CITY OF BEVERLY HILLS TRAFFIC & PARKING COMMISSION August 7, 2014 TO: FROM: SUBJECT: Traffic & Parking Commission Transportation Staff Staff Status Report The purpose of the staff report is to provide the Commission with updates on pending items; therefore, the Commission cannot make formal recommendations on these items. a. Trousdale Estates - Loma Vista Drive Staff is providing an update on Trousdale Estates traffic mitigation measures at the October 21, 2014 City Council study session. The agenda report will be available online the week of the meeting. b. North Santa Monica Boulevard Reconstruction Project Consultant team currently analyzing traffic impacts for different construction scenarios; an update is anticipated within the next two months. c. Tour Bus Vehicle Activity The City Council Tour Bus Committee and the Traffic & Parking Commission Tour Bus Ad Hoc Committee met with key stakeholders on August 16 and September 22, 2014 to discuss possible solutions for tour bus congestion, including weight limit restrictions, alternative routing options, and passenger loading zones. Councilmembers Brien and Krasne, TPC Vice Chair Friedman and Commissioner Steinberg, Lt. Foxen, and representatives from the Conference & Visitors Bureau, Rodeo Drive Committee, Louis Vuitton and The Grill attended one or both meetings. The next Committee meeting will tentatively be scheduled in early November, with tour bus companies invited to participate in travel/routing discussions. d. 2014 Halloween Parking Enforcement Attachment-i provides a project report from Russell Platamone, Parking Services Manager, outlining the annual parking enforcement task force activity related to the West Hollywood Halloween Carnaval. e. 100 South Beverly Drive Customer Loading Zone Staff received communications from Luther Burbank Savings notifying Walter s Café management that the parking lot (between the 175 building and Jeffrey s) will be used for construction staging for approximately one year, thus shared parking will not be feasible at this time.

Staff will monitor its use by conducting random spot counts for six months and communicating with the management of Walter s Café. f. Platamone Parking Services Manager October 2, 2014 2014 Halloween Parking Enforcement Pre - Report On October 31, 2014 the Beverly Hills Parking Enforcement Division will conduct a special task force for Halloween in the northeast part of the city bordering the west boundary of the City of West Hollywood. The enforcement is to alleviate additional congestion of vehicles parking in the residential neighborhoods of Beverly Hills generated by the West Hollywood Halloween Carnaval on Santa Monica Boulevard in the City of West Hollywood. Parking signs will be posted 72 hours prior to enforcement, indicating No Parking in selected blocks of the northern part of the city to advise residents and visitors of the restrictions. This year we have added the 600 blocks of Arden Dr. and Hillcrest Rd. and 700 blocks of Alta Dr., Arden Dr. and Hillcrest Rd. The special event parking citation, 7-1-5B of the Beverly Hills Municipal Code, was approved by the Beverly Hills Chief of Police. Mailings will be sent out to all residential homes with a letter indicating the restrictions and will include three temporary parking permits. There was an additional 188 permits requested by residents in the area last year. The enforcement will begin October 31st at 4:00 pm and extended to 2:30 am on November 1st~ Deployment will consist of one supervisor and ten parking officers paired together to field five units to accomplish the enforcement. 9/24/2014 11:29:00 AM - #1 - Halloween TPC Presentation (2)

As shown on the map on the reverse side of this notice, your street will be part of this temporary permit parking zone. Parking restrictions will be in effect from 4:00 p.m., October31 through 2:30 a.m., November 1,2014. Included with this notice are three temporary parking permits with attached reflectorized aluminum numbered tags for residents and their guests during Halloween evening. The tags are numbered to your particular residence address. Please display the permit on the driver side dashboard to park on-street during Halloween night. Vehicles not displaying permits or copied permits may be subject to citation (BHMC 7-1-5B $285.00) andior towing. Please note that the permit is not valid during the Overnight parking prohibition starting at 2:30 a.m. If additional permits are needed,(maximum of seven), please contact Public Works Customer Service at (310) 285-2467 by October 18th and we will mail them to you. After October 18th permits can be picked up at the Public Works Building located at 345 Foothill Road, during business hours 8:00 a.m. 5:00 p.m., Monday through Friday. Please bring a current picture identification and proof of residency (e.g., current gas or electric bill. Per BHMC Section 7-1-5B, I am ordering a Special Event Parking Restriction in the residential areas that border West Hollywood (See attached map). The time frame on the restrictions will be 10/31 4:00pm to 11/1 2:30am. Temporary signs will be posted prohibiting the parking on these streets. Residents and approved guests are exempted by permit.
