4 nsa listed high security PaPer shredders An Introduction to High Security Paper Shredders High security paper shredders are used to destroy Classified documents (information that is vital to National Security). While there are literally hundreds of models of shredders available from a wide variety of sources, there are considerably fewer models of and sources for high security paper shredders. The information below is provided to give you a basic understanding of paper shredder technology and the best ways to compare models before making a significant long term investment. Strip-Cut Cross-Cut 1mm x 5mm Understanding the differences between shredders There are three basic types of paper shredders, strip cut, cross cut and high security particle cut. Strip-cut shredders provide the lowest level of security and are typically not acceptable for destruction of government documents. Cross-cut shredders produce a much smaller waste particle and are acceptable means of destruction for many documents including CUI - Controlled Unclassified Information (further information on these shredders can be found on page 6.) High Security shredders provide maximum data security by producing a particle so small that reconstruction is thought to be impossible not larger than 1mm x 5mm. There s more to High Security then just particle size If you need to shred Classified documents, you need to use a shredder that produces the previous mentioned 1mm x 5mm particle size. The only way to be absolutely certain the shredder you choose will deliver this particle size is to select a model from the National Security Agency s Evaluated Product List. The NSA conducts rigorous testing of shredders to ensure that they consistently live up to their destruction claims. If a shredder appears on the NSA s Evaluated Products List (EPL) it meets the High Security Destruction Criteria as outlined in NSA/CSS and can be used for destruction of Classified documents. If it doesn t, don t buy it no matter what the marketing material claims. Shred sizes... on the level You may have heard of the international destruction standard DIN Shredder manufactures list six levels of shred sizes even though only five are actually part of the DIN standard. This is important because the standard is observed by all shredder manufacturers. Security Level 5 produces waste particles measuring 1/32 x 1/2 or less. This was the required particle size for Classified documents until the Intelligence Community changed the standard in 2003 to what is commonly called Security Level 6 (1mm x 5mm). Consider the security value of volume Although the shred size for Classified destruction is mandated, even greater security can be achieved by using higher capacity machines. The reason is simple, it is much more difficult to reconstruct 1,000 pages of waste than it is to reconstruct 10 pages. Another technique for increasing security is to intermittently shred non-classified documents. The co-mingled waste is harder to reconstruct. Shredder feed rate, capacity and durability... trust NSA ratings, not marketing propaganda Until recently, there was no way to be certain if a shredder s stated feed capacity was accurate or overstated. Even today some manufacturers tend to stretch the limits of reality when they list a unit s sheet capacity. In 2003, the NSA added something called a One Hour Durability Rating to all shredders on the Evaluated Products List. The NSA takes the maximum number of sheets per feed a manufacturer claims a unit can be fed continuously for an hour and actually conducts a test. If the machine fails to run continuously for an hour due to jams, overheating, etc., the machine fails. Standard 20 lb. copy paper is used for the test. Results are stated in total reams by sheets fed. For example SEM s popular Model 266 Shredder has an NSA Durability Rating of 21 reams feeding 10 sheets at a time. That s 10,500 sheets in an hour. To make evaluating a shredder as easy as possible, SEM includes NSA Durability Ratings in the specifications for all of our high security shredders. Buyers should be cautious of any manufacturer that states a sheet capacity but not an NSA Durability Rating. 6 nsa cui - listed controlled high security unclassified PaPer shredders information PaPer What is CUI? Controlled Unclassified Information (CUI) is the categorical designation that refers to unclassified information that does not meet the standards for National Security Classification under Executive Order 12958, as amended, but is pertinent to the national interests of the United States or to the important interests of entities outside the Federal Government. Simply put, it is sensitive information that needs to be shredded but not necessarily in a high security (Level 6) shredder. What type of shredder should be used for CUI documents? Unlike NSA regulations that carry a particle size requirement, CUI does not by definition mandate a final destruction size. However, it is almost universally agreed that a crosscut shredder should be used. These shredders cut in two directions and produce "confetti" of various sizes. They are often referred to under the international destruction standard DIN as Level 3 and Level 4. Understanding what the levels mean Level 3 is a medium security level that produces particles of 3/16" x 1 9/16" or less. Level 4 is a medium-high security level that produces particles of 3/32" x 5/8" or less. Level 5 is a high security level that produces particles of 1/32" x 1/2" or less. This particle size was the standard for Classified documents until Level 3 is adequate to meet most unclassified government applications. Why the smallest particle isn't always your best bet As a general rule, we think you should always choose the largest shred size that meets your security requirements. Models with larger shred sizes are more durable cutting blades are thicker and tolerances are not as tight so the risk of damage from jams and overfeeding is greatly reduced. They also offer greater sheet capacities, and typically cost less. Level 3 3/16" x 1 9/16" or less Level 4 3/32" x 5/8" or less Level 5 1/32" x 1/2" or less Illustrations represent shreds at actual size. Consider the security value of volume A simple way to increase the level of security provided by CUI shredders is to choose a machine with a large bin capacity. Logic tells us that it is much more difficult to reconstruct 1,000 pages of waste than it is to reconstruct 10 pages, so choosing a larger capacity machine provides greater security. The effect of power on performance Power source and paper shredder performance go hand and hand. If not powered properly, a paper shredder will not run effectively or in some cases at all. When selecting a shredder it is important to consider the impact of it's physical location. Even if the proper electrical outlets are available, they may not provide sufficient power for optimum performance. Some machines require a dedicated circuit which means power comes directly from the breaker and is not shared with any other outlets. Another possible reason for an under performing machine is voltage drop caused by outlets being a significant distance from a circuit breaker. Use of extension cords can create similar problems. Actual vs. Developed horsepower When comparing shredder specifications, many people are confused by horsepower. Often times two shredders that have seemingly identical specifications can have significant discrepancies in horsepower. When this happens, be sure you are comparing actual horsepower with actual horsepower. In an effort to gain a competitive advantage, some manufacturers list only developed horsepower in their specifications. Often times this number can be twice a motor's stated horsepower. 8 magnetic media degaussers An Introduction to Magnetic Media Degaussers Degaussers use powerful magnetic fields to erase data from magnetic storage media such as hard drives, backup tapes, floppy disks, audio/video cassettes, even reel-to-reel tape. A degausser will not work on CDs/DVDs, compact flash cards, USB Thumb Drives or Solid State hard drives (see page 16 for Mixed Media Destroyers capable of destroying these items). Types of Degaussers There are two basic technologies used in Magnetic Media Degaussers. One based on Permanent Magnet Technology and the other on Electromagnetic Technology. Permanent Magnet degaussers come in a variety of types. The most commonly used is a Drawer Style device that deploys DC erasure. This technology uses an array of Permanent Rare Earth Magnets to degauss the media. For the degaussing and erasure of both Non Classified and Classified Data, Neodymium Iron Boron (Symbol NdFeB) magnets are used. With the NdFeB Permanent Magnets arranged in a tested and validated structure, the degausser creates an intense magnetic field without requiring any type of electrical charge. All of the stored data on the magnetic media (Hard Drives or Tapes) is completely erased prohibiting the media from continued use. The major advantages of Permanent Magnet technology: Productivity: Since the technology is not electronic it does not generate any heat which can or may shut down the unit if it overheats. Obsolescence: Permanent Magnets do not degrade over time, thus reducing obsolescence and total cost of ownership. Fast Cycle Times: Media can be degaussed as fast as it can pass between the Magnets. This increases productivity. Most Cycle times are less than 15 seconds. Electromagnetic degaussers are designed to work in both Drawer Style and Chamber Style devices that deploy AC Erasure. This technology degausses by applying an alternating field that is created electronically using AC power through the use of a very large electric capacitor. Capacitors store electrical energy much like a waste storage tank with a shut off valve if it gets too full. As electrical current enters the capacitor, the capacitor lets it pass through unaffected. However, the more current that flows into the capacitor, the quicker it fills. This trigger s the capacitor s shut off mechanism. This process takes time and once full, these capacitors allow the energy to flow to a coil around a Chamber where the media to be degaussed resides. The flow of current around the chamber creates a magnetic field that degausses the media resting inside the chamber. This discharge of power takes less than a second but to fill the capacitors to a level large enough to degauss Classified media takes approximately one minute. Disadvantages of Electromagnetic technology: Productivity: Build up of heat that can shut down the system resulting in loss of productivity. Obsolescence: Capacitors degrade over time and have a finite life span. The end of life can be quick. As capacitors degrade, they may not effectively degauss the Magnetic Media as it did on day one. This leads to uncertainty of the Media being completely erased. Upgrades or replacements are Very Costly Slow Cycle Times: Process to charge the capacitors is very slow (up to 60 seconds ) when compared to permanent magnet technology. Types of Degaussers - Levels of Erasure In addition to classifying degaussers by the way they operate, we also classify them by how completely they erase data from magnetic media. While levels of erasure can vary greatly based on a variety of factors, there are really only two classifications that matter: NSA Evaluated and CUI - Controlled Unclassified Information. CUI Degaussers are appropriate for all but the most critical degaussing applications. Classified data stored on magnetic media must be degaussed in an NSA Evaluated Degausser. The National Security Agency performs tests on degaussers to judge their ability to erase data. The units that they deem effective for these purposes are listed on the NSA Degausser Evaluated Products List. If a degausser is not on the EPL it cannot be used to degauss Classified media. Is it Necessary? To ensure that a degausser is erasing to published specs, many manufacturers suggest recertification. The NSA makes no such requirement but states that degaussers "should be re-tested periodically according to manufacturer's recommendations". 10 hard drive and electronic media destruction An Introduction to Hard Drive Destruction When it comes to hard drive destruction you have a lot of options. Before you choose one, we recommend you evaluate it based on three criteria: Speed, Safety, Ease of Operation. This will eliminate most of the hair-brained schemes that we often see on the internet. SEM offers two different types of hard drive destroyers, crushers and shredders. Both of which are fast, safe and easy to use. The differences between hard drive crushers and shredders Their names really say it all. A crusher uses powerful force applied to the hard drive chassis. Eventually the force buckles and/or pierces the drive housing. The delicate internal platters, and read/write heads are damaged beyond reasonable recovery methods. A hard drive shredder operates much the same way as a strip-cut paper shredder except that the cutting head is much bigger and more rugged. Drives enter the cutting mechanism where they are literally ripped to shreds. The result is a pile of twisted metal that barely resembles a hard drive. Not all hard drives are created equal Hard drives come in various shapes, sizes and materials of construction. Two computers that are the same model from the same manufacturer could very easily have two totally different hard drives. This is important because the size, shape and construction of a hard drive impacts how easily it can be destroyed. Obviously smaller hard drives found in notebook or laptop computers are easier to destroy than standard drives found in personal computers or server storage systems. Both crushers and shredders are capable of destroying any size drive, but thru-put capacity will be much higher for smaller drives than for larger drives. For example, an SEM Sledgehammer Crusher will destroy one personal computer hard drive in 8 seconds. However, the same crusher can destroy four notebook computer drives stacked on top of another, in the same amount of time. Which is right for you? It s usually a question of volume Typically crushers are used in lower volume applications. The SEM Sledgehammer Hard Drive Crusher needs about 8 seconds to crush a drive. This is adequate for most applications. When volumes are much greater, a shredder makes more sense. These larger machines (about the size of a washer/dryer) can be fed much faster and operated continuously for long periods of time. Sole method of destruction or part of a two-step process For unclassified media, a hard drive crusher or shredder used on it s own is an acceptable method for the elimination of data. Because they so significantly damage the drives, it s virtually impossible for anyone or entity except those with the most extensive resources to recover the data. For Classified data, destruction alone is not enough. The Department of Defense mandates that Classified magnetic media must be degaussed (in an NSA Listed Degausser) and then physically destroyed. In these cases, either a crusher or shredder will satisfy the physical destruction requirement. Looking past hard drives to other/new media Crushers crush, and shredders shred. They don t discriminate based on what they are fed. 12 degauss and destroy Bundles An Introduction to Degauss and Destroy When it comes to National Security, there s no such thing as being too vigilant. That s why more and more security professionals incorporate a two-stage approach to eliminating sensitive data from magnetic media. The term degauss and destroy relates to the procedure of degaussing magnetic media to erase its contents, then physically destroying the media so that it no longer functions. DoD Recommendations for Classified Data In the case of Classified data, the DoD strongly suggests following a degauss and destroy plan. Because of the sensitivity of the data, degaussing must be done by an NSA Evaluated Degausser that is listed on the NSA's Degausser Evaluated product list (EPL). However, in the eyes of most security experts, physical destruction generally means some form of crushing or shredding. Degauss and Destroy for CUI or Commercial Information Although there is no current recommendation for degauss and destroy when it comes to CUI information, a strong case can be made for it. Obviously, it s more effective than just degaussing or destroying alone. It guards against human error (a device is not used properly or perhaps not at all) and equipment failure (the degausser is not operating properly or the physical destruction device is not destroying completely). And because the degausser need only be CUI grade, the investment for a system can be quite low. 14 OPtical media destruction An Introduction to Optical Media Destruction Optical media refers to data storage devices that digitally write and read data via a laser diode. The technology was developed in the late 1950s, but didn't become widely used until the introduction of Compact Discs (CDs) and Digital Video Discs (DVDs) in the 1980s and 1990s. While there are some other forms of optical media, for most practical purposes, the term Optical Media is synonymous with CDs and DVDs. Methods of Destruction There are three proven techniques for destroying optical media. Declassifying or Grinding uses abrasive material to grind the data bearing surface from a disc turning it into a fine dust that cannot be reconstructed. This techniques works very well for CDs that store data on the external surface (shiny side) of the disc. It can also be effective for DVDs, but since data on DVDs is actually contained between two disc layers sandwiched together, discs must be split apart and both halves must be declassified. Disintegration uses proven rotary knife mill technology to cut discs until the particles are so small that they cannot be reconstructed or otherwise accessed. Shredding using specially manufactured optical media shredders that function much the same way paper shredders do. The main difference is that optical media shredders are equipped to deal specifically with plastic, have modified feed openings to prevent "flyback" and special bins to eliminate static build up that typically occurs. Optical discs before and after declassification NSA Requirements for the Destruction of Optical Media The NSA Regulation that deals with destroying optical media is NSA/CSS It states that discs be reduced to a waste particle no larger than 2.2mm x 4mm. The NSA publishes a list of Evaluated Products that comply with that specification. Every optical media destruction product that SEM sells is on that list. Choosing the Best Device for Your Needs Usually the number one criteria used to determine the appropriate optical media destroyer is volume. However in some case other factors such as portability, no power required operation, or the ability to destroy other media could be equally important. 2.2mm x 4mm particles shown at actual size If your volume is low, or portability and/or no power required operation is a must, a declassifier (grinder), like the SEM DX-CD2 or DX-CDm, is your best bet. These devices reduce the data layer to 250 microns leaving only a high grade polycarbonate disc that is suitable for recycling. The NIST recommends disc destruction down to 250 microns. If your volume is high (hundreds or thousands of discs at a time) and you are only destroying optical media, a shredder, like the SEM Model 0201 OMD is probably best for you. The 0201 OMD is rated by the NSA at 1,583 discs per hour. Obviously paper is easy to deal with, but what about CDs/ DVDs? Cell phones? Flash memory cards? USB drives? and other media that hasn't even been dreamed up yet? When it comes to these items, a paper shredder just won't cut it. SEM Mixed Media Destroyers have been designed specifically to address the destruction challenges of mixed media. Particle Size vs. Thruput When measuring, or comparing the thruput of mixed media destroyers, it is important to consider the impact of waste sizing screens. Common sense tells us that the larger the holes in the screen, the more thruput the unit is capable of. Conversely, smaller holes reduce a machine's thruput. As an illustration let's look at SEM's popular Model 200. With a 3/32" sizing screen (needed to comply with many NSA requirements) it will destroy up to 70 pounds per hour. The same machine with a 1" sizing screen (suitable for CUI destruction) can destroy almost double that amount, up to 120 pounds per hour. This difference in thruput illustrates the importance of having multiple sizing screens. The main advantages of briquetting include significant reduction in waste volume (up to 90% in some cases) and reduced waste hauling and disposal costs. Additional benefits include improved housekeeping, reduced danger of combustion of loose particles, and perhaps most importantly, a reduction in the volume of waste being sent to landfills.
