Dubuque Community School District SPECIFICATIONS BID FORM AND TIME AND PLACE OF FILING All bids are to be executed on the forms provided herewith and only proposals submitted on these forms will be considered. The words bid, bidder, and quoter are used interchangeably in these specifications. Bid Form is be delivered to Kevin Kelleher, Executive Director of Finance and Business Services, whose office is located at the Forum Building, 2300 Chaney Road, Dubuque, Iowa 52001-3095, before 11:00 a.m. on Friday, May 19, 2017, together with descriptive literature. The bid is to be in a sealed envelope with the words VAN BID clearly marked on the outside thereof. Bids will be publicly opened in the Board Room (Room 1A) of the Forum Building at 11:00 a.m. on Friday, May 19, 2017. Bid Withdrawal Bids can be withdrawn at any time prior to the closing time for the receipt of bids, but cannot be withdrawn for a period of forty-five days after the closing time for the receipt of bids. Rejection of Bids Delivery Date The Board of Education reserves the right to reject any or all bids, waive any technicality and to be the sole judge of the quality of the item bid upon request. Each bidder is to indicate the earliest possible date that delivery can be made to the School District after the receipt of a purchase order. Failure to deliver within one hundred twenty (120) days of the date of acceptance of the purchase order by the successful bidder may result in the cancellation of the purchase order by the School District. A preference may be given to the dealer offering the most advantageous delivery date to the School District. Units from the dealer s stock may be proposed but the dealer must bid said units as an alternate per the General Conditions on the next page. Preference for Iowa Products and Labor By virtue of statutory authority, a preference will be given to products and provisions grown and produced within the State of Iowa. General Conditions It is not intended to exclude competitive bids by any manufacturer of equipment and apparatus under these specifications, and if any of the provisions of these specifications or bidding sheets shall appear to discriminate in any detail against the equipment, such provisions are to be 1
Bid Award interpreted as intended only to indicate the general character, style, and quality of equipment desired. Bidders will consider themselves free, therefore, to offer equipment which will secure the results even though not conforming exactly to these specifications, provided however, that bidders offering such equipment must, in their description and specification, state specifically the exact respects in which their equipment differs from those in the specifications. Bids on types of equipment and materials other than those required in the specifications may be submitted by the bidders, who shall use the same form and observe the same conditions required for equipment named in the specifications, and who shall plainly mark such bid sheet with the words Bidder s Alternate Proposal. All such alternate proposals must be enclosed in the same envelope with the regular proposal. The School District shall reserve the right to accept or reject such proposed substitutions A purchase order will be awarded to successful bidder for two (2) Model Year 2017 or 2018, eight/nine passenger vans, including the driver. Manufacturer Bid Specification List Bidder is to include with their bid, a total list of all standard and optional equipment that the bidder is offering the School District with their proposed bid. Special Note to Bidders Notice: See the Special Note to Bidders (page 3) included as part of these Specifications. The sheet is very important since there are legal considerations relative to the School District purchase of a van to be used for student transportation. Salesperson is responsible to inspect this Bid Specification for changes made during pre-bid research. Trade In Allowance: Dubuque Community School District (DCSD) will be trading in two (2) School District Vans, with the group purchase of two (2) new vans. The DCSD vans that are being traded in are two (2) 2005 Ford E350 Club Vans, eight-person passenger vans, with approximately 122,000 miles. The vans can be seen at the DCSD Transportation lot, by appointment only, for trade in appraisal. Dubuque Community School District SPECIAL NOTE TO BIDDERS The van must be designated as a multi-purpose passenger vehicle (not a bus designation) rated for not more than nine (9) passengers per vehicle. The nine (9) passengers include the driver and eight (8) more passengers. If an eight (8) passenger van, seating would be provided for the driver and seven (7) more passengers. The van must be designed by the manufacturer to carry not more than nine (9) persons as driver and passengers. It is unlawful for a vendor to sell a twelve (12) or fifteen (15) passenger van to an Iowa School District and it is illegal for the District to purchase and use a van designed for twelve (12) or fifteen (15) passengers even if seating arrangements within the van do not exceed eight (8) or nine (9) passengers. Only a van designed to transport a driver and eight (8) students (total van capacity 9) can be legally used in the State of Iowa. The van cannot have mounting brackets for a third full bench seat per Iowa Department of Education Rules. 3
