Rate contract for Grid interactive rooftop Solar PV Power Plant Ministry of New and Renewable Energy, Govt of India is promoting Grid connected Rooftop Solar Power plants in the country and accordingly the State Nodal Agencies have been requested to empanel firms/channel partners for implementing the scheme the states so that the National target could be achieved. Accordingly, HIMURJA registered firms for the Design, manufacture, supply, erection, testing and commissioning including warranty, operation & maintenance for 5 years of Rooftop Solar Power plant of capacities varying from 1 kwp to 500 kwp in the State of Himachal Pradesh. MNRE has revised the benchmark cost for the year 2017-18 accordingly tender is floated for rate contract to the registered firms. The tender document can be purchased from the office by paying Rs. 10,000/- only in the shape of demand draft drawn in favour of Director, HIMURJA, Shimla from 26-04-2017 to 11-05- 2017. The tender document shall be received up to 2 PM on 12-05-2017 will be opened on the same day at 3 PM in the presence of the bidders or their authorized representatives who may like to be present. The bid documents can also be downloaded from the website of HIMURJA i.e. himurja.nic.in. The cost of the documents in that case can be deposited along with the bid in the shape of demand draft in favour of Director, HIMURJA, Shimla separately. A. Necessity for the rate contract The Government of India has revised the benchmark cost for the year 2017-18 for Grid Connected Solar Power Generation. In order to create a sustained interest within the investor community, Ministry of New & Renewable Energy (MNRE), Govt of India has given the details of various promotional activities on the website of MNRE www.mnre.gov.in. Under this scheme individuals, residential / Institutional / Social Sectors / Govt. building owners are eligible to set up Solar Power Plant within the prescribed capacity limit of up to 500 kw at one site. Capital subsidy upto maximum 70% of the benchmark cost of the system as per the latest notification of MNRE is available for all rooftops other than for industrial and commercial buildings. The Domestic Content Requirement (for Modules made in India) will be applicable only for those installations where CFA will be provided. Now the Govt of H.P. with the Central Financial Assistance of MNRE intends to install at least 10 MW of Grid Interactive Rooftop and Solar Power Plants under this scheme.

B. SCOPE OF WORK: HIMURJA invites bids for rate contract for design, manufacture, supply, erection, testing and commissioning including warranty, operation & maintenance for 5 years of Grid Interactive Rooftop Solar Power Plants of capacities varying from 1 kwp to 500 kwp in the State of Himachal Pradesh including supply, installation and commissioning of fifty numbers (50 Nos.) SPV power plants, having an aggregate capacity of 1.111 MWp at different HRTC Bus Stands / Workshop in H.P from the experienced Solar Power plant EPC contractor, MNRE Channel Partner, Manufacturer of Solar modules or Battery or Inverter. The rates will be applicable to all the firms registered with HIMURJA who wish to provide their services on the lowest quoted prices which are received under this offer. The selected firms will have the opportunity to execute the projects for which the sites can be identified by the firms or on the sites allocated by HIMURJA under the Grid Interactive Roof top Solar Power Plants in accordance with technical specification and various other requirements as per latest directions / guidelines of MNRE under NSM. The various group of size / capacity of the grid interactive rooftop solar power plant shall be as under: S.No. Group of Size/capacity Location 1. The empanelled firms will design, manufacture, supply, erect, test and commission and make all necessary arrangement for evacuation and injection of surplus power to the HPSEBL grid at the interconnection point. C. SITE / PROJECT LOCATION It is important to note that under the Grid Interactive Roof Top Solar Power Plants Scheme the projects of various capacities from 1 kwp to 500 kwp can be allotted depending upon the sites

identified. The firms can also be given specific targets so as to implement the programme in a time bound manner. The firms will also be at liberty to identify buildings or find potential beneficiaries to achieve the allotted targets. HIMURJA will also from time to time identify buildings / beneficiaries which will be made known to the empanelled firms. D. INFORMATION TO THE FIRM / BIDDER 1. Earnest Money / Security Amount:- 1.1 Bid accompanied by earnest money/ bid security of Rs. 1,00,000=00( Rupees One Lac only) through demand draft only shall be accepted. Firms already Registered with HIMURJA need not to deposit the EMD. 1.2 The earnest money / bid security is required to protect the HIMURJA against risk of Bidder's conduct which would warrant the security's forfeiture. No interest will be paid on Earnest Money. 1.3 Unsuccessful Bidder's earnest money / bid security will be discharged / returned as promptly possible as but not later than thirty (30) days after the expiration of the period of bid validity prescribed by the HIMURJA subject to receipt of request letter and prereceipt from the bidder s. 1.5 The bid security may be forfeited: a) If a Bidder withdraws its bid during the period of bid validity specified by the Bidder on the Bid Form. b) In case successful Bidder fails to sign the Contract or to furnish required performance security. 1.6 The Earnest Money/Security Amount of the empanelled firms will be refunded after the completion of duration of empanelment. 2. Duration of Empanelment The selected firms / bidders will be empanelled initially for a period of one year. After completion of this period, the validity of rates may further be extended on the basis of performance of the consultant firm and mutual consent between HIMURJA and interested empanelled firms.

3. Payments Empanelled firms will have to supply and install the Solar Power Plants on the rates approved by HIMURJA in each group and will get payment as under:- 3.1 90% of the CFA (70% of the total cost) due from MNRE, shall be paid after successful installation, commissioning of the Solar PV Power Plant and injection of surplus power (if any) into the HPSEBL grid confirming to technical specifications as specified in this tender. The CFA will be given as per the prescribed MNRE benchmark cost from time to time. 3.2 The amount due from the beneficiary (30% of the total cost) will be taken by the firm directly in case the beneficiary has been identified by them and in case the beneficiary has been selected by HIMURJA the amount will be paid by HIMURJA after three months from the date of installation and commissioning of Solar PV Power Plant. 3.3 Balance 10% of the contract value shall be treated as performance security and shall be paid against satisfactory performance of the Solar PV Power Plant during warrantee, operation and maintenance period which includes maintaining a minimum annual performance ratio of 75%. This amount shall be paid by the after completion of one year from the date of Commissioning at site. The bidder shall have to submit annual performance & functionality report to HIMURJA for the release of annual payments. 3.4 The firms will have to supply & install the Rooftop Solar Plant at the site of beneficiaries within 60 days of receipt of funds from the beneficiary, failing which the liquidated damages shall be payable @ 1 % per week, maximum @ 5% of the contract price i.e. @ 1% if delay is 1 week, @2% if delay is two week, @3% if delay is three week, @4% if delay is four week and @5% if delay is five week and will be recovered from any sums due to the firm. 4. Eligibility criteria 4.1 The Bidder should be MNRE Channel Partner. 4.2 Bidder will have to submit the commissioning report/certificate from the concerned beneficiary along with photograph & the format prescribed by HIMURJA. 5. Opening of Technical Bids by HIMURJA 5.1 The HIMURJA will open the technical bids, in the presence of Bidders' representatives who want to be present, at the time, on the date, and at the place specified in the Bid Data Sheet. The bidder s representatives who are present shall sign a register evidencing their attendance. 5.2 The Bidders' names, the presence or absence of the requisite bid security and such other details as the HIMURJA, at its discretion, may consider appropriate will be announced at the opening, except for late bids, which shall be returned unopened to the Bidder.

5.3 The technical bids shall be evaluated by the HIMURJA for assessing responsiveness, bidders qualification and technical confirmation. 5.4 The bidders whose technical bids are declared as technically responsive and qualified shall be informed accordingly and their Price Bids shall be opened. 5.5 The bidders whose technical bids do not qualify, their Price Bids shall not be opened and the same shall be returned to the Bidders. 5.6 Price Bids opening date shall be conveyed subsequently. 6. Clarification of Bids 6.1 During evaluation of the bids, the HIMURJA may, at its discretion, ask the Bidder for a clarification of its bid. The request for clarification and the response shall be in writing, and no change in the prices or substance of the bid shall be sought, offered, or permitted. If the firm does not respond to the clarification, the firm will be considered as nonresponsive and the bid shall be rejected out rightly. 6.2 At any time prior to the submission of the bid or prior to the opening of the financial bid HIMURJA may for any reason whether at its own initiative or in response to a clarification requested by the bidders may modify the bid document by amendments. The amendment will be notified in writing or by fax to all prospective bidders who have received the bid documents and will be binding on them. HIMURJA will bear no responsibility or liability arising out of non receipt of the same in time or otherwise. 7. Evaluation and Comparison of Bids 7.1 HIMURJA will evaluate and compare bids which have been determined to be substantially responsive. 7.2 The detailed techno-commercial analysis of the bid shall be carried out by the HIMURJA. 8. HIMURJA's Right to Accept Any Bid and to Reject Any or All Bids 8.1 The HIMURJA reserves the right to accept or reject any bid, and to cancel the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders. 9. Signing of Contract The successful Bidder will sign the contract within thirty (30) days from the date of issue empanelment letter.

10 Selection of bidder(s) for empanelment i. The lowest quoted rates by any bidder for every group of size / capacity will be taken as a base rate. ii. HIMURJA will empanel the technically qualified bidders who agree to work on the lowest quoted rates (base rate) in each group of size / capacity of the project. iii. The list of the successful empanelled bidder / firm will be circulated to the registered applicant. TECHNICAL SPECIFICATION Technically specification of the Grid Interactive Rooftop Solar Power plant shall be in accordance to the latest MNRE technical specifications as issued by notification no.30/11/2012-13/nsm dated 26/06/14 or as directed by MNRE for the grid interactive rooftop and small SPV power plant from time to time. 1 Brief Description of the System The main components of the SPV plant are PV Modules Civil Work. Module Mounting Structure Array Junction Boxes String Monitoring Boxes Grid Tie Inverters Step- up Transformer LT Step- up Transformer HT SCADA / Monitoring System as per predefined parameters Earth System Lightning & Surge Protection DC Cables. AC Cables. Illumination System AC Metering and Grid Interconnection System. This list is of general nature and some of the components may not be required or may be combined as per the system finally designed.

2. Typical Power Generation Scheme The system consists mainly of the following: Solar PV array which produces DC electricity when solar rays are incident on it Power Conditioning Units (PCU) or Inverters which convert DC (Direct Current) electricity into AC (Alternating Current) electricity and facilitate synchronization with the grid power Transformers which transform the AC output of the Power Conditioning Units to the level required at the grid The SPV array (constituting solar PV modules of selected rating connected in series and parallel combinations to build up the Voltage and Current parameters as per desired design modalities ) produces DC electricity when Solar insolation is incident on it. The DC power thus produced is taken through various junction boxes and isolators and connected to the Inverter. The Inverter houses the inverter circuitry which converts DC power supply into AC power supply, the synchronization circuitry which actualizes the tie-up of solar PV source to the grid source and the remote monitoring and control circuitry. A number of Inverters are connected in parallel as per the desired AC Power required. Depending on the grid voltage level to which the solar PV power is being synchronized, different levels of step-up transformers may have to be deployed. The protection and metering circuits play a very significant role in the Inverter operation. Appropriate current transformers and potential transformers are used to tap required feed back signals to initiate action on metering and protection. 3 Typical System Components a. PV MODULES: i. The PV modules must conform to the latest edition of any of the following IEC /equivalent BIS Standards for PV module design qualification and type approval: Crystalline Silicon Terrestrial PV Modules IEC 61215 / IS14286, Thin Film Terrestrial PV Modules IEC61646 / Equivalent IS (Under Dev.), Concentrator PV Modules & Assemblies IEC 62108. ii. In addition, the modules must conform to IEC61730 Part 1-requirements for construction & Part 2 requirements for testing, for safety qualification or Equivalent IS (Under Dev.) iii. PV modules to be used in a highly corrosive atmosphere (coastal areas, etc.) must qualify Salt Mist Corrosion Testing as per IEC 61701/ IS 61701.

Authorized Test Centers: The PV modules must be tested and approved by one of the IEC authorized test centers. In addition a PV module qualification test certificate as per IEC standard, issued by ETDC (Electronics Test & Development Centre), Bangalore or Solar Energy Centre will also be valid. Identification and traceability: Each PV module used in any solar power project must use a RF identification tag. The following information must be mentioned in the RFID used on each module. (This can be inside or outside the laminate, but must be able to withstand harsh environmental conditions.) Name of the manufacturer of PV Module Name of the Manufacturer of Solar cells Month and year of the manufacture ( separately for solar cells and module) Country of origin ( separately for solar cells and module) I-V curve for the module Wattage, Im, Vm and FF for the module Unique Serial No and Model No of the module Date and year of obtaining IEC PV module qualification certificate Name of the test lab issuing IEC certificate Other relevant information on traceability of solar cells and module as per ISO 9000 WARRANTY: PV modules used in solar power plants /systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 12 years and 80% at the end of 25 years. b. BALANCE OF SYSTEM (BOS) ITEMS/ COMPONENTS: i. Module Mounting System The mounting structure shall be designed for holding suitable number of modules in a series. The frames and leg assemblies of the array structures shall be made of mild steel hot dip galvanized of suitable sections of angle, channel or any other section confirming to IS 2062. Stainless Steel /Hot dip galvanized steel nuts and bolts will be used. The structure shall be designed to withstand all loads incl. wind etc. The mounting structure shall be designed in such a way that it will occupy minimum space without sacrificing the output from SPV modules. Specially designed Aluminum Structures may also be offered for better protection against the Corrosion over the life of the Plant. While making Civil & Mechanical design, due consideration will be given to all the dead loads, live loads, effects of wind loads, Seismic factors for the site and suitable Design margins as per prevalent Indian standard and Industry practices. The Mechanical components for the

module mounting shall comply to standards to withstand wind loads of 150 Kmph and suitable design and test reports should be made available on demand. ii. Power Conditioning Unit The type of technology selected shall be suitable for the specific project location considering the PV Solar Modules selected so as to maximize the yield over the plant life. The inverter selected shall be either Distributed type or the Central type. The capacity and the number of the inverters selected shall be optimized so as to have less number of inverters however without compromising the redundancy in case of failure of the inverter. The inverters shall have a Built in transformer. In case the inverter model selected is transformer-less, then the external transformers shall be provided to achieve the desired level of voltage for the evacuation system. The Offered Inverter should have internationally recognized IEC, TUV and/or UL certifications (or equivalent as approved). Manufacturer shall carry out all the tests as per the requirements of IEC, TUV and UL as applicable. Supplier shall submit all the Manufacturing Test Certificates, performance test certificates Inspection test Reports etc. in addition all the technical specification sheets, product catalogues, Installation manuals, Operation and maintenance manuals etc. in adequate numbers as finalized. General description of Inverters The DC power produced by Solar Modules is fed to inverter for conversion into AC. In a grid interactive system AC power has to be fed at 415V 3Ph 50 Hz. The output of the inverter must synchronize automatically its AC output to the exact AC voltage and frequency of the grid. The design of the inverter should be made to meet the Indian voltage and frequency conditions (the frequency band should be ±5%). The inverter continuously monitors the condition of the grid and in event of grid failure; the inverter automatically isolates the Solar Power System. The solar system is resynchronized with the grid after the restoration of grid. The inverter shall be designed so as to operate the PV system near its Maximum Power Point available, the operating point where the combined values of the current and voltage of the solar modules result in a maximum power output. The inverter should be a true sine wave inverter for a grid interactive PV system. The degree of protection of the indoor inverter panel shall be at least IP-31 and that of outdoor at least IP-55. In Addition the PCU must qualify the following IEC/equivalent BIS standards/mnre specifications/as specified below:

POWER QUALITY REQUIREMENTS The Total Harmonic distortion and ripple content on AC and DC side must not exceed 3 % the provision to measure harmonics should be inbuilt feature of the inverter. Voltage unbalance at the inverter output will be limited to one percent (1 %) The power factor maintained by the inverter should be close to unity The nominal steady state electrical characteristics of the system are as follows: a. Three phase alternating current at 50 Hz plus or minus 0.5 Hz b. Nominal voltage of 110 kv with +10 % to -12 % variations The project shall be designed and capable of being synchronized and operated within a frequency range of 48.5 to 51.5 Hz at Grid Voltages. The Operation of the project outside the nominal voltage and frequency specified above will result in reduction of power output consistent with generator capability curves. While designing the system EPC contractor shall comply with the provisions of the applicable law including, in particular, state grid code as amended from time to time regarding the erection; testing; commissioning; operation and maintenance parameters of the Solar Power Project. Notwithstanding anything in the above, the Inverters should be equipped to synchronize with the Grid under the existing and possible future requirements as per the Grid Codes that may be in effect.

d. CABLES, SWITCHES, CIRCUIT BREAKERS, CONNECTORS AND JUNCTION BOXES i. Cables: The cables deployed will be robust and resist high mechanical load and tension. Cable should have High temperature resistance and weather proofing characteristics to ensure long life. The connectors should have high current carrying capacity. All the cables and connectors shall have IEC, UL, TUV or equivalent approval and shall be designed to have excellent UV Resistance. The cables should have Halogen free and flame retardant characteristic. All the cables shall be suitably designed and sized to carry DC and AC currents with the low voltage drops. The cables supplied shall have a proven track record for the use in PV Solar Plants. All cables shall be supplied conforming to IEC 60227/ IS 694 & IEC60502/ IS 1554 Voltage rating: 1,100V AC, 1,500V DC. ii. Switches, Circuit Breakers, Connectors All Switches, Circuit Breakers, Connectors shall be supplied conforming to IEC 60947 part I,II, III / IS 60947 Part I,II,III/ EN 50521. iii. Junction Boxes All Junction Boxes shall be supplied conforming to IP 54(for outdoor)/ IP 21(for indoor) as per IEC 529. e. TRANSFORMER Step-up Transformers will be used to step-up the PCU output voltage to exportable power voltage. In case the transformer is an integral part of the Inverter (PCU), then a separate transformer shall not be required. f. SWITCHYARD EQUIPMENT STRUCTURES The structures will be made up of hot-dip galvanized steel and designed to withstand forces during normal conditions (viz. wind loads & dead load of switchyard components) and abnormal conditions (viz. short circuit, earthquake, etc.). g. EARTHING i. The PV module structure components shall be electrically interconnected and shall be grounded. ii. Earthing shall be done in accordance with IS 3043-1986, provided that earthing conductors shall have a minimum size of 6.0 mm² copper, 10 mm² aluminium or 70 mm² hot dip galvanised steel. Unprotected aluminium or copper-clad aluminium conductors shall not be used for final underground connections to earth electrodes.

iii. A minimum of two separate dedicated and interconnected earth electrodes must be used for the earthing of the solar PV system support structure with a total earth resistance not exceeding 5 ohm. iv. The earth electrodes shall have a precast concrete enclosure with a removable lid for inspection and maintenance. The entire earthing system shall comprise non-corrosive components. h. SURGE PROTECTION i. Surge protection shall be provided on the DC side and the AC side of the solar system. ii. The DC surge protection devices (SPDs) shall be installed in the DC distribution box adjacent to the solar grid inverter. iii. The AC SPDs shall be installed in the AC distribution box adjacent to the solar grid inverter. iv. The SPDs earthing terminal shall be connected to earth through the above mentioned dedicated earthing system. The SPDs shall be of type 2 as per IEC 60364-5-53. i. POWER EVACUATION SYSTEM The power from the PCUs/Transformers is collected in a collecting station (Pooling Substation inside the SPV Plant Boundary) and the high voltage power is routed through the circuit breakers to the Transmission line and be eventually connected to the grid. It is important that the SPV power plant is designed to operate satisfactorily in parallel with the grid within permissible limits of voltage and frequency fluctuation conditions, so as to export the maximum possible units to the grid. The proposed PCU shall have the capability for monitoring the grid parameters (like voltage, frequency and harmonics) and getting the SPV Power Plant output synchronized with the grid on a real time basis. All the associated equipments for the transmission line and the extension of bay in the receiving Grid substation are covered under the evacuation system. j. SOLAR PV PLANT MONITORING SYSTEM / SCADA Solar Power Plant Supervisory system is a complete Hardware and Software solution for monitoring and supervision of solar power Generation farms. Precise Measuring, Communication and control equipment required to form a complete solution package of SCADA/Monitoring system is getting developed with a high end resolution and offered. Monitoring and control system provides optimal and predictable output with a list possible down time as automatic reporting feature ensures quick repair reducing drop out and enhanced profit.

k. CAUTION SIGNS The standard caution and danger boards or labels as per Indian Electricity Rules, the AC distribution box near the solar grid inverter and the building distribution board to which the AC output of the solar PV system is connected shall be provided with a noncorrosive caution label. l. METERING i. For the purpose of net metering, the meter should be installed as per the CEA guidelines/hperc guidelines/ HPSEBL guidelines along with necessary protection devices. The meter will have to be provided by the firm after getting it tested from the HPSEBL approved test centers. ii. It is mandatory that the Solar Rooftop PV system shall be connected to the Grid as per the guidelines of HPSEBL along with necessary protection devices. m. DOCUMENTATION The Installer shall supply the following documentation: System description with working principles. System single line diagram. Solar PV array lay-out. Routing diagram of cables and wires. Data sheets and user manuals of the solar PV panels and the solar grid inverter. A system operation and maintenance manual. Name, address, mobile number and email address of the service centre to be contacted in case of failure or complaint. Warranty cards. Maintenance registers. n. QUALITY AND WORKMANSHIP Solar PV modules are designed to last 25 years or more. It is therefore essential that all system components and parts, including the mounting structures, cables, junction boxes, distribution boxes and other parts also have a life cycle of at least 25 years. Therefore all works shall be undertaken with the highest levels of quality and workmanship. During inspection HIMURJA and its representatives will pay special attention to neatness of work execution and conformity with quality and safety norms. Non-compliant works will have to be redone at the cost of the Installer.

o. WARRANTY The mechanical structures, electrical works including power conditioners/inverters/charge controllers/maximum power point tracker units/distribution boards/digital meters/switch gear/storage batteries, etc. and over all workmanship of the SPV power plants/ systems must be warranted against any manufacturing/ design/ installation defects for a minimum period of 5 years. p. Connection of Bidirectional meter The bidirectional meters will be connected to HPSEBL Grid on following voltages: i) Upto 5 kwp SPV Power Plant = Single Phase line ii) Above 5kWp to15 kwp SPV Power Plant = Three Phase line iii) Above 15kWp to 1 MWp SPV Power Plant = HT/EHT Line Firms will select the PCU and Bidirectional meters accordingly.
