2 Context Why have Vehicle Licensing Offices Support the pilot to test various methods to gather mileage data for a per-mile road usage charge Specifically, pilot a manual and no-tech reporting method for people who do not have/want technology smartphones (with cameras) Choice for means of collecting and reporting mileage for all participant segments 2000 participants from 5 regions in Washington State
3 Statewide Pilot test recruiting focused on 5 regions Around 2,000 vehicles Outreach efforts and participant support focused in five regions, to ensure geographic diversity in the Washington pilot test A small pool of participants from Surrey, BC are testing the international border crossing A small pool from Vancouver, WA who commute into Portland, OR are testing interoperability between the two states Four payment options from no-tech to high-tech
4 Four Options being Tested Mileage Permit: Pre-select a block of miles you anticipate using in three-month increments Odometer Readings: Miles reported quarterly, either electronically or in person Plug and Play: Automated mileage meter with GPS and non-gps options, plugged into your car s OBD-II port Smartphone App: Record your miles using your smartphone No-tech Low-tech Higher-tech High-tech
5 Prerequisites and Basic Requirements for VLOs Prerequisites: Have CSRs comfortable with operating and updating a mobile device Willing to provide customer service to participants Have a secure location to charge and store the iphone when not in use Basic requirements for CSRs: Participate initial training Complete 3-4 surveys over the course of 12 months Help walk-in participants complete WA RUC odometer Provide logs of WA RUC related activity during the pilot Odometer Charge Mileage Permit
6 How it works for Participants Step 1 Step 2 Step 3 Participant receives quarterly notification from the WA RUC team to submit odometer reading Participant walks into VLO office and asks to get their odometer read for the WA RUC pilot CSR logs participant in and hands Participant an iphone provided to take picture odometer and license plate Step 4 Participant takes iphone to car, takes pictures of their odometer and license plate with iphone, and submits the two pictures via a web app Step 5 Participant returns iphone and checks out with CSR

9 Potential for Approach to Enforcement Services for RUC Annual vehicle/vessel registration in WA State is required each year a statewide network of private VLOs exists CSRs have to check for three things prior to issuing renewal tabs for any vehicle or vessel: State and municipal parking violations: Must have no outstanding amounts due Toll services: Must have no outstanding toll charges due with Good-To-Go Child support: Must have no back child support payments due An Aha moment occurred during a meeting with the owner of a VLO: Why not add another check: RUC charges: Must have no outstanding charges due?
