6 ELD: WHAT TO ASK FOR Our formula for a best-in-class ELD: Is not dependent on the driver carrying a phone or tablet with an active data plan in order for it to be a compliant product. Uses a secure wired connection to the ECM that isn t going to drop or fail. Is capable of fully functioning on pre-2000 vehicles without an ECM connection. Is also a fully compliant HOS solution. Provides cloud-based web application for secure automated reporting and record keeping. Allows real-time visibility of driver HOS information. 7 ELD MANDATE: KEY DATES PAPER February 16, 2016 December 18, 2017 December 16, 2019 Effective date ELD providers with compliant product can register on the FMCSA registry. Phase 1 Compliance date ELD becomes mandatory for qualifying carriers and drivers. Phase 2 Full compliance date End of AOBR Grandfathering. All carriers and drivers must abandon AOBRs and use ELDs. Phase 3 Awareness and transition Carriers and drivers can voluntarily adopt ELDs. Should research and evaluate ELD options, and prepare to transition to ELDs. Phased-in compliance Unless carriers and drivers are using AOBRs, must adopt ELDs. Full compliance All carriers and drivers must adopt ELDs. ELS AOBR ELD
