ANNEXURE A-1 TERMS AND CONDITIONS: 1. Telegraphic/telex/fax tender will not be entertained. 2. Offer should be addressed to The Executive Engineer, Electricity Department, North Andaman Division, Diglipur-744202 along with Tender documents duly sealed & signed in each page for confirming the acceptance of our Terms and Conditions & Scope of work. If there is any deviation, it should be clearly & unambiguously indicated in the offer. 3. Submission of Offers: The bidders should put Technical Bid & Price Bid in separate envelopes, both duly signed & sealed. The Price Bid envelope should be superscribed Price Bid and should contain only Rate details in the format given vide Annexure C of the Tender. The Technical Bid envelope should be superscribed Technical Bid and should contain EMD, Photocopy of pass book showing active bank account no. with name of the bank, Photocopy of Pan card, Photocopy of Aadhar card, any other technical details of the work etc., general Terms and Conditions vide Annexure A-1 & A2 duly signed and stamped and Details of Work vide Annexure B duly signed and stamped. The above two envelopes viz. Technical Bid & Price Bid should be put into a third envelope duly signed & sealed with the tender number and due date marked on top and superscribed Technical Bid & Price Bid. 4. EMD: Bidders will have to deposit a sum of ` 5000.00 (Rupees Five Thousand only) as EMD by Call Deposit Receipt/DD/Bank Guarantee/FDR valid for atleast 12 months from any Nationalized Bank payable in favour of The Executive Engineer, Electricity Department, North Andaman Division, Diglipur-744202. 5. Tender without EMD will be summarily rejected. Any party who is exempted from submitting EMD shall have to submit necessary bonafide government document showing his/her exemption status alongwith his/her tender failing which his/her tender shall be rejected on grounds of non-submission of EMD. However, successful bidder must submit Performance Guarantee irrespective of his/her EMD exemption status. EMD of the successful bidder will be released on receipt of Performance Guarantee from the successful bidder, acceptance of draft agreement & signing of final agreement. EMD of others will be released after finalization of tender. 6. Validity: Validity of the offer should be of 06(Six) months from the date of opening of price bid. 7. The Bidder shall submit his/her active bank account number with name of the bank and photocopy of Pan card alongwith the technical bid for releasing payment directly to the concerned bank account. 8. Payment: Payment shall be released after proper scrutiny of the work done by competent authority on record and receipt of bill duly complete in all respects. 9. Place of Handing over & Taking over of Vehicle: Divisional office, Electricity Department, Diglipur as per Annexure-B i.e. Details of Work. 10. Price: The rates quoted should be inclusive of all charges and will be accepted as firm and final. 11. Last date of Receipt of Tender: The last date of receipt of tender is on 24/09/2018 before 1500 hours and the same shall be opened on 24/09/2018 at 1530 hours at Division office, Diglipur in presence of bidders if any. 12. The Technical Bids will be opened first on the due date and necessary scrutiny of the Technical Bids will be done. The Price Bids of technically qualified bidders only will be opened. If technical bid of a bidder is found defective/unsuitable/without EMD, his/her price bid will not be opened and the tender will be treated as CANCELLED. continued to next page Page 2 of 5

Performance Guarantee: The successful bidder shall have to submit Performance Guarantee amounting 5% of the total value of Job Order within 15 days from the date of acceptance of the tender, in the form of Fixed Deposit Receipt/DD/Bank Guarantee/FDR from any Nationalized Bank payable in favour of The Executive Engineer(NAD), Electricity Department, North Andaman Division, Diglipur-744202 which should be valid for a period of atleast 14 (fourteen) months i.e. 60 (sixty) days beyond the validity period of the contract. 14. The department will neither be responsible, in any form, for any loss of life or property to the Job awardee or his/her work force/property in case of any accident while the vehicle is under repair at his/her premises nor shall the department be bound to compensate in any form for such loss. Whole responsibility shall lie on the concerned Contractor/Job Order awardee. 15. Delivery Period: Repaired vehicle should be delivered within 60 days from the date of issue of Job order alongwith work completion report from The Chargeman, STS, Diglipur. 16. Liquidated damages: In case the Job awardee fails to deliver the vehicle in time, liquidated damage @ 0.5% will be deducted per week of delay or a part thereof subject to maximum 5% of the total value of the supply order. 17. If under unavoidable circumstances, any delay in completion of work is foreseen then the Job awardee must ask Executive Engineer(NAD) in writing for extension of delivery period. Scope of work:- a) Mechanical works : Fuel Filters replacement; engine mounting bed to be changed; radiator assembly replacement; fuel lines to be checked & cleaned; air filter cleaning; fuel tank repair & cleaning; engine oil to be changed & engine oil filter to be replaced; differential oil seal to be changed; front LH suspension spring main & second leaf replacement; all suspension spring pins & bushes to be changed; wheel alignment to be done b) Electrical works : Re-wiring with replacement of full wiring harness set; both Head light assemblies to be changed; both tail lamp assemblies to be changed; both front indicator assemblies to be changed; ignition switch replacement & fuse box replacement c) Body works : Complete repair; welding & plating of Roof top edges; complete replacement of top water channel; Windshield glass frame repair & re-fitting of glass; complete renovation of front & rear all LH & RH mud-guards and replacement of fender; front grill repair; side paneling repair; welding & plating; both sides running board renovation; platform repair patch work; all door mounting repair patch work; all door repair & setting; both sides foot board repair & fitting; rear window glass frame repair & refitting of glass; cabin mounting brackets repair & replacement of mountings; rear body all side dala repair; hood structure repair; rear body seat frame repair & refitting; rear dala hinges plate repair d) Upholstery works : Rear body hood cover replacement; all seat & rest covers with cushions to be replaced; upholstery work to be done for all door pads & cabin roof e) Painting works : Complete under chasis & chasis frame painting & vehicle painting after clean de-rusts & leveling entire surfaces; apply flatting coats, primer & under coating; finishing with two coats of automotive finish paints of existing colour scheme 2.
