After the winter that wasn t, we now proceed into prime driving season. This occurs before the brutal heat of summertime St. Louis. In between the rain and storms, spring (along with autumn) can really be fun. Easter and the traditional Easter Car Show mark this transition. Car cruises have already started, but who can deny the importance of the Easter Car Show? As I recall, the Horseless Carriage Club has sponsored this show since I was a small boy admiring prewar and brass era cars. I am taken back to the days when cars were less appliances and more a way of life. Dad and I would drive from dealer to dealer to view all the new models each October. Back then all the men in the neighborhood worked on their own cars, and advice and assistance (often of dubious value) were as close as next door or across the street. We didn t play baseball or basketball, we put brakes on the car or performed the obligatory tune-up.. That time was a while ago; heck, this year marks 50 years since Big Healey regular production ceased. Sometimes I wonder if the old car hobby will wane as those who remember the cars move on. Then I am heartened to see the crowds that visit the car shows and cruises. The myth of a simpler and more care era continues to appeal. Cont on page 2

VOLUME 38, ISSUE 4 Page 2 Which returns me to the topic: don t miss the Easter Car Show held on the upper Muny lot. Hey club members, let s see some Healeys represent the club and the marque. Once you ve seen this original Easter Car Show, you may go to the lower lot to view the Real Easter Car Show, which is a lower lot spin-off show that primarily caters to hot rods. Truth be told, that show often seems more crowded than the one on the upper lot. I ve missed out on some of the car activities that I enjoy. An attack of sciatica, which I compare to a four foot long toothache has temporarily restricted my activity. Television has provided little solace: two-week car restorations, depicted in a one-hour show make me feel all the more inadequate. I plan to fully recover before the iconic Wash-Up Tune-Up at Keith s, but the brakes on the British ride may not be fixed by that time. Hang in there, members and friends: Good times are ahead! VOLUME 38,38, ISSUE 4 4 VOLUME ISSUE PAGE 5 March 2017 Rump Lunch was held at the Hendles Restaurant in Old Town Florissant. The food was very good and enjoyed by all. After lunch we drove from the restaurant to Jeff Humsher s restoration shop in Bridgeton. What a nice facility he has and what a collection of cars. Lots on British Iron, including XKE Jags, Austin Healeys, MGs and Triumphs plus assortment of other makes and models, including old motorcycles. Those attending were Tom Evans, Bob McElwee, Jerold Anna, John Serkes, Dan Gravens, Jim Reiter and our gracious host, Jeff Humsher

VOLUME 38, ISSUE 4 PAGE 7 Multiple states look to amend license plate laws for historic vehicles Daniel Strohl MISSOURI IS ONE FIVE STATES MENTIONED. JRR About a month into the new legislative session for many states, at least six have introduced bills that would provide for greater freedom for displaying license plates on older vehicles. Of the six, five would allow single license plates while the other would provide for historical plates: New York s Senate Bill 832, introduced January 5, would introduce an exemption to the state s two-plate standard only for historical vehicles registered as such that weren t manufactured with a number plate display area on the front of the vehicle. New York state considers any vehicle 25 years or older eligible for historical registration. The bill has since been sent to the state senate s transportation committee. Montana s House Bill 213, introduced January 10, would likewise exempt any vehicle originally manufactured without a bracket, device, or other means to display and secure a front license plate from displaying a front license plate. As worded, the bill does not require

PAGE 8 VOLUME 38, ISSUE 4 the vehicle to also register as historic; Montana state law already exempts motorcycles and street rods from displaying a front license plate. The bill has since been sent to the state s house transportation committee. Vermont s House Bill 16, introduced January 10, would allow any pleasure car to display just a rear license plate. Vermont state law considers a pleasure car essentially any non-commercial passenger vehicle. The bill has since been sent to the state s house transportation committee. Missouri s Senate Bill 131, introduced January 4, would not only eliminate the requirement for front and rear license plates among passenger vehicles, it would also require the return of any front license plates to the state. The bill has since been sent to the state senate s transportation, infrastructure and public safety committee. Rhode Island s House Bill 5068, introduced January 11, would require the state s division of motor vehicles to approve year-of-manufacture license plates for any vehicle more than 25 years old. While the bill allows the state to reject license plates in anything other than original condition as well as those not sufficiently distinctive from current plates, it does allow for replica plates along with state-issued plates. In addition, the bill would allow the display of only one year-of-manufacture license plate if a full set isn t available. The bill has since been sent to the state s house finance committee. Illinois s Senate Bill 53, introduced January 11, would allow a single rear license plate for secondary vehicles, a new category that includes vehicles driven less than 5,000 miles per year. The bill has since been assigned to the state senate s transportation committee. At least 19 states* only require display of a rear license plate while at least two others (Wyoming and Nevada) exempt front plate display if the vehicle was not originally equipped with means to display a front license plate. (Massachusetts allows single-plate display if the vehicle was registered before the state introduced a twoplate system in 1986.) As the Specialty Equipment Market Association argues, not requiring a front license plate protect(s) the aesthetic contours of certain historic vehicles and relieve(s) vehicle owners of the burden and expense of having to create mounting holes on some original bumpers.
