Aldridge Transportation Consultants, LLC Page 2 of 12 BACKGROUND INFORMATION This traffic impact study provides an analysis of the traffic impact occasioned by the development of the northeast corner of 136 th and Holly in Thornton, Colorado. The development plan proposes construction of a 3,000 square foot 7-11 store and a future 5,000 square foot retail building on the adjacent property directly to the east. Figure 1 shows the location of the site, adjacent streets and intersection, proposed access locations and type, proposed street improvements including a potential new southbound right turn lane, and restriping to accommodate the access locations. Aldridge Transportation Consultants, LLC Page 3 of 12 In compliance with the City of the Thornton Traffic Impact and Access Study Guidelines, Figure 2 presents the 2035 volume forecasts from the City of Thornton Transportation Plan 2009. A black arrow on the graphic shows the project location. The volume forecasts for 2035 are 13,000 ADT on Holly St. north and south of 136 th Ave. and 9,000 ADT on the west leg of 136 th Ave. and 11,000 on the east leg. The COT plan indicates that 136 th Ave. will remain a four-lane facility as shown on Figure 13 in the COT plan for the 2035 scenario and that Holly St. will be improved to four-lanes as shown on Figure 13 (in the COT plan) and six-lanes as shown on Figure 15 (in the COT plan) in the ultimate section. Aldridge Transportation Consultants, LLC Page 4 of 12 GENERAL EXISTING CONDITIONS 136 th Ave. and Holly St. are Major Arterials per the City of Thornton Transportation Plan 2009. 136 th Ave. is a four-lane roadway with a painted center median. Holly St. is currently an undivided, two-lane roadway. All approaches include auxiliary turn lanes except on the southbound approach where only a short paved section of approximately 25 feet functions marginally as a right turn lane. The left turn lane on the southbound approach includes 200 feet of storage and a 100-foot taper. Both the left turn lanes on the eastbound and westbound approaches include 275 feet of storage and a 100-foot taper. Both also have an outside left turn lane that is currently striped out that could become a future dual left turn lane. The right turn lane on the eastbound approach is 200 feet long with a 100-foot taper. The right turn lane on the westbound approach is 450 feet long with a 100- foot taper. On the northbound approach, the inside through lane terminates as a left turn lane. The right turn lane is 150 feet long with a 100-foot taper. On the south leg of Holly St., the fullmovement intersection of E. 135 th Pl. is approximately 400 feet south of 136 th Ave. To the east, 136 th Ave. terminates now at Monaco St. but an extension to Quebec St. is under construction and should be open this year. According to 24-hour counts taken on May 6, 2015, on the west leg of 136 th Ave. the current daily volume is 12,283 ADT and 2,179 ADT on the east leg. On the north leg of Holly St., the current daily volume is 8,389 ADT and 11,024 ADT on the south leg. The 24-hour counts are included in the appendix. The intersection of 136 th and Holly was counted for the AM and PM peak hour turning movements also on May 6, 2015. Of note, Horizon High School was in session the day the counts were taken. The counts are provided in the appendix. The intersection is traffic signal controlled with protected/permitted left turn phasing on all approaches. The HCM 2010 analysis indicates that the intersection operates at LOS C/C in the AM/PM peak hours, respectively. Pedestrian crossing push buttons and countdown signal heads are located on the signal pole on each corner. These actuate the signal timing to allow a pedestrian time to cross at 3.5 feet per second. Pedestrian crossings are low with one (1) crossing southbound Holly, one (1) crossing northbound Holly, one (1) crossing eastbound 136 th, and two (2) crossing westbound 136 th in the AM peak hour. Similarly, in the PM peak hour, one (1) crossed over northbound Holly and two (2) crossed southbound Holly. Each corner is ADA compliant. In a quarter-mile radius, there are three street intersections, and three high school access points. Two are entry only from 136 th Ave. and there is a access to a parking lot from Holly St. Figure 3 shows the accesses within the quarter mile. The surrounding land use is primarily residential. Horizon High School is west of the site and a regional park is in the southwest quadrant.

The proposed use is a convenience store with gas pumps, ITE Code 853, and general retail, ITE Code 820. The table shows the ADT and the AM and PM peak-hour trip generation.

On Holly St., a 3/4 movement access is proposed at approximately 330 feet north of 136 th Ave. This study also examines the potential for a fullmovement access at this location. On 136 th Ave., a right in/right out access is proposed approximately 300 feet east of Holly St. Figure 1 shows the location of the accesses and a fully functional right turn lane on the southbound approach Holly St. As included in the analysis of a full-movement on Holly, a right turn lane will be required to be designed and constructed with this development only if the full-movement access is approved. The site trip distribution is based on an assessment of the reasonable origin/destination trip paths to/from the adjacent residential areas and assumes the extension of 136 th Ave. is open. The trip distribution is set at 35 percent to/from the north, 30 percent to/from the south, 20 percent to/from the east, and 15 percent to/from the west. The trip distribution does not change with the 3/4 movement or full-movement access on Holly. The traffic assignment however will change as depicted in Figures 4 & 5. TRAFFIC ASSIGNMENTS AND OFF-SITE TRAFFIC ANALYSIS The following figures show the AM/PM trip assignments for the 2015 and 2035 AM and PM analysis periods. The trip distribution and assignment is the same in both horizons. Generally, for a 7-11, the assignments assume that the majority of traffic will enter and exit in the same direction, left in and left out or right in and right out, (aka a pass-by trip) and that others will return to their origin. With a 3/4 movement on Holly St., to go east, south, or west requires traffic to exit westbound at the right in/right out movement on 136 th Ave. In addition, to go east on 136 th Ave. requires a U-turn at the intersection. Figures 4 and 5 shows the trip distribution and assignment for the full-movement and 3/4 movement scenarios in the 2015 and 2035 AM and PM peak hours.

The first is an opening day 2015 scenario with the extension of 136 th Ave. to Quebec St. and a fully developed site. The 2015 scenario assumes that the volume on 136 th Ave. east of Holly St. will triple when the extension is complete and operating. The tripling was determined by a review of the traffic shed from developing areas in the southeast quadrant of Monaco St. and 136 th, and on the northeast and southeast quadrants of Quebec St. and 136 th. These

Aldridge Transportation Consultants, LLC Page 8 of 12 developments exhibit the same pattern of development currently on the north and south sides of 136 th west of Monaco St. The existing turning movement volumes have been adjusted accordingly to balance the in and out from the east leg of 136 th Ave. Figure 6 illustrates the methodology used to determine the growth factor of three times. Figure 6 Illustration of Methodology to Determine ADT on East Leg of 136 th Ave. The 2035 projected volumes in the Thornton Transportation Plan 2009 indicate that Holly will carry 13,000 ADT both the north and south legs. The volumes show 9,000 ADT on 136 th Ave. west of Holly and 11,000 ADT on the leg east of Holly. However, the west leg on 136 th currently carries 12,283 ADT, which is greater than the plan s 2035 projected volume of 9,000 ADT. Initially, ATC attempted to match the COT forecasts by increasing the applicable PM peak hour turning movement volumes as needed so that the departing movements and the receiving movements on each leg would compute to 10 percent of the COT forecasts. This is Method 1 and is described in more detail on a worksheet in the appendix. The City staff, however, believes that the COT plan 2035 traffic forecasts are too low and directed ATC to use a three percent per annum growth rate. Method 2 determined the 2035 ADT by simply

Aldridge Transportation Consultants, LLC Page 9 of 12 applying the three percent per annum growth rate, a 20-year growth factor of 1.8, to each movement in the intersection. This method as described in more detail in the appendix failed to provide credible data. In Method 3, the City staff directed ATC to increase the existing ADT by 3 percent per annum (20- year growth factor of 1.8) on legs with COT plan projections that are lower than those with the 1.8 factor applied. Only the east leg of 136 th Ave. did not require an adjustment. The other three were adjusted accordingly. For the 2035 analysis, the PM peak-hour turning movements were incrementally increased to match as close as possible approximately 10 percent of the daily volume projections. In the figure, the 1.8 GF number is the target volume for the 10 percent determination of the PM peak hour lane volumes, and the Model volumes is the ADT as determined by the lane volumes. Method 3 is described in the appendix and in Figure 7.This method is reasonable and provided credible results. The reported roadway LOS is based on Table 4 in the Thornton Transportation Plan 2009. Figure 7 provides a comprehensive depiction of the projected 24-hour volumes (ADT) on each leg. This was programmed in the analysis, which also assumed some changes to the intersection configuration with dual left turn lanes, and protected left turn signal phasing. OPERATIONS ANALYSIS ATC uses Synchro v.9 for operations analyses. The Synchro methodology is based on the Highway Capacity Manual 2010 (HCM). The Synchro HCM reports are attached for reference. The chart summarizes the existing and forecast LOS (level of service). LOS is letter rating from A to F. LOS A indicates free-flow traffic conditions and no delay at intersections. LOS F is heavy traffic

Aldridge Transportation Consultants, LLC Page 10 of 12 congestion with significant delay. LOS is provided for the overall operations at signalized intersections. LOS D is generally the benchmark for acceptable signalized intersection operations during the weekday peak hours. The LOS rating for unsignalized intersections is provided by the critical movement - not the overall - which is generally a left turn from the minor approach. Caution must be used when evaluating the LOS at unsignalized intersections particularly when LOS F is shown. In this case of an LOS F, the HCM 1 suggests that other evaluation measures should be considered such as the volume over capacity ratio and 95 th percentile queue length to make the most effective traffic control decision. LOS F at unsignalized intersections is generally normal for the weekday peak hour when the v/c ratio and the 95 th percentile queue length are acceptable. Table 2 shows the AM/PM peak hour LOS and vehicles seconds of delay for the Existing, 2015 + Site Generated, and the long-term 2035 AM/PM peak hours. The City staff provided ATC with the controller settings for the signal timing and phasing at the 136 th /Holly intersection. This is a fully actuated signal with protected/permissive left turn phasing on all approaches. The input data to Synchro from the controller settings included the minimum split (min. green, yellow, and red clear), cycle length, observed gap, and passage time. ATC also conformed to the COT requirements such as the protected phase leading, no lead/lag optimization, and walking speed of 3.5 feet per second.. These are typical settings for fully actuated signals and signals with protected/permissive left turn phasing. The City staff, however, requested that the controller settings be adjusted to a minimum split of 15 seconds on the protected left turn phases. The LOS and seconds of delay reflect the 15 second minimum split. Note that the 2035 scenarios are protected only (no permissive) left turn phasing. The Synchro graphics and reports are provided in the appendix. The signalized intersection at 136 th /Holly will operate at an acceptable level of service in the 2015 condition and in 2035 with the expected improvements including the widening of Holly to four-lanes. 1 Highway Capacity Manual 2010 page 19-40

In the 2015 condition, the highest is 196 feet in the PM peak hour. All other queue lengths are well contained within the available and future turn lane storage length. 2 In Synchro, the 95 th percentile queue length is a calculated value after two cycles and may never be observed. It is used primarily to determine the storage length of turn lanes.

Aldridge Transportation Consultants, LLC Page 12 of 12 SUMMARY OF REPORT FINDINGS AND RECOMMENDATIONS The analysis herein demonstrates that the proposed access locations and type will function safely and efficiently and within acceptable traffic engineering parameters. The recommendations for access and intersection improvements by the developer are as follows: 1. A 3/4 or full movement access on Holly St. located at approximately 330 feet north of 136 th Ave. This access would include a 250-foot right turn lane (100 foot taper and 150 feet of storage). A similar length left turn in storage lane would be included on the southbound approach. 2. If a full-movement access on Holly St. is permitted, then on the southbound approach to 136 th Ave., the developer (not the City) will construct an exclusive right turn lane with 200 feet of storage and a 100-foot taper. This would be constructed concurrently with the access. 3. A right in / right out on 136 th Ave. approximately 300 feet east of Holly St. The existing tangent section on the right turn lane at Holly extends back from the access approximately 200 feet to a 125 foot taper. No further improvement to this lane is necessary. 4. When Holly St. is widened to four-lanes (by others), dual left turn lanes should be added to all approaches. In addition, the left turn phasing should be protected only on all approaches. 5. The westbound left turn at the full-movement access on Holly St. will operate at LOS E (43.8 seconds of delay) in the 2035 PM peak hour. However, the 95 th percentile queue length is less than one full vehicle. Under these circumstances, this a considered normal in an urban environment and there is no practical way to improve the delay. In conclusion, this study finds that the site-generated traffic from the site will blend harmoniously with the existing and future traffic on the adjacent streets and intersection provided the above recommendations on access, and future intersection improvements are deployed.
