This table will align with this UMLER element and the 4 2 online application system element. Once permissible values are determined the format will match A257 and A254 Validation Rule for BXX1 When Tank Jacket Material (B204) equals N, A, or S Tank Jacket Material Specification (BXX1) is required NOTE: DOT117 tank jacket material requirement (49 CFR ) This element is used in determining major tank class 17. See Appendix N for explanation. Permissible Valves for BXX7 E Equipped Validation Rule for BXX7 Thermal Protection System is mandatory if the 4 th character of the Stencil Shipping Specification (A237) is equal to J, T, P, or R NOTES: This element is used to identify when a tank car is equipped with a thermal protection system that meets the requirements of 49 CFR The applicablity of the element is mandatory when specified by one of the following subparts of 49 CFR (DOT117J) (DOT117P) (DOT117R) (b)(4) (Thermal Protection Requirements for pressure tank cars) This element is used in determining major tank class 17. See Appendix N for explanation. COMMENTS: 12/15/2016 TF agrees to table this proposed element until such time the Appendix M TF develops a Jacket Material Specification Table. Action AAR Staff to forward request to T95.26 chair. 10/14/15 - Task Force withdraws request for new element. 10/14/15 - TF would like to move forward with developing a hybrid approach and come up with a generalized list of permissible values. Need to formulate the rules for the new permissible values for inclusion in the matrix. 12/15/ Discussion: TF agrees to move forward with this new element with a single permissible value E when required by the stenciled DOT specification (b)(4) Ultimately reflected in the DOT specification of J cars. Action Umler Rep add note to A230 When BXX7 is E, then A230 must be either C or V and A237 must be either 117J100W or 117R100W. See DOT 117 rules matrix below. 1/5/ Discussion: At the time of implementation the element ID will be selected in place of BXX7. Action UMLER Rep create / verify validation rule(s) for A237, A230, and BXX7. The intent is to match each requirement. UMLER will use standard
2 validation rule language. Shawn Petway to work the language. 3/28/2017 TF members discussed the proposed Railinc Language in yellow. This will not work because it only allows E for DOT117 s. This needs to be reworked. Update Existing Elements: Top Fittings Top Fittings Protection Mandatory Protection (A264) Proposed: o Add permissible F A264 Identifies the existence of top fittings protection associated with preventing loss of commodity due to rollover. For example, Sulfuric Acid rollover protection, pressure car fitting bonnets, etc. Does not include weather proofing on gen serv tank cars Permissible Values for A264 A Equipped per M 1002 Chapter 2, paragraph (Acid Cars) E Equipped per M 1002, Appendix E, paragraph (non pressure cars) F Equipped per 49 CFR (h) (DOT117R tank cars) P Equipped per 49 CFR (c) (pressure style housing) R Equipped per 49 CFR (a)(1) (9 MPH Rollover) S Alternative Protection Shear Off Valves Applied per 49 CFR (a)(2) T Equipped with Top Skids N Unequipped Y Equipped with other than M 1002, Appendix E, paragraph Z Unknown, built prior to 7/1/1997 Validation Rule for A264 Tank Top Fittings Protection is required for tank cars with a Built/Rebuilt (Birth) Date on or after July 1, 1997 Tank cars built on or after July 1, 1997 cannot have a Tank Top Fittings Protection setting of Z (unknown) Tank Top Fittings Protection cannot be reported as A, E, N, or Z for Tank Major Classes of 37 62, 64 65, 67, 80 81, if the Built/Rebuilt Date is on or after July 1, 1997 Permissible value E may be reported only if A237 Stenciled Shipping Specification begins with 111, 117 or 211. If Stenciled Shipping Specification (A237) begins with 117R, the Top Fittings Protection must be E or F. If Stenciled Shipping Specification (A237) begins with 117J or 117P, the Top Fittings Protection must be E. Tank built on or after December 1, 2015 cannot have a Tank Top Fittings Protections setting of Y. COMMENTS: 12/15/ Discussion: TF members agreed to move forward with adding permissible value F to match changes made to DOT117s in HM-251C final rulemaking (FAST Act). Note - TC is considering different top fitting protection for TC117R 1/5/ Discussion: Action UMLER Rep - Shawn Petway to create / verify validation rule(s) for A264 to support the DOT117 rules matrix (see also highlighted statements for edits) NOTES: This element is used in determining if the tank car meets CPC 1232 Compliance (B522). See CPC 1232 Compliant (B522) for explanation. Permissible value R is intended for tank cars built on or after March 16, 2009 used for the transportation of PIH materials and marked in accordance with 49 CFR (e). (Example: DOT105J600I) Permissible value N is intended for tank cars unequipped with top fittings protection that prevents the loss of commodity due to rollover or for protective housings as described by 49 CFR (g), which are only for weather proofing. Refer specifically to 49 CFR 179, AAR Specification M 1002, and the approved Certificate of Construction to identify the type of valid top fitting protection This element is used in determining major tank class 17.
