The Return Center is a designated site where Polling Place Inspectors and Precinct Coordinators deliver supplies on Election Day. The Alameda County Registrar of Voters has 27 Return Centers on Election Day throughout Alameda County.

Each Return Center is staffed by: 1 Captain 1 Assistant Captain 1 Scanner Operator 6 Helpers 2 3 Ballot Drivers and 2 3 passengers 1 Truck Driver with passenger All Return Center Staff must: Attend a mandatory training class Be willing to work outside Remain at the Return Center until released by the Registrar of Voters

The person in this position is in charge of organizing and managing a Return Center where Critical Assets and Election Supplies are returned on Election Night.

Return Center Supply Box Captain s Packet Return Center #1 Inventory: Use the Captain Supply Checklist inside the Return Center Envelope to make sure supplies are complete. If there are missing items, call the Alameda County Registrar of Voters at (510) 272-6971 before Election Day to arrange replacement. Verify that the Cell Phone is working and fully charged. Call Return Center staffers before Election Day to confirm their arrival at the Return Center at 8:00 p.m. Election Day. Visit the Return Center to become familiar with the location.

Every Captain receives the contact information for every Helper assigned at the Return Center. If there is any change on the list of Helpers at the Return Center, the Captain receives an updated list. Captain: Contact your team members and confirm date, time and commitment to serve at the Return Center on Election Night.

Captain: Administers the Oath of Office and has all the Helpers complete and sign the Payroll form. Captain: Make sure that the information is correct!

Ballot Driver retrieves processed Red Trolley(s) and completed Control Log from Red Trolley Clerk. Verifies and signs Control Log. Red Trolleys are delivered to the Registrar of Voters Office RFID HANDHELD SCANNER, ONCE CHECKED OFF IN THE CONTROL LOG, MUST BE RETURNED BY THE BALLOT DRIVER/PASSENGER IN THEIR LAST DELIVERY TO THE REGISTRAR OF VOTERS OFFICE. The Captain and Ballot Driver sign and print the time Ballot Driver and passenger delivered the Red Trolley(s) to the Registrar of Voters

Captain and Assistant Captain arrive at 7:45 p.m. and set up the Return Center. Each Return Center will receive 2 tables: 1 table for the Red Trolley Clerk 1 table for the Trouble Area

The person in this position is in charge of organizing and managing a Return Center where Critical Assets and Election Supplies are returned on Election Night. At 8:00 p.m., Captain takes and administers the Oath of Office Assigns duties to Helpers on Election Night Manages all stations to prevent bottlenecks Is responsible for overseeing that all procedures and Election laws are followed Wears lime green vest Call Help Desk and report activities at the Return Center throughout the night.

FRONT BACK The Inspectors receive the address where they are assigned to return the supplies. At the back of the Return Center Card, there are reminders about some of the Critical Assets that Inspectors should NEVER FORGET AT THE POLLING PLACE! We have different locations in Schools, City Official Buildings, and Churches.

Responsibilities Manages the Trouble Area (processing the Red Trolleys that may have some issues) Arrives at 7:45 p.m. at the Return Center Wears orange vest Supplies needed at the Trouble Area are the following: Table Cones Scissors White Pull-Tite Security Seals Flashlights (if needed)

Assistant Captain breaks Security Seal and opens Red Trolley to locate missing assets. If asset is found, Captain is given the asset to be scanned and recorded. If asset is not found, the Captain is notified and Poll Workers are sent back to their Polling Place to retrieve the missing asset(s). Assistant Captain keeps the Red Trolley in the Trouble Area and secures unprocessed Red Trolley(s) until Poll Workers return.

If any asset is missing, direct driver to Trouble Area: Assistant Captain will break the Security Seal and open Red Trolley to locate the missing asset. If found, the Captain is given the asset to be scanned and recorded. If not found, the Captain is notified and the Poll Workers are sent back to their Polling Place to retrieve the asset. Assistant Captain secures and keeps unprocessed Red Trolley(s) until the Inspector retrieves the missing item.

Operates the RFID Handheld Scanner to track assets in Red Trolley and V-VPAT Printer The person in this position is in charge of scanning all the Critical Assets arriving at the Return Center Scanner Operator scans the following items: Scanner Memory Pack Touchscreen Results Cartridge Roster-Index Binder(s) V-VPAT Printer (Inside Black Canvas Case)

Assets fail to scan? Assistant Captain will open Red Trolley to locate assets and take the Red Trolley to the Trouble Area Scanner Operator scans assets per barcode scanning procedures: Put the Handheld Scanner into barcode scanning mode by selecting with the stylus: Options (bottom left corner of the screen) Barcode you will see a screen that says Please scan a barcode Scan the barcode on the asset The Asset ID should appear in the box Hit OK The asset should now appear on the screen Afterward, Assistant Captain reseals Red Trolley and gives it to the Red Trolley Clerk

Directs the Poll Workers to the entrance of the Return Center

Scanner Clerk removes the Red Trolley and V-VPAT Printer from the passenger side for the Scanner Operator to scan. Scanner Clerk takes the Red Trolley to the Red Trolley Clerk to be checked in. Informs the Verifier to check the items scanned on the Returned Election Assets and Supplies Checklist (light blue form).

Total number of Precincts assigned Precinct Number Extra space for additional Precincts. At the check-in table with the Return Center Precinct Checklist, Return Center Control Log, and secured Red Trolley(s). Checks in Red Trolley from each Precinct by placing a check mark on the Return Center Precinct Checklist. If the Red Trolley is from another Return Center, write the Precinct Number on the extra spaces of the Return Center Precinct Checklist.

Two (2) Helpers will be assigned as Unloaders. Unloaders are in charge of unloading Turquoise Trolleys from the vehicle, and announcing the items unloaded to the Verifier. All the items removed from the trunk of the vehicle are loaded to the Truck and delivered to the Registrar of Voters Warehouse.

A person assigned to check off items using the Returned Election Assets and Supplies Checklist. Checklist instructions: Ask the Inspector for their Precinct Number Record the Inspector s name, companion s name and the time they arrived at the Return Center. Place a check mark in the appropriate box for all the assets and supplies that each Precinct delivers to the Return Center.

A Ballot Driver and a passenger are assigned to: Retrieve processed Red Trolleys and completed Return Center Control Log from Red Trolley Clerk Verify, sign, and take Return Center Control Log Deliver the Red Trolleys to the Registrar of Voters Office (2 Person Rule) Both return immediately to the Return Center

Assigned to transport V-VPAT Printers, Turquoise Trolleys, Precinct Coordinator Supplies and other Election Supplies to the Registrar of Voters Warehouse. V-VPAT Printer Turquoise Trolley Mat Light Wedge Precinct Coordinator Red Trolley Precinct Coordinator Turquoise Trolley Precinct Coordinator unused ballots All Precinct Coordinator Supplies

Keep Express Lane moving. If an Inspector is having problems, direct them to the Trouble Area where the Assistant Captain is. DO NOT let an Inspector wait in line if there are issues with the supplies. Express Lane is for cars with no problems. Oversee all stations to prevent bottlenecks.

Precinct Coordinators are assigned Precincts to support on Election Day. They must ensure that these Precincts report to the Return Center Precinct Coordinators possess supplies which are collected only AFTER ALL Inspector supplies have been received

Precinct Coordinator Unused Official Ballots Precinct Coordinator Turquoise Trolley Precinct Coordinator Cell Phone Blue Voting Booth Precinct Coordinator Red Trolley Use the Checklist for Supplies and Phone Returned by Precinct Coordinator to collect the following: Cell Phone, charger, and pouch Red Trolley and Turquoise Trolley Make sure Precinct Coordinator Red Trolleys are not taken by the Ballot Driver Precinct Coordinator Turquoise Trolleys will have a feature to distinguish it from the Inspector Turquoise Trolleys. Unused Official Ballots Any other miscellaneous supplies, and their Precinct Coordinator Packets

Call the Help Desk to report that all supplies are in and to receive permission to close the Return Center. All Precinct Coordinators packets and payroll forms should be neatly placed inside the Return Center Supply Box. Place the Captain s Packet inside the Return Center Supply Box. Place the Return Center Supply Box in the back of the Truck.
