Policy 780: PARKING POLICY Number: 780 Effective Date: 09/01/02 Last Revision: Related Forms or Policies: PURPOSE The Palo Alto Medical Foundation is committed to the principle of providing convenient parking access for patient's first, while also assuring adequate parking for physicians and staff. To accomplish this, the following policies have been established: 795 EL CAMINO REAL Parking Stickers Parking stickers are issued to new employees and physicians by Human Resources on their first day of employment and when there is a change in vehicles (i.e. purchase of a new car). Parking stickers are required on all employee and physician vehicles parked in the PAMF parking lots. The sticker must be affixed to the inside of the rear window of the vehicle in the lower right hand corner (passenger side) or to the right lower corner of the front window (passenger side) if the vehicle is a convertible, soft top or has tinted rear windows. The number on this parking sticker is assigned to the staff member and is recorded and stored in the parking database maintained by Facilities. If more than one vehicle is used for transportation to and from work, additional stickers can be obtained from Human Resources and must be affixed to the vehicle per the above. If a staff member's car is in for repair and a substitute vehicle is driven to work, Facilities should be notified (X2857). Patient Parking Prime spaces reserved for patients are designated as follows: 1. Those spaces located on the surface level inside the main entrance oval. 2. All of level A, with the exception of 38 spaces identified for staff parking (see below); or 3. Those spaces on level B marked by a line and the words -----PATIENT ONLY-----. This parking is located in the center of level B, generally near the elevators. 100
In addition, patients may park in any empty space (not just the reserved spaces). Physician and Staff Parking Parking is permitted on level B in spaces not designated for patients, on the surface parking lot between the clinic buildings and the railroad tracks, and in the lot adjacent to the Research Institute along Wells Avenue. Physicians and staff who will be parking for the entire day and not moving their vehicles, may park on level A in the 38 spaces located along the connecting drive between the front area and the rear area of the level. These spaces are marked with a small yellow line. It is our intent to have these spaces occupied all day, as people moving in and out tend to slow traffic in the area. PAMF staff or physicians who are visiting the facility for a medical appointment may use patient parking. Spaces marked -----PAMF CARPOOL ONLY----- are reserved for vehicles with special carpool permits until 1:00 PM. See Human Resources about the carpool program. Car-poolers are issued a special carpool identity tag in order to park in the preferential carpool parking spaces. Visitor Parking PAMF staff from other facilities and business visitors who are not patients or main clinic staff members are encouraged, when possible, to follow this policy as it applies to 795 El Camino staff. Visitors who are scheduled to be on site for one day (8 hours) or more than one day must be directed to Human Resources to obtain a parking permit to be used while they are parking on site. Storage PAMF parking areas are reserved exclusively for the use of patients, visitors and staff. They are not to be used for storage of extra vehicles, campers, boats, motorcycles, or personal property without the permission of the Facilities Department. Compliance The parking lots are patrolled on a daily basis by Facilities staff to ensure that patients have ample space to park, and that the parking policy is complied with. It is essential in fulfilling our mission that our patients have priority in parking with easy access to clinic entrances and exits. Physicians and staff who park in spaces reserved for patients will receive warning notices. Repeated parking violations will result in disciplinary action up to and including termination. Vehicles that are parked in any of the garage areas for a full day without a sticker will receive 101
warning notices. Repeated violations will result in the vehicle being towed and stored offsite at the vehicle owner's expense. CLINICAL SATELLITE FACILITIES Each clinical Satellite should maintain the practice of reserving the parking spaces with the best access to the facility for patients and encouraging staff (employees and physicians) to park on the outer fringes of the parking lot or in spaces specifically designated for staff use. 102
