3 ASIAN HIGHWAY (AH 26): AH26 is the route number given to the Philippine segment of the Asian Highway Network. It is also known as the Pan-Philippine Highway or the Daang Maharlika Highway. 6 EXISTING NATIONAL STANDARDS OF EMISSIONS FOR ROAD FREIGHT VEHICLES The standards and test procedure for smoke emission shall be in accordance with RA 8749 (Clean Air Act) and its implementing rules and regulations. A. B. 9 In order to address the worsening air pollution in the country, the following types of vehicles loaded with EURO 4 fuel shall comply with these corresponding emission limits/standards as per the Philippine Clean Air Act of Source: DENR Administrative Order No dated 24 March 2015 NATIONAL STANDARDS ON VEHICLE EMISSION

10 The ASEAN Framework Agreement on Multimodal Transport (AFAMT) which was concluded in 2005, and as existing multilateral agreement for road freight vehicles, is still being used to facilitate the development and operationalization of efficient multimodal transport services adequate to the requirements of international trade. As of May 2018, the ratification date in the Philippines was on 30 th of June 2008.

11 AFAMT UPDATES & WAY FORWARD The draft executive order (EO) that will designate the Department of Transportation (DOTr) as the Philippines competent national body that will oversee multimodal transport operators (MTOs) is being finalized. The DOTr s Technical Working Group is now finalizing the EO, as well as the joint department order (JDO) creating an interagency technical working group for the implementation of the AFAMT. The, through the then Department of Transportation and Communications (DOTC), committed to the AFAMT in 2005, but has yet to do the groundwork and institutionalize the agreement. In line with the proposed EO, the DOTr is also planning to create an Office for Multimodal Logistics Transport to handle policies and regulations governing the country s MTOs. Source:

12 ENFORCEMENT MECHANISMS The Bureau of Customs strictly observed and implemented the R.A 8506 entitled AN ACT BANNING THE REGISTRATION AND OPERATION OF VEHICLES WITH RIGHT-HAND STEERING WHEEL IN ANY PRIVATE OR PUBLIC ROADS, PROVIDING PENALTIES THEREFOR AND FOR OTHER PURPOSES: It shall be unlawful for any person to import, cause the importation of, register, cause the registration of, use, or operate any vehicle with its steering wheel right-hand side thereof in any highway, street or road, whether private or public or of the national or local government except such vehicles that are acknowledged as vintage automobiles, manufactured before 1960, in showrom condition, and/or are to be utilized exclusively for officially and legally sanctioned motorsports events, and off-road special purposes vehicles.
