1 Relief provided to the affected people in Champasak and Attapue Provinces, Lao PDR Ratchaburi Electricity Generating Holding Public Company Limited (the Company ) has continuously provided assistance and relieves for the affected people from Saddle Dam D of Xe-Pian Xe-Namnoy Hydroelectric Power Project break in Champasak and Attapue Provinces, Lao PDR at our best effort and responsibility. The company would like to express our sincere sorrow to the affected and concerned parties and will work closely with Lao PDR officials to offer necessity needed to ensure that hardship will be eased and the situation will be as usual as soon as possible. Since July 25, 2018 onwards, the company has offered financial assistance and our staff to support relief mission of Lao PDR authorities as follows: 1) The company s executives visited the affected people at the residing camp for listening their needs to be served. 2) The executives paid courtesy visit Mr. Ounlar Sayasith, Deputy Governor of Attapeu Province to learn urgent needs of local people and discuss on aid and supports from the company.

2 3) RATCH Volunteers arranged a mobile food center for providing 1,000 set daily to affected people and rescuers. 4) RATCH employees jointly offered a first donation of THB128,855 which has been spent on necessary items, such as medical supplies and shoes for kids.

3 5) The company offered a donation of LAK 1.3 billion (around THB 5 million) by transferring to the account of Banque Pour Le Commerce Exterieur Lao (BCEL) in Lao Kip currency. Mr. Souksamai Chanthamard, Deputy Governor of Attapeu Province and Mr. Kaeo Sirisawat Energy and Mines of Champasak Province acknowledged the donation on behalf of Lao officials. 6) The company s Board of Directors approved an additional budget for supporting necessities for both those affected and rescuers working in the area. Moreover, the company has asked supports from the Governor of Ubon Ratchathani and the Electricity Generating Authority of Thailand (EGAT) to provide additional assistance on rescue equipment. 7) 920 blankets were provided to the affected according to their needs. 8) Temporary lavatories were provided at the two shelters located in Oudomxay School and Sanamxay Secondary School, Attapeu Province, together with groundwater drilling for serving their daily consumption.

4 9) The company provided four tents situated near the pier for protecting food supply from rain, at Attapeu Province. 10) The company gave the financial support on fuel expenses for 10 four-wheel cars for transferring the affected people to the shelter for 4 days. Also, other facilities, such as rescue boats, jet skis, 4-wheeled cars, portable beds, mats, multipurpose tarpaulins, rubber boot, raincoats, drinking water containers and sarongs for men and women were offered to the affected people at the area. 11) The company provided 2,000-litre diesel oil for assisting rescue operation.

5 12) Some sport equipment was given for recreation of the affected people through the Director of the second shelter. 13) The company presented THB 1,000,000 donation to H.E. Mr. Seng Soukhathivong, Ambassador of the Lao PDR to Thailand in the concert helping the flood-affected people in Lao PDR organized by Thai-Lao Association for Friendship on August 2, ) The given 10 units of 12-KW generator will be installed in the temporary accommodations of the flooded-affected area at Attapue Province. 15) The company gave 50 bedding sets to officials of the Energy and Mines Ministry who are working in flood-affected areas, Attapue province.

6 16) RATCH contributed financial support of LAK-68-million for providing 10 washing machines (LAK40 million), and expenses of 1,000-litre gasoline (LAK10 million) and 2,000-litre diesel oil (LAK18 million) in order to accommodate volunteers from the Ministry of Energy and Mines and Ministry of Natural Resources and Environment of Lao PDR who work in the affected area. 17) Some necessary items were provided for flood-affected people and the company gave THB-12,000 financial support for transportation of flooring materials of temporary accommodations.
