That funding of up to $135,000 through the Innovation Capital Fund be established for a pilot project to install up to 15 solar-powered garbage and recycling compactors (one recycling and one garbage compactor, combined unit, each at 15 individual ward locations), to fund the purchase, installation and training related to the 15 units. 2. Conditional on funding approval pursuant to Recommendation #1, that a subsequent Request For Proposal be drafted requesting bids for testing and trial use in accordance with the Materials Management Policy and Administrative Standard. 3. That the proper officers of the City be authorized to do all things necessary to implement the intent of the foregoing. 1

2 Agenda Standing Policy Committee on Innovation April 16, 2018 DECISION MAKING HISTORY: STANDING COMMITTEE RECOMMENDATION: On January 15, 2018, the Standing Committee on Innovation laid over the matter for up to 90 days, in order for the Winnipeg Public Service to provide an updated report with clarification on costs, other jurisdictions checked into and a cost benefit analysis. Further on January 15, 2018, Justin Phillips, CEO & Founding Partner Sycamore Energy Inc. submitted a presentation titled The World Leading Smart Waste & Recycling System for City of Winnipeg and a document titled Bigbelly Institutional Knowledge in support of the matter. On November 30, 2017, the Standing Policy Committee on Innovation granted an extension of time of 30 days for the Winnipeg Public Service to report back on the matter. On October 13, 2017, the Standing Policy Committee on Innovation laid over the matter for 30 days. On February 3, 2017, the Standing Policy Committee on Innovation forwarded the matter to the Winnipeg Public Service for consideration under the Innovation Capital Fund application process and report back no later than October Further on February 3, 2017, George Toth, submitted a communication titled Manitoba Solar Group Inc., undated, in support of the matter. Further on February 3, 2017, Alex Morrison, Executive Director, Transcona BIZ, submitted a presentation titled Public Space Waste Management in Winnipeg, undated, in support of the matter. On January 30, 2017, the Standing Policy Committee on Water and Waste, Riverbank Management and the Environment Committee referred the recommendation of the East Kildonan-Transcona Community Committee to the Standing Policy Committee on Innovation. 2

3 Agenda Standing Policy Committee on Innovation April 16, 2018 DECISION MAKING HISTORY (continued): COMMUNITY COMMITTEE RECOMMENDATION: On January 16, 2017, the East Kildonan-Transcona Community Committee passed the following motion: WHEREAS public space garbage and recycling containers are not keeping up with development in new communities and containers are in fact being removed in mature communities; AND WHEREAS keeping our communities clean and green is a top priority of Winnipeggers; AND WHEREAS budget pressures have restricted both Parks and Open Spaces and Public Works Streets Maintenance due to costs of collection from adding or even maintaining current containers; AND WHEREAS new solar-powered compactors allow far greater capacity reducing the frequency of collection; THEREFORE BE IT RESOLVED that the Standing Policy Committee on Infrastructure Renewal and Public Works be requested to direct the Streets Maintenance Division to: 1. Propose locations in the East Kildonan-Transcona Community Committee for a pilot project to install up to 20 solar-powered garbage and recycling compactors (one recycling and one garbage compactor, each at 10 different locations), and request funds from the Innovation Capital Fund for their purchase and installation. 2. Earmark one set of compactors for use in downtown Transcona, in light of the Transcona BIZ presenting this project to Community Committee. 3. Utilize the efficiencies found from the compactors to redeploy the removed containers throughout the Community Committee Area. 3

6 ADMINISTRATIVE REPORT Title: Solar-Powered Garbage and Recycling Compactor Pilot Project Revised Critical Path: Standing Policy Committee on Innovation AUTHORIZATION Author Department Head CFO CAO C. McNeil EXECUTIVE SUMMARY The City of Winnipeg currently services over 4,300 garbage and recycling (litter) containers, of which more than 1,500 of the containers are located on street rights-of-way, with the remaining being located in parks, playgrounds, community centers, athletic fields, boulevards and pathways. Operational challenges related to the collection of these containers have been the frequency of collection and volume availability at each receptacle. The Public Service is reviewing ways to reduce the number of litter containers being added to the right of way while still maintaining ways to increase capacity, reduce fuel costs and CO2 emissions (through fewer pick-ups), and improve customer satisfaction. The Smart Waste and Recycling Systems have the potential to reduce the number of collections by 80% and collection costs by 75%. Fuel savings and CO2 emissions will still have to be measured based on future collection requirements and location setup. RECOMMENDATIONS 1. 7 REASON FOR THE REPORT On February 3, 2017, the Standing Policy Committee on Innovation forwarded the East Kildonan-Transcona motion of January 16, 2017 to the Winnipeg Public Service for consideration under the Innovation Capital Fund application process for report back no later than October On October 13, 2017, the Standing Policy Committee on Innovation laid over the matter for 30 days. On November 30, 2017, The Standing Policy Committee on Innovation granted an extension of time of 30 days for the Winnipeg Public Service to report back on the matter. On January 15, 2018, the Standing Committee on Innovation laid over the matter for up to 90 days, in order for the Winnipeg Public Service to provide an updated report with clarification on costs, other jurisdictions checked into and a cost benefit analysis. IMPLICATIONS OF THE RECOMMENDATIONS As this will be a pilot project, the Public Service will monitor the performance and potential savings and provide a report in the fall of 2019 analyzing the results. If the pilot project is considered successful then a public procurement (Request For Proposal) will be conducted for continuing use of devices that provide the same. HISTORY/DISCUSSION In 1991, litter collection service moved towards a standard Take Pride exposed aggregate litter container. The intent was to replace all existing containers with these Take Pride bins that the general public could easily identify to dispose of their litter. In 2006 the City entered into a contract with Winnipeg Outdoor Marketing Group (OMG) to place recycling containers on City streets. The City receives all income from recyclables collected from these containers while OMG sells advertising on them to cover the cost of installation and maintenance. The city picks up litter from these containers while OMG collects recyclable material from them. In July 2006 the Executive Policy Committee directed that the responsibility for litter collection and control be consolidated in one department and this was accomplished within the Public Works Department. The Streets Maintenance Division of that department now maintains all Take Pride Winnipeg containers on the street right-of-way s and empties these litter containers including those related to a previous solid waste collection contract. In 2013, the Canadian Beverage and Recycling Container Association (CBCRA) provided a sponsorship opportunity with the City of Winnipeg where they would provide free of charge, recycling containers at various locations to further support the City of Winnipeg s Our Winnipeg Initiative related to quality of life and waste mitigation. 7

8 Since 2014, the City of Winnipeg has worked with various Biz groups on adding waste and recycling options towards litter containers. A successful pilot was run in the Exchange Biz where the Dual Stream Container, (Litter/Beverage Recycling), replaced the single aggregate litter container where the City of Winnipeg collects the litter and the Exchange Biz collects the Recycling. Additionally, through the support of the CBCRA, an additional 200 dual stream containers replaced the single aggregate container on the east side of the Red River. These locations are continued to be serviced through a Litter Collection contract. The City currently services over 4,300 litter containers, of which more than 1,500 of the containers are located on street rights-of-way and the remaining are located in parks, playgrounds, community centers, athletic fields, boulevards and pathways. Over the years operational challenges on collection of these containers has been related to frequency of collection and volume availability at each receptacle. Innovative concepts have been looked at previously, such as underground containers, where collection is less frequent but installation and any future right of way works may pose a challenge. Public Works has installed these types of containers at locations where future construction or right-of-way impacts are low in concern. The City manages the litter pick-up based on designated cycle routes. Often requests come in related to overflowing bins or additional bin locations. Streets Maintenance will review the cycle times, to improve high use locations, however adding additional locations is currently not available based on limited resources. Keeping our communities clean and green is a focus for the Public Service, and looking towards innovative solutions gives us an opportunity to trial a smart waste management solution. The concept of a Smart Waste and Recycling System is to remotely measure the amount of waste and/or recycling, compact the materials up to 8 times the amount of a normal container, and then send an alert for collection based on an anticipated timeframe for pickup. Industry research has shown that this system has the potential to reduce the number of collections by 80% and collection costs by 75%. Fuel savings and CO2 emissions will still have to be measured based on future collection requirements and location setup. This system is detailed in the attached brochures. The City recommends the recycling side of the duo unit not include the compaction component as it limits the ability to sort the collections reasonably. Using a smart waste compactor and recycling unit, will enable us to trial the technology in various public spaces in each of the City of Winnipeg s 15 wards. The final locations for these units will be determined in conjunction with the respective Ward Councillors. There are currently two vendors that use this technology, Big Belly, (Sycamore Energy) and CleanCUBE, (ecovision environmental). Big Belly s system has a front opening access to a bin, with a Big Belly bag for the waste compaction or collection. Typically their stations are shipped with 8 years of software support included. There are many organizations across Canada and the States that have implemented the Big Belly system. 8

9 The ecovision CleanCUBE is a roll-out cart, (similar to the residential carts) and also has a front opening door to the cart. Their system comes with 6 months of free software, after which they charge an addition $15 per month. The vendor noted that this could be reduced if a longer term contract was purchased. CleanCUBE has many organizations using their system in many countries including Australia, Europe and the US. Both vendors provide a waste collection platform accessed through the web or via an app on a smart device. Attachments to display advertising could be added to both types of bins at an extra cost. The above pricing reflects annual costs beyond the 6-month trail period. Note the installation charges may change dependant on location and installation base (installations must have concrete platform to attach to) There have been many documented advantages and challenges of using a smart system. The City of Kenora was contacted as they have installed 68 Big Belly units at various locations. The units are neat in appearance and have reduced the litter they previously experienced from the open top receptacles. The system can easily be supported by a one-person collection. It was noted that collection levels can be set to different settings as some collected bags can reach up to 80 lbs. They have a lift gate installed on the collection truck to handle the heavier bags. During the winter months they have experienced low battery issues and found the electronic eyes often require cleaning. They recommend having additional sim cards, bins, and bags available for replacement. Kenora experienced the blue recycle doors fading white within the first few years of operation and replacement doors cost approximately $65 each. It should be noted that Kenora did not see a reduction in residential garbage misuse, which continues to be a problem. 9

10 Sample of Kenora s Big Belly dashboard: The Public Service s intent is to lessen the pick-up times and increase capacity over time. The initial trial may not have the same efficiencies based on the placement of the trial bins, however we feel the move towards smart collection will benefit the city greatly, as noted below. The Public Works Streets Maintenance Division currently has two refuse trucks that pick-up approximately 2,725 garbage bin visits per week and a contract in the Northeast part of the City that collects 294 garbage and recyclables bin visits per week. As the trial is proposed to be in each Ward, the recommended pick-up is to be coordinated by City Forces. A method to pick up recyclables will have to be in place prior to implementation as the City s refuse trucks are designated waste only. The City could see benefits on these types of collection: 1. High target areas that often fill up multiple times before scheduled pick-up a. Ability to schedule pickup when bin is 80% full. This will reduce overflowing litter 2. Remote locations where pickup is less frequent a. Ability to reduce number of visits where pick-up is negligible 3. New neighbourhoods where there is currently no pick-up More efficient use of labour and time would be a benefit from installing this type of collection. Regular routes could be improved by eliminating the requirement to stop at each bin in the route and managing pick-up by need. More accurate times for pick-up could reduce the CO2 from fuel use. Note this type of savings could only be achieved on a route related to multiple smart systems. Assuming a 1 hour pick-up on average per bin the cost benefit would essentially pay off the investment within 2 years. 10

The estimated cost to inspect and schedule pick up related to these types of requests is $135 per incident. If the City installed smart waste containers at problem areas, the requirement for an inspection and rescheduling may be reduced. The Transcona Biz has ordered a Big Belly HC double compacting station, (including message panels), software, installation and shipping for approximately $13,000 to be installed at 217 Regent Avenue West. The software that manages the full/empty status will be maintained by Transcona Biz as part of their purchase, and they will provide the City access either through a phone app or link from a computer. The Public Works Department Streets Maintenance Division supports their venture. The initial cost of implementing the trial is estimated to be under $135,000. The Department recommends a competitive bid process versus sole sourcing as two vendors have the smart technology. 11
