3 Introduction Introduction Falls from height remain the single biggest cause of workplace deaths and one of the main causes of major injury. The Work at eight Regulations 2005 apply to all work at height where there is a risk of a fall liable to cause injury. The regulations require workers to ensure: All work at height is properly planned and organised Those involved in work at height are competent and appropriately trained The risks from work at height are assessed and appropriate work equipment is selected and used The risks from fragile surfaces are properly controlled Equipment for work at height is properly inspected and maintained What is Working at eight? Work at height means work in any place where, if there were no precautions in place, a person could fall a distance liable to cause personal injury ( Examples of work activities that are classified as working at height include: Working from bandstands Working on a flat roof Erecting falsework and formwork Working from a ladder Working at ground level adjacent to an open excavation Working on formwork within an excavation Working near or adjacent to fragile materials ow Can A-Plant elp You Minimise the Risk? The Work at eight Regulations are based on a risk assessment approach. When considering work at height, a risk assessment should be undertaken in order to identify what the hazard is and the degree of risk present. A-Plant has a range of suitable equipment for every job, whether it be access towers, podiums, ladders or trestles. When deciding what equipment to use it is important to think about what the job includes, how long it will last and where it will be carried out. It may be tempting to use a ladder for all sorts of work but you should always consider a working platform first. For example, a properly erected mobile scaffold tower or a mobile elevated work platform (MEWP). Jobs such as removing or installing guttering, installing replacement windows, painting or demolition work should usually be carried out from scaffolds or mobile access equipment. 4 Working at eight // Introduction Working at eight // Introduction 5

4 Introduction Introduction Legislation Work at eight Regulations 2005 The purpose of The Work at eight Regulations 2005 is to prevent death and injury caused by a fall from height. If you are an employer or you control work at height (for example facilities managers or building owners who may contract others to work at height) the Regulations apply to you. Employers and those in control of any work at height activity must make sure work is properly planned, supervised and carried out by competent people. This includes using the right type of equipment for working at height. Take a sensible, pragmatic approach when considering precautions for work at height. Factors to weigh up include the height of the task, the duration and frequency and the condition of the surface being worked on. There will also be certain low-risk situations where common sense tells you no precautions are necessary. Items to be considered The following points are all requirements in law that you need to consider when planning and undertaking work at height. You must: Take account of weather conditions that could compromise worker safety Check that the place (e.g. a roof) where work at height is to be undertaken is safe. Each place where people will work at height needs to be checked every time Stop materials or objects from falling or, if it is not reasonably practicable to prevent objects falling, take suitable and sufficient measures to make sure no one can be injured, for example use exclusion zones to keep people away or mesh on scaffold to stop materials such as bricks falling off Store materials and objects safely so they won t cause injury if they collapse or are disturbed Plan for emergencies and rescue, for example agree a set procedure for evacuation. Think about foreseeable situations and make sure employees know the emergency procedures. 5 Introduction Introduction Lifting Operations Lifting Equipment Regulations 1998 (LOLER) The purpose of the Lifting Operations Lifting Equipment Regulations 1998 is to reduce the risk of injury from lifting equipment used at work. This means employers and workers must ensure all equipment is safe and suitable for purpose, all personnel operating the equipment are suitably trained and all equipment is maintained in a safe condition. Areas covered in the regulations include the requirement for lifting equipment to be strong and stable enough for safe use and to be marked to indicate safe working loads, ensuring that any equipment is positioned and installed so as to minimise risks. To minimise risk further, equipment is to be used safely, ensuring work is planned, organised and performed by a competent person and equipment is subject to ongoing thorough examination and where appropriate inspection by competent people. Provision and Use of Work Equipment Regulations 1998 (PUWER) The purpose of the Provision and Use of Work Equipment Regulations 1998 is to control and prevent workers risk of injury and death from equipment they use during the course of their jobs. The regulations apply to any employer or self-employed worker who uses equipment at work. The PUWER regulations cover all work equipment, from office furniture through to complex machinery such as low and high level access equipment. All new machinery should carry a CE mark from its manufacturer to prove its compliance with safety laws, when a CE mark is not relevant then responsibility of the equipment s safety and up keeping can fall to the organisation. Requirements of PUWER for organisations are to ensure that the equipment used is suitable for its purpose and maintained to be safe and not risk health and safety. 6 Introduction Introduction Best Practice Selecting the Right Equipment If you are unsure which type of equipment to use for working at height, once you have considered the risks, the Work at eight Access Equipment Information Toolkit (WAIT) is a free online resource produced by the ealth and Safety Executive (SE) that offers possible solutions. It provides details of common types of equipment used for work at height. This can be accessed at: Avoid Working on Fragile Roofs All roof work is dangerous. Roof workers account for 24% of all those who are killed in a fall from height - the biggest category of worker by far. Any fall from a roof will at the very least involve a serious injury. The risks are substantial, however long or short the work. If you intend to work on a roof you need the appropriate knowledge, skills and experience to work safely, or you need to be under the supervision of someone who is competent. Protection against falls is required whenever anyone works on or near fragile materials. A fragile material is one that does not safely support the weight of a person and any load they are carrying. Suitable protection will normally include a combination of coverings, guard rails, safety nets and safety harnesses. Do Not Use Your Equipment in Dangerous Weather Conditions The Work at eight Regulations 2005 specifically state that work should not be carried out if weather conditions could endanger the health and safety of workers (e.g. when it is windy, raining heavily or icy) which present a risk for the equipment used and the task. Always check the surface conditions on which your access equipment will stand is level, firm, stable and as appropriate, clean and dry. ow Do You Decide If Someone is Competent to Work at eight? You should make sure that people with relevant skills, knowledge and experience are employed to perform the task, or, if they are being trained, that they work under the supervision of somebody competent to do it. In the case of low-risk, short duration tasks involving ladders, competence requirements may be no more than making sure employees receive instruction on how to use the equipment safely (e.g. how to tie a ladder properly). Training often takes place on the job, it does not always take place in a classroom. When a more technical level of competence is required, for example drawing up a plan for assembling a complex scaffold, certified training by trade associations such as IPAF and PASMA is one way to help demonstrate competence. 10 Working at eight // Introduction Working at eight // Introduction 11

7 Introduction Introduction Subcontract Safely Anyone involved in assembling or using access equipment must be trained and competent to do so, including contractors. It is also important that workers are familiar with the specific equipment in use, particularly with MEWPs as their features can differ considerably between makes and models. What You Should Consider When You Subcontract Work to Others Check the health and safety performance and competence of the people you plan to use for the work Give them the health and safety information they need for the work Talk about the work (including the access and health and safety aspects) with them before they start Make sure that you have provided everything you agreed (e.g. safe scaffolds, the right plant, access to welfare, etc) Check their performance and remedy problems with, or deviations from, the planned work Do s and Don ts of Working at eight Do: 3 As much work as possible from the ground Ensure workers can get safely to and from where they work at height Ensure equipment is suitable, stable and strong enough for the job, maintained and checked regularly Take precautions when working on or near fragile surfaces Provide protection from falling objects Consider emergency evacuation and rescue procedures Don t: 7 Overload ladders - consider the equipment or materials workers are carrying before working at height. 10 Ladders Ladders Guide to Ladder Safety On average 12 people a year die at work falling from ladders and over 1,200 suffer major injuries. Ladders remain the most common agent involved and account for more than a quarter of all falls from height. According to the Work at eight Regulations 2005, ladders can be used if after assessing the risks the use of other alternative equipment is not justified because of the low risk and short duration. Short duration is taken to be between 15 and 30 minutes depending upon the task. Ladders can also be used for low risk work where there are features on the site that mean a ladder must be used. 11 Ladders Ladders Aluminium Ladders Aluminium ladders have the advantage over timber ladders if you want to keep weight down to a minimum. Our ladders, available in single, double and triple sections can reach heights ranging from 2.5m up to 10.2m with operating weights starting at 11kg going to 43.1kg. Timber Pole Ladders These robust, durable timber ladders are suitable for providing static access to scaffolding. In order to provide maximum strength and stability the rungs are all bound and nailed to the stiles and tie rods are fitted under every ladder rung. The timber ladders range from 3m in height to 7m, with operating weights starting at 7kg and going up to 19kg. Aluminium Roof Ladders When accessing sloped roofs, a secure way to undertake this type of work is made easier by the use of a roof ladder. The ladder comes complete with wheels for easy manoeuvrability and the hook secures the ladders in position on the roof ridge. These ladders reach heights ranging from 5m to 6.35m and have a maximum operating weight of 15.6kg. Multi-Function Ladders These offer a multitude of uses in one ladder and are the ideal solution when a self supported and free standing ladder is required. The multi-function ladder can reach heights ranging from 1.9m to 9.7m with operating weights starting at 16.5kg going to 25.6kg. 12 Ladders Ladders Telescopic Work Platforms These platforms are designed to close the gap between ladders and scaffolds. They offer a comfortable, large platform, are fast to be deployed and offer compact storage and transport dimensions. The platforms can reach working heights ranging from 3.4m to 5.15m with platform heights from 0.81m to 3.15m. 13 Ladders Ladders Glassfibre (GRP) Extension Ladders Constructed from glass-reinforced plastic (GRP), these Extension Ladders are ideal for working in high voltage environments, as they are nonconductive, easily visible and non-slip. They reach heights ranging from 0.61m to 4.27m and fully comply with European Standard EN131. Ladder Accessories Ladder Safety Foot: The ladder stopper is an ingenious device, which keeps the ladder in place by spreading the weight of the ladder over a larger area. Ladder Stays: Offer stability and support to your ladder whilst keeping the top of it away from the wall, gutter or window. Aluminium Platform Steps Ranging from 5 tread aluminium steps to 12 tread aluminium steps, light, strong and safe these steps are ideal for home, general maintenance and construction work. Offering simple assembly with a kneerail fitted to the top of the step to give extra grip to the user and a stabiliser bar can also be fitted to the bottom back legs to prevent side slip when using the step. These steps reach heights from 1.25m to 3m with operating weights starting at 9.8kg going up to 17.9kg making these ideal for low level access both indoors and outdoors. GRP Steps The ideal stepladders for electrical contractors. With non-conductive, glass reinforced polyester stiles and non-slip feet, they provide effective insulation and eliminated spark risk. Available with 6, 8 or 10 steps, reaching heights from 2.09m to 3.05m the GRP Steps have a maximum weight of 12.4kg. 14 Podiums Podiums Safe Use of Podiums A podium may be the most suitable equipment to use for work at height if the work is low risk, short duration and not needed very often. Podiums provide low level height access offering a firm platform with adjustable height, and guard rail. They can be tubular selferecting or folded prior to erection, so as to pass through standard doors and corridors. Set-up time is minimal. Podiums became extensively used following the implementation of The Work at eight Regulations. The SE s key message is to put tools and materials onto the podium at ground level wherever possible and always close and lock the gate before starting work. PASMA has introduced PAS 250, a Publicly Available Specification for a low-level work platform with one working platform with side protection for use by one person with a maximum working platform height of less than 2.5 m. PASMA states that podiums designed in accordance with PAS 250 apply current best practice. 26 Working at eight // Podiums Working at eight // Podiums 27

15 Podiums Podiums MiPOD The MiPOD folding work platform is the very latest podium step available. Compact and easy to use, it is ideal for safe low level access as a single person can transport, erect, move and dismantle it. We offer narrow and wide base versions, both of which can easily fit through doorways. The MiPOD is fully compliant with the Prefabricated Access Suppliers and Manufacturers Association (PASMA) new safety standard PAS 250, which sets out the minimum safety and performance requirements for all platforms under 2.5 metres intended for a single person use with one working platform and side protection. It is easily transportable and can be securely and safely stowed with minimum effort. 16 Alloy Towers Alloy Towers Safe Use of Scaffold Towers and scaffold should be erected following a safe method of work, recommended by the Prefabricated Access Suppliers and Manufacturers Association (PASMA), which A-Plant endorses completely. 3T Method (Through the Trap Door) The most common form of build, Through the Trap Door, allows the person erecting the tower to position themselves at minimum risk during the installation of guard rails to the next level. The operator takes up a working position in the trap door of the platform, from where they can add or remove the components which act as the guard rails on the level 1 above the platform. This ensures the operator does not stand on an unguarded platform, but installs the components to a particular level while positioned within the trap door of that same level. Stairwell Towers With guard rail heights ranging from 2-7m, these stairwell towers are ideal for working at height in hard to reach and obscure areas. The Stairwell Towers are 700mm wide, with a length of 1200mm long and have a max load (including self weight) of 750kg. Advanced Guard Rail The advanced guard rail system makes use of specially designed temporary guard rail units, which are locked in place from the level below and moved up to the platform level. The temporary guard rail units provide collective fall prevention and are in place before the operator accesses the platform to fit the permanent guard rails. The progressive erection of guard rails from a protected area at a lower level ensures the operator is never exposed to the risk of falling from an unguarded platform. 20 Alloy Towers Alloy Towers PASMA Training A-Plant Training offers a one-day PASMA Certified Access Tower Training Course. Aimed at users of mobile access towers (both alloy and fibreglass) and anyone working at height, this course instructs delegates how to safely erect, move, inspect and dismantle mobile access towers. The course is recognised by the CITB and the SE. Course Aims Upon completion attendees will understand all current legislation, health and safety and hazard issues. Attendees will be able to safely and legally erect, reposition and dismantle a tower in compliance with manufacturers guidelines. 21 Push Around Verticals (PAV) Low Level Access Our low level access range consists of various Push Around Verticals (PAVs), all of which are available for hire all over the UK. PAVs offer a safe alternative to podiums and towers, simply push in to position, step on to the platform and elevate to the required height. Our PAVs are compact and ideally suited for maintenance and installation engineers carrying out work such as, installing runs of trunking, cable trays, cable runs, pipework and ducting. Pecolift Manual Platform The Pecolift low level access platform is easy, fast and efficient to use as the operator simply steps into the machine, turns the handle and elevates to a working height of up to 3.5m in just 11 seconds. With no need for a power source, batteries or oil, it is eco-friendly and its carbon footprint is even smaller than its working footprint and that s only 985mm x 700mm. What the ealth and Safety Executive Says There are several different types of MEWP with various rated capacities, working heights and outreaches. Before you decide which type of MEWP is the most suitable for the job, think about the following (this list is not exhaustive): eight Application Conditions Operators Obstructions Restraint Checks ow high is the job from the ground? Do you have the appropriate MEWP for the job? (If you are not sure, check with one of our experts) What are the ground conditions like - is there a risk of the MEWP becoming unstable or overturning? Are the people using the MEWP trained, competent and fit to do so? Are operators harness trained and wearing the correct harness? Could the MEWP be caught on any protruding features or overhead hazards, e.g. steelwork, tree branches or power lines? Is there passing traffic, and if so, what do you need to do to prevent collisions? Do you need to use either work restraint (to prevent people climbing out of the MEWP) or a fall arrest system (which will stop a person hitting the ground if they fall out)? Allowing people to climb out of the basket is not normally recommended - do you need to do this as part of the job? as the MEWP been examined, inspected and maintained as required by the manufacturer s instructions and daily checks carried out? 59 Secondary Guarding Secondary Guarding Reducing the Risk of Entrapment Injury A secondary guarding device is a piece of equipment which can be fitted to a MEWP in addition to the primary guarding systems, and is intended to provide an alert that an entrapment situation has occurred. Many sites now demand the use of such devices on equipment operating on their sites. Nifty s Sustained Involuntary Operation Prevention System (SiOPS ) MEWPs offer a safe and efficient way to work at height. Occasionally however, operators can become trapped between the machine and surrounding objects forcing their torso onto the controls. In extreme cases, this can result in sustained involuntary operation of the machine s controls which can inadvertently move the machine and operator towards the obstacle, worsening the injuries caused. Nevertheless, secondary guarding cannot replace the operator s responsibility to be aware of their surroundings and the need to follow the safe working practices. We offer SkyGuard system for use with our JLG booms, as shown in the illustration below. SkyGuard is a state-of-the-art control panel device that provides an innovative solution to preventing injury and fatality from crushing when operating MEWPs. It s able to be retrofitted on all JLG boom lifts in a matter of minutes. Operator moves towards obstruction orn sounds upon operator contact with the bar Auto reverse feature activates for most functions SiOPS eliminates further injury by interrupting all machine movement if an operator is pushed against the cage controls, as illustrated above. It reacts instantly, removing the operator s reaction time to greatly reduce further damage. SiOPS comes as standard on all of our Niftylift MEWPs. The SkyGuard system fits above the control panel. When subject to pressure of around 23kg or more, it stops all functions and immediately reverses most functions that caused the pressure. It can be activated from a variety of angles and has no moveable parts, meaning there s no need for scheduled or additional maintenance. 60 Secondary Guarding Secondary Guarding Genie s Operator Overhead Protection At A-Plant, our new Genie booms have been fitted with secondary guarding as standard. As an optional extra, the Operator Protective Structure (OPS) and Operator Protective Alarm (OPA) can be provided to give additional protection. Operator Protective Structure (OPS) For use with Genie articulating or telescopic boom lifts. Genie s OPS provides protection in the event of contact with overhead obstacles, which are common place in many applications. It features a tubular steel structure designed to transfer the kinetic energy into surrounding structures while maintaining a protected area for the operator. Safety arnesses Guide When working from a boom-type MEWP, it is strongly recommended that a full body harness with an adjustable restraint lanyard be used to provide work restraint. The lanyard should be adjusted to be as short as possible. Vertical Lifts It is not normally necessary for personnel working from a vertical lift to wear fall protection equipment, other than in exceptional circumstances. The need for a fall protection system will be the outcome of a job specific risk assessment undertaken prior to work commencing and taking into consideration the manufacturer s operators manual. Three levels of inspection are recommended: Operator Protective Alarm (OPA) Designed to alert ground personnel when an operator makes contact with the platform control panel by interrupting boom movement, sounding an alarm and causing a light to flash. A pressure sensitive horizontal bar that is fitted at around waist height below the boom lift s control panel. When pressure is placed on the bar, as may be the case if an operator makes contact with an overhead obstacle, the system is activated. Pre-use check - At the beginning of each shift. Detailed inspection - A formally recorded inspection should be undertaken at least every six months. owever, for frequently used equipment it is suggested that this is increased to at least every three months. Interim inspection - These are also in-depth, recorded inspections and may be appropriate in addition to pre-use checks and detailed inspections. 61 Secondary Guarding One of the biggest risks in using boomtype platforms is being catapulted out of the basket. This can happen easily if the boom swings, jolts or tilts away from the machine s centre of gravity. Even a small movement at ground level will create a whiplash effect at platform level. It s your life Wear a harness! Don t risk the catapult effect! The higher you are, the faster you will be thrown forwards or sideways or backwards. ed access is a safe way of working at height. So why take a risk by not wearing a full body harness when using boom-type platforms? There is a real risk of serious injury or death from being catapulted out of the basket. You may not be in any position to avoid violent movement of the basket. But correct use of a harness can prevent you from being thrown out. WorkStation in the Sky The removable WorkStation helps to optimise platform space with compartments for tools such as reciprocating saws, drills or circular saws. The WorkStation has 6 x 6 compartments for keeping boxes of connectors, hangers or other fasteners within easy reach and off the floor. It also features a pull-out tray that provides a flat working surface near the top of the platform rails. An optional 12V plug is connected to the scissor batteries to provide power to the customer-supplied tool or phone charger. Plumbers Package Manufacturer-approved pipe racks provide positive retention of materials outside of the platform, helping prevent rail damage and optimising platform space. Skyjack RT eavy Duty Pipe Rack For even heavier duty requirements, we offer the Skyjack RT heavy-duty pipe rack, with a rated workload capacity of up to 390kg and featuring a spool cable holder, it s ideal for electricians and plumbers working with up to 400mm diameter pipes and 350mm diameter by 150mm wide spools of cable perfect for VAC, plumbing and fire sprinkler installations. Skyjack DC Light Duty Pipe Rack For less strenuous requirements, we offer the Skyjack DC light-duty pipe rack, available on all SJIII scissor lifts. The light-duty pipe rack fixes to opposite ends of the platform and is intended for carrying pipes/conduit up to a maximum diameter of 40mm. Depending on the scissor lift in use, it offers a rated load capacity of 23 or 45kg. Skyjack Material andling Stand The Skyjack material-handling stand can be used with Skyjack s full size rough terrain scissors, providing a safe, secure, and productive solution for transportation and material installation. Transforming 240V to 110V, transformers should be connected as close as possible to the mains/ generator power supply. Single Phase Portable Transformers Portable power tool transformers in various sizes ranging from 2kVA to 3kVA which are designed for intermittent use to suit your equipment. Three Phase Site Transformers These multiple outlet site transformers are available in 3 phase format and will suit the application that they are required for. On-board Generators Our on-board generators come as standard on our range of diesel scissor lifts and diesel booms, also known as power to basket, it s ideal for operators that use hand held power tools for various working at height tasks. ATEX approved and designed for installation on the end of the exhaust line for permanent or temporary use applications. Air Intake Shut Down D Valve The D Valve automatically closes when airflow exceeds its normal operating volume, It s the most effective way of preventing a runaway situation. The engine s air Intake system is completely blocked, cutting off uncontrolled external fuel sources and the air required to keep the engine running. Air Intake Shut Down SVR Valve A compact 12V electric air intake shutoff valve with electrical or mechanical actuation that features solenoid, meaning the valve s sealing element rapidly closes, shutting off intake airflow into the engine. Suitable for Stage 4 engines or if space does allow, the Installation of a D valve. Anemometer Access equipment operators are vulnerable to a number of dangers when working at height, but one danger often overlooked is the wind. This pocket-sized Anemometer device helps operators identify potential unsafe working at height conditions by providing the user with accurate wind speed-readings. Access Control - Trackunit Know the exact location of all units on hire along with their current activity levels to help streamline equipment usage and reduce risk of theft or equipment misuse.
