Single-family residential customers only for all single-phase electric requirements when all service is supplied at one point of delivery. 6 SCHEDULE 4A - RESIDENTIAL TYPE SERVICE AVAILABLE: In all territory served by Emerald PUD. To single-phase type use metered separately from the residence, but associated with residential use. Examples are: domestic water pumps, hobby shops, garages, barns, swimming pools, etc.; but not specifically limited to the examples. 7 SCHEDULE 4S - RESIDENTIAL SERVICE AVAILABLE: In Springfield, Oregon City Limits only for existing SUB customers transferred to Emerald PUD. Reserved for customers previously served by Springfield Utility Board and transferred to Emerald PUD. If a customer moves from the address, the new customer will be billed on the appropriate Emerald Price schedule. MONTHLY BILLING: The monthly billing shall be the sum of the following charges: Electric System Charge:... $12.60 per month Energy Charge: October April First 1,500 kwh:...$ per kwh Over 1,500 kwh:...$ per kwh May - September First 900 kwh:...$ per kwh Over 900 kwh:...$ per kwh Charges shall follow those of SUB in the event of a rate increase. 8 SCHEDULE 25 COMMERCIAL TYPE SERVICE Under 50 kw, Single Phase Service To customers whose major use of electric service is for single-phase purposes, whose entire electric service requirements are supplied and whose loads have never registered 1,000 kw or more, more than once in any consecutive 36-month period. Deliveries at more than one point, or more than one voltage and phase classification, will be separately metered and billed. Service for intermittent, partial requirements, or highly fluctuating loads, or where service is seasonally disconnected during any one-year period will be provided only by special contract for such service. MONTHLY BILLING: The monthly billing shall be the sum of the following charges: Electric System Charge:... $26.75 per month kwh Usage:...$ per kwh for all kwh Rates shall be prorated based on effective date in the event of a rate increase. *Note: Under 50 kw accounts are those that have not registered 50 kw or more as computed from the readings of Emerald's demand meter at least once during the prior 12-month period. MINIMUM CHARGE: The minimum monthly charge shall be $26.75 unless a higher minimum may be required under contract to cover special conditions. SPECIAL CONDITIONS: Customer shall not resell electric service received from Emerald under provisions of this schedule to any person, except by written permission of Emerald and where customer meters and bills any tenants at Emerald's regular tariff Price for the type of service which such tenant may actually receive. Deliveries at more than one point, or more than one voltage and phase classification will be separately metered and billed. Service for intermittent, partial requirements, or highly fluctuating loads, or where service is seasonally disconnected during any one-year period, will be provided only by special contract for such service. MONTHLY BILLING: The monthly billing shall be the sum of the following charges: Electric System Charge:... $70.15 per month Demand Charge:...$5.81 per kw for all kw kwh Usage:...$ per kwh for all kwh Rates shall be prorated based on effective date in the event of a rate increase. *Note: Over 50 kw accounts are those that have registered 50 kw or more as computed from the readings of Emerald's demand meter at least once during the prior 12-month period. MINIMUM CHARGE: The minimum monthly charge shall be $70.15 for over 50 kw customers. POWER FACTOR ADJUSTMENT: The customer agrees to maintain unity power factor as nearly as practicable. The District reserves the right to measure such power factor at any time. Should such measurement indicate that the average power factor is less than 97%, the demand for billing purposes may be increased by the percent, which the average power factor is less than 97% lagging. DEMAND: The kw shown by or computed from the readings of Emerald's demand meter for the 30-minute period of customer's greatest use during the month, determined to the nearest kw. SPECIAL CONDITIONS: Customer shall not resell electric service received from Emerald under provisions of this schedule to any person, except by written permission of Emerald and where customer meters and bills any tenants at Emerald's regular tariff Price for the type of service which such tenant may actually receive. Service furnished under this schedule will be metered and billed separately at each point of delivery. ANNUAL MINIMUM: An annual minimum of the monthly Electric System Charge times 12 months, less amounts previously billed in the calendar year, will be assessed to all accounts. See the Customer Service Policy, Section K-5 for details regarding Removal of Idle Facilities. MONTHLY BILLING: The monthly billing shall be the sum of the following charges: Electric System Charge:... $28.00 per month, 12 months per year kwh Usage:...$ per kwh for all kwh *Note: Monthly kw is the measured kw shown by or computed from the meter readings of the District's meter, or by appropriate test, for the 30-minute period of customer's greatest takings during the billing month, provided however, that for motors 10 hp or less, the monthly kw may, subject to confirmation by test, be determined from the name plate hp rating and the following table: If Motor size is: Monthly kw is: 3 hp or less... 3 kw Over 3 through 7 hp... 7 kw Over 7 through 10 hp kw In no case shall the kw of monthly kw be less than the average kw determined as: Average kw = kwh for billing month hours in billing month Approved: 11/14/2017 Revision Date Effective: 04/01/18 Adopted: 10/07/83 Revision: 23 15

In the absence of a customer or applicant willing to contract for service, the District may remove its facilities. 3. Energy use may be carried forward, and billed in a subsequent billing month. However, energy will not be carried forward and charged for at a higher Price than was applicable for the billing months during which the energy was used. 4. Customers may "self-read" meters during the irrigation season and will be billed monthly for demand and energy charges rather than on a twice-yearly basis. Emerald PUD will furnish meter-reading cards to customers desiring to read their own meters. 5. A delinquency charge of 1.00% per month will be added to all unpaid bills. Unpaid accounts will not be connected at the beginning of the season, and a deposit may be required equal to the prior year's billings. For new service, the District may require a written contract. 17. In the absence of a customer or applicant willing to contract for service, the District may remove its facilities. 18. Energy use may be carried forward, and billed in a subsequent billing month. However, energy will not be carried forward and charged for at a higher Price than was applicable for the billing months during which the energy was used. 19. Customers may "self-read" meters during the irrigation season and will be billed monthly for demand and energy charges rather than on a twice-yearly basis. Emerald PUD will furnish meter-reading cards to customers desiring to read their own meters. A delinquency charge of 1.00% per month will be added to all unpaid bills. 25 SCHEDULE 48 - INDUSTRIAL SERVICE 1,000 kw and Over This schedule is applicable to electric service loads, which have registered 1,000 kw or more, more than once in any consecutive 36-month period. Deliveries at more than one point, or more than one voltage and phase classification, will be separately metered and billed. Service for intermittent, partial requirements, or highly fluctuating loads, or where service is seasonally disconnected during any one-year period will be provided only by special contract for such service. MONTHLY BILLING: The monthly billing shall be the sum of the Electric System, Demand, Energy, and Reactive Power Charges, plus applicable metering and delivery adjustments. Each individual meter has a specific price for the following components: Electric System Charge Demand Charge Energy Charge Reactive Charge Distribution Charge Primary Meter Discount if applicable Prices for each meter are listed at the end of this Price schedule. MINIMUM CHARGE: The minimum monthly charge shall be the Electric System Charge. A higher minimum may be required by contract. ENERGY CHARGE: The energy charge assigned to customers classified as a New Large Load under Emerald s New Large Load Policy will be calculated as a melded rate based on: The cost of EPUD s existing Tier 1 power (only if made available) The cost of any required non-federal resources or BPA Tier 2 power The energy charge for New Large Load customers will be updated at least once per year to reflect current costs of power as well as any share of Tier 1 BPA power made available to NLL customers. 26 DEMAND: The kw shown by or computed from the readings of Emerald's demand meter for the 30-minute period of customer's greatest use during the month, determined to the nearest kw. POWER FACTOR ADJUSTMENT: The customer agrees to maintain unity power factor as nearly as practicable. The district reserves the right to measure such power factor at any time. Should such measurement indicate that the average power factor is less than 97%, the demand for billing purposes may be increased by the percent, which the average power factor is less than 97% lagging. PRIMARY METERING DISCOUNT: Where the customer owns or controls the distribution system, including primaries, secondaries and transformers, a per kwh primary metering discount will be allowed where such energy is metered at one point of delivery and at primary voltage. The District will determine the point of delivery. SPECIAL CONDITIONS: Customer shall not resell electric service received from Emerald under provisions of this schedule, except by written permission of Emerald and where customer meters and bills any tenants at Emerald's regular tariff Price for the type of service which such tenant may actually receive. TERM OF CONTRACT: Emerald may require the customer to sign a written contract, which shall have a term of not less than one year. CONTINUING SERVICE: This schedule is based on continuing service at each service location. Disconnect and reconnect transactions shall not operate to relieve a customer from minimum monthly charges. Luminaires shall be mounted and serviced in accordance with Emerald s equipment and installation specifications. Lighting services include, but are not limited to, street lighting and general area lights. Customers who receive energy-only service including decorative or non-standard lighting or miscellaneous devices will be classified in rate schedule 53. MONTHLY BILLING: A fixed monthly charge per luminaire based on wattage as outlined below. Customers may request Emerald perform maintenance or repair. If Emerald elects to perform any maintenance or repair, billing will be on a time and materials basis. MONTHLY BILLING: Each facility or set of facilities may be subject to an Electric System Charge. Emerald will determine the total Electric System Charge for a given customer account based on criteria including, but not limited to, number of facilities, density of facilities, additional requirements and cost of service. This schedule is not applicable to any enterprise which is operated for profit. Service for purposes other than recreational field lighting may not be combined with such field lighting for billing purposes under this schedule. At customer's option, service for recreational field lighting may be taken under Emerald's applicable General Service Schedule. 34 SCHEDULE 88 M2 - LINE EXTENSION CREDIT An existing customer whose demand in the past 12 months has been a minimum of 1,000 kw and had annual energy consumption equal to or greater than 2.4 million kwh qualifies for Rate Schedule 88 M2 if the additional load is at their existing point of delivery. New service or additional load at new points of delivery do not qualify, and are referred to the Line Extension Policy. RULES AND REGULATIONS: Customer is required to pay the line extension costs in accordance with the Line Extension Policy in existence at the time the project contract is signed. FORMULA FOR RATE CREDIT: The estimated line extension credit will be calculated by dividing the annual estimated kwh sales from the new load divided by the line extension cost and offered as a monthly credit to the distribution charge. The credit will be applied to all kwh usage greater than the average monthly use during the twelve months just prior to the new load coming on line. The credit shall be in effect for no longer than twelve months and will start when the construction has been completed and shall be capped at an amount not to exceed the final line extension cost.
