2 The European Union's development cooperation has allocated EUR 60 million for the Access to Sustainable Energy Programme (ASEP) to support the Philippine government in reaching its electrification and energy efficiency objectives. As an overall target, at least 1.5 million people will be reached by activities under ASEP and is expected to generate electricity savings due to increased energy efficiency equivalent to the greenhouse gas emissions of one 50 MW coal fired power plant by 2020.

3 To provide assistance to DOE and other stakeholders in setting adequate performance requirements for LED bulbs and tubes forecasting the impacts through increased market volume and sales/operation of such products. To support DOE in the establishment of adequate Particular Product Requirements (PPR) for LED products and in the preparation of monitoring and impact assessment following the introduction of such PPRs.

4 Task 1: Market survey and data analysis of LED lighting products available in the Philippine retail market; Task 2: Assessment of the existing lighting stock suitable for replacement by equivalent LED lighting products; and Task 3: Estimation of the energy savings and avoided Greenhouse Gas emissions in the period up to 2030.
