2 GENERAL INFORMATION A Return Center is where Inspectors deliver the Red Trolley, Turquoise Trolley, and V-VPAT Printer on Election night. Precinct Coordinators likewise deliver their Unused Ballots Boxes and other supplies here. Each Return Center is managed by: 1 Captain (responsible for the operation of the Return Center) 1 Assistant Captain (who helps in the Troubleshooting Area) 1 Scanner Operator 6 Helpers (assist Captain) 2 4 Ballot Drivers and 2 4 Passengers (Deliver Red Trolleys to Registrar of Voters - 2 person rule) Truck Drivers (Transport V-VPAT Printers, Turquoise Trolleys, and other election supplies to the Registrar of Voters Warehouse). PRIOR TO ELECTION NIGHT Inventory: Use the Captain Supply Checklist inside the Return Center Envelope to make sure supplies are complete. Verify that the cell phone is working and fully charged. If there are missing items, call (510) before Election Day to arrange replacement. Call Return Center staffers one week before the election to confirm their arrival at the Return Center at 8:00 pm Election Day. Visit Return Center to familiarize yourself with the location. ELECTION NIGHT PROCEDURES Captain, Assistant Captain and Truck Driver arrive at 7:45 pm to begin set up, per diagram; all remaining staffers arrive at 8:00 pm. Captain calls the Help Desk to check in. Captain administers the Oath and has staffers sign the Payroll/Oath form and encloses the signed Payroll/Oath form inside Return Center Envelope. Captain sets up Return Center as demonstrated in the diagram: 2 Tables (1 in Trouble Area and 1 in Red Trolley Area) Captain assigns jobs and explains the duties to helpers. 3 2 Unloaders They announce the items being removed from the trunk to the Verifier. Load Turquoise Trolleys into the trucks. Scanner Clerk Removes the Red Trolley and V-VPAT Printer from the passenger side of the car Holds the Red Trolley and V-VPAT Printer for the Scanner Operator to scan Verifier - checks off items on their Returned Election Assets and Supplies List: Verifier stands next to the Scanner Clerk Assets - Touchscreen Results Cartridge, Scanner Memory Pack, Roster(s), V-VPAT Printer Red Trolley Turquoise Trolley Mat, Lights, Wedge (if any) Scanner Operator Scans Red Trolley and V-VPAT Printer Verifier checks off items/assets on the Returned Ballots and Election Supplies List as these are scanned. After all assets are checked off, Verifier records the time, Driver and Passenger names. CLOSE TRUNK, DO NOT SLAM!!! If any asset is missing, direct Inspector to the Trouble Area. Scanner Clerk takes Red Trolley to the Red Trolley Clerk to be checked in. Unloaders take V-VPAT Printer, Turquoise Trolley, Wedge (if any), Lights (if any), and Mat (if any) to the truck. If Red Trolley does not scan, notify Captain and direct car to Trouble Area. If any assets are missing, direct driver to Trouble Area. Trouble Area: Assistant Captain - Breaks Security Seal and opens Red Trolley to locate missing assets. If found, Captain is given the asset to be scanned and recorded. If not found, the Captain is notified and Poll Workers are sent back to their Polling Place to retrieve the missing assets. Assistant Captain takes Red Trolley to the Red Trolley Clerk, who secures unprocessed Red Trolley until Poll Workers return. Page 3 of 5 Revised 12/2017
4 Red Trolley Clerk - Sits at the Check-in table with the Precinct Checklist, Control Log and secures Red Trolley. Checks in Red Trolley from each precinct on the Precinct Checklist and Red Trolley. Ballot Drivers - When instructed by the Captain, 1 Ballot Driver and 1 Passenger deliver the Red Trolleys to the Registrar of Voters. Retrieve processed Red Trolley and completed Control Log from Red Trolley Clerk. Verify and sign Control Log. Red Trolleys are delivered to the Registrar of Voters; driver and passenger return immediately to the Return Center to await next delivery assignment. RFID/HANDHELD, ONCE CHECKED OFF THE CONTROL LOG SHEET, MUST BE RETURNED WITH THE BALLOT DRIVER/PASSENGER S LAST DELIVERY TO THE REGISTRAR OF VOTERS OFFICE CAPTAIN - Oversees all stations to prevent bottlenecks Once the Red Trolley Clerk has 4 5 processed Red Trolleys, dispatches Ballot Driver and Passenger to Registrar of Voters immediately. CLOSING THE RETURN CENTER When ALL Inspectors supplies are received, collect Precinct Coordinators supplies. Use the Checklist for Supplies and Phone Returned Form to collect the following: Red Trolley Turquoise Trolley with Supplies Cell Phone, Charger and Pouch Sealed Ballot Box Unused Official Ballots Any other Misc. supplies Call the Help Desk to report that all supplies are in and receive permission to close the Return Center. Pack ALL Return Center supplies and load onto truck. If given a key to open/close Return Center, enclose key in the Return Center Envelope and seal or follow instructions from Return Center owner. DO NOT LEAVE RETURN CENTER UNLESS PERMISSION HAS BEEN GRANTED. Page 4 of 5 Revised 12/2017
5 RETURN CENTER Q/A Q: What do Inspectors retrieve when they are sent back to the Polling Place? A: The Memory Pack, Results Cartridge Card, Roster, and V-VPAT Printer. Q: What items are loaded in the truck? A: The Turquoise Trolley, the V-VPAT Printer, mats (if any), and other items the Inspector returned by mistake. Precinct Coordinator supplies are collected last. Q: How do I handle difficult staff? A: Remind staff that YOU are the Captain and manager of the Return Center. If needed, call the Help Desk for assistance: (510) or (510) Q: How are Precinct Coordinators utilized at Return Centers? A: They assist in various Return Center stations as needed EXCEPT as Ballot Drivers. They retrieve assets from Polling Places (Precinct Coordinators do not have building keys). They can assist Captains in collecting Precinct Coordinator supplies. Q: How do I provide feedback to the Registrar of Voters?
