5 A PRESENTATION OF SMB DEPOT SMB Depot was built and operational in July It is located at Vridi canal, rue des pétroliers, near SHELL-CI. Il consists of two storage tanks with a total 15, 000 m 3 capacity.
6 REPORT During tank 45T02 operation, alternate liftup movements were noticed. This presentation aims at displaying facts which brought about the liftup phenomenon and at offering remedial actions.

9 ESSENTIAL ELEMENT: BITUMEN EXCESS OR DISCHARGE During the M/T STELMAR ship s loading on 03/19/06, bitumen excess was noticed on the port facilities.
10 SHIP M/T STELMAR
11 INVESTIGATION Shortly after the incident occured on the STELMAR, a maritime expert was appointed (CAMIS) to determine circumstances and causes of the discharge. His approach was the following : Accumulate testimonies from witnesses Inspect all items likely to cause the incident (pumping tank, ship tank, bitumen flexible, ) Understand loading procedures.

13 Data Refinery SIAP s run : about 3.7 km In Refinery, lines and tanks heating are BP steam-made Refinery SHELL s run is heated up by electric heat tracing Other runs are thermal oil-heat from SMB.t depot boilers In refinery, bitumen storage tanks are distributed as follows : 6 bitumen storage tanks 1 cut-back storage tank. After each bitumen pumping operation, the Refinery-SHELL s run is systematically cut-back-set. During the Refinery-SHELL run setting at the end of M/T STELMAR loading, there was noticed a 15 minute- overflow at the ship tank level.
14 Investigation conclusions are as follows : No dysfunctioning regarding the board-ground communication was raised Assumption of late pumping cessation was ruled out (Ships' tanks were not 100% full) Assumption of a powerful air hunting was ruled out Given that no excess or abnormal phenomenon was noticed, either aboard or on ground while loading up the ship, assumption of cut-back contamination by water was admitted. This assumption was confirmed by the internal flexible status, entirely pickled with no bitumen residual trace and through analysis of a product contained in the cut-back tank. Cut-back quality (containing water) was the cause of the accident on the STELMAR during loading and also of the tank 45T02 uplift.
15 REACTIONS Actions conducted by SMB to prevent potential accidents are the following : Transfer all polluted from the sending line in the tank B05 (in Refinery) Abandon cut back utilization on the Refinery SHELL run Rehabilitation works of tank B05 (cut back tank) Urgent Repairing of the Refinery-SHELL run s electric heat tracing system Mending of SMB depot s tank verticality control and foundation
