubleshooting procedures: As the measuring devices are sealed by TEİAŞ, project participant cannot intervene with the devices. In case of unforeseen problems or failures of the meters or if any difference occurs between primary and secondary devices TEİAŞ has to be informed for necessary maintenance and calibration. There is an agreement between Project Participant and TEİAŞ that in case of problems or failures of meters TEİAŞ reacts as fast as possible to solve the problems. Within the monitoring period no failure or problem has been experienced regarding the monitoring devices.

Baseline emissions calculation The baseline emission BE y (tco 2 eq) during the monitoring period results from: BE EF EG (1) Where: BE = Baseline emissions in tones CO 2 -eq EF = Grid emission factor in tco 2 -eq/mwh (a value of tco 2 - eq/mwh has been fixed during the first crediting period) EG = Electricity supplied to the grid in MWh The electricity meters are measuring two parameters: The electricity supplied to the grid (EGexport) and the electricity consumption from the grid (EGimport). Project emissions calculation Project emissions are negligible. In accordance to the registered PDD and applicable methodology ACM0002 version6, no project emissions are to be accounted by the Project. Therefore; PE=0 tco 2 -eq E.3. Leakage calculation No leakage is to be accounted by the Project. This is in line with the registered PDD and applicable methodology ACM0002 version 6. Therefore; L= 0 tco 2 -eq E.4. Comparison of actual emission reductions with estimates in the CDM-PDD This section shall include a comparison of actual values of the emission reductions achieved during the monitoring period with the estimations in the registered CDM-PDD. Remarks on difference from estimated value in the PDD The ex-ante estimated yearly volume in the PDD is 85,035 tco 2 -eq. The ex-post achievements are slightly lower but consistent with performance monitored during the previous years of operation. SECTION F. Gold Standard Sustainable Development Indicators According to the requirements of Gold Standard, the project activity must be assessed against a matrix of sustainable development indicators. The contribution of the proposed project activity to the sustainable development of the country is based on indicators of local/global environment sustainability, social sustainability & development and economic & technological development. With regards to the project activity, two indicators were added to the monitoring plan. All documents regarding these additional parameters can be presented to the DOE during verification process: SDI 1: Employment (job quality) Description: Number of staff trained by and Project Participant regarding technical and security issues. Fuat Üstün, Günay Kaya, Gürkan Tüfekçioğlu, Mehmet İçelgüç, Eray Önlü, İbrahim Özkara, İbrahim Selçuk, Kadir Demiröz, Murat Çelebi, Serdar Şahin, and Şevket Adıgüzel have participated in several trainings during the monitoring period. 15 page 15 / 16 SDI 2: Employment (quantity) Description: Number of employment created by the project monitored by the monthly salary payment sheets. It could be shown that the project activity creates a respectable number of permanent and high qualified jobs. Currently a total of 14 full time positions, which 14 positions are for local people are directly related to the project (1 wind farm manager, 5 positions for service technicians, 4 positions for security personal and 4 positions for high voltage switchgear operators). A detailed organizational chart has been provided under section C.3 of this report. SECTION G. Open Issues from Previous Verification Three Forward Action Request (FAR) was formulated in the verification final report covering the 4 th monitoring period. Forward Action Request FAR P1: During the 3 rd monitoring period the generation license has been amended and the project is permitted for 54.2 MW. However no change has been occurred and the capacity change is not decided by the Project owner during 3rd monitoring period. Feasibility of the capacity addition is still reviewing. Capacity addition shall be verified during next verification if it occurs. Actions taken during the 5 th monitoring period: On the Generation License of the Project was amended and the permitted installed capacity was increased to 54.2 MW. The increase in the capacity is referred as Sayalar Wind Farm Capacity Addition Project.Only 3 Wind Turbine Towers have erected and road construction phased has started on the project activity. Sayalar Wind Farm Capacity Addition Project is also being developed as a GS VER project activity and is currently registered with GS ID: There are small revisions to the project activity and no impact to the project activity within the 5 th monitoring period.
