6 1 About This Guide Welcome to the Road Maintenance Equipment Operator Training Guide! This Guide has been developed to provide assistance to employers who are responsible for training road maintenance equipment operators. The Guide is not intended to replace employers training programs, but to assist them in identifying basic skills for operating single and tandem axle trucks, loaders and graders along with the attachments that are used with them. The Guide will benefit employers and operators by identifying minimum skills and appropriate standards of performance. The information for the Guide was compiled from a survey distributed to members of the BC Road Builders & Heavy Construction Association (BCRB & HCA) and a review of existing training programs offered by community colleges and other professional groups. The result is a document that represents the views of the industry in British Columbia generally, rather than individual employers. How to Use the Guide The Guide is designed as a resource for training coordinators and is divided into five sections for easy reference: Unit 1 About This Guide Unit 2 Single Axle Trucks Unit 3 Tandem Axle Trucks Unit 4 Loaders Unit 5 Graders The first unit provides an introduction and an overview of the Guide. Units 2-5 contain pre-requisite skills, performance objectives and basic skills for operating road maintenance equipment and attachments. The Basic Skills section for each piece of equipment identifies basic tasks at which operators are expected to be competent and the knowledge and practical skills required to perform them. This information is intended to help training coordinators develop their training programs or determine if their existing training is up-to-date and aligned with current industry standards. 8 2 Single Axle Trucks Pre-requisite Skills Before participating in training on single axle trucks, equipment operators should be able to demonstrate the following pre-requisite skills: Class 3 license with air brake endorsement Previous experience operating a single axle truck Good driving record Good driving skills Performance Objectives Upon successful completion of training, participants will be able to: Conduct pre-trip inspections efficiently prior to vehicle use Inspect automatic air brake slack adjuster Inspect and adjust mechanical air brake slack adjuster, if required Ensure that loads are properly secured using chains or web belts, cinches and tie down points Operate the vehicle safely according to Section 7 of the Motor Vehicle Act Conduct post-trip inspections efficiently after vehicle use Perform routine maintenance of single axle trucks in accordance with the Commercial Transport Act (1996), Chapter 58 Basic Skills Training for this equipment should cover the knowledge and practical skills involved in performing the tasks described in the following table. 9 Inspect the automatic air brake slack adjuster Identify the manufacturer s specifications for the automatic air brake slack adjuster. Check that the slack does not exceed the manufacturer s specifications. Inspect and adjust the mechanical air brake slack adjuster Ensure that loads are properly secured Operate the vehicle safely Identify the manufacturer s specifications for the mechanical air brake slack adjuster. Describe methods of securing various loads including: Chains Web belts Cinches Tie down points Tarps Describe regulations given in Section 7 of the Motor Vehicle Act that apply to the operation of single axle trucks. Describe legal loads for specific units. Describe axle interlock and when to use it. State safe distances for following other vehicles when traveling on roadways and highways. State safe speeds for traveling when loaded or empty, on hills or around other potential hazards. Describe how to turn the vehicle safely when driving in urban areas with heavy traffic. Describe how the vehicle reacts in snow or icy conditions and Adjust the slack if it exceeds the manufacturer s specifications. Check that loads are secured by inspecting: Adequate tension on chains & web belts Tie down points are secure Apply the regulations given in Section 7 of the Motor Vehicle Act while operating single axle trucks. Maintain optimum engine rpm. Shift gears and apply the brakes smoothly. Avoid riding the clutch or brakes. Engage or disengage interlock, as required, according to the manufacturer s specifications. Use appropriate signals for turning. Disengage hoist power take off (PTO) when traveling, if required. Maintain safe distance behind other vehicles when traveling on roadways and highways. 10 how to prevent accidents. Describe how to shift gears and apply brakes safely. Describe courteous driving practices such as pulling over to allow faster traffic to pass when driving slowly. Describe proper use of engine brakes under slippery conditions Drive at safe speeds when loaded or empty, on hills or around other potential hazards. Turn the vehicle safely when driving in urban areas with heavy traffic. Use both mirrors and maintain the proper angle for backing under a loader. Apply brakes while loading. Use horn signals for backing up and loading. Demonstrate courteous driving practices. Conduct a post-trip inspection Perform routine maintenance of single axle trucks - Air brake system Describe the operator s role and responsibilities for maintaining the logbook that contains the service record of the vehicle. Locate the requirements for preventative maintenance of commercial trucks given in the Commercial Transport Act at the following web site: /stat/c/96058_01.htm Using a checklist, conduct posttrip inspections of items in the - Air brake system Inspect trucks including: Next service date Insert log book date for servicing in post trip inspection Record date and observations for servicing in the vehicle logbook. 11 Single Axle Trucks with Dump Boxes Pre-requisite Skills The pre-requisite skills for operating a single axle truck with a dump box are the same as for single axle trucks described in the previous section. Performance Objectives Upon completion of training, participants will be able to: Conduct pre-trip inspections efficiently prior to operating the vehicles Operate the vehicle safely according to Section 7 of the Motor Vehicle Act and the manufacturer s specifications Dump and spread loads evenly Conduct post-trip inspections efficiently after vehicle use Perform routine maintenance of the dump box Basic Skills Training for this equipment should cover the knowledge and practical skills involved in performing the tasks described in the following table. Conduct a pre-trip inspection of the truck and dump box Operate the vehicle Describe procedures for operating the specific unit. State maximum speed for operating the vehicle empty or loaded, on hills or around other potential hazards. Using a checklist, conduct a pretrip inspection of items in the Operate dump box according to manufacturer s specifications. Maintain safe speed for operating the vehicle when empty or loaded. 12 Dump and spread loads evenly Conduct a post-trip inspection of the truck and dump box Location, use and operation of dump box controls. Overhead and side clearances. Job site specifications. Describe when to raise dump box Describe the hazards of climbing onto the previous spread with the box up the proper angle for backing under a loader or into a dumpsite. Apply brakes while loading or dumping. Ensure that tarp is secured over aggregate before transporting Engage the power take off before dumping. To dump load: Back into position Lift dump box and release tailgate dogs Drive forward until box is empty Lower box and engage tailgate dogs Keep the sides of the truck level while dumping. Dump the load close to the edge of previous piles or where directed. To spread load: Secure spread chains to tailgate Tilt box to shift the load to the tailgate Drive in direction of spread and release tailgate dogs Increase box angle until entire load is spread Lower box and engage tailgate dogs Using a checklist, conduct a post-trip inspection of the dumpbox, including: Operator Training Guide November 28,

13 Perform routine maintenance of the dump box Describe parts of the dump box that require routine maintenance including: Fluid levels Hydraulic connections Lubrication Hoist mounting bolts on top of hoist and frame mount behind cab Top up the fluid levels, if required. Report leaks of the hydraulic connections on the pre-trip inspection report. Grease parts, as required. 14 Single Axle Trucks with Water Tanks Pre-requisite Skills The pre-requisite skills for operating single axle trucks with water tanks are the same as for single axle trucks described at the beginning of this section. Performance Objectives Upon successful completion of the training, participants will be able to: Conduct pre-trip inspections efficiently prior to operating the vehicles Mount and dismount water tanks safely and efficiently Fill and operate the water tanks Operate the vehicle safely according to Section 7 of the Motor Vehicle Act Conduct thorough post-trip inspections after operating the vehicles Perform routine maintenance of the water tank Basic Skills Training for this equipment should cover the knowledge and practical skills involved in performing the tasks described in the following table. 15 Mount and dismount water tanks Fill and operate water tanks Describe procedures for mounting the tank. Describe procedures for dismounting the tank. Describe how baffles in a water tank are used to prevent the water from surging as the vehicle is operated. Calculate the vehicle weight including attachments and load to ensure that it does not exceed the gross vehicle weight (GVW). Mount the tank on truck by: Using a crane or loader to lift the tan onto the truck Securing the tank with chains or web belts to the anchor points Cinching them to the required tension Dismount the tank by: Releasing and removing the chains or web belts Using a crane or loader to remove the tank Fill the tank with water. Operate the water tank and its controls to offload water, spray the road etc. Operate the vehicle safely Describe safety practices for backing up the vehicle. Back the truck up cautiously to prevent damage to pipes and valves attached to the back of it. Conduct post-trip inspections - Back up alarm system Using a checklist, conduct a post-trip inspection of the water tank including: Fluids check - Back up alarm system Ensure that the hydrant wrench and water valve stay with the tank. 17 Single Axle Trucks with Hopper Sanders Pre-requisite Skills The pre-requisite skills for operating single axle trucks with hopper sander attachments are the same as for single axle trucks described at the beginning of this section and successful completion of the Hopper Sander Training Program. Performance Objectives Upon successful completion of the training, participants will be able to: Conduct a thorough pre-trip inspection prior to operating the vehicles Mount and dismount hopper sanders safely and efficiently Operate the vehicle safely according to Section 7 of the Motor Vehicle Act Apply sand to the road in a safe and efficient manner according to MoT standards Apply salt to the road in a safe and efficient manner according to MoT standards Conduct thorough post-trip inspections after operating the vehicles Perform routine maintenance of hopper sander Basic Skills Training for this equipment should cover the knowledge and practical skills involved in performing the tasks described in the following table. 18 Mount and dismount hopper sanders Describe procedures for mounting the hopper sander. Describe procedures for dismounting the hopper sander. Mount the hopper sander by: Using a crane or loader to lift it onto the truck Securing it with chains or web belts to the anchor points Cinching them to the required tension Dismount the hopper sander by: Releasing and removing the chains or web belts Using a crane or loader to remove the hopper sander Operate the vehicle safely Apply sand to the road Apply salt to the road Describe safety practices for backing up the equipment. Describe when to use sand. Describe MoT standards for releasing sand under various road conditions. Calculate distance that 1M 3 of sand should cover at three different application rates. Describe MoT standards for releasing salt under various road conditions. Back the truck up cautiously to prevent damage to sanders and chutes attached to the back of it. Apply sand to all types of roadways including curves and hills. Shut spinner off before traffic passes. Climb onto the hopper sander cautiously to loosen clumps of sand manually. Apply salt to all types of roadways including curves and hills. 19 Perform routine maintenance of hopper sanders Describe parts of the hopper sander that require routine maintenance including: Describe procedures for cleaning and lubricating the equipment. Check controls in the cab to ensure the valves operate properly. Clean the hopper mechanism and lubricate it. Check the tension of the drive belt/chain and adjust, if required. 20 Single Axle Trucks with Front Plows Pre-requisite Skills The pre-requisite skills for operating single axle trucks with front plow attachments are the same as for single axle trucks described at the beginning of this section and successful completion of the Front Plow Training Program. Performance Objectives Upon successful completion of the training, participants will be able to: Conduct a thorough pre-trip inspection prior to operating the vehicles Mount and dismount front plows safely and efficiently Operate front plows safely according to Section 7 of the Motor Vehicle Act Change blades on front plows safely and efficiently in accordance with the manufacturer s specifications Conduct thorough post-trip inspections after operating the vehicles Perform routine maintenance of front plows Basic Skills Training for this equipment should cover the knowledge and practical skills involved in performing the tasks described in the following table. Conduct pre-trip inspections Mount and dismount front plows Describe procedures for mounting front plows. Using a checklist, conduct a pretrip inspection of items in these areas: Fluids check Mount front plows, ensuring that the leading edge lifts first. Operator Training Guide November 28,

21 Operate front plows Change blades on front plows Describe procedures for dismounting front plows. Describe when to use the front plow rather than the underbody plow. State maximum speeds for front plows. Describe safety practices to use around hazards such as pedestrians, buildings close to the road, signs, crosswalks, manholes, etc. Identify places where front plows cannot be used such as on soft shoulders. Describe appropriate windrow. Describe how to turn the vehicle when the front plow is in use. It will not turn normally because the plow will cut a wider swath as the vehicle turns. This will cause a marked and dangerous decrease in control. State when the blades should be replaced When they wear to within 1/2 inch of the moldboard Describe procedures for changing blades Describe procedures for changing blades made by Frink and Tenko: Dismount front plows. Hook up the front plow so that the leading edge lifts first. Operate the front plow alone or in tandem with a truck. Operate the plow safely according to Section 7 of the Motor Vehicle Act. Demonstrate reasonably straight windrows. Plow the road without overplowing the shoulder. Demonstrate safe driving practices when operating the front plow around hazards such as pedestrians, buildings close to the road, signs, crosswalks and manholes. Turn the vehicle cautiously when the plow is in use. Change the blades by: Reviewing the manufacturer s specifications on blade replacement Removing the cap screws to release the blade or toe piece Removing the blade, be careful of the sharp burr Inserting the new blade Replacing the cap screws and tightening them. 22 Conduct post-trip inspections Changing the toe piece when blade is replaced Readjusting the leg & plow shoes if necessary. Checking the lift chain condition Using a checklist, conduct posttrip inspection of items in these areas: Perform daily maintenance of front plows Describe parts of the front plow that require routine maintenance including: Castors Hydraulics Check controls in the cab to ensure they operate properly. Grease the castors. Inspect the hydraulic cylinders and hoses for leaks or other damage. Operator Training Guide November 28,

23 Single Axle Trucks with Under Body Plows Pre-requisite Skills The pre-requisite skills for operating single axle trucks with under body plows attached are the same as for single axle trucks described at the beginning of this section and successful completion of the Under Body Plow Training Program. Performance Objectives Upon successful completion of the training, participants will be able to: Conduct a thorough pre-trip inspection prior to operating the vehicles Mount and dismount the under body plow safely and efficiently Operate the truck with an under body plow safely according to Section 7 of the Motor Vehicle Act Change blades on under body plows safely and efficiently in accordance with the manufacturer s specifications Conduct thorough post-trip inspections after operating the vehicles Perform daily maintenance of under body plows Basic Skills Conduct pre-trip inspections Mount and dismount under body plows Describe procedures for mounting under body plows. Describe procedures for dismounting under body plows. Using a checklist, conduct a pretrip inspection of items in these areas: Mount under body plows, ensuring that the leading edge lifts first. 24 Operate under body plows Describe when to use the under body plow (light snow) rather than the front plow. State maximum speeds for under body plows. Describe safety practices to use around hazards such as curbs, guardrails, expansion joints and heavy snow. Describe appropriate windrow. Operate the plow alone or in tandem. Operate the plow safely according to Section 7 of the Motor Vehicle Act. Always feather up the blade before you stop. Plow the road without overplowing the shoulder. Demonstrate appropriate safety practices around hazards such as curbs, guardrails, expansion joints and heavy snow. Plow with reasonably straight windrows. Change blades on under body plows Conduct post-trip inspections Describe when blades should be replaced: When they wear to within 1/2 inch of the moldboard. Change the blades by: Reviewing the manufacturer s specifications on blade replacement Removing the cap screws to release the blade Removing the blade carefully to avoid the sharp burr Inserting the new blade Replacing the cap screws and tightening them. 26 3 Tandem Axle Trucks Pre-requisite Skills Before participating in training on tandem axle trucks, equipment operators should be able to demonstrate the following pre-requisite skills: Class 3 license with air brake endorsement Class 1 license if trailers will be used Describe operation of multi axle vehicles Previous experience operating tandem axle trucks Good driving record Good driving skills Explain how and when to use differential locks Demonstrate methods of securing loads Previous experience in towing trailers with air brakes is an asset, but is not a pre-requisite for the training. Performance Objectives Upon successful completion of training, participants will be able to: Conduct pre-trip inspections efficiently prior to vehicle use Inspect automatic air brake slack adjuster Inspect and adjust mechanical air brake slack adjuster, if required Ensure that loads are properly secured using tarps, chains or web belts, cinches and tie down points Operate the vehicle safely according to Section 7 of the Motor Vehicle Act Conduct post-trip inspections efficiently after vehicle use Perform routine maintenance of tandem axle trucks in accordance with the Commercial Transport Act (1996), Chapter 58 Basic Skills Training for this equipment should cover the knowledge and practical skills involved in performing the tasks described in the following table.
