1 CUSTOMER - FREQUENTLY ASKED QUESTIONS Version 1 EROAD ELD Do you allow yard moves and personal conveyance and how does this work? Yes, the EROAD ELD allows yard moves (ON YM) and personal conveyance (OFF PC). Each carrier determines whether to enable the yard moves and personal conveyance statuses, which can be enabled per fleet or per driver. These are optional duty statuses that drivers may select on the EROAD ELD after the motor carrier sets these permissions in the driver s profile in Depot. Note: Motor carriers might need to define and set their criteria for driver use of yard move and personal conveyance duty statuses in their company policies. Can I assign a PIN to my mechanic for yard and service moves? Yes. A mechanic may be set up with a driver profile in Depot. EROAD recommends setting the mechanic s profile to an ELD Exempt driver, if the mechanic only drives around the yard and does not require an ELD to keep track of his hours of service. This allows the mechanic to login and attribute hours and miles as an exempt mechanic, rather than be treated as unassigned driving time, which creates additional work for backoffice staff and can cause data diagnostics on the ELD. EROAD recommends that a mechanic who is also a driver requiring an ELD to keep track of his hours of service should be set up as a driver with the Yard Move status enabled. This enables the driver to capture any time spent performing yard moves as on-duty but not driving. My light trucks don t require an ELD, but I like the activity tracking and driver identification. Can EROAD help me? Yes. EROAD hardware can be installed into light vehicles to track vehicle activity and Driver ID. You can set up the driver to have Driver ID and monitor which driver is operating in any vehicle including light trucks. You may also opt to have an ELD installed into any vehicles that don t strictly require one, and set up any drivers that aren t required to maintain a record of duty status as ELD exempt. 2 Can I get the ELD in another language? No. A commercial motor vehicle driver is required to read and speak the English language sufficiently to make annotations and entries on the ELD as well as communicate, understand, and respond to roadside inspector inquiries. See 49 CFR for more information, if needed. What should I do if I need help after hours? Contact your motor carrier if you encounter issues with malfunctions or data diagnostic events. Make sure to record your hours using paper log books until you have been advised by the carrier that the issues have been resolved. Does EROAD use a 4G cell? EROAD uses a 3G connection. 4G does not mean wider coverage; it means higher bandwidth. Our data is not large enough to need a 4G connection. Does the size of EROAD s ELD comply with DOT requirements? Yes, EROAD s ELD meets the FMCSA technical specifications outlined in 49 CFR 395, Subpart B. There is no size requirement for the device s display. What should I do if the ELD becomes damaged or malfunctions? Drivers should compare the diagnostic issue on the ELD to the explanation on the Resolving Data Diagnostic visor card to determine their next steps. Driver s should then call their motor carrier for additional instructions. Drivers should keep paper log books if they cannot resolve an issue by following the instructions on the visor card. Can the driver make edits or changes to Yard Move and Personal Conveyance statuses later if the entries were a mistake? No. A driver operating under one of these special driving statuses must select the driving status before the start of the status and then deselect it when the status ends. The recorded information cannot be edited or changed once the status is automatically captured. The driver or carrier can only annotate and capture what should have happened on the records, if the driver has made a mistake. See section (a)(2) of the regulations for more information. 3 Can the Yard Move status be triggered automatically by the ELD when the vehicle enters a geofence? No. The driver must manually select the Yard Move status. A geofence can be a useful tool for those in the motor carrier s back office to note the time that was spent in the Yard Move status and inspect that the duty status was captured correctly. If the truck is powered off while in Yard Move or Personal Conveyance status, can the ELD stay in that status when the truck is powered on? No. The Yard Move or Personal Conveyance status is removed if the vehicle goes through a power off cycle (the ELD or vehicle engine is turned off then turned on). The driver must manually re-select the Yard Move or Personal Conveyance status if they want to stay on that special driving category, or ensure that the engine power remains on. See section of the regulations for more information. Note: Ensure that the on-duty Yard Move status is selected before you start driving around in the yard, even if you turned your engine off while in that status. Question What happens when a driver forgets to change duty status after driving? The ELD automatically changes the driver s status to On-duty after six minutes, when a driver has finished driving and forgot to change out of Driving status. After five minutes of the vehicle being stationary, there must be a prompt for the driver to acknowledge if he/she is still in Driving status or would like to change, per the ELD mandate. The prompt gives the driver 60 seconds to respond, adding one additional minute to the initial five minutes. The ELD must automatically change the duty status to On-duty, not driving, if there is no response from the driver. The six minutes are attributed to driving time in this event, which cannot be edited. However, the On-duty status that begins after the six minutes can be corrected, as necessary, by either the driver or the carrier. HOURS OF SERVICE If I let the truck run to heat or cool the truck, does this affect my hours of service? Your duty status does not automatically change by turning on the ignition for your vehicle if you need to heat or cool the truck. You can set your duty status when you login to the ELD. The EROAD ELD automatically changes your duty status to Driving status as soon as you start driving your vehicle and its speed reaches five miles per hour, per the ELD mandate. 4 Where can I see my violations? The driving screen alerts drivers about how much time they have left until the next violation. You can see real-time violations when any one of the three hours of service counters on the EROAD ELD reaches zero (11-hour driving limit, 14-hour driving window and 60/7 or 70/8 on-duty limit). Drivers can also see a counter for the 30-minute rest break requirement on the Driving screen. Historic violations are tracked and reported in Depot. Does Yard Move status impact the 11-hour or 14-hour window? Yard Move is an on-duty status, but it is not considered driving. The time spent in Yard Move is part of the 14-hour shift window, but it does not count towards the 11-hour driving limit. Yard moves are counted as On-Duty time, so they also count toward the 60/70-hour duty cycle, as well as counting toward the 30-minute break requirement. Does the screen show Hours of Service (HOS) when driving during the day or night? Yes, the driving status screen always displays as a black background behind the data, such as 7h 31 until break due. This number counts down until the next potential violation. The driving status screen always shows the counter with the least remaining time between the 30-minute rest break, 11-hour driving, 14-hour shift and 60/70-hour duty cycle counters. Does the EROAD ELD add up driving time or count down driving time on its display? The three counters on the home screen count down the hours you have on the 11-hour Driving Limit, 14-hour Driving Window and 60/7 or 70/8 Duty Cycle. The bars below each number display the fraction of time remaining for each counter. A counter displayed counts down while driving and shows the time remaining until the next required break. Does the AOBRD grandfathering clause apply on a carrier basis or on a vehicle basis? The grandfathering applies on a vehicle basis. The existing AOBRD can be installed in the new vehicle if the carrier uses an Automatic On-Board Recording Device (AOBRD) in a vehicle, which is replaced with a new vehicle. However, a carrier may not purchase and install a new AOBRD in a vehicle after December 18, The FMCSA response is on following FAQ website: TEL SW Mohawk Street Page 4

5 ELD LOGS Can my carrier edit my logs without my approval? No. The carrier may suggest edits to a driver s ELD records to ensure accuracy after reviewing a driver s submitted and certified records. However, a driver must accept or reject any proposed changes to implement the edits on the driver s ELD records. The driver must recertify and resubmit the records after the driver accepts and confirms the carrier edits. Refer to section (d) for more information, if needed. What edits can my carrier make to my logs and how can I see who suggested the edit? Carriers can review and suggest edits to the driver s submitted and certified ELD records. The carriers have the same editing limitations as a driver. Automatically recorded driving time cannot be shortened. The driver s ELD record cannot be edited or reassigned without the driver s permission. Carriers may also suggest assignments of unidentified driving time. Drivers are notified when there are pending edits to be reviewed. After making an edit, the support personnel s ELD user account name shows in the Origin field on the ELD Edited Log review screen. My driver insists the logs are incorrect. How accurate is the system and how can I address this concern? EROAD ELD has been designed to automatically capture driving time. However, the driver must manually record other duty statuses such as Off Duty, On Duty Not Driving, Sleeper Berth and special driving categories, such as Yard Move or Personal Conveyance. If the driver notes that the logs are incorrect, the driver can make corrections to his records using the easy editing feature on the EROAD ELD. Drivers can also use the remarks function to add information about the log and/or a particular duty status to document any potential discrepancies within the record. I just approved my driver for yard moves and personal use. Can I apply these duty statuses retroactively to a trip? No. A driver who is permitted to use special driving categories, such as Yard Move and Personal Conveyance, must select one of these statuses before driving. The driver may annotate the record after driving by adding a remark for the driving time to note that it was done for Yard Move or Personal Conveyance, and ensure the records are kept up to date. 6 How can I export driver logs for multiple weeks at a time or a date range? You can export driver logs for one or several drivers. The options to export driver logs are eight days or one month. The driver logs are in PDF format. How can I export a driver s FMCSA output file for multiple weeks at a time or a date range? You can export and one or several drivers FMCSA output files for various time periods. You can select multiple drivers on the Driver tab and choose to have the output files ed to any recipient. You can export an FMCSA output file for the following time periods: eight days, one month, two months, three months, or six months. How long are my logs retained? The ELD displays eight days of data, and then the data is retained and accessible for at least six months on Depot. Can you edit logs after they are certified? Yes, certified logs for the last eight days can be edited on the ELD and then be recertified. Outside of the eight days, back-office staff must suggest an edit through Depot. Logs must be recertified any time they are edited. Can drivers assign unidentified trips to themselves? The ELD retains unidentified trips for eight days. Drivers can review unidentified trips at login. They are required to accept or reject these trips before driving. How do I manage my logs when I drive into Canada? The EROAD ELD is designed to meet the requirements of the U.S. Federal Motor Carrier Safety Administration (FMCSA). The driver can display and export the driver s current day and prior seven days of ELD records. The Canadian Council of Motor Transport Administrators (CCMTA) National Safety Code (NSC) requirements (Standard 9 HOS s84) specify that drivers must keep their current day and prior 14 days of hours of service records in their possession for display and transfer during a roadside inspection. 7 EROAD recommends that the driver s and prints the ELD records for two weeks prior to the current day before the driver enters Canada to ensure compliance with the Canadian requirements. If a driver wants to update duty status while away from the vehicle, are the engine hours and odometer readings required to make these updates? No. Engine hours and odometer readings are not required unless automatically recorded with the event on the ELD. For example, it can be left blank if the driver is entering duty statuses such as On-duty or Off-Duty away from the vehicle. ROADSIDE INSPECTIONS What should I do during a roadside inspection? Change your duty status to On duty and power off the ignition. Follow the EROAD Roadside Inspection procedure described on the visor card and/or the ELD User Manual. Is a printer required for roadside inspections? No. The EROAD ELD is designed for inspectors to view logs directly on the device. The EROAD ELD can also transfer the ELD data to the enforcement system. However, if the data transfer fails, at least one back-up option is required for the ELD to be able to either: (1) display on the ELD or (2) print the current and previous seven days of driver records from the ELD. EROAD satisfies the display requirement as the backup option. Is my location and log information automatically available to the DOT? No. All data belongs to you and is securely stored by EROAD. The driver must assist in transferring ELD data during a roadside inspection. If the driver rejects the unidentified driving time, what is displayed for that driver on the ELD and for roadside inspectors? All the unidentified driving time must be assigned to a driver by either the driver or the carrier. Even if the driver rejects an unidentified driving time, it remains on the ELD that created the trip and is shown to the roadside enforcement official. The roadside enforcement official then investigates and determines whether it belongs to the driver or to another driver. TEL SW Mohawk Street Page 7

8 Does the graph grid need to meet a specific size requirement for display and/or print? The ELD must have the capability of transferring the ELD data to the enforcement system. However, in case the data transfer fails, a back-up option for the ELD is required to either: 1. Display on the ELD, or 2. Print the current and previous seven days of driver records from the ELD There are no size requirements for the graph grid on the display. However, there is a size requirement for the printout, which must be at least six inches by one and one-half inches. EROAD satisfies the Display requirement as the backup option. DEPOT APPLICATION Where do I review logs for unidentified driver trips? You can review the unidentified driver trips in the Depot Action Center, which can be accessed from its shortcut on the top right of the page. Each trip is listed in chronological order and the name of the driver that logged in prior to, and immediately following the unidentified trip is provided to make it easier for you to assign the trip to the correct driver. Once you have assigned the trip to the correct driver, it remains pending until the driver confirms or rejects the assignment. If the driver confirms, it becomes part of his records and appears in his Driver Logs. Once a driver accepts an unidentified trip, it cannot be reassigned to any other driver. How often do logs update in Depot? The drivers logs are updated in Depot in real-time when the ELD has cellular connectivity, and the ELD records are synchronized via Depot to any EROAD ELD that a driver may log into within the same organization. How long does EROAD store driver logs? EROAD ELD records are retained for the required duration of six months. You may need to keep records longer for other business purposes, and EROAD has the capability to keep records for longer time periods. TEL SW Mohawk Street Page 8

9 What happens to records if I delete a driver? Deleting drivers in Depot prevents access to their logs. EROAD recommends that you do not remove drivers because of this limitation. If you want to delete a driver s logs, first export their logs prior to deleting them on Depot. EROAD is working on enhancing the Depot to enable you to view and export logs of de-activated/deleted drivers. I don t want my drivers making edits. Can I restrict this activity? No. You may not restrict the driver from making edits to the ELD records per FMCSA regulations. Drivers must be able to edit their logs. DEPOT APPLICATION: CARRIER EDITS How can I change the logs for my driver, who forgot to change duty status to Off Duty at the end of the shift? The ELD automatically changes the driver s status to On-duty after six minutes, when a driver has finished driving and forgot to change out of Driving status. The vehicle must remain stationary during this six minutes for this to occur. The automated status change to On-duty can be edited to an Off-duty status if the driver was having a rest break at this time. The easiest way for you to correct the driver s duty status from On-duty to Off-duty is by selecting the On-duty status and changing it to Off-duty with a remark to explain the change. The driver is notified on the ELD the next time they login that there is an edit to accept or reject. Can I insert a duty status for a driver (such as if the driver wants to add a rest break)? Yes. You can insert a duty status in a driver s logs only if it does not conflict with any automatically captured driving time. Click the Add Duty Status button and enter the start time, end time, duty status, vehicle number and a remark, as required. This becomes part of the driver s logs if the driver accepts the edits. 10 Why can t I edit the start time for certain duty status events? The ELD mandate specifies that automatic driving time cannot be edited or changed. This means that the start time of any duty status events that follow a Driving status cannot be edited. The start time must not overlap with any Driving status when you want to add a duty status to a driver s logs, including Yard Move and Personal Conveyance. How do I check the status of the edits I suggested for my drivers? Click the Driver tab to see a list of your drivers on the left side of the screen. A status of the edits you suggested appears on the right side of the screen. You can click to see all pending, accepted, and rejected edits. For each of your drivers, you can view your edits by clicking on the driver s logs. Your edits show on the driver s logs with a grey background. You can check the status of the edit by clicking on the edited duty status. FREQUENT SCENARIOS What driving events can I edit? Editing any events related to driving (Driving, driving under Personal Conveyance, driving under Yard Move categories) are not permitted only annotation is permitted to add a remark on a mistake. What corrections are needed if a driver forgets to go off duty after driving and remains in On-duty (not driving) status? The solution requires editing the duty status in the driver s logs. The driver can make corrections on the ELD if the event was within the last seven days, or the logs can be edited by the back-office personnel in the Depot application. Driver The driver selects the affected period on the EROAD ELD in-vehicle device and then taps Edit. Then the driver changes the status to Off duty. Back office carrier edits Ensure that the driver has first certified the day. Select the period of On-duty (not driving) that you want to edit and then change the status to Off-duty and add a remark explaining the edit. Update the log when you are finished. This action sends a note to the driver to accept or reject the change. A prompt displays on the ELD to recertify the logs, if the driver accepts the suggested change. TEL SW Mohawk Street Page 10

11 The driver turned off the truck while in Yard Move status, but why didn t the ELD stay in Yard Move status when the truck s engine was turned on again? The ELD mandate requires Yard Move status to be removed when the truck is powered off. Drivers must remember to check the status before driving. Tap Yard Move after turning on the ignition if you are still working in the yard. What should we do when the driver forgets to switch to Driving status after using Yard Move? A best practice is to have drivers select either On-duty or Driving status after they are finished with yard moves. The affected period of Yard Moves driving can be annotated with the Remark feature to explain what happened, if the driver forgets to change out of Yard Moves status. What should a driver do if asked to move the truck while on a lunch break? The ELD mandate specifies that automatic driving is recorded once the truck reaches five miles per hour. An option for the driver to move the vehicle in the yard without interrupting a break is to drive under five miles per hour. How is location displayed? The location is displayed as converted latitude/longitude data, as required by the ELD mandate. The location shows how many miles and direction (such as northwest) away from a city and state with a population of 5,000 or more people. The miles shown are air miles and not road miles. The nearest city might be outside of the state in which the vehicle is operating. TEL SW Mohawk Street Page 11
