NIJ BODY ARMOR TANDARD The National Institute of Justice s Ballistic Resistance of Body Armor - NIJ tandard specifies the minimum performance requirements that equipment intended to protect against gunfire should meet to satisfy the general needs of criminal justice agencies, as well as the methods used to test such performance. Issued in 2008, NIJ tandard supersedes NIJ tandard Body armor manufacturers and purchasers use the NIJ standard to help determine whether specific models meet the desired performance levels. Adherence to the standard is voluntary. Manufacturers may also submit products for compliance certification to the National aw Enforcement and Corrections Technology Center (NECTC) - the body that administers the NIJ compliance testing program. NIJ COMPIANT PRODUCT IT When NECTC determines that a submitted product complies with NIJ tandard , that specific model is then added to NIJ s Compliant Products ist (CP). The absence of a model from the CP does not in itself mean that a particular product fails to meet the standard. NIJ TANDARD THREAT CAIFICATION EVE IIIA evel IIIA armor is tested with.357 IG FMJ Flat Nose (FN) bullets with a specified mass of 8.1g (125gr) and with.44 Magnum emi Jacketed Hollow Point (JHP) bullets with a specified mass of 15.6g (240gr). NIJ tandard does not provide for evel IIIA hard armor - only soft armor. Accordingly, all IIIA plate models are designed to meet only the evel IIIA ballistic performance requirements of the NIJ specification. EVE III evel III plate inserts are tested with 7.62mm FMJ, steel jacketed bullets (U.. Military designation M80) with a specified mass of 9.6g (147gr). For a evel III plate insert used as part of an In Conjunction design, the flexible armor is tested for compliance as tand Alone armor at its specified threat level. The combination of the flexible armor and plate insert is then tested as a system to confirm protection at the system s specified threat level. NIJapproved plate inserts must be clearly labeled as providing ballistic protection only when worn in conjunction with the NIJ-approved flexible armor system with which they were tested. Although not a recognized threat classification under NIJ tandard , a so-called evel III+ plate is one that provides NIJ evel III protection plus protection from light armor piercing (AP) rounds. imilarly, a plate designated as evel III++ is one that provides NIJ evel III protection plus protection from additional AP rounds (but not full NIJ evel IV protection). TAND AONE OR IN CONJUNCTION PATE Hard armor plates protect against bullet penetrations as well as the blunt trauma associated with bullet impacts. tand Alone models do not require the use of a flexible armor vest to achieve the plate s claimed level of ballistic protection. Accordingly, a non-ballistic vest or plate carrier may be used with tand Alone models. In Conjunction (ICW) and most Military models however are designed only for use with the appropriate soft armor positioned behind the plate in order to achieve the combined system s rated threat protection. In instances where a soft armor vest will always be worn, the lighter weight of an ICW plate compared to a tand Alone plate is a consideration. 3. MATERIA AND TYE Based on desired level of protection, intended use, comfort preferences, and cost considerations, VTG s plates are manufactured in a variety of materials and geometries. E agencies should always at the minimum wear body armor that will provide protection against department issued ammunition, ie. 9mm Ranger XT T-eries,.40 Cal,.357 IG,.45 Cal,.357 MAG,.44 Cal MAG. It s hard to anticipate what handgun rounds will be popular with the criminal element, but there s one threat you can anticipate: Your own sidearm. A shocking number of police officers are shot with their own weapons after gun grabs or accidentally shot by other officers. Your body armor should defeat the rounds used by yourself and the other officers in your agency. If your agency has a patrol rifle program where officers are issued long guns such as AR-15 / M4 rifles; the common duty load for E rifles are the 55 grain 5.56 x 45mm FMJ or the 64 grain PEER Gold Dot Bonded 5.56 x 45mm. If the patrol rifle is deployed in a critical incident, E agencies should consider body armor that will defeat these rounds. Although you can never anticipate what type of weapon an officer will encounter in the field, some of the most common weapons as depicted in recent mass casualty events are the AR-15 are the K / AK-47 rifles. Under TANAG 4172, it is a standard cartridge for NATO forces as well as many non- NATO countries. According the the National Institute of Justice tandard , there are two Types of Hard Armor Classifications. The purpose of this standard is to establish minimum performance requirements and test methods for the ballistic resistance of personal body armor intended to protect against gunfire. TYPE III (RIFE) Type III hard armor or plate inserts shall be tested in a conditioned state with 7.62mm FMJ, steel jacketed bullets (U Military designation M80) with a specified mass of 9.6g (147grain) and a velocity of 2780 FP ± 30 FP. TYPE IV (ARMOR PIERCING RIFE) Type IV hard armor or plate inserts shall be tested in a conditioned state with.30 caliber armor piercing (AP) bullets (U Military designation M2 AP) with a specified mass of 10.8g (166grain) and a velocity of 2880 FP ± 30 FP. These are the two official NIJ Type of Hard Armor Protection evels. Realizing that these are not the only threat E will encounter, body armor manufacturers have conducted what is known as pecial Threat Testing against additional caliber threats commonly encountered in the field, thus creating a non-nij official Type known as a evel III+ or evel III++. Additionally, it should be noted that the U Department of Defense has their own testing criteria different than what is specified in NIJ tandard Military designations for hard armor inserts are known as API, EAPI and XAPI. These military plates are designed and tested to a completely different standard. E agencies often adopt military and pecial Threat Testing standards when considering what type of hard armor inserts they purchase. Additionally, the U Drug Enforcement Administration and the Federal Bureau of Investigations has created their own body armor testing standards which is typically more stringent than the NIJ tandard Body armor manufacturers can elect to voluntarily test their model of armor in accordance to either one or both of these standards.

When worn with ballistic inserts, the IRC can be quickly donned for rapid action response to high threat scenarios such as Active hooter, Entries, Home Defense or other critical incidents.
