We feel the intent of the proposal was to extend the current VGRA guideline to formulations containing Gp I base stocks; not restrict the existing Group II/III guideline. Currently for Group II & Group III base stocks, read across to viscosity grades beyond those listed in the table are permitted with bracketing based on BO Vis only. VGRA is allowed if the candidate s base oil viscosity at100 C falls within the range of the base oil viscosity at 100 C of the 2 passing formulations. While we agree that BO Saturates & BO Sulfur should be taken into account when Group I base stocks are present, we object to making the current guideline for Group II & Group III more restrictive. If approved, the wording proposed in this ballot would require Group II & Group III base stocks to meet the additional BO saturates and BO sulfur bracketing restrictions. We feel that ASTM D2007 variability on base oils with > 90% saturates is erratic and could cause undue burden when bracketing with Group II & III oils. We recommend that the wording be changed to include bracketing on Base Oil Saturates and Base Oil Sulfur only when Group I base stocks are involved. Proposed alternate wording (including Group I) For viscosity grades not listed in the table above, bracketing two passing formulations for a given technology may be used to waive additional testing. VGRA is allowed if the candidate s base oil viscosity at100 C falls within the range of the base oil viscosity at 100 C of the 2 passing formulations for Group II and/or Group II base stocks. If Group I base stocks are used, the GF-5 Elastomer Compatibility Test (ASTM D7216 Annex A2) is not required if the base oil viscosity at 100 C, base oil saturates, and base oil sulfur content (within the precision of the tests) of the candidate oil falls within the range of the base oil viscosity at 100 C, base oil saturates, and base oil sulfur content of the base oils in the original passing oils (minimum two passing oils) The phrase and the DI package is unchanged was removed from the proposed wording because DI requirements for VGRA are already addressed in F.2.3 As to the examples we have no strong preference, any of the following approaches are acceptable o keep the original (with a Gp II/Gp III caveat added ) o use the new example (with a Gp I explanation) o use both examples (with explanations) o creating a new single comprehensive example (with an if Gp I is present condition) o dropping all examples the wording is clear enough & examples could lead to confusion 1/11/2012 Page 2 of 5

Chevron believes that, as worded, the proposed new paragraph underneath Table F-14 inadvertently eliminates the flexibility previously available for Group II and Group III base stock for the viscosity grades within and outside of the table. Necessary changes to accommodate the use of Group I base stocks for VGRA in Elastomer Compatibility Test should not undermine previously accepted criteria. The simplest way to achieve this objective is to maintain the previous paragraph (January 2011 Version) and add a new paragraph for qualifying Group I use. The new combined paragraphs underneath Table F-14 could read as follows: For viscosity grades not listed in the table above, bracketing to passing formulations for a given technology may be used to waive additional testing. In other words, should the core seal data set be run on the viscosity grade using the highest DVM treat? Afton is supportive of including Group I base oils in ILSAC GF-5 Elastomer Compatibility VGRA guidelines. We recently received input from other industry members that the proposed wording may place additional restrictions on existing guidelines pertaining to the sulfur and saturates content of Group II and Group III base oils.
