1 4 th Quarter Public Works Department Presented to the Woodland City Council and Mayor Finn During 4th quarter of 2017, the Public Works Department accomplished the following: WATER TREATMENT PLANT 2016 WTP Improvements/Booster Station Project Gray and Osborne an estimate for the City for review of $754,000. Funding has been requested in the 2018 budget. Cross Connection Program - We are continuing with sending out reminder letter and following up as necessary. Worked with a concerned citizen regarding water quality complaint which included flushing of lines and water testing. Clearwell transfer pump 1 was pulled and repaired by crew. Hach Tech recalibration of online meters, done quarterly. WTP Staffing Mike Peterson passed his WTP Operator III test. Preparing to hire new operator scheduled interviews; hoping for January start date. The transducer was replaced in the clear well. Crew repaired 1 ¼ inch water line. WATER Crew performed 16 water turn off. New service at 1942 Dale Street crew did a 1 water tap. Public Works organized meeting with Teresa Walker from Department of Health, Rob VanderZanden, Tracy Coleman, Dennis Ripp, & Mike Peterson for a citizen from 270 Fir Avenue about water quality & odor concerns. 2 MIKE PETERSON FIRE EXTINGUISHER SAFETY TRAINING SEWER Sewer plug up at Casa Tapatia & Dairy Queen. Crew sent in pump for repairs on Lift Station #9. Public Works crew repaired forced sewer main on CC Street. Tapani Underground did the sewer line bypass to CC Street manhole and Lift Station #1. (See photo on page 3) Crew put pump back in Lift Station #3. Crew installed pump back in Lift Station #9. Scadda system antenna went bad had to replace. Sewer pump plug on Lift Station #3 pulled pump and cleared plug reinstalled. Bought new pump rail guides. WASTE WATER TREATMENT PLANT Lift Station #5 (Glenwood) Upgrade project Design is completed and ready to bid, estimated cost is $335,000. Pending funding in the 2018 preliminary budget. Lift Station #11 (Down River Drive) Upgrade project will be completed after LS #5 project is complete. General Sewer Plan (7-10 yr. cycle) it was submitted in 2016, still waiting DOE s final approval. Page 2 of 9

3 WASTE WATER TREATMENT PLANT CONTINUED Biosolids Pond Removal Permit Application Permit was submitted to DOE for decommission and fill in the lagoon we are awaiting comments. National Pollution Discharge Elimination System (NPDES) Permit Renewal (5 year cycle) submitted the permit to DOE in December 2016 for review. DOE is waiting for completion of mixing zone study. Dewatering Process/Screw Press project Building remodel is in progress equipment has arrived, completion scheduled to be completed and tested on or before January 20 th. Biosolids Land Application Application completed and submitted by Gibbs & Olson. Replaced broken drive belt on the grit conveyor. New spray water valve installed on digester thickener. Installed and calibrated new effluent flow meter. New influent ph probe installed and calibrated. Pretreatment reports for 4 th quarter have been sent to DOE. Page 3 of 9

4 STREET CREW WORKING ON SEWER MAIN REPAIR CC STREET Sip & Stroll event crew set up and removed barricades and street closed signs on Davidson Ave. Painted curbs yellow on Columbia Street (NO PARKING AREA). Closed Main Street for trick or treaters. Crew prepped for paving City wide. Clark & Sons completed paving project. Cold mix street repairs performed by crew. Rented street sweeper on November 11 th from Owen Equipment and the sweeping was completed on December 28 th. Christmas Lights were hung by the crew on November 27 th. Christmas tree was picked up and installed on November 29 th. (See picture below) Streetlight - Routinely inspecting and repairing with PUD. Street light repair project completed on Guild Road. 5 Crew mowed right of ways & bio swells CHRISTMAS TREE PARKS Horseshoe Lake Management Lake testing has been suspended until spring Horseshoe Lake Milfoil chemical application was completed and the committee is very happy with the results. Final evaluation as to the degree of success will not be affirmed until the spring of Lake Pump screens washed down twice a month. (See picture below) WSDOT has proposed a plan to install a new pump with a proposed completion date of Insurance Survey Completed, still need to purchase chips and boarders to bring up to code. Jail crew worked on leaf removal and garbage pickup. Page 5 of 9

6 Goerig Park Replaced tires on John Deere Gator. Working with NW Steel Head Association, River Guys and Police Dept., to co-jointly upgrade and clean up the park with new hours of operation. FACILITIES MARK COOK CLEANING PUMP SCREENS Fire Station 300 E. Scott Ave. Project Fire Station was officially dedicated on December 20 th. City Hall Annex Roof Public Works will be checking roof once a week during the winter months. City Shop Painting Bid request received on November 8 th. Awarded the project to DBK Services projected was started on December 12 th should be completed the first week in January. (See picture below) Police Station Gate - Police department gate repaired awaiting paperwork from contractor. City Hall Façade Painting/Pressure Washing Put out for bid only received one proposal; will request for additional bids. Page 6 of 9

7 Continuing monthly yard maintenance at City facilities; PW office, Police Station, WTP, and WWTP. CITY SHOP PAINTING PROJECT OTHER Tracy Coleman the new Public Works Director started on October 9 th. Performed 105 locates from October, 2017 December, Worked on 2018 Public Works budget. Summer help Jerad Newberg s last day of work was October 20 th. Mike Karnofski the Interim Public Works Director s last day was October 27 th. (See picture below) October 28 th was Make a Difference Day organized by Woodland High School Seniors & the Public Works department. Ripp & Morrison met with seniors weekly to organize project. (See photo on page 8) Installed bollard for fire hydrant on Davidson Avenue and Park Street. Page 7 of 9

8 Public Works Department took fire extinguisher training from Clark County Fire Department. Fire extinguishers were sent in for testing City wide. Transferred grease trap inspections from the Public Works crew to the WWTP crew. Cleaned out Mascot and put in new pump. Tracey Coleman & Dennis Ripp attended snow fall meeting in Castle Rock. MIKE KARNOFSKI AND MAYOR FINN Training: Jody Herz completed Advanced Cross Connection Specialist Class (CCS). Jody Herz attended the IACC Conference in Wenatchee. Kathy Morrison completed Cross Connection Control & Backflow Basics. 30 Hour OSHA training completed by Tracy Coleman, Dennis Ripp, Mark Cook & Kathy Morrison. Mark Cook went to Pesticide Training in Wenatchee. Peterson & Ripp completed CESCL recertification training. Developer Projects: Meriwether Sub Division did final walk through. New Verizon Store crew did sidewalk, driveway, water & sewer inspections. Page 8 of 9
